TUESDAY, Feb. 8, 2022 (HealthDay News) -- E-cigarettes have been touted as an aid to quit smoking tobacco cigarettes, but a new study suggests that's a myth.

Researchers found that using e-cigarettes resulted in fewer successful attempts than other smoking cessation aids. And, they added, e-cigarette users weren't less likely to relapse than those who didnt use them.

"I think the image of e-cigarettes as the one thing that's going to help everyone quit has dulled," said study author John Pierce, a professor emeritus from the Herbert Wertheim School of Public Health and Human Longevity Science at the University of California, San Diego. "Just replacing your source of nicotine is not the key here."

He noted that most smokers who tried e-cigarettes to quit didn't use high-nicotine vapes. Whether using doing so would improve the quit rate isn't known and is something researchers will be looking at.

In October, the U.S. Food and Drug Administration gave permission for the sale of one popular e-cigarette brand, saying it can help adults quit smoking traditional cigarettes.

Pierce said he's not sure what evidence the FDA is accepting as proof that e-cigarettes help people quit, given the outcome of this study.

Quitting isn't easy, he noted.

"Quitting is the hardest thing a lot of people can do. The success rates of quit attempts haven't changed in 30 years," Pierce said. "We don't have any really good successful ways of doing it -- the motivation's got to get high enough. It's just your motivation level."

For their study, Pierce and his colleagues collected data on more than 3,500 smokers who tried to quit and more than 1,300 who actually did as part of PATH (Population Assessment of Tobacco and Health Study).

Participants were asked what they used to try to quit, including e-cigarettes, nicotine patches, gums, inhalers, nasal sprays, lozenges or tablets, other tobacco products, or the drugs Chantix (varenicline), Wellbutrin or Zyban (bupropion). E-cigarette users were asked how much nicotine was in their vapes.

The participants were tracked for at least 12 months.

In 2017, more than 12% of those who had recently tried to quit said they used e-cigarettes alone or along with other products. About 2.5% said they used other tobacco products.

About 21% used nicotine replacements or one of the drugs, and 64% just stopped smoking without any substitutes.

Among former smokers, more than 15% switched to e-cigarettes and 16% said they used other tobacco products. The rest hadnt used anything, the researchers found.

Among e-cigarette users, about a quarter used vapes with a nicotine strength of 4% or more. In 2019, the number of former smokers who switched to e-cigarettes rose to 22%, and some were using high-nicotine vapes, Pierce said.

Those who used e-cigarettes to quit before 2017 were less likely to succeed by 2019 than those who used nothing -- 10% versus 19%. E-cigarettes were linked with 7 fewer successful quitters per 100 would-be quitters than other drug aids, the researchers said.

Nor did e-cigarettes lower the odds of relapse, compared with smokers who didnt vape. Close to 60% of former smokers who used e-cigarettes daily had returned to traditional cigarettes by 2019, researchers found.

"The data for e-cigarettes as a smoking cessation tool has never been very strong," said Dr. David Hill, a medical spokesman for the American Lung Association. "So this study confirms that they're not a great tool for people to stop smoking."

The best way to quit is not to go it alone, but to work with your doctor and a counselor, said Hill, who wasn't part of the study.

"Successfully quitting without that sort of comprehensive care is unlikely to achieve success," Hill said.

But, he added, anyone can stop smoking if they truly want to.

"I've rarely run into somebody who truly has their mind set on stopping who can't be helped to quit," Hill said. "Sometimes it takes multiple attempts and a variety of different approaches."

As for vaping, Hill is not a fan.

"The problem with e-cigarettes is they're still a nicotine combustion product, and our lungs are not designed to inhale heated products," Hill said. The long-term effects of continuous e-cigarette use aren't clear, he added, because they haven't been around long enough to know.

More than 25% of high school students vape, Hill said. So, he said, manufacturers are hooking a new generation as opposed to getting people who are addicted off these products.

The findings were published online Feb. 7 in the journal Tobacco Control.

The Joint Committee on Health will meet tomorrow, Tuesday 15 February with representatives from the IVVA for pre-legislative scrutiny of the general scheme of thePublic Health (Tobacco and Nicotine Inhaling Products) Bill.

