Why Reforms to Section 230 Could Radically Change How You Use the Internet – NBC4 Washington

Does the phrase 'Section 230' mean anything to you? Well, if you've ever used the internet it actually does whether you realize it or not. Here's what it is and why it matters.

Section 230 is just 26 words, passed into law in 1996, that protects internet providers and websites from legal liability if someone using their platform or service posts something illegal.

It reads, "no provider or user of an interactive computer service shall be treated as the publisher or speaker of any information provided by another information content provider. It's often considered the single most-important piece of legislation that helped innovate the internet.

The legal protections offered by Sec. 230 have allowed sites like Google, Yelp, YouTube, Facebook and countless others to provide users a place to quickly and easily post their videos, reviews, photos, and other content. It also allows internet service providers to provide cheap and easily-accessible internet.

Without that law, websites and internet service providers could be liable for users actions online, meaning they might otherwise restrict the ability to create and post content without moderation.

Given the sheer size of user-generated websites, the Electronic Frontier Foundation writes, it would be infeasible for online intermediaries to prevent objectionable content from cropping up on their site. Rather than face potential liability for their users' actions, most would likely not host any user content at all or would need to protect themselves by being actively engaged in censoring what we say, what we see, and what we do online.

After Twitter flagged several of his tweets for violating company policies, President Trump issued an Executive Order on Preventing Online Censorship that directed his administration to consider reforms to Sec. 230. He specifically mentioned Twitter, selective censorship, and the goal of eliminating political bias.

Tech companies warned the narrowing the Sec. 230s legal protections would stifle innovation online and could permanently alter the way we use the internet.

If the websites were legally responsible for every word, every image, (and) every video their users posted...they might not allow your content, altogether, said Jeff Kosseff, a cybersecurity professor at the Naval Academy and author of The Twenty-Six Words That Created The Internet. The other possibility...would be that platforms want to incur less liability, so they'll just take a hands off approach and allow everything."

Former Vice President and presumptive democratic presidential nominee Joe Biden has also suggested revoking the law because he doesnt think sites like Facebook are doing enough to censor false and hateful content.

Yes. Because of Section 230, a judge ruled the Congressman could not sue Twitter over a parody account, Devin Nunes Cow, which now has more than 750,000 followers.

The First Amendment prohibits Congress from passing laws that limit free speech. However, the First Amendment does not pertain to rules created by private businesses.

You can reach out to your member of Congress to voice your opinion. And, your votes in November will help determine the future of Section 230 too.

Jeff Kosseffs book details the origins and impact of Section 230, and the EFF provides Section 230 resources and news on its website.

Sometimes, adults make things more complicated than necessary. NBCLX told this story using children on-camera because its a simple law that needed a simple explanation.

How a New Wave of Podcasts Is Shaking Up Chinese-Language Media – POLITICO

I wasnt surprised by the geographical distribution of our audience, says Chenchen Zhang, a co-host of In-betweenness who teaches politics and international relations at Queen's University in Belfast. But I was a bit surprised by the number of downloads.

In-Betweenness marks a new trend in the Chinese media landscape. All media in China, state and commercial, is closely monitored and heavily censored pre- and post-publishing. Under publishing laws and regulations, non-state digital media is not allowed to conduct original reporting and publishing. At best, they are aggregators. State censorship of social media platforms such as WeChat and Weibo, now the primary news sources in China, has become increasingly sophisticated. The state has also cracked down on private software to circumvent the Great Firewall.

But a wave of independent Chinese-language media platforms, based mostly outside of Chinapodcasts like In-Betweenness, as well as blogs, newsletters and video serieshas sprung up in recent years to cover America and the world for a Chinese-speaking audience. Most of the audience are educated millennials living in cities in China and abroad, and most of the platforms can be accessed anywhere in the world, including China. Even if some episodes are removed by government censors from podcast stores in China, people can still access it by subscribing to RSS feeds.

In the increasingly fraught relationship between China and the United States, these new projects amount to a kind of third information channel, one neither controlled by the Chinese state nor the America-centric Western media in English. It includes In-Betweenness, the podcasts Loud Murmurs, Stochastic Volatility and New York Culture Salon; News Lab, a newsletter run by Kecheng Fang, a journalism professor based in Hong Kong; and an independent blog run by Yan Wang, a conservative-turned-liberal popular blogger who has been writing about systemic racism on WeChat, the Chinese social-media app, for years.

