Sierra Nevada loses "space taxi" GAO bid protest

The U.S. Government Accountability Office has denied a protest filed by Sierra Nevada Corp.'s Louisville-based Space Systems over its lost bid to serve as NASA's "space taxi" to carry astronauts to and from the International Space Station.

Space Systems filed the protest on Sept. 26, after its Dream Chaser bid for NASA's commercial crew contract was rejected. The contract was split between Boeing Co's CST-100 capsule for $4.2 billion and SpaceX's Dragon spacecraft for $2.6 billion.

"While the outcome was not what SNC expected, we maintain our belief that the Dream Chaser spacecraft is technically very capable, reliable and was qualified to win based on NASA's high ratings of the space system," Space Systems said in a statement.

Much of the bid protest content is not public record, and will not be until the GAO releases its full decision. However, a release on the GAO website offers some insight into Space Systems' case.

At the heart of the company's protest was a claim NASA deviated from evaluation criteria by including time-sensitive goals as a major factor a piece of the puzzle that Space Systems said was not listed by NASA as integral to the selection process, according to a GAO release.

Space Systems also said its cost was significantly lower than one of the winning bids a factor the company said should have carried more weight and that NASA improperly evaluated SpaceX's proposal both on price and mission suitability.

The GAO does not rule on the merits of each company's contract proposal. Instead, the office reviews the process by which NASA reached its conclusion to determine if the agency did so fairly.

The GAO "found no undue emphasis on NASA's consideration of each offeror's proposed schedule, and likelihood to achieve crew transportation system certification not later than 2017" and said NASA reached the conclusion on cost fairly.

"NASA concluded that the proposals submitted by Boeing and SpaceX represented the best value to the government," the GAO statement reads. "NASA also recognized several favorable features in the Sierra Nevada and SpaceX proposals, but ultimately concluded that SpaceX's lower price made it a better value than the proposal submitted by Sierra Nevada."

GAO denies Sierra Nevadas legal challenge of NASA space contract

The Government Accountability Office on Monday denied Sierra Nevada Corp.s challenge of a major NASA contract to ferry astronauts to the International Space Station, saying the agency acted properly in issuing the $6.8 billion award last year.

Last fall, NASA awarded contracts to Boeing and SpaceX to launch a series of missions that would allow the United States, for the first time since the space shuttle was retired three years ago, to launch astronauts into space from U.S. soil.

The so-called commercial crew contract would end Americans reliance on Russia, which has been taking American astronauts to the space station at a cost of more than $70million a trip.

Boeings contract is worth as much as $4.2 billion; SpaceX, which said it could perform the work for far less, was awarded a contract valued at $2.6 billion.

In its filed protest, Sierra Nevada said that there had been serious questions and inconsistencies in the source selection process. Its own proposal was the second-lowest-priced, it argued, while it achieved mission suitability scores comparable to the other two proposals.

The company argued that by using its own special vehicle, the government could have saved up to $900 million.

Unlike SpaceX and Boeing, which would use capsules to dock to the space station, Sierra Nevada proposed using a reusable miniature shuttle, or space plane, called the Dream Chaser. The craft provides a wider range of capabilities and value, it had said.

In announcing the GAO decision, Ralph White, the agencys managing associate general counsel, said that NASA recognized Boeings higher price but also considered Boeings proposal to be the strongest of all three proposals in terms of technical approach, management approach and past performance, and to offer the crew transportation system with most utility and highest value to the government.

The agency also found several favorable features in Sierra Nevadas proposal, but ultimately concluded that SpaceXs lower price made it a better value.

Sierra Nevada is still evaluating the decision, the company said in a statement Monday. While the outcome was not what SNC expected we maintain our belief that the Dream Chaser spacecraft is technically very capable, reliable and was qualified to win based on NASAs high ratings of the space system.

Ready For Blast Off: Billionaire Charles Simonyi On What To Pack For Space Travel

Boeing's CST-100 spacecraft will take tourists to the International Space Station from U.S. soil as early as 2017.

Looking for a vacation that costs up to $50 million, has no showers and is likely to make you sick? Its no luxury resort, but traveling to outer space can be the ultimate adventure for thrill-seekers with lots of disposable income. Its as exclusive as it gets fewer than 550 people have ever been, only eight of them paying tourists. But the journey will get more accessible in the next few years, as a handful of companies compete to launch the first commercial space flights.

Until now, the only way to buy a trip to the stars has been through Space Adventures, a Virginia-based company that has facilitated trips to the International Space Station on Russian Soyuz rockets since 2001. Clients have included billionaire Cirque du Soleil cofounder Guy Laliberte, British-American game designer Richard Garriott and South-African software millionaire Mark Shuttleworth.

Charles Simonyi, the Hungarian-born billionaire behind the creation of Microsoft Word and Excel, is the only tourist whos gone twice. He flew to the ISS in 2007 and 2009, paying a total of around $60 million (Space Adventures now charges $50 million per trip).

Before his first take-off, Simonyi spent six months training alongside cosmonauts in Star City, near Moscow, where he exercised, learned about spaceflight and survival, and studied Russian. He had to see nearly 100 doctors and pass dozens of medical tests.

Simonyi then joined a pair of cosmonauts on a two-day trip to the ISS, which is about the size of a three-bedroom house. He spent 12 days there, taking part in medical experiments, getting to know the long-term residents and channeling Earth on amateur radio. He played a bit of space golf and called home. Of course, he spent a lot of time gazing out at the globe.

Its the speed thats the most amazing. Every 90 minutes, you see spring, you see fall, you see the Arctic, you see the tropics, you see night, you see day, he said. I realized it was an extraordinary experience, and I just had to take it all in.

Anousheh Ansari, who traveled a year before Simonyi and was the first female space tourist, wrote, The stars up here are unbelievable. It looks like someone has spread diamond dust over a black velvet blanket.

On his first flight, Simonyi brought two books: Robert Heinleins sci-fi classic The Moon Is a Harsh Mistress and a dual-language edition of Goethes Faust. The last lines of the latter became his personal slogan for the mission: The eternal feminine draws us upward. On his second trip, Simony took his wedding ring and photos of his new wife. He also brought flags American, Hungarian and Swedish to get stamped at the ISS.

Food was mostly canned or freeze-dried. Alcohol wasnt allowed. But did the Russians bring vodka? No comment, Simonyi said.
