PSD MP Viorel Hrebenciuc has been prosecuted because investigators say acted to determine National Audio-Visual Council (CNA) officials to have the institution reconsider its decision to withdraw the Giga TV licence, the TV station being under the control of Piatra Neamt Mayor Gheorghe Stefan, Mediafax notes. CNA member Narcisa Iorga is also suspect in this file according to judicial sources. The National Anti-corruption Directorate (DNA) confirmed in a release yesterday that Hrebenciuc was under criminal investigation for using his influence or authority for obtaining for himself or for another person money, goods or other undue benefits, as a person who held a lead position in a political party. According to DNA, other persons are being investigated in the same case. In these procedures, the suspect Hrebenciuc Viorel used his influence and authority as a member of the leading bodies of his party, DNA points out. DNA further claims that, by using his influence and authority, MP Viorel Hrebenciuc caused a notable and actual disturbance of the activity of CNA by an undue expansion of competence and violation of audio-visual legislation, which allowed the further operation of a TV station whose licence had been correctly withdrawn. That implicitly affected the other TV operators, both in terms of unlawful competition and of trust in the correctness of the work of the only body whose duty is to monitor the audio-visual area and enforce specific legislation, DNA adds, noting that the PSD MP was informed on the charges brought against him yesterday. PSD MP Viorel Hrebenciuc said, on his way out of DNA yesterday, that he believes to be a collateral victim and added that he would hire a lawyer and would return to DNA for depositions. The PSD MP had been heard by prosecutors in the same case on July 25, when he said he had made a statement as a witness in the case of PPDDs complaint where he explained to the investigators the institutional relationship between the Parliament and the National Audio-Visual Council (CNA). At the time he was asked in what relations he was with Piatra Neamt Mayor Gheorghe Stefan. Viorel Hrebenciuc answered he was in no relationship with him. Asked whether he had intervened with CNA members in Gheorghe Stefans favour to obtain a licence for a TV station, Hrebenciuc said: No way! Asked if he had discussed with CNA members in order to favour a certain TV station in its effort to obtain a licence, Hrebenciuc said: Never. The prosecutors note that the TV station in favour of which Hrebenciuc allegedly intervened lost its broadcasting licence on September 17, 2013, after it had stopped broadcasting the programme service for which it received the licence for over 96 hours, for any reasons imputable to the licence holder. During the CAN meeting on that date, Giga TV, controlled by Gheorghe Stefan, lost its licence, the decision being made by a vote of seven in favour (Laura Georgescu, Lorand Turos, Monica Gubernat, Viorel Vasile Buda, Christian Mititelu, Cristina Trepcea and Rasvan Popescu) and four against ( Valentin Jucan, Narcisa Iorga, Florin Gabrea and Radu Calin Cristea) with 11 members attending.

Polar bears leave DNA clues behind in snow prints

Polar bears leave behind more than just footprints when they walk across the snow. They also leave behind their DNA. And now, for the first time, scientists can scoop up that DNA and use it to learn more about the animal it belonged to.
Scientists from the World Wildlife Fund (WWF) and the French population genetics firm SPYGEN are collecting the footprint DNA and have extracted enough to begin an analysis.
The first snow print samples were collected in Svalbard, Norway and turned out to contain DNA from a polar bear, a seal, and a seagull. The field team had seen all those animals nearby while collecting samples from what looked like polar bear footprints.
The data could be useful for a number of reasons. Arnaud Lyet, an ecologist and program officer for the WWF, told CBS News in a phone call that "there are increasing numbers of polar bear-human conflicts. In a situation of bear versus village, it changes what you would do if you knew it was one individual versus 5 to 10 bears conflicting with the village."

In a WWF press release, Lyet also notes, "This method would be an invaluable tool for conservation biology."
He explained that the footprint DNA method could help replace more expensive, invasive techniques for tracking the polar bear population in the wild. Ecologists can capture and tag individuals or collect hair and feces samples to analyze DNA. But it is hard to catch or even find many of these animals living in remote areas, and it's rare to find good hair samples. Snow prints, on the other hand, are plentiful and the snow preserves DNA fairly well. This method would save time and money.
Lyet told CBS News that in order for a sample to be useful in identifying individual animals, "the DNA needs to be of good quality. This technique makes sense for small populations" like polar bears or tigers.

Coffee genome sheds light on evolution of caffeine

The newly sequenced genome of the coffee plant reveals secrets about the evolution of mans best chemical friend: caffeine.
The scientists who completed the project say the sequences and positions of genes in the coffee plant show that they evolved independently from genes with similar functions in tea and chocolate, which also make caffeine.
In other words, coffee did not inherit caffeine-linked genes from a common ancestor, but instead developed the genes on its own.
The findings will appear on Sept. 5 in the journal Science.
Why coffee?
With more than 2.25 billion cups consumed daily worldwide, coffee is the principal agricultural product of many tropical countries. According to estimates by the International Coffee Organization, more than 8.7 million tons of coffee were produced in 2013, revenue from exports amounted to $15.4 billion in 2009-2010, and the sector employed nearly 26 million people in 52 countries during 2010.
Coffee is as important to everyday early risers as it is to the global economy. Accordingly, a genome sequence could be a significant step toward improving coffee, says Philippe Lashermes, a researcher at the French Institute of Research for Development (IRD). By looking at the coffee genome and genes specific to coffee, we were able to draw some conclusions about what makes coffee special.
Lashermes, along with Patrick Wincker and France Denoeud, genome scientists at the French National Sequencing Center (CEA-Genoscope), and Victor Albert, UB professor of biological sciences, are the principal authors of the study.
Scientists from other organizations, particularly the Agricultural Research Center for International Development in France, also contributed, along with researchers from public and private organizations in the U.S., France, Italy, Canada, Germany, China, Spain, Indonesia, Brazil, Australia and India.
The team created a high-quality draft of the genome of Coffea canephora, which accounts for about 30 percent of the worlds coffee production, according to the Manhattan-based National Coffee Association.
