Buffalo Grove discusses move to merit-based raises

Buffalo Grove trustees last week discussed a proposal for a 2 percent general wage increase for village employees not covered by collective bargaining agreements.
The proposal floated by Human Resources Director Art Malinowski at last weeks committee of the whole meeting sparked a lengthy discussion of moving to a system of merit-based wage increases.
Malinowski said the proposal was based on a survey of surrounding communities.
He also recommended establishing a budget of $150,000 to address the salaries of about 30 employees who have been stuck in the middle of their pay ranges for some years.
He said village staff is in the process of developing a new performance evaluation tool that will enable future range progression to be tied to performance, rather than such criteria as longevity.
We have been trying to address this question for what seems like decades, Trustee Jeffrey Berman said. The fact that we still struggle to apply a merit-based component to this is difficult for me to accept.
Village Manager Dane Bragg said the pay system is not ideal. Its, I would say, kind of bandaged and paper-clipped together right now, because we havent had much money to distribute.
Trustee Steve Trilling had reservations about implementing a 2 percent raise plus an increase to move people through pay ranges.
He said, I believe that employees that excel and do a good job deserve pay raises commensurate with the ranges that have been established. I also believe that those that generally do an adequate job or even less than adequate job, if thats the case, being stuck at the midpoint in range or even below that midpoint is certainly justified.

Eunuchs May Hold Key to Longevity

Call it making the best of a potentially bad situation. Eunuchs -- castrated men -- live nearly 20 years longer than other men, a new study has found.
The study of over 80 eunuchs from the Chosun Dynasty, which ruled in Korea from 1392 to 1897, looked at the world's only known record of eunuchs' lives and compared them to genealogical records of other men of similar social rank. The researchers cross-checked their results with other royal records.
They found that the average lifespan of a Korean eunuch was about 70 years, 14 to 19 years higher than non-castrated men of similar social standing.
Three of the 81 eunuchs lived to be over 100 years old. The researchers calculated that the rate of centenarians among this group of eunuchs was at least 130 times higher than the current rate in developed countries.
"Our study supports the idea that male sex hormones decrease the lifespan of men," said the lead author of the study, Kyung-Jin Min, an associate professor in the Department of Biological Sciences at Inha University in Inchon, South Korea.
This study does not prove that castration directly increases human longevity, said S. Jay Olshansky, a professor of public health at the University of Illinois in Chicago, who studies longevity but was not involved with the study. "It may not have anything to do with being eunuchs," he said, adding that this study did not adjust for lifestyle factors like diet, exercise, and stress.
Previous studies have shown that castration -- which removes the source of male sex hormones -- increases lifespan in animals. But studies in humans haven't been conclusive. One past study found that castrati singers did not live significantly longer than non-castrated singers. Another study has shown that castration increased longevity by 14 years in mentally disabled, institutionalized men. That increase in lifespan is similar to the findings in the Korean eunuch study.
Women reach the age of 110 ten times more often than men, said Dr. L. Stephen Coles, a co-founder of the Los Angeles Gerontology Research Group, who was not involved with the study. In a research group of 67 confirmed centenarians, he said, only three are men.
There may be several reasons for a sex difference in lifespan, experts said.
Females may have an advantage in longevity because they have a back-up X chromosome, Coles said. A women's body is a mixture of cells, half containing an active X chromosome from her mother and the other half from her father, he said. If there is a defect on one X chromosome, half of her cells will be unaffected.

Many options for psoriasis treatments

Answer Psoriasis is another illness you can blame the immune system for. It sends signals to the skin that prompt the lowest layer of cells to rise to the surface so quickly that they lack the maturity to protect the underlying layers of skin cells. Red patches covered with silvery scales result. Often, psoriatic patches itch.
The choice of medicine rests on where the patches are, how severe the outbreak is and the type of psoriasis a person has. Topical medicines are chosen to treat moderate to mild outbreaks. "Topical" indicates that the medicine is applied directly to the skin. Dovonex (a synthetic version of vitamin D) and Vectical ointment are two widely used topicals.
Stronger medicines belong to the cortisone family. Temovate and Diprolene are two examples.
Methotrexate and cyclosporine are two oral medicines that correct the immune system's excesses.
The newest psoriasis treatments are biological agents designed to rein in the wayward immune system. Their names include Enbrel, Remicade, Humira, Amevive and Stelara.
Dear Drs. Donohue and Roach I recently was diagnosed with shingles. I was given a week-long course of Valtrex. Two of the symptoms I experience are some chest pain and mild shortness of breath.
May I still get the shingles vaccine when this clears? P.R.
Answer The chest can be painful if the rash spreads across it. Shortness of breath, however, isn't a common symptom unless the chest pain is forcing you to take shallow breaths.

