Philippines debt must be cancelled to support typhoon recovery effort – UN expert

7 April 2014 Voicing concern that the Philippines post-typhoon reconstruction and recovery efforts could be undermined by its heavy debt load, a United Nations independent human rights expert today issued a strong call on international creditors to cancel the countrys debt and to provide unrestricted grant aid instead of new loans.

Grant aid, not new loans, is needed to overcome the impact of the tropical cyclone which struck the country five months ago, said Cephas Lumina, the independent expert tasked with monitoring the effects of foreign debt on the enjoyment of all human rights, particularly economic, social and cultural rights.

Of great concern, he stressed, was that reconstruction, development and realization of economic and social rights will be undermined if the high debt stock of the country is further enlarged to unsustainable levels.

Noting the international support provided the Philippines in the aftermath of Typhoon Haiyan, Mr. Lumina underscored that more than $22 million leaves the country daily to pay off overseas debts.

While around $3 billion has left the country to serve its debt since the typhoon struck, the country has received so far only $417 million for its strategic response plan by international and private donors, about half of the total relief requested, the expert stressed.

Although over one fourth of its population lives in poverty, the Philippines is classified as a lower Middle Income Country and therefore has been disqualified from international debt relief programmes. This year alone, the Philippines is supposed to pay $8.8 billion debt.

To date, the World Bank has provided a $500 million support loan and a $480 million loan for rebuilding infrastructure and social services while the Asian Development Bank has offered nearly $900 million of assistance. However, most of this was in the form of new loans and only $23 million was given in grants.

In theory, loans for reconstruction cannot generate returns to allow the debt to be paid. For his part, Mr. Lumina highlighted the importance of cancelling debt by international lenders to ensure that the Country can recover.

The disaster should rather serve as an opportunity for lenders to acknowledge that odious debts emanating from the rule under Ferdinand Marcos should be cancelled, Mr. Lumina underscored.

Up to $10 billion is thought to have been embezzled or stolen during the Marcos regime (1965-1986), but international lenders that had provided loans continued to demand repayment after he was deposed.

Square Enix Collective opens for submissions, approves …

After a successful pilot phase, Square Enix announced that its crowdfunding program, Collective, is now fully open for developers to submit original ideas.

Collective allows creators to post ideas and have gamers vote whether those concepts should become a reality or not. If the idea is approved after 28 days through the feedback platform, Square Enix will help developers prepare a pitch for crowdfunding through Indiegogo.

The first approved project, Tuque Games post-human RPG World War Machine, will begin a crowdfunding campaign via a Collective and Indiegogo page near the end of April.

Crackdown 2 studio Ruffian Games Game of Glens was one of the first three projects in the Collective pilot phase. Right now, 60 percent of users say they would not back it through crowdfunding.

The pilot phase went really well, we learned so much during the test month and the teams we worked with; Tuque Games, Kitfox Games and Ruffian Games, have given great and useful feedback, project lead for Collective Phil Elliott said. Now its over to you as we open up the platform on an ongoing basis, and see what sort of ideas come in, from developers all around the world and what gamers think of those ideas.

When Square Enix first announced the program it said that creators could have the chance to work with older Eidos IP from the company's back catalog. It now says that the option for teams to use properties like Gex, Fear Effect, and Anachronox will be added at a later date when the details are worked out.

End police abuses in Malaysia

The Malaysian government should urgently adopt reforms to ensure accountability for deaths in custody and unjustified police shootings, Human Rights Watch has said in a new report.

Independent, external oversight of the Royal Malaysia Police is needed to end police cover-ups, excessive secrecy, and obstruction of investigation into abuses.

The 102-page report No Answers, No Apology: Police Abuses and Accountability in Malaysia examines cases of alleged police abuse in Malaysia since 2009, drawing on first-hand interviews and complaints by victims and their families. Human Rights Watch found that investigations into police abuse are conducted primarily by the police themselves, lack transparency, and officers implicated in abuses are almost never prosecuted.

Malaysias police are not accountable to anyone but themselves, and ordinary people across the country too often pay the price with broken bodies and tragically shortened lives, said Phil Robertson, deputy Asia director at Human Rights Watch. The Malaysian government needs to put in place effective oversight of the police to end the wrongful deaths, preventable abuse in custody, and excessive use of force on the streets.

Human Rights Watch interviewed 75 people in Malaysia for the report, including victims of police abuses and their family members, lawyers, police officials including the current Inspector General of Police, public prosecutors, and staff members of government commissions and non-governmental organisations.

