St. Peters pays $20,000 to settle caucus arrest suit by Ron Paul supporter

ST. PETERS The city has paid $20,000 to settle a lawsuit by a local Ron Paul campaign leader over his trespassing arrest after the chaotic 2012 Republican presidential caucus at the Francis Howell North High School gym.

Brent Stafford of O'Fallon, Mo., had filed the suit last year, several months after a St. Peters municipal judge acquitted him of the trespassing charge after hearing testimony from witnesses.

The suit, filed in U.S. District Court in St. Louis, alleged false arrest, malicious prosecution and violation of Stafford's constitutional rights. The city denied the allegations.

The settlement was made public Thursday by the city; it was reached June 30.

Stafford had been arrested on the sidewalk outside the St. Charles County GOP caucus site as he was trying to get caucus participants to reconvene. The caucus, in March 2012, had shut down after about a half hour of boisterous disputes.

Some of the several hundred people, with Paul supporters in the forefront, yelled objections to decisions made by caucus organizers. Much criticism was aimed at a ban on videotaping and other recording.

Police testified in the municipal court trial that their order to leave applied to both the gym and the area outside. Stafford's attorney contended that it didn't and said no one told him to leave the grounds before he was arrested.

Stafford said he had left the gym as ordered along with other participants and then exercised his free-speech rights outside.

City officials said they acted out of concern for public safety when they and caucus organizers told people to leave the gym and the premises. Officers said they were concerned that the crowd was growing hostile.

A few weeks later, Stafford was elected chairman of a repeat county caucus ordered by state GOP officials at which videotaping was allowed.

Ron Paul Legacy Lives on as House Passes Fed Audit Bill

The House has approved a bill that would open the Federal Reserves activities, including its deliberations on interest rate policy, to increased congressional scrutiny.

The legislation would direct the Government Accountability Office to conduct a full audit of the Feds operations and report back to Congress. Currently, the GAO reviews the central banks financial operations, but not its policy decisions or agreements with foreign governments and central banks. An outside firm audits the Feds financial operations and its findings are published in the central banks annual report.

Known to some on Capitol Hill as the Audit the Fed bill, it passed the Republican-controlled House Wednesday on a 333-92 vote, with support from 106 Democrats. However it would likely face more opposition in the Senate, which is controlled by Democrats.

[This] bill brings us one step closer towards bringing much-needed transparency to our nations monetary policy, Rep. Paul Broun (R., Ga.), a sponsor of the legislation, said in a statement.

Rep. Elijah Cummings (D., Md.) voiced his opposition to the measure as it was debated on the house floor Tuesday. If enacted, this bill would severely curtail the independence that has been a hallmark for the Federal Reserve and has been essential to its ability to strengthen our country, he said. It would permit GAO to audit the communications that members of the Federal Reserves Board of Governors have with each other and with staff regarding monetary policy.

Fed officials strongly oppose any legislation that might give lawmakers direct oversight over monetary policy, arguing this would compromise the principle of central bank independence. The fear is that lawmakers would put short-term political interests ahead of the broader economic well-being if their hands got too close to the central banks policy levers.

The bill was based on a previous effort by former Rep. Ron Paul (R., Texas), who ran for the GOP presidential nomination in 2012.

Mr. Pauls Audit-the-Fed push was part of a postcrisis backlash against the central bank, which was seen by critics as both too slow to foresee the oncoming disaster and too lenient with the banks that received taxpayer backing through a string of financial rescue packages and emergency credit facilities. Fed officials and their defenders said those responses helped prevent the 2008 crisis from escalating into a more catastrophic financial system meltdown.

Media, HR groups hit PNoys human rights remarks as arrogant

DAVAO CITY Filipino media and human rights groups described as arrogant the remarks of President Benigno Aquino before a Belgian audience on the state of the countrys human rights in the course of the government counterinsurgency campaign.

These are themselves blanket statements.The general consensus among the Philippines and international human rights groups is that most cases of human rights violations are not investigated, much less prosecuted., Luis Teodoro, deputy director of Center for Media Freedom and Responsibility (CMFR) said.

Teodoro cited the 2014 Human Rights Watch Report which he said has argued that the findings and conclusions of human rights groups are based on in-depth research and documentation.

Teodoro reacted to Aquinos reply to a question fielded by a Belgium national who asked that governments counter-insurgency program Oplan Bayanihan may have endangered the lives of some people.

