The Constitutional Council (CC) has recommended former Chief Justice Anup Raj Sharma's name for the vacant post of National Human Rights Commission (NHRC) Chairman, on Thursday.
A meeting of the CC on Thursday morning took this decision.
Similarly, the council forwarded the names of former Commissioner of National Women's Commission (NWC) Mohana Ansari, former Justice Prakash Osti, human right activists Sudeep Pathak and Govinda Sharma Poudel, as members of NHRC.
Chairman of the Constituent Assembly (CA) Subash Nembang, who is also a member of the Constitutional Council, informed that discussions were held on the process of filling up vacant posts in other constitution bodies, in the council's meeting.
Nembang added that the process will be expedited after Prime Minister Sushil Koirala returns from the United States, after attending the 69th session of the United Nations General Assembly in New York to be held on September 26. Nepalnews.com

Michigan human services director to leave post after 4 years

Lansing Maura Corrigan will retire as head of Michigans Human Services Department at years end, completing a four-year commitment she made when she took the job, a spokeswoman for Gov. Rick Snyder confirmed Tuesday.
Early in his first term, Snyder appointed the former Michigan Supreme Court justice to head the huge, often-troubled state agency, which oversaw various forms of assistance to more than 2.9 million Michigan recipients in 2013.
Her departure at the end of of 2014 has been the understanding from the very beginning when Maura agreed to leave the Michigan Supreme Court to take on serving as Department of Human Services director, said Snyder press secretary Sara Wurfel.
Corrigan wants to leave government so she can spend more time with her family, including grandchildren, in Metro Detroit, department spokesman Robert Wheaton said.
She was a Republican nominee when she first ran for the Supreme Court in 1998 and for re-election in 2006.
Department-head departures by appointees at the end of a governors term in office are common in Michigan. Health Department Director James Haveman recently said he will step down after suffering a mild stroke last spring.
Snyder, whose first term ends this year, is in the midst of a tight re-election race with Democratic challenger Mark Schauer, a former state lawmaker and U.S. congressman from Battle Creek.
Corrigan has been ... a tremendous leader with an unwavering commitment to and passion for serving our states children and families in need, Wurfel said.
She said Snyder was grateful Corrigan was willing to leave her second eight-year Supreme Court term, which would have lasted until next Jan. 1, to take over leadership of the welfare agency in 2011.
This administration inherited large and long-standing problems, including a federal consent decree (the department) was under for states child welfare system, Wurfel said. Major improvements have been made, not only there but in so many other ways ... as well as being fiscally responsible with taxpayer dollars.

Hinsdale high school district stops investigating teachers who 'liked' Facebook post

The investigation into 17 suburban teachers who liked a Facebook post featuring a photo of an ax lodged in a car windshield has been canceled, a school official said Tuesday.
Hinsdale Township High School District 86 administrators canceled the probe after teacher union leaders criticized the investigation into the post, which linked to a news story about teacher contract talks.
At a press conference today about the negotiations, Board President Richard Skoda said Superintendent Bruce Law made the decision not to proceed with the investigation that stemmed from an incident in August in which the photo was inadvertently included with a news story about contract negotiations and then shared on a Facebook page for Hinsdale teachers.
Skoda said he did not know why Law had canceled the investigation, but said it may have been due to reaction from the community.
The Facebook posting that had an ax through a windshield was unfortunate and caused some people great concern, Law said via an email statement to the Tribune Tuesday afternoon.
He said he asked the board whether he had discretion over the Facebook investigation and it was given to him and he ended the investigation. Law did not say why the investigation was launched or why it was halted.
To go beyond that would be to discuss personnel matters, he said.
Skoda denied that the board had any role in either prompting or halting the investigation.
I never said to him 'I want these people investigated, terminated,' Skoda said.
Skoda said he maintained that the photo was an anti-social picture. Were not talking about whether it was deliberate or not.

