Russia applauds SL reconciliation effort

Measures taken by the leadership and the people of Sri Lanka to overcome post-war challenges are impressive, Russian Federation Foreign Affairs Ministry Humanitarian Cooperation and Human Rights Department Director Anatoly Viktorov said. "I am sure that goodwill and national movement towards reconciliation and economic restoration will help address them properly. Much has already been done for that purpose," he said

"Some countries often threaten or imply sanctions against other countries which they consider to be violators of human rights. Russia rejects such an approach," he said.

"Those sanctions only increase the suffering of people and contribute to aggravating their situation.

Every one must firmly uphold general principles of technical assistance in human rights promotion. It must be provided on request of the state concerned and politically neutral. No state must be forced to accept technical assistance," he said.

Russia strongly rejects threats or implying sanctions against other countries considering those to be human rights violators, Viktorov added. "We are of the view that although human rights could be a legitimate concern of the international community, they must not be used as a pretext for interference in internal affairs or, even worse, use of force," he told a press conference at the Colombo Hilton yesterday.

He said this was his first trip to Sri Lanka and was impressed by the beauty of the country. "I held an extensive dialogue with the representatives of various ministries, state agencies, political parties and national human rights institutions. We exchanged opinions on a number of human rights issues. In particular, it was cooperation in the United Nations Human Rights Council, General Assembly and treaty bodies, as well as functioning of the Office of the UN High Commissioner for Human Rights," Viktorov said.

"Our dialogue was a reflection of growing and strengthening bilateral relations. Sri Lanka is a reliable and time - tested friend of Russia. Our countries belong to different civilisations and cultures, but share similar ideas, aspirations and approaches to the global agenda, including human rights. Russia and Sri Lanka hold a multi - dimensional and extensive dialogue on many issues on the international agenda. This is natural for the countries whose ties are so close," he added."I hope that my visit made a modest but tangible contribution to the scope and diversity of our relations. We have agreed on the point that the work of the UN, in particular in the field of promotion and protection of human rights, must be conducted in strict accordance with the international law. No violation of the UN charter or attempt to undermine norms and principles of the international law may be justified by any cause, whatever it is - political considerations,economic interests, human rights or anything else," he said.

"Unfortunately, the UN human rights machinery experiences a number of problems. The most prominent of them is lack of trust. To restore this trust, it is necessary to firmly introduce the principle of cooperation in the work of the UN human rights dimension. Russia and Sri Lanka will continue working on it jointly. International dialogue in the sphere of human rights is infested with politicization and double standards," Viktorov said.

"We are of the view that, although human rights could be a legitimate concern of international community, they must not be used as a pretext for interference in internal affairs or, even worse, use of force. Russia's position on country - specific human rights situations is known well.

We support only those resolutions in the Human Rights Council and the General Assembly which enjoy the support and consent of the country concerned," he said. "No country is free of human rights violations. Therefore we reject the practice of teaching , naming and shaming which actually discredits human rights cause."

Human Day Missing During Chinese New Year Celebrations

During the Southern and Northern Dynasties, the legend of Human Day was considered one of the most important celebrations in China. Unfortunately this deep and meaningful tradition has been forgotten in China today, although this tradition continues in Japan.

During the Han Dynasty, observing Human Day became part of the Chinese New Year tradition, and it was set on the seventh day of January.

The Book of Divination says, first day is about fowls, second day dogs, third day hogs, fourth day sheep, fifth day oxen, sixth day horses, and seventh day humans.

After the Wei and Jin dynasties, a new legend emerged regarding Human Day. According to Chinas mythology, Goddess Nu Wa used clay to create humans on this day; therefore, humans regarded Jan. 7 as their birthday.

Nu Wa came to be known as the Goddess of Creation and Master Goddess. As an almighty goddess, she is able to create and transform all matter. She created a group of small people modeled after her own appearance. In this way, the land was quickly covered with traces of humanity.

Nu Wa also set forth the marriage system, so that humans could continue family lines. Therefore, she was Chinas first matchmaker and was later espoused as the Master Goddess of marriage.