The proposed legislation will prohibit the sale ofvapesand tobacco- and nicotine-inhaling products to persons under the age of 18. It will also make it illegal for under-18s to sell such products.

Committee Cathaoirleach Sen Crowe said: The Committee began pre-legislative scrutiny in November 2021 and we will hear from a number of stakeholders on the issue in the coming months.

The Committee previously heard concerns from the Irish Heart Foundation that teen smoking rates are increasing for the first time in ten years due to an explosion ofvapingamong this age cohort.

Research from the Health Research Board has found that teenagers whovapeare up to five times more likely to take up smoking citing the gateway effect. We welcome the opportunity to discuss these and other related matters with representatives,

The main argument in favour of banning flavoured e-liquids is the potential risk of making vaping products more attractive to minors with child-friendly flavourings & packaging. The association between vaping flavours and subsequent smoking initiation is not substantiated

San Diegos proposed ban on flavored tobacco and flavored e-cigarettes is stirring up controversy among both staunch supporters of such bans and dozens of neighborhood markets that would be hurt financially.

Ban supporters say the citys proposal doesnt go far enough because it wouldnt ban menthol cigarettes, synthetic nicotine or tobacco-derived e-liquids that dont contain tobacco leaf.

Councilmember Marni von Wilpert, who is spearheading the proposed legislation, has vowed to add those elements to the ban before the full council votes on it in coming weeks.

Meanwhile, the Neighborhood Market Association and many individual store operators say the ban would significantly damage their businesses, contending customers who buy flavored tobacco also support markets by purchasing other products when they visit.

They also say removing flavored tobacco from local markets and liquor stores wont eliminate demand for the products, sparking a black market and sharply increasing internet sales of the products.

There are federal and state laws prohibiting shipment of tobacco products and requiring signatures of someone at least 21 for delivery, but critics say young people are often able to get over such hurdles.

San Diegos consideration of a flavored tobacco ban comes with a statewide ban in limbo for the next nine months.

The state Legislature banned flavored tobacco and menthol cigarettes in 2020, but the tobacco industry gathered enough signatures to postpone the ban until California voters can weigh in at the polls Nov. 8.

Local market owners say San Diego should let state voters decide the issue instead of taking local action.

More than 100 cities and counties in California have passed their own bans in lieu of state action, including San Jose, San Francisco, Sacramento, Oakland and Long Beach.

Locally, bans have been passed by Imperial Beach, Encinitas, Solana Beach and San Diego County. The county ban affects all unincorporated areas, but it does not affect cities.

Von Wilpert proposed a ban for San Diego at Wednesdays meeting of the councils Public Safety Committee, but testimony by dozens of neighborhood market operators prevented the committee from taking a vote before some members had to leave.

Von Wilpert said she plans to have the proposal, including the amendment she has promised to make, advance directly to council for a vote sometime soon. Following the lead of the state, von Wilpert plans to exclude hookahs from her proposed ban.

She said a ban is crucial to helping keep young people away from flavored tobacco and vaping, which can harm brain development, promote nicotine addiction, cause severe lung damage and lead to lung transplants in rare cases.

Janan Moein, a local college student, said he experienced problems with flavored tobacco in high school.

When I was only a teenager, I suffered two collapsed lungs and was put on a ventilator as a result of vaping products sold in San Diego, he told the Public Safety Committee on Wednesday.

While teen usage has decreased since California moved the minimum age to buy tobacco from 18 to 21 six years ago, von Wilpert said there is still cause for concern.

The county Office of Education in 2019 found that more than a quarter of high school juniors in the region had tried vaping.

The Neighborhood Market Association, an advocacy group for local markets, said there is no data showing retailers are the source of young people getting tobacco. The group also criticized the city for not contacting the association while the proposal was being crafted.

San Diegos proposed ban was endorsed Wednesday by Shirley Weber, Californias secretary of state, and Sabrina Bazzo, a member of the San Diego Unified School Board.

Flavored tobacco products include any tobacco product which emits a taste or smell other than that of tobacco, including but not limited to a taste or smell relating to fruit, mint, wintergreen, chocolate, candy, cocoa, vanilla, dessert, alcoholic beverage or spice.

