US fumes as wife of 'biased' UN official named to post- UN aims to boost influence in the push for a global green …

It didn't take long for the United Nations to fill the anti-Israel role that controversial human rights investigator Richard Falk played -- as he left his post earlier this month, his wife and co-author on numerous pro-Palestinian papers was named to a separate position by the U.N. Human Rights Council.

The perfectly timed switcheroo has the Obama administration and others fuming. Falk was notorious in his role as the point person for the Palestinian territories, known for his anti-Israel remarks and association with the 9/11 truther crowd -- his wife, Hilal Elver, carries a similar reputation.

A statement from the U.S. Mission in Geneva warned that the appointment, to be the new Special Rapporteur on the Right to Food, could "reflect negatively" on the council. The statement noted "several of Ms. Elver's previous publications include biased and inflammatory views regarding the United States and the state of Israel."

Further, the Obama administration said her "lack of relevant experience" in the area of food "raises questions about her readiness" for a post dedicated to studying access to food.

But it is her public statements and writings that have caused the most concern. UN Watch, a United Nations watchdog group, repeatedly objected to the appointment, including in a recent letter to U.S. Ambassador to the U.N. Samantha Power.

"Decisions like this threaten to turn the UN into a joke," UN Watch director Hillel Neuer said in a statement. "Falk was an open admirer of 9/11 conspiracy theorists and an apologist for terror groups whose term was finally up, so now the UN installed his closest professional collaborator -- his wife."

A 2007 article by Elver and Falk compared the situation in Israel and the Palestinian territories to genocide. She also has repeatedly warned about the "Jewish lobby," claiming it has been "manipulating American politics" to ensure support for Israel.

Further, in December she presented a paper on what she called "water apartheid," focusing on Israel's alleged control over water to deprive Palestinians.

Like her husband, Elver has associated herself with 9/11 conspiracy theorists. She was listed in David Ray Griffin's "The New Pearl Harbor," which suggests the George W. Bush administration was complicit in the 2001 terror attacks, as having helped on the project.

Jakarta (The Jakarta Post/ANN) - Many of us remember the horror of watching a sea of people ransack and loot shopping malls or modest kiosks across most of the city on May 13, 1998, with many of them perishing when fire razed the buildings, one day after four Trisakti University students were shot dead on their campus.

The state of lawlessness and disorderliness was further aggravated by attacks on people of Chinese ethnicity, with many of them sexually harassed or raped.

It was a time when violence prevailed, peace was shattered and common sense was lost. That happened when security personnel disappeared all of sudden, or appeared just after the damage had been done.

Parents, children and relatives of the people believed to be killed in the wanton destruction have not seen their loved ones since. They have joined the mothers and fathers of 13 victims of forced disappearance in 1997-1998 in demanding the state take responsibility for the injustice.

Several investigations have been conducted to find the truth behind the incidents that preceded the fall of the New Order regime. The National Commission on Human Rights concluded that the incidents were gross human rights violations. Dozens of security officers were convicted and discharged, but that has never answered the question of who was responsible for what the rights body called systematic and massive atrocities.

Igorot woman activist is new UN Special Rapporteur for indigenous peoples

BAGUIO CITY The United Nations Human Rights Council (HRC) confirmed early this week the appointment of an Igorot activist as Special Rapporteur on the rights of indigenous peoples.

Victoria Lucia Tauli-Corpuz, a member of the Kankanaey tribe of Besao, Mountain Province, was appointed by the president of the UN Human Rights Council to the post, which she is set to occupy the first week of June this year.

After their organizational meeting, HRC President Ambassador Baudelaine Ndong Ella (Gabon) announced his decision on Tuesday, May 8, at the UN office in Geneva, Switzerland to appoint Tauli-Corpuz and 18 others as members of the UN Special Procedures.

The special procedures are independent human rights experts with mandates to report and advise on human rights from a thematic or country-specific perspective. It is a central element of the United Nations human rights machinery and covers all human rights: civil, cultural, economic, political, and social.

These posts (were) recently left vacant by previous mandate holders, added Ndong Ella in a media release at the UN website.

Among the mandates of the Special Rapporteur on the rights of indigenous peoples are to promote good practices, including new laws, government programs, and constructive agreements between indigenous peoples and states, to implement international standards concerning the rights of indigenous peoples.

The rapporteur also reports on the overall human rights situations of indigenous peoples in selected countries and addresses specific cases of alleged violations of the rights of indigenous peoples through communications with Governments and others.