The unrest following George Floyd's killing has given these new outlets a new topic of huge interest to Chinese listeners: race in America. In part, the interest was fanned by Chinese state media, which tends to dramatize Americas domestic strife. As the protests grew in late spring and early summer, Chinese media portrayed a chaotic, hypocritical United States with vivid images of tumult and police violence. But these new outlets portrayed something differenta more balanced picture of race relations, a diagnosis of root causes that went beyond a two-tiered U.S. legal system and extended to global cultural and racial dynamics.

If their coverage of the George Floyd protests is a sign of whats to come, these independent Chinese media outlets could play a crucial role in demystifying, or more fully explaining, U.S. politics and culture for a select Chinese audience. They might even set the tone for a clearer, more open cultural relationship between the two countries, even as foreign-policy tensions between them boil over.

***

To Americans who have never seen their own country covered overseas, it can be shocking to see the way some Chinese media portray it.

Take HBOs removal of the movie Gone with the Wind as an example. After HBO briefly took down the film in early June because of its problematic portrayal of people of color, Chinese mediaofficial and unofficialblew the story up into such a hot-button national controversy that many in China think the United States is having its own Cultural Revolution, all triggered by one movie. (In reality, the network put it back online in a week.) One headline read American Cultural Revolution: Ridiculous and Unfortunate, Gone with the Wind Got Pulled. Another used a militant phrase popular during the Cultural Revolution, qingsuan, meaning eradicating crimes, to describe the removal of the Civil War drama.

To address this kind of inaccurate coverage of U.S. social dynamics, the newer independent media platforms have built their influence over the past few years among open-minded, liberal Chinese people home and abroad. Quite a few were already influencers on Chinese social mediaWeibo and WeChatbefore starting their own media products.

The creators are academics, journalists, lawyers and activists trained in Western universities, attracted to liberal democratic ideals, and critical of both Chinas party state and Western exceptionalism. On the American political spectrum, theyd be considered progressive. And they offer a perspectivecritical of both the U.S. and Chinathats rarely seen in the mainland discourse.

What they do is very important because progressive values barely had any space on the Chinese internet before, says Fang, a journalism professor at the Chinese University of Hong Kong who studies Chinese media. In his view, their role isnt to shift broader Chinese public attitudes, but to cater to a highly educated crowd who already hold similar political values and then to influence a minority of others who are open-minded and willing to be challenged. They want to challenge the isolationist worldview from both China and the United States, and signal with their content as well as their distribution that globalization is here to stay.

Today, this transnational treatment of the news means translating the Black Lives Matter movement for a group of people who may be curious about the movements aims in the US, and also willing to acknowledge that anti-Black racism is far from a uniquely American problem.

People in China following the story exclusively through state media may lack all that context. Analysts say its not uncommon for Chinese readers to regard the whole uprising with shock and disapproval; some make racist comments of their on social media and in comments sections of news stories online. When social movements, such as Black Lives Matter, erupt, because of their oversimplified view of racism, they tend to misunderstand what the protestors want, Yao Lin, an In-Betweenness cohost, says, and some of them tend to stand with white supremacists and the status quo.

Many of these new independent media platforms offer a different way to see the protests in the United States. These new media outlets have explained to their audiences what racism in the United States is, and why the Chinese should pay attention to anti-Black racism. And they have also done what would be unthinkable for institutional Chinese media: They have turned a critical lens back on China itself, pointing to the rising racism against Africans in Guangzhou during the COVID-19 outbreak, when many were evicted from their apartments from landlords or turned away from hotels. Racial discrimination can be relevant even to those in China because they can draw a parallel between systematic racism and discriminations against women, sexual minorities and migrant workers, which are more common in China, says Zhicheng Zhao, founder of New York Culture Salon.

Loud Murmurs, a Mandarin podcast focused on American pop culture, is planning a three-episode series in light of the Black Lives Movement unfolding in the United States, where the shows hosts live. For their upcoming episode, they invited two Black men, one of whom is an African immigrant whos been educated in the West and in China, the other an African-American who works in China, to discuss how Hollywood portrays Blackness, how those portrayals are received in China and their personal experience with racism in China.