The lack of police accountability facilitates abusive and sometimes deadly police practices, Human Rights Watch said. Vague policies, substandard training, lack of transparency, and failure of leadership to investigate and prevent illegal practices all create opportunities for police abuse.

The Malaysian government and the Inspector General of Police have appeared to abdicate their responsibility by not making the policy changes necessary to ensure effective oversight and accountability in cases of wrongful deaths, mistreatment in custody, and excessive use of force. Their unwillingness to ensure that the police cooperate with oversight bodies, such as the Malaysian Human Rights Commission (SUHAKAM) and the Enforcement Agency Integrity Commission (EAIC), or to establish a specialised independent police investigatory body as recommended by the Royal Commission has worsened the problem.

In an interview, then-Deputy Inspector General of Police Khalid Abu Bakar (now the Inspector General of Police) told Human Rights Watch that police could use lethal force for self-protection if police are threatened with death [and] there is no time to use a less lethal weapon.

A tribute to Irene Fernandez

Human Rights Watch mourns the passing of the passionate and dedicated human rights activist Irene Fernandez. She died of heart failure on 31 March 2014, at age 67.

Irene Fernandezs fiery commitment to seek justice for people whose rights have been trampled was legendary, not just in Malaysia but throughout Asia, said Kenneth Roth, executive director of Human Rights Watch. Many of us at Human Rights Watch have worked with Irene over many years, and we are profoundly saddened by this loss both personally and for the human rights community.

A prominent advocate for the rights of migrants and women in Malaysia for decades, Fernandez helped found the Kuala Lumpur-based rights organisation Tenaganita (Womens Force) in 1991. Tenaganita provides legal services and conducts advocacy on behalf of migrant victims of abuse, trafficking victims, refugees, and asylum seekers. In recognition of her tireless work and leadership, Human Rights Watch in 1996 honoured Fernandez with its human rights monitor award.

Fernandez was harassed repeatedly by the Malaysian government for her activism. In 1995 Tenaganita released a report documenting beatings and sexual violence against detainees by prison guards, and inadequate food and water in Malaysias immigration detention camps. Fernandez was arrested in March 1996 and charged with malicious publication of false news under the draconian Printing Presses and Publications Act of 1984.

After seven years of trial, she was found guilty in 2003 and sentenced to a year in prison. She was released on bail pending her appeal, but the government used her conviction to bar her from running for parliament in the 2004 elections. The conviction was finally overturned in November 2008, ending the 13-year case.

She was also a member of the organising committee of the recently concluded Peoples Tribunal on Malaysias 13th general election.

Fernandez had received numerous other awards, including the Amnesty International Award in 1998; the International PEN Award in 2000; the Jonathan Mann Award in 2004; and the Right Livelihood Award in 2005.

Once you met Irene, you could never forget her, said Mickey Spiegel, senior Asia adviser at Human Rights Watch. She was an inspiration, a teacher, a role model to many of us. Her passing marks the end of an era.

Shoppes at Northway resale shop raises funds to fight human trafficking.

Human trafficking.No one wants to think of it happening in their backyard, but it does in Pittsburgh, and even in the North Hills. One Pine woman wants to do something about it.

Elizabeth Echevarria has founded Living in Liberty, a nonprofit organization dedicated to fighting human trafficking. To help fund her efforts, she recently opened Repurposed, a resale shop for clothing and home accessories in the Shoppes at Northway.

The idea for her organization took root eight years ago when she lived in Northern Virginia. There a visitor to her church opened Mrs. Echevarrias eyes to the problem.

She talked about her work in rescuing children in India from brothels. I thought, What can I do about this? she said.Along with other members of her church, Mrs. Echevarria was planning on a mission trip to India, when her husband received a job offer in the Pittsburgh area.

I obviously put it on the back burner, she said.

Six years ago, the family relocated to Pine and Mrs. Echevarria said the idea was still in the back of her mind, but with the activities in settling her family in a new area, things were put on hold. Then she decided to pursue ministry studies through her church, Allison Park Church in Hampton.

Mrs. Echevarria finished her studies, but instead of becoming a minister, she looked for a way use her ministry skills. As the mother of six, the thought of young children in slavery and prostitution wouldnt go away.

Having worked in nonprofits, Mrs. Echevarria thought about starting her own organization to combat human trafficking and in February 2012, she founded Living in Liberty.

Enlisting friends and fellow church members, Mrs. Echevarria started to raise money to open a safe house where they could help women to escape the way they were living and start a new life. In August, they opened a safe house that can shelter four women. It was the first of its kind in the Greater Pittsburgh area.

They can live there for a year and have access to all sorts of services. We really hope to help them change their lives, she said.