ScienceDaily (Sep. 30, 2012) Researchers at the University of Cincinnati and Cincinnati Children's Hospital Medical Center have found a new genetic mutation responsible for deafness and hearing loss associated with Usher syndrome type 1.
These findings, published in the Sept. 30 advance online edition of the journal Nature Genetics, could help researchers develop new therapeutic targets for those at risk for this syndrome.
Partners in the study included the National Institute on Deafness and other Communication Disorders (NIDCD), Baylor College of Medicine and the University of Kentucky.
Usher syndrome is a genetic defect that causes deafness, night-blindness and a loss of peripheral vision through the progressive degeneration of the retina.
"In this study, researchers were able to pinpoint the gene which caused deafness in Usher syndrome type 1 as well as deafness that is not associated with the syndrome through the genetic analysis of 57 humans from Pakistan and Turkey," says Zubair Ahmed, PhD, assistant professor of ophthalmology who conducts research at Cincinnati Children's and is the lead investigator on this study.
Ahmed says that a protein, called CIB2, which binds to calcium within a cell, is associated with deafness in Usher syndrome type 1 and non-syndromic hearing loss.
"To date, mutations affecting CIB2 are the most common and prevalent genetic cause of non-syndromic hearing loss in Pakistan," he says. "However, we have also found another mutation of the protein that contributes to deafness in Turkish populations.
"In animal models, CIB2 is found in the mechanosensory stereocilia of the inner ear -- hair cells, which respond to fluid motion and allow hearing and balance, and in retinal photoreceptor cells, which convert light into electrical signals in the eye, making it possible to see," says Saima Riazuddin, PhD, assistant professor in UC's department of otolaryngology who conducts research at Cincinnati Children's and is co-lead investigator on the study.
Researchers found that CIB2 staining is often brighter at shorter row stereocilia tips than the neighboring stereocilia of a longer row, where it may be involved in calcium signaling that regulates mechano-electrical transduction, a process by which the ear converts mechanical energy -- or energy of motion -- into a form of energy that the brain can recognize as sound.
"With this knowledge, we are one step closer to understanding the mechanism of mechano-electrical transduction and possibly finding a genetic target to prevent non-syndromic deafness as well as that associated with Usher syndrome type 1," Ahmed says.

Iran unblocks Gmail, plans local alternatives

Summary: Government lifts ban on Google's e-mail service after blocking it last week, following plans to introduce domestic versions of search and e-mail services soon.
Iran has lifted its online blocks on Gmail, but an official says additional censorship is being prepared against YouTube. This comes as the country revealed it was introducing domestic versions of Google's search engine and e-mail service soon.
According to AFP on Monday, Internet users in Iran found themselves able to freely access their Gmail accounts for the first time since the blocks were suddenly in place on Sep. 24.
The secure-protocol HTTPS version of Google search was also made accessible after being blocked at the same time, while the unsecure HTTP version remained unblocked.
Last week, Iran had blocked Gmail but not Google's search engine, in response to a court order linked to the distribution of controversial anti-Islam film "Innocence of Muslims" on YouTube, also owned by Google.
An Iranian official, had then stated that "due to the repeated demands of the people,Google and Gmail will be filtered nationwide. They will remain filtered until further notice."
However on Monday, Mehr news agency cited Mohammad Reza Miri, a member of Iran's telecommunications ministry committee tasked with Internet filtering in Iran, explaining the the Gmail block had been an "involuntary" consequence of trying to reinforce censorship of YouTube.
"We absolutely do not want YouTube to be accessible. That is why the telecommunications ministry is seeking a solution to fix the problem to block YouTube under the HTTPS protocol while leaving Gmail accessible. That will soon happen."
Changing approach to censorshipYouTube has been effectively censored in Iran since mid-2009, according to data from Google monitoring traffic connectivity.
The Iranian government last week also announced plans to move citizens to its local Internet system, which it said will be fully implemented by March 2013.

Iran unblocks access to Gmail

Iran on Monday removed online blocks on Gmail but a government Internet filtering committee official said other, additional censorship was being prepared against YouTube, according to reports.
Internet users in Iran found themselves able to freely access their Gmail accounts for the first time since the blocks were suddenly established on September 24.
The secure-protocol HTTPS version of Google search was also made accessible after being blocked at the same time. The unsecure HTTP version of Google search was never blocked.
Abdolsamad Khoramabadi, the secretary of an official group tasked with detecting Internet content deemed illegal, had said in a message last week that "Google and Gmail will be filtered nationwide... until further notice."
But Mohammad Reza Miri, a member of the telecommunications ministry committee tasked with filtering the Internet in Iran, was quoted on Monday by the Mehr news agency as saying the Gmail block was an "involuntary" consequence of trying to reinforce censorship of Google's YouTube video-sharing site.
"Unfortunately, we do not yet have enough technical knowhow to differentiate between these two services. We wanted to block YouTube and Gmail was also blocked, which was involuntary," he said.
"We absolutely do not want YouTube to be accessible. That is why the telecommunications ministry is seeking a solution to fix the problem to block YouTube under the HTTPS protocol while leaving Gmail accessible. That will soon happen."
Iran has censored YouTube since mid-2009, after opposition demonstrators protesting the re-election victory of President Mahmoud Ahmadinejad in polls they believed rigged started posting videos online of their gatherings.
A Google website which monitors the amount of traffic for its services in each country shows YouTube has been effectively censored in Iran since then (http://www.google.com/transparencyreport/traffic/?r=IR&l=YOUTUBE&csd=1347730200000&ced=1348248600000).
A member of Iran's High Council on Cyberspace, which provides policy advice, Kamyar Saghafi, was quoted by Mehr last week suggesting that the action against Google services was "to boycott" the US company over an anti-Islam film available on YouTube that has sparked Muslim protests worldwide.