To address the misunderstanding that the United States is having its own Cultural Revolution, for instance, Loud Murmurs had their two Black guests talk about political correctness and how classic American movies portrayed slavery through rose-tinted glasses. We understand that conversation. We are plugged in to it, says Isabelle Niu, a co-host of Loud Murmurs. And so we can offer our own insight and analysis on how this should be interpreted.

Some of the new outlets are also focusing on these conversations to tackle popular conservative Chinese arguments on Black Lives Matter and claim space in an information environment filled with increasingly nationalistic voices, which is engineered by pervasive censorship, propaganda and misinformation.

Yan Wang, the WeChat blogger, appeals to his audience by recounting his experience of confronting and overcoming his own racism over the years, alongside his analysis of racial segregation. The San Francisco-based software engineer has been active in debating online with older, more conservative Chinese immigrants about stereotypes they commonly hold about Black people.

Based on his experience so far, he doesnt foresee swaying many peoples opinions. I have been trying to communicate with conservatives, and its been largely an attempt in vain, Wang says. Because what I say makes most of them extremely comfortable, and they dont always make rational arguments.

His goal, Wang says, is to educate those who are already interested in social justice and politics, who can, hopefully, in the future influence other Chinese-Americans, who have a reputation for being less politically engaged than other minority groups in the United States.

These media platforms arent just liberal enclaves providing reporting and analysis for their audiences; they have also been trying to have conversations with people in real life. New York Culture Salon, a nonprofit organization that holds weekly seminars and releases them in podcast or video form, wanted to respond to how the social unrest in the United States has divided generations of Chinese immigrants and social media chat groups in China. The nonprofit has organized a six-week panel series devoted to the Black Lives Matter movement.

They invited young Chinese scholars who study law, activism and immigration in the U.S. to participate in broadcast panel discussions. The speakers tackled topics that might be perceived as elementary by American intellectuals, such as the historical role of violence in pushing for progress, why Chinese people should support Black Lives Matter and how systemic racism is embedded in U.S. institutions. More than 3,000 people from in and outside of China attended the first two webinars.

***

Such platforms often have a tenuous relationship with Chinese censors. They are not high-profile enough to be erased from the Chinese internet completely. But once their content has gained steam on Chinese social media, especially on what are deemed sensitive political issues, they draw the attention of government censors.

Loud Murmurs and New York Culture Salon have both had their content, social media posts and platforms censored for touching domestic political topics, such as Chinas controversial one-child-per-family policy. Their core audiences followed them as they moved their content to platforms untouched by Chinese censors, usually domains registered abroad. And for some of the podcasts in this new wave, talking about politics in foreign countries onlyfor instance, about the Black Lives Matter movementshields them from censorship.

With pervasive censorship, we can only relieve political depression by focusing on the events unfolding across the Pacific, says China-based Shiye Fu, a co-host of Stochastic Volatility, who has a degree in anthropology from Columbia University.

None of the people I talked to for the story expect their content to attract a mainstream audience. But they hope the small audience they have connected with will connect with other Chinese speakers and go on to create something much larger than podcasts.

We got a lot of comments like, Wow. I've never heard four women talk about politics in a way that's so uninhibited, Niu says. I think just the idea that you can express yourself without fear, even that is very encouraging to people.

Will Cryptocurrency-Based Credit Cards Be The Next Big Thing In India? – Inc42 Media

Global payments company Mastercard has authorised cryptocurrency platform Wirex to issue payments cards for virtual currencies

Mastercard has also accelerated its crypto card partner programme

Cryptocurrency exchanges in India have seen a massive increase in adoption during the lockdown

Global payments company Mastercard, on July 20, announced the acceleration of its crypto card partner program, making it easier for consumers to hold and activate cryptocurrencies. As part of the initiative, Wirex was the first native cryptocurrency platform to be granted principal Mastercard membership, allowing it to directly issue payment cards for virtual currencies.

Wirex consumers will now be able to convert their cryptocurrencies to traditional fiat currencies, payable at locations around the world where Mastercard is accepted. Mastercards move is bound to positively affect the burgeoning community of cryptocurrency traders in India, especially since the community received a fresh lease of life in March when the Supreme Court quashed an RBI circular from 2018, which had imposed a banking ban on cryptocurrencies in India. The apex court, in its order, noted that the RBI circular was unconstitutional. It said that in the absence of legislation for regulating the use of cryptocurrencies in India, their use must be treated as legitimate trade that is protected by the fundamental right to carry on any occupation, trade or business under Article 19(1)(g) of the Constitution.