Aquinos reply carried by Filipino newspapers quoted him as saying that the statement was, well, those are blanket statements and we dont necessarily agree with them. It is not our policy to encourage or even abet any transgressions of the law. And towards that end, we have been investigating all of these allegations.

The human rights group Karapatan in Southern Mindanao said the arrogant statement of Aquino is a blatant disregard of accountability.

It seems that he is afraid of the truth that he is guilty and accountable for the worsening human rights violations in the country. He feared the truth that he is a successor of [former strongman, Ferdinand] Marcos for being a tyrant and fascist, said Hanimay Suazo, regional secretary general of Karapatan-SMR.

Oplan Bayanihan is nothing but a killing machine of government. It is a fact that they [government] must accept first before stating a recycled alibi and apparently the state of impunity continues because until now justice remains elusive to victims of human rights violations, Suazo said.

The group said it documented 200 cases of extrajudicial killings in the country, of which 33 victims are from Southern Mindanao.

Sheena Duazo of Bayan-SMR said Aquinos Oplan Bayanihan is bloodstained with human rights violations comparable to Oplan Bantay Laya 1 & 2 of former President, and now Pampanga Congresswoman Gloria Macapagal Arroyo.

Human rights violations in Mindanao worse since Pnoy says human rights group

DAVAO CITY Militant human rights organizations have claimed that violations of civilian rights continue to happen in Mindanao that would indicate that President Benigno Aquino III did not live up to his promises of a tuwid na daan (straight path).

Rather, Marie Hilao-Enriquez, national chairperson of the human rights group Karapatan, said that his administration has worsened it with the application of a new counterinsurgency operation plan Bayanihan.

As of 2010, she said Karapatan recorded 204 extrajudicial killings nationwide and 73 of them happened in Mindanao. Of 21 enforced disappearances nationwide, six happened in Mindanao.

Victims from the indigenous peoples have been increasing especially those that have been driven out because of mining and logging interests, she said.

Karapatan Southern Mindanao spokesperson Hanimay Suazo said the Davao Region has been swarmed with 29 army battalions which she described as militarized and blamed for the 33 extrajudicial killings and 36 illegal arrests of activists, human rights defenders, workers, peasants and indigenous peoples.

Karapatan and other Mindanao-based groups involved in the monitor and protection of human rights gathered today to conduct a three-day human rights conference.

Dubbed as the Mindanao Human Rights and Peace Conference, the activity would address and register their resistance to the further intensification of human rights abuses directed against the people of Mindanao.

Sr. Noemi Degala, executive secretary of the Sisters Association in Mindanao said the event wants to gather the cases of human rights violations in Mindanao and to strengthen the response of advocates on attacks against human rights.

No one is excluded but this should not stop the people from fighting for their rights. We as advocates are also targeted but we chose to journey with the people, said Degala.(davaotoday.com)

Starting at the bottom and clawing your way to the top of the corporate ladder worked for baby boomers and their parents.

But, that model of success no longer applies to the modern workplace, which features workers and customers who are increasingly interconnected, culturally diverse and are playing by a different set of rules, a workplace expert said Thursday.

Seth Mattison is founder of the company Futuresight and advises corporations about emerging trends in the workplace. He provided a big-picture view of how the workplace is changing during the Billings Chamber of Commerces annual meeting.

Mattison showed a slide with a graphic detailing a pyramid-shaped corporate structure, with the chief executive at the top and a base of low-level workers reporting to middle-management supervisors, who then report to the top brass. Its a familiar structure for just about anybody who has held a job.

His next slide provided a much different picture. An almost random pattern of interconnected dots and squiggles represents how people increasingly interact with each other through the Internet and social media.

We live in a half-changed world where the structure of the organization chart still exists, Mattison said. But that often conflicts with the network of connections that are familiar to the younger generation.

Most baby boomers grew up in households where parents were the main source of knowledge. They gave orders and doled out punishment whenever the kids stepped out of line. Modern families are populated by children who have grown up with the Internet. Increasingly, youngsters are showing their teachers and parents how to use technology.

This represents a big shift in society. For the first time, the younger generation is helping older people learn and adapt to new ideas and technology, he said.

He illustrated that point by showing a series of magazine covers depicting young entrepreneurs who struck it rich while still in their teens or 20s.

How many times did you see a teenager on the cover of business publication when you were growing up? Mattison said.