Why Vaping Weed Provides A Different High Than Smoking - Benzinga

Two men have been arrested and nearly 400 pounds of marijuana and hundreds of THC vaping cartridges seized in a "significant haul" of illegal drugs at a Minnetonka home, authorities said Thursday.

The men were awaiting charges after they were arrested Tuesday at their home near Interstate 494, said Lt. Derek Schuldt, commander of the Anoka-Hennepin Narcotics and Violent Crimes Task Force.

Schuldt said the investigation was continuing. "This overall case just kind of keeps building. ... It just keeps leading places," he said.

Authorities seized 700 vaping cartridges, along with 9 pounds of THC wax, more than 3 pounds of psilocybin mushrooms, 6 ounces of cocaine, 300 prescription pills and $26,000.

Schuldt said he suspects other people were involved in the drug operation.

"This is a pretty significant haul to put on two people," he said.

The Southwest Hennepin Drug Task Force assisted in the raid.

MARTINSBURG Monday's City of Martinsburg Board of Zoning Appeals meeting saw conversation surrounding issues regarding zoning ordinances in city limits connected to the selling of vape products.

Mohammed Nahshal, owner of USA Tobacco and Vape at 704 Winchester Ave., addressed the board to discuss the inspections, renovations and investments he's already been through in light of a recent notification that his store may not be allowed within its current zone an urban residential zone.

While the city's zoning ordinance allows vape product to be sold, floor space dedicated to such must be under 50% of the store, which Nahshal said it was.

In the end, the board encouraged Nahshal to provide evidence he met the less-than-50% threshold to move forward with the opening of his business.

According to official documents for the meeting, the applicant, Nahshal, requested an administrative appeal, pursuant to the Martinsburg Zoning Ordinance, to have a tobacco and vape shop at 704 Winchester Ave. in the urban residential zone.

I am writing to you with a plea to allow me to receive the zoning permit needed to open my store, Nahshal wrote. I was recently notified that the zoning permit has been changed so that vapes and vaping products are not allowed to be sold in that area. I have been renovating, gathering inventory and doing the necessary steps to open this store since August. For four months now, I have had several meetings and inspections with the city in which no one informed me that we were unable to sell vaping products in that area.

There were four separate inspections, in which an added wall, exit signs, fire extinguishers, removal of fire hazards and a plumbing permit for an added bathroom were checked, according to Nahshal. He added that during these meetings and inspections, it was clear that vapes would be sold, as well as tobacco products. He reported that he has already invested close to $200,000 into the store.

If I was told early on the zoning did not allow vaping products, then I would not have continued to invest money, time and effort into the store. Not being able to open this store would be a great loss for me, he added in the letter to the board.

After reporting to have complied with all the necessary changes requested to receive the zoning permit, Nahshal requested the help of the board of zoning appeals to assist him in continuing to move forward in opening the store.

The property owner was informed via telephone conversation in the spring of 2021 that a tobacco/vape shop was permitted at that location as a non-conforming use. The owner or applicant conducted building remodeling without a building permit during the summer of 2021. In July 2021, the new zoning ordinance was adopted. Numerous attempts were made to contact the owner to obtain a permit with no response, the official staff report states. A building inspector, fire inspector and city planner conducted a U&O inspection and found the work was not up to code nor permitted and requested permits for the completed work. Once the permits were submitted and reviewed, it was determined that the use was not permitted at that location. The ordinance permits cigar, cigarette and tobacco stores within the urban residential zone by right as neighborhood retail but not electronic cigarette/vaporizer' stores.'''

According to the ordinance, A business establishment for which more than fifty percent (50%) of the floor area is dedicated to the storage, mixing, display, and/or retail sale of electronic cigarette devices, nicotine-enriched solutions, and/or liquid products that are manufactured for use with electronic cigarettes, the following supplemental use regulations apply: a.) applicants shall present information to the building code official regarding proper ventilation and b.) outdoor use prohibited, in all districts, this use is prohibited in outdoor spaces.

Dana Keith, City of Martinsburg planner, said that at the meeting on Monday, Nahshal claimed that he was following the regulations by having less than 50% of the floor area dedicated to vape products.

The board upheld the planning staff decision and said the applicant should come back to work with them, she reported.

She added that it was encouraged that Nahshal come back and submit a floor plan to prove the statement made regarding the dedicated vape product floor space being under 50%.