The order was hailed across sections of the Indian crypto community for bringing a just conclusion to the fight led by two petitioners, the Internet and Mobile Association of India (IAMAI) and a group of corporations which ran crypto exchange platforms in India.

This positive judgement will open doors to massive crypto adoption in India. It proves that we can now innovate, and the entire country can participate in the blockchain revolution, Nischal Shetty, CEO of locally crypto exchange WazirX said at the time.

Ever since the order, there has been a surge in activity by cryptocurrency startups in India. Earlier this month, IT services company Tata Consultancy Services (TCS) launched a cryptocurrency trading platform called Quartz Smart Solution for banks and investments. The platform supports multiple cryptocurrencies, digital assets, digital coins linked to fiat currencies, trading channels and public blockchain networks, offering choice and flexibility to customers in their trading and investment strategies. It has been developed in partnership with Quartz, a blockchain startup incubated by TCS.

While cryptocurrency exchange CoinDCX has launched a new platform called DCX Learn to promote educational content on cryptocurrency and blockchain, CoinSwitch launched an Indian rupee (INR) cryptocurrency exchange mobile application named Kuber. For some platforms such as WazirX, the Covid-19 induced lockdown meant a 400% increase in trading activity.

The Mastercard move is a potent boost for cryptocurrencies in India, given the payments companys rapidly expanding presence in the country. From increasing its investment in India-focused research and development initiatives to partnering and investing in local startups for building innovative solutions in the payments ecosystem, Mastercards presence in the Indian fintech sector is robust. The company plans to invest $1 Bn in India and double its headcount in the country over the next five to six years.

This factor is supplemented by the positive outlook for the proliferation of credit cards in India. According to a draft document filed by the State Bank of India (SBI), factors such as a young tech-savvy population and the possibility of EMI payment options could see credit card users in the country increase by a compound annual growth rate (CAGR) of 25%. The number of credit cards issued stands at 47 Mn in FY19, having grown at a CAGR of 20.0% over the last five years, and is expected to grow by 25% from FY19 to FY20, said the draft document.

The traction gained by global cryptocurrency exchanges from India has been on the rise for a while now. According to cryptocurrency research platform Coinpaprika and global crypto exchange OKEx, India is poised to gain considerable global market share of crypto transactions this year. The report revealed that OKExs newly registered users from India had increased by 4100% during the first quarter of 2020.

The presence of a Mastercard certified cryptocurrency exchange platform could just be the boost needed for the virtual currency trading community in India. Although, Wirexs presence in India is limited. Indian users can only make an account on the platform, but top-ups from local payment cards are yet to be allowed. While Wirex is yet to offer its VISA payment cards in India, the company says that its also working with a new card issuer (Mastercard) to roll out more payment cards for customers. Considering Mastercards footprint in the Indian payments ecosystem, theres a genuine possibility of Wirex soon launching its payment cards for India as well.

Further, Wirex wont be the only cryptocurrency platform to be ratified by Mastercard, with the latter looking to onboard various such exchanges as part of its crypto card partner program.

An assessment of the future of cryptocurrency in India wont be complete without mentioning the benefits it could bring for the country. The Indian diaspora, at 17.5 Mn, is the largest in the world, according to the United Nations (UN) International Migrant Stock Report 2019. Owing to its humungous overseas population, in 2018, India was the highest recipient of foreign remittances at $79 Bn. Sending these remittances through traditional channels is expensive and time-consuming. However, blockchain technology enables the cross-border transfer of crypto funds in a matter of minutes. According to experts, the scale of the Indian market, with a growing and aspirational middle class and the increased push towards digital payments, is tailor-made for a crypto revolution in the country.

Buoyed by the SC order, global crypto exchange platforms have also shown a willingness to invest in the country. However, a sense of doubt over the legality and use of cryptocurrencies persists. Last month, the Finance Ministry, seeking to introduce legislation for a blanket ban on cryptocurrency, moved a note in the parliament for inter-ministerial consultations.