Childless married couples prayed to Nu Wa for children. So, Nu Wa was not only the goddess of marriage, but also the goddess of childbearing.

Later, Nu Wa fixed the broken sky by melting down stones, saving humanity from extinction. So, she is also worshipped as a Protector Goddess for human beings.

The ancients believed that the seventh day of the first month was best if it was a sunny day, symbolizing longevity and prosperity, as well as world harmony.

Dongfang Shuo of the Han Dynasty wrote The Book of Divination in which he explained: On the seventh, which is human day, fine weather from dawn to dusk and a bright moonlit night with visible stars (is the most desirable) and signals peoples safety. The monarch and his officials are united in harmony.

U.N. to probe rights violations in Mali

GENEVA, Switzerland, Feb. 14 (UPI) -- A Sudanese human rights expert working for the United Nations announced plans Friday to examine violations of human rights law in post-conflict Mali.

Mali in January 2013 called for military support from former colonial power France to help fight al-Qaida and other rebels who seized territory in the north of the country following coups the previous year.

Suliman Baldo, a Sudanese human rights expert working as an independent analyst for the United Nations, said he was headed to Mali for a week-long mission next week to investigate human rights issues.

"My visit will provide an opportunity to stress the importance of accountability for the violations of human rights and international humanitarian law committed by armed groups, and some elements of the Malian armed forces, in the north of the country since the beginning of the crisis," he said in a statement from Geneva, Switzerland.

Members of the United Nations last month said there were signs extremist groups were regrouping in parts of northern Mali.

The International Committee of the Red Cross said this week it "lost contact" Saturday with one of its vehicles traveling through northern Mali. Four ICRC staff members and a veterinary assistant were on board.

Christoph Luedi, head of the ICRC delegation in Mali, said in a statement the organization was "extremely worried" about their fate.

If you don't know, now you know: We are big fans of sublime East Bay electronic bummer pop outfit James & Evander. We also tend to like other musical projects that J&E's Glenn Jackson and Adam Myatt get involved in -- like the brand-new group Pale Blue Dot, a trio that specializes in what the members call "Carl Sagan disco." Think of space disco, but with a heavy dose of retro-futurism and a distinctly optimistic tint to the songs' slowly unfolding electronic layers. Pale Blue Dot's debut EP, available on Bandcamp (as well as limited edition cassette, natch), will appeal to fans of easygoing ambient electronic music in the vein of Tycho, as well as anyone coming down from a Todd Terje high:

Pale Blue Dot is pretty new, but the group has a show at Noise Pop opening for El Ten Eleven on Friday, Feb. 28, at the New Parish in Oakland. We expect good things from these three.

The last day of New York Fashion Week kicked off with strong-shouldered power-suits in white and cool gray at Ralph Lauren. Then cameJ. Mendel and Calvin Klein, with their breakdown of '90s minimalism, followed by threeASFOUR, which presented a futuristic collection heavy on crisp winter whites. But it was at Marc Jacobs where the trend of space-age futurism was sealed. Click on to see all of our favorites from the last day of NYFW.

It was unclear whether it was a utopia or dystopia that Marc Jacobsconveyed a creepy, spoken-word soundtrack by Jessica Lange signalled the latter but the clothes itself were a warm and inviting collection of modish, simplified separates in neutral tones that hinted to life on some distant space station.

Calvin Kleinpresented a collection that riffed on many themes of the '90s (other than the brand's traditional minimalism). Black combat boots with white contrast laces gave way to ladylike shapes, but the runway was dominated by grungy textures of matted mohair and raw-boucl tweed.

ThreeASFOUR did not disappoint with a spacey futuristic collection of all-white looks. Our favorites were the mille-feuille white organza dresses in stranges shapes that gave off an unusual cloud-like effect.

Gilles Mendel ofJ. Mendelisknown for his fur and evening gowns and on Thursday he presented a collection of maroons, deep greens, and grays. Our favorite was a dripping, hunter-green charmeuse dress draped in an unusual way around the bodice.

Ralph Laurenwas a wash of pale neutrals, offset with mauves and pinks. The first looks were reminiscent of early '80s power-dressing, and made all the more improbable and luxurious in winter white.
