Why the U.S. Doesn't Like the New UN Internet Treaty

The United States and a group of other countries, including Canada and the United Kingdom, have opted not to sign the Internet treaty ratified by the UN'sInternational Telecommunication Union because of possible censorship concerns. The reforms represent an update to the 25-year-old International Telecommunication Regulationsthat needed refreshing for the Internet age. Although other countries effectively signed the regulations into effect, only those nations that actually signed the treaty have to play by its rules. So it's not like the U.S. has to play along with anything since the 1988 guidelines, but the pact does reveal how our government feels about Internet policy now. What about this update turned off the U.S. so much?

Censorship. The new treaty says that regulations apply to "operating agencies" versus "recognized operation agencies." That one word "recognized" gives power to a much larger number of groups, specifically "any individual, company, corporation or governmental agency which operates a telecommunication installation." That "recognized" part limits these powers from governments, leaving the decisions in the hands of organizations like AT&T and Telcom. The U.S. doesn't like that because it thinks the terminology could lead to more government censorship.

Internet Over-Regulation. The U.S. also didn't want the treaty to involve the word "Internet" at all, out of concerns that it would lead to too much regulation. In what Mashable's Alex Fitzpatrick calls a "surprise move" the chair on Wednesday night made it okay to discuss adding Internet-related provisions to the updates. The White House said it would reject anything that mentioned Internet regulation. "[The deal] should be about updating a public telecommunications treaty to reflect today's market-based realities not a new venue to create regulations on the Internet, private networks, or the data flowing across them," administration officials wrote in a blog post.

Free speech.The document mentions regulating spam, something we all hate. And the U.S. saw that as a possible free-speech violation.

The Avant-garde in Theory and Practice
At the start of the 20th century, art became inexorably, but anxiously, linked to politics. Artists renounced traditional criteria of aesthetic beauty and skill to establish a whole new set of ideas about what art should do. Art should transform! Art should critique! Art should inspire! This course will trace this process by asking: what does it mean to be avant-garde? We will examine three central strategies as they unfold from the 1910s to the beginning of World War II: negation, critique, and construction. Looking at Italian Futurism, German Expressionism, Dada, Surrealism, Russian Constructivism, and Productivism, we will pair close readings of foundational theoretical texts, artists #39; writings, and manifestos with rigorous visual analyses of artworks. This will allow us to inquire into definitions of the avant-garde across history, prompting us to ask other questions, such as: what kinds of social relations do works of art produce? What is the relationship between form and content, intention and effect? Why do certain artistic goals and ambitions arise in a particular historical period? Are these models still relevant today? artnet Auctions Presents the 80’s Graffiti Sale

The sale features one of Keith Harings iconic subway drawings, a set of works the artist created from 1980 to 1985. Haring executed these works in chalk on unused subway advertising panels covered in black matte paper. Untitled (Robots, Figures, and Angels), estimated at US$75,000 to US$95,000, was taken from New York Citys 59th Street Station; the piece demonstrates the fusion of Harings unique style with the larger Street Art movement of the 1980s.

Another highlight of the sale is a mixed media on museum board work by notorious Graffiti artist Rammellzee. Untitled, estimated at US$50,000 to US$70,000, is based off of the artists theory of Gothic Futurism. This theory is detailed in Rammellzees treatise, Iconic Panzerisms, which describes the symbolic warfare of rules prescribed by the alphabet and the revision of language in society at large.

The sale also includes an early Futura 2000 spray paint on canvas from 1985 entitled Cerise Clock. The work, estimated at US$20,000 to US$30,000, exemplifies the artists pioneering approach to Graffiti Art. The chaotic arrangements of contrasting color, abstracted forms, and dynamic shapes echo the works Futura 2000 executed across subway trains in the late 1970s.

In an April 2009 interview he told me: We are trying to push ourselves into developing an honest and authentic voice in sound that really represents us as postmodern, post-apartheid, post-everything poster boys raised on a steady diet of TV, internet and Chicken Licken.

Mathambo is a highly intelligent overachiever. It is only three-and-a-half years later and he has not only developed that honest and authentic voice without becoming too earnest, but has also moved post all those post-things. This year has been a phenomenal one. He has signed with Sub Pop, the label that became famous for recording Kurt Cobain and his band Nirvana. With his excellent, eclectic dance-rock-electro album Father Creeper, Spoek has managed to create a thrilling meltdown of global styles, according to the Observer. It has received rave reviews around the world, as have his energetic concerts.