Governments have long been hostile towards cryptocurrencies, given that they function in the virtual domain, outside the purview of the central bank, and are seen to be instruments of funding for terrorism and other anti-social activities. Last year, there was also the proposal of a draft law, Banning of Cryptocurrency and Regulation of Official Digital Currency Bill 2019. While the Parliament is yet to approve this bill, it would be interesting to see if the push for Digital India would be willing to assimilate and own the quiet revolution led by the cryptocurrency community.

One of FATFs key recommendations is the so-called travel rule which requires crypto companies to identify the origin and destination of crypto transactions. G20 countries, including South Korea, have declared to commit to theFATF standards.

Investing in a brighter future – Research Information

The new non-profit Knowledge Futures Group offers institutions a valuable scholarly communications resource, writes Heather Staines

Recently, interest in utilising open source software tools to create and disseminate scholarly content has grown. Continuing consolidation in the publishing technology space has fuelled this trend with increasing concern about potential lock in for libraries and publishers and lock out for societies and independent content creators. (See Roger Schonfeld, Open Source for Scholarly Publishing: An Inventory and an Analysis, The Scholarly Kitchen, August 8, 2018. A shift to open source technology, with code published openly and a permissive reuse license, enables publishers to ensure ongoing availability and control of content. However, an impression that such technology requires significant human and technical resources remains. Fortunately, ongoing education is correcting this impression. (See Adam Hyde, Open Source and Scholarly Publishing, The Scholarly Kitchen, September 6, 2018.

I joined the then MIT-affiliated Knowledge Futures Group (KFG) in 2019, excited to further explore open source technology for publishers, libraries, researchers and beyond. (In spring of 2020, the Knowledge Futures Group became an independent 501.3(c), although it continues to partner closely with the MIT Press and MIT communities.) MIT Press director Amy Brand has written extensively about the need for academic institutions to invest in scholarly communications infrastructure. To help institutions direct their attention and funds towards both challenges and solutions that most affect their communities, the KFG recently launched four thematic programs: Knowledge Ecosystems, Community Publishing, Measuring Knowledge, and Universal Data. A June 2019 report, funded by the Mellon Foundation, supported by MIT Press, and written by John Maxwell, Mind the Gap: A Landscape Analysis of Open Source Publishing Tools and Platforms, noted the clear lack of incentives for collaboration, due in part to tool creators chasing the same philanthropic funding. (See https://notes.knowledgefutures.org/pub/7z3dmyse) In response to this, KFG is seeking, and finding, ample opportunities for collaboration with other open source initiatives, as well as with commercial entities wishing to explore a more open offering in Community Publishing.

AfricArXiv is a free, open source, community led preprint server, founded in 2018 to raise the visibility of African research, increase continent-wide collaboration, and inspire interdisciplinary and local language research, hosted on the Center for Open Sciences Open Science Framework, Zenodo, Science Open and now PubPub (see https://info.africarxiv.org/about/). Inspired by a common mission, in spring 2020, AfricArXiv and KFG announced a collaboration on PubPub around audio and video preprints and capacity building and training around scholarly communication (see https://info.africarxiv.org/knowledge-futures-group-and-africarxiv-launch-audio-visual-preprint-repository-on-pubpub/). The AfricArXiv community page on PubPub (https://africarxiv.pubpub.org/) also serves as an archive for thought leadership webinars and other multimedia content by AfricArXiv and partner organizations such as SciComm Nigeria and TCC Africa.

Launching audio/visual preprints takes scholarly communication to the next level giving scientists the multimedia platform to express their expertise not only in text but truly engaging with other researchers, suggests Joy Owango, Director, TCC Africa. Obasegun Ayodele, CTO Vilsquare, encouraged researchers, away from their labs due to the Covid-19 lockdown, to use laptops and smartphones to digitize their work and push it out to preprint servers. This partnership will empower African researchers to explore immediate communication of their research despite the COVID-19 lockdown. The results from this initiative will help us further understand the best COVID-19 response and intervention strategy for researchers across Africa. (In related preprint news, PubPub will soon act as host for CrimRxiv.)

Punctum Books is an independent, not-for-profit, benefit corporation publishing open access books 'dedicated to radically creative modes of intellectual inquiry' with 'a fondness for neo-traditional and unconventional scholarly work'. (See https://punctumbooks.com/about/vision-statement/) In 2019, punctum began blogging on PubPub. Having previously used WordPress and Twitter for communication, Punctum recognised a need for readers encountering punctum messaging to be able to trace narratives back in a slower and more thoughtful way.