In 2001, the predecessor of the HRC then known as Commission on Human Rights decided to appoint in 2001 a Special Rapporteur on the rights of indigenous peoples, as part of the system of thematic Special Procedures, which was then renewed in 2004 and in 2007.

Tauli-Corpuz will take over the post to be left vacant by outgoing Special Rapporteur on indigenous rights Prof. James Anaya, an American Indian.

David Berns, D.C. human services director, prepares to leave his post

David A. Berns has tried to retire four times in his long career as a social-services administrator. This time, he says, he means it.

Berns, 67, announced Thursday he is stepping down as director of the D.C. Department of Human Services at the end of June, leaving a post that put him in charge of responding to the citys recent homelessness crisis.

In an interview Friday, Berns said his departure had nothing to do with the months of controversy or the Democratic primary loss last month of his boss, Mayor Vincent C. Gray. Rather, he said, he has been planning since early this year to reunite with his wife, children and 94-year-old mother in northwest Michigan. The timing is such now that I want to get back home, he said.

Berns, a former Arizona cabinet official and nonprofit executive, oversaw an effort to tightly integrate the citys welfare, nutrition, housing and other social services programs, winning accolades for the work. He also won praise for his candor with the media and with advocates for low-income residents and the homeless.

But he was Grays deputy most visibly in charge of homeless services as a number of families seeking shelter this past winter more than doubled, and the city faced withering criticism over its handling of the influx.

Berns becomes the third official to leave the mayoral cabinet since Grays April 1 primary loss, joining transportation director Terry Bellamy and Nicholas Majett of the Department of Consumer and Regulatory Affairs.

In a statement thanking Berns for his service, Gray acknowledged those controversies. David has faced major challenges in his time as DHS director, and he has responded each time with thoughtfulness, expertise, compassion and the ability to execute a plan, the mayor said, adding that Berns vastly improved city programs for the needy.

Berns said Friday he was proud of his efforts to revamp the citys welfare system, taking steps for the first time in decades to individually assess and address the needs of the more than 17,000 D.C. families receiving public benefits.

We were 16 years behind the rest of the nation, he said, noting that the city only in recent years moved to implement the type of welfare reform rolled out on the federal level in the mid-1990s.

Still, Berns most often commanded public attention as the citys efforts to house homeless families struggled to meet the demand.

UN expert urges Azerbaijan to drop charges against human rights defenders

9 May 2014 Three human rights defenders facing 12 years in prison for charges brought against them in the aftermath of Azerbaijans 2013 presidential elections have drawn the serious concern of United Nations independent experts.

We are seriously concerned that the three human rights defenders are being prosecuted in retaliation for their legitimate work in documenting alleged widespread irregularities and human rights violations around the presidential elections of 9 October 2013, explained Mr. Maina Kiai, the UN Special Rapporteur on the rights to freedom of peaceful assembly and of association. Chairman of the Azerbaijani Election Monitoring and Democracy Studies Centre, Anar Mammadli and Executive Director Bashir Suleymanli, are being tried in Baku, along with the President of the Volunteers of International Cooperation Public Union, Elnur Mammadov, on charges of conducting organized group business activities without registration, abusing official powers and other allegations.

Since 16 December 2013, Mr. Mammadli has been in pre-trial detention. The prior June, he participated in a consultation with Mr. Kiai in Geneva as part of preparations for a report on exercising the rights to freedom for peaceful assembly and association in the context of elections.

All charges brought against them should be dropped and Mr. Mammadli should be released immediately, urged the Special Rapporteur.

Due to a law establishing excessively bureaucratic procedures, the Democracy Studies Centre has faced many challenges regarding its registration.

Civil society plays a key role in ensuring transparent and fair elections by monitoring the exercise of public freedoms in such critical times, asserted Ms. Margaret Sekaggya, the UN Special Rapporteur on the situation of human rights defenders.

Silencing these human rights defenders would not only have a devastating impact on Azerbaijani civil society as a whole, it would also indelibly stain the 2013 presidential elections, she added.

The experts recalled their statement of 4 October 2013 in which they urged the Azerbaijani Government to recognize and enable the role of defenders and civil society organizations in the run-up to its presidential elections.

In times of elections, States should make greater efforts to facilitate and protect the exercise of the core right to freedom of association, the experts reiterated, adding this also applies in post-election periods during which human rights defenders are similarly exposed to violations and abuses.