President commends post-2015 agenda progress as General Assembly concludes 68th session

15 September 2014 Closing the current session in the newly-renovated General Assembly Hall, President John Ashe today expressed gratitude to Member States for their cooperation in focusing on perhaps the biggest generational challenge of the United Nations: crafting an inclusive, participatory, people centred post-2015 development agenda.
These are indeed troubling times and they require resourceful, dedicated and focused responses. I am therefore grateful for your cooperationin helping me to set the stage for this collective endeavour, Mr. Ashe said in his closing address to the 193-member body.
The UN post-2015 development agenda, which will succeed the Millennium Development Goals (MDGs) expire in 2015, has the eradication of extreme poverty as its overarching objective, Mr. Ashe said.
Member States had wholeheartedly joined in a wide spectrum of high-level events and thematic debates he had convened to pave the way towards the new agenda, which yielded good results.
Some 300 resolutions and 80 decisions were adopted on a range of issues including nuclear disarmament, rule of law, financing for development, the peaceful use of outer space, the right to privacy, the safety of journalists and peacekeeping missions budgets.
Mr. Ashe looked forward to the upcoming 69th session of the Assembly as an opportunity to build on those accomplishments as well as to break new ground in addressing pivotal developmental issues, and emerging challenges.
As we usher in the 69th session, the sustainable development goals (SDGs) you have developed will form the main basis for whatever set of concise goals you agree to for the post-2015 development agenda, Mr. Ashe said.
That agenda has the potential for transformative change and to eradicate poverty and bring dignity to the lives of all human beings by building on the foundation and successes of the MDGs.
To that end, his General Assembly had achieved important milestones including the completion of the Third International Conference on Small Island Developing States (SIDS), which gives SIDS a mandate to marshal support for their agenda within the context of the post-2015 agenda.
In addition, the Assembly completed a review on global counter terrorism strategy and the launch of the first ever UN Web Portal for victims of terrorism. On social and humanitarian issues, the Assembly produced the High Level Declaration on migration and development and adoption of the Outcome Document of the World Conference on Indigenous Peoples.

Cibolo councilman reinstated to seat

A Cibolo councilman has been reinstated to his seat after losing it when he applied for a post on a local water board, a violation of the city's charter.
Councilman James Doty had to forfeit his seat in August when he filed for a post on the Green Valley Special Utility District board of directors in the November election. GVSUD provides water services for parts of Cibolo.
The councilman said when he applied for the water board seat on Aug. 18, the filing deadline, he did not realize the GVSUD post was an elected position.
According to the city charter, if an elected city official places his or her name on the ballot for another elected post their council seat automatically becomes vacant.
Doty said he thought the GVSUD post was an appointed, unelected position.
It was a mistake, he said. It was a human error.
He said he withdrew his name from the GVSUD post once city officials notified him that he could not retain his council seat under the city charter if he ran for the water board.
To rectify the situation, the Cibolo City Council voted to appoint Doty back to his seat at a Saturday special meeting following procedures set forth in the city charter.
According to the city charter, the council has up to 30 days to fill a seat once it becomes vacant.
The city posted the council vacancy on its website, with a copy of the application for those who wanted to be appointed to the position.

Medi-Cal official to leave healthcare post in January

The official who led California's giant public healthcare services department through a tumultuous implementation of Obamacare reforms -- including a months-long period during which hundreds of thousands of Medicaid applications have languished, waiting to be processed -- will depart his position in January, state officials have announced.
Toby Douglas directed the state's $91-billion Department of Health Care Services for four years, a period of "unprecedented change and growth as California embraced the Affordable Care Act," said state Health and Human Services Secretary Diana S. Dooley in a letter to colleagues Friday.
During Douglas' tenure, Dooley wrote, the state's healthcare program for the poor, known as Medi-Cal, began transforming into a managed care system and added 3.5 million new beneficiaries, growing to nearly 11 million members in all -- an expansion that has been heralded by healthcare advocates.
"That's staggering," said Anthony Wright, executive director of the advocacy group Health Access. "It's more than a quarter of the state."
At the same time, advocates and officials have roundly criticized Douglas and his agency for problems that emerged during the healthcare expansion, including a months-long backlog in processing Medi-Cal applications because of troubles getting state and county computer systems to communicate.
In May, bottlenecked applications reached 900,000; by July, after the federal government and advocacy groups wrote letters to Douglas demanding plans to solve the problem, the number had been whittled down to 600,000.
This week, according to the health services department, 350,000 applications remained in limbo. Some waiting applicants, worried about costs, have delayed seeking medical care, advocates say.
Critics, including state Assemblyman Richard Pan (D-Sacramento), have also targeted the agency for a lack of accountability and transparency, and have challenged the low reimbursement rates Medi-Cal offers participating doctors. On Friday, however, Pan praised Douglas's work, saying that the enormity of implementing healthcare reforms and persistent budget challenges had contributed to "difficult times" for the department.
"He worked hard in a challenging environment," Pan said.
In an interview with The Times on Friday, Douglas said that he had left his job voluntarily and that he was proud of his track record expanding and improving Medi-Cal.