'We found in PubPub, a mission-aligned initiative, providing a transparent and open source space for us to talk about what we are doing, exposing new audiences, including libraries, artists, and the general public,' notes Dan Rudmann, director for community relations. The clean interface makes posts on new books, thought pieces, and news distinctive and readable. Export options ensure content portability and remove fear of lock in. The team also uses PubPub for collaborative authoring.

KFG is experiencing more interest in shifting sites from WordPress or Medium to an open source not-for-profit option, for reasons ranging from mission alignment to cost savings to usability. In response, we now offer, as a paid service, the ability to migrate back files from WordPress to PubPub.

The Community-led Open Publication Infrastructures for Monographs (COPIM) project, funded by Research England, is a partnership of scholar led presses, universities, and infrastructure providers, working to develop 'open, transparent, sustainable, and community-governed infrastructures for the curation, dissemination, discovery, and long-term preservation of open content and open data'. (See https://scholarled.org/#infrastructure) COPIM is using PubPub for open documentation. Dan Rudmann of Punctum, a partner in the project, highlights the need for transparency throughout the project, which consists of seven work packages that may not proceed linearly: 'By collaborating on and incrementally creating documentation on PubPub, we ease the overall reporting burden of the project. The flexible nature of the platform enables us to point people to the relevant portion of the workflow, including video capture of workshops and lectures.' When used for collaborative editing, PubPub provides an open alternative to Google docs; one which can, if desired, support publication with DOI-assignment and simple metadata creation.

Annotation and reader engagement has long been a focus of the KFGs publishing platform, PubPub. Over time, weve benefitted from close collaborations with partners that have given way to common use-cases for using annotation to improve the communication and understanding of research. For example, the MIT Press has a series of publications posted on PubPub for open community review before publication, such as Data Feminism (https://bookbook.pubpub.org/data-feminism) and Economics in the Age of Covid-19 (https://economics-in-the-age-of-covid-19.pubpub.org/).

Learning from these exchanges, the KFG recently launched a new publication, the Commonplace, which serves as a conversation and idea hub for mission-aligned individuals and organisations working to make knowledge open for the public good. It has dedicated content formats ranging from annotated reading lists to open reports posted for community engagement and feedback. 'Community feedback is foundational to the Commonplace,'notes Catherine Ahearn, head of content for PubPub and the Knowledge Futures Group. 'Exchanges between readers and authors, researchers and institutions, technologists and policy-makers are key to making sure we publish toward progress and bottom-up, community-centered change.' Recent examples of reports posted for open annotation include Equitable Access to Research in a Changing World: Research4Life Landscape and Situation Analysis (see https://commonplace.knowledgefutures.org/pub/fgm2pqu5) and Researchers Perspectives on the Purpose and Value of the Monograph (see https://commonplace.knowledgefutures.org/pub/4q3tny9p). The Commonplace seeks contributors and active readers across all content formats.

New OA journals have found a home on PubPub. 'The American Psychological Association partners with KFG to deliver open access journal content on an innovative and community focused platform. This partnership allows APA Journals to highlight its vision of open access by publishing scholarship in a dynamic and interactive format, remaining flexible so that the community can help shape the platform, and promoting open science and transparent practices in psychology.' The first title, Technology, Mind, and Behavior (see https://tmb.pubpub.org) recently published its first article, 'Country Roads through 1s and 0s', which explores whether video games can instill an emotional connection with physical spaces and includes an interactive map depicting locations from the game Fallout 76.

Free-to-read publications that wish to shift from WordPress are particularly suitable for experimentation. We partnered with the American Astronomical Society (AAS), one of the first societies to put its flagship research journals online, to host theBulletin of the AAS (BAAS), an open access journal of community white papers, news and commentary, meeting abstracts, and obituaries. 'The new community on PubPub represents a continuation of that tradition of innovation,' says AAS innovation scientist, Peter K. G. Williams. 'Were looking forward to using PubPub to explore the ways that scientific communication can evolve to fully take advantage of 21st century tools.' These publications join others from MIT, Harvard, and Stanford.

