Paul Gets Assist from 2016 Rivals on Audit the Fed Bill

The three Republicans senators potentially running for the White House in 2016 agree on at least one thing: The Federal Reserve should be audited.

Kentucky Sen. Rand Paul re-introduced a bill with Sens. Ted Cruz of Texas and Marco Rubio of Florida on Wednesday to order the nonpartisan Government Accountability Office to review the Feds monetary policy decision making and increase congressional oversight.

The bill has a much greater chance of making it to the Senate floor under new Senate Majority Leader Mitch McConnell, who is one of 30 co-sponsors according to Pauls office. Former Rep. Ron Paul, Rands father, pressed lawmakers for years to audit the Federal Reserve and similar bills have passed the Republican-controlled House in the past.

A complete and thorough audit of the Fed will finally allow the American people to know exactly how their money is being spent by Washington, said Paul in a statement. The Feds currently operates under a cloak of secrecy and it has gone on for too long. The American people have a right to know what the Federal Reserve is doing with our nations money supply. The time to act is now.

The bill is unlikely to be signed into law by President Obama. In December, Federal Reserve Chairwoman Janet Yellen said that she would forcefully oppose such legislation as it would jeopardize the central banks independence with short-run political interference, according to the Hill.

ABCs RICK KLEIN: Indiana Gov. Mike Pence drew headlines this week for his odd if not just plain ill-conceived state news service, sparking enough Pravda and Kim Jong Un Tweets to power a Seth Rogen movie. But the most consequential thing Pence may have done this week, at least when it comes to 2016, is the deal he cut to expand Medicaid using funds available under Obamacare. If Pence winds up running, his move will become a major point of contention; if he doesnt, hes given some other key candidates a strong talking point, maybe even precious cover. This is shaping up as one of the biggest fault lines inside the Republican presidential race. Possible candidates will run the range of outright rejection of Obamacare funds (Jindal, Perry), through special state-specific deals for some expansion (Walker, and now Pence), right up to accepting the money and the coverage expansion that was designed as a key piece of President Obamas healthcare overhaul (Christie, Kasich). And, of course, well have the senators in the field, who can and almost surely will take the clean stance that any acceptance of Obamacare funds is abetting a fatally flawed program.

ABCs SHUSHANNAH WALSHE: Scott Walkers launch of his Our American Revival political committee Tuesday could not have happened at a better time, fresh off his well-received speech last weekend at the Iowa Freedom Summit. Whether the roll-out was long planned or not, using the momentum from his star turn is a perfect way to keep the 2016 story on him over his potential opponents. Its a 527 not a leadership PAC, like possible rivals Jeb Bush and Chris Christie have recently set up, but he will still be able to use the funds to travel to early states or donor meetings. And speaking of donors, like a PAC, it gives a spot for early supporters to place funds ahead of a full-fledged campaign.

FIRST LADYS VISIT TO SAUDI ARABIA SENDS STRONG MESSAGE ABOUT WOMEN. In a country where women have few rights, First Lady Michelle Obama yesterday seemed to lead by example. There she was, standing side-by-side with her husband as he stepped off Air Force One in Riyadh Tuesday, where, during a brief visit, the president offered condolences for the recent death of King Abdullah and met with his successor, King Salman. According to ABCs MARY BRUCE, the first lady accompanied the president throughout the stay, embodying some of the reforms that her husband is pushing the country to adopt. Wearing pants and her head uncovered, Mrs. Obama stood dutifully beside her husband as he shook hands with the Saudi delegation on the airport tarmac Tuesday morning and again at Erga Palace on the outskirts of Riyadh. Due to the cultural constraints, the first lady purposely stood slightly behind her husband and waited for a gesture to be made to her by the men in the receiving line. Human smugglers turn to cargo ships to ferry fleeing Syrians

ABOARD THE COAST GUARD CUTTER TYR (AP) The crew was about to dig into dinner when word of the ghost ship came through: a freighter hurtling out of control toward Italy with no crew and hundreds of Syrians ascargo.

The cattle freighter its animal pens crammed with families was on a collision course with the Italian coast, and the refugee who had phoned authorities from on board said the cabins controls were jammed. The Tyr changed course and set off on a race against time.

The rescue operation by the Icelandic cutter Tyr was one of the most perilous in a string of high-seas dramas that point to a new modus operandi among smugglers who send migrants across the Mediterranean. Gangs buy scrapyard-boundcargoships over the Internet and pack them with Syrians willing to pay top dollar to flee their ravaged homeland. The ships are then pointed toward Europe and abandoned, the migrants fate hanging between shipwreck and rescue.

Until recently, most migrants paid several hundred dollars for a trip aboard an old fishing boat, dinghy or speedboat. Hundreds of men, women and children perish every year in those voyages when their unseaworthy vessels capsize in stormy seas.

The war in Syria, which has driven more than 3 million people into flight, has offered a new, lucrative opportunity for smugglers. Comparatively well-off refugees are able to pay higher prices for passage on bigger, safer ships from the far eastern Mediterranean directly to Italy, from where they then cross overland to central and northern European countries.

Many of those Syrians are willing to pay $4,000-$8,000 for a place on board a seaworthycargoship. For the gangs, that means that even if they lose acargoship that cost them a half-million dollars they can still earn millions of dollars in profit in a single trip.

Buying acargoship is a lot easier and cheaper than it used to be. A crisis in merchant shipping has left a glut ofcargoships on the market, with low demand depressing prices and making an aging vessel particularly affordable to criminal gangs, said a Greek merchant marine ministry official, who spoke on condition of anonymity because he was not authorized to speak on the record.

The EU border agency Frontex says about 15cargoships smuggling asylum-seekers have tried to reach Europe since August. Frontex spokeswoman Izabella Cooper said one vessel that arrived in Italy recently appeared to have been bought online from a scrapyard.

Thecargoship method is not likely to go away any time soon because of high demand. In Turkey alone, more than 1 million Syrians are fending for themselves without jobs or basic services many of them doctors or lawyers who can afford to pay thousands of dollars for acargoship berth, said Metin Corabatir, who heads the Ankara-based Research Center on Asylum and Migration.

We shall be seeing a lot more of these ships, Corabatir said. These people have no future and often the only option they have is to leave. They will give everything that they have and risk their lives.