With the capacity to host textual and multimedia content, PubPub provides space for showcasing conferences. Iowa State University Librarys Iowa State Digital Press recently used PubPub for two events: The U.S. Latino/a Studies Program 25 Year Anniversary Symposium Digital Proceedings (https://usls25.pubpub.org/) and Proceedings of a Workshop on Developing a Convergence Sustainable Urban Systems Agenda for Redesigning the Urban-Rural Interface along the Mississippi Watershed (SUS-RURI) (see https://sus-ruri.pubpub.org/). While Iowa State hosts recurring conference proceedings on Janeway, Harrison Inefuku noted that 'for one-off events with a visual or collaborative component', PubPub was an easy way to spin up a conference site. Iowa State wants to support open source solutions that will transform scholarly communications.

Sites such as Celebrating Millie, a 2017 memorial for physicist Mildred Dresselhaus (see https://millie.pubpub.org/), can be crafted after the physical events. #SpreadingFacts, hosted by MIT in December 2019, utilized PubPub for promotion, live streaming, and connecting viewers with multimedia outputs. (see https://spreadingfacts.pubpub.org/)

KFGs Community Publishing Program provides tools and support for publication options ranging from informal blogs, student publications, library publishing, to more formal university press-like offerings. There is always a completely free version of PubPub available for groups looking to test out tools or experiment alongside paid services offered by the KFG team for groups hoping to engage in more complex work. We are eager to see how these collaborations evolve.

Debate over banning far-right extremist groups in Australia

Shadow home affairs minister Kristina Keneally has called on the government to proscribe far-right extremist organisations in Australia. The UK, the US and Canada have already banned a number of these groups. However, some experts contend that while right-wing extremism is an increasing threat, its not yet serious enough to warrant such far-reaching bans. The effectiveness of the proscription of extremist organisations has also been questioned, as it could send them underground.

Iran providing support for al-Shabaab in Somalia

According to government and military officials in Somalia, Iran has been exercising influence in the country and its neighbours by forming ties with extremist groups. Iran reportedly provides money, weapons and ammunition to groups such as the al-Qaeda-linked al-Shabaab, resources which have gone on to target US and Somali forces. Its believed that Iran is taking a leaf out of the Russian handbook by using proxy groups to help push the US out of the region.

While the UK has already ordered 100 million doses of this vaccine, distributor AstraZeneca has yet to confirm whether they will be produced at its Australian facilities.

Indigenous Americans face pandemic threat

Significant concerns have been raised about the impact of the Covid-19 pandemic on indigenous communities in the Americas. The western hemisphere remains the epicentre of the pandemic, with more than 70,000 confirmed cases and 2,000 deaths since 6 July among its indigenous people. WHO Director-General Tedros Adhanom Ghebreyesus said indigenous communities, which often lack political representation, are at a much higher risk due to socioeconomic factors and limited access to healthcare.

A Robot Factory or Digital Workers Powered by Machine Learning to Be Introduced by Russias OTB Bank to Read, Comprehend, Process Financial Documents -…

VTB Bank, a leading Russian universal bank with over $6 billion in annual revenue, has introduced a robot factory. The bank, which has more than 77,000 workers, says its planning to introduce 250 digital employees off the production line in the coming years.

VTB Banks management noted that the new robots would help reduce the amount of manual labor or routine operations that need to be performed. The robots are expected to help with document processing and data entry processes. The bank has estimated that the digital employees will help reduce the cost of processing by as much as 4 times.

The first robot may be introduced in the next two to three months, after the bank has discussed how to develop the digital workers with the companys human employees. The consultations with VTBs employees will aim to identify which processes should be automated in order to improve efficiency and streamline operations.

VTB Bank said there should be around 60 bots that will be operating by the end of 2020. These digital employees will reportedly use machine learning and optical character recognition (OCR) to fully automate routine tasks, which will include reading, comprehending and even processing of bank documents.

Vadim Kulik, deputy president and chairman at VTB Bank, stated:

The robotization program in its operating function will allow customers to increase the speed of processes, including, for example, working with credit applications. We will also identify suboptimal processes, improve them, optimize costs and reduce operational risks.

VTB has introduced a special robot that is tasked with verifying and processing data related to loan applications for SMEs that may qualify for various employment support programs. These initiatives are being offered to businesses that have struggled to maintain operations due to COVID-19.

VTB claims that the robots were able to process applications about five times faster than using regular methods. The bank said its now processing as many as 1,500 applications in one business day.
