Censorship thrives in Vietnam

Five years ago I began an experiment not of my own devising to study censorship in Vietnam.

In 2009, I signed a contract to publish one of my books in Hanoi. Called The Spy Who Loved Us, the book tells the story of Pham Xuan An, Vietnam's most celebrated journalist during the Vietnam War. (He ended his career as bureau chief for Time magazine in Saigon.)

Only after the war did we learn that An had received a dozen military medals as a Communist spy and served as North Vietnam's deadliest secret weapon.

One might think that a book about a Hero of the People's Armed Forces would be published in Vietnam without difficulty. But nothing is published in Vietnam without being censored. For five years, I watched people nip and tuck my book.

When a translation was finally published in 2014, I flew to Hanoi to meet my censors at least the half-dozen who would talk to me. These were the good guys, the brave ones, who were willing to acknowledge the situation. Behind them stood the faceless phalanx that operates throughout Vietnamese society.

My censors, several of whom doubled as my editors and publishers, apologized for what they had to do. They hoped things would improve in the future. But as Vietnam and China throw an increasing number of journalists, bloggers and other writers in prison, the tide is flowing in the opposite direction. This is why I decided to commission an accurate translation of my book and publish side-by-side editions of both the censored and uncensored versions.

What did the censors cut from my book? Among other things, Pham Xuan An is not allowed to love the United States or the time he spent studying journalism in California. He is allowed only to understand the United States. Removed were the names of exiled Vietnamese and their comments. Also removed was any criticism of China or mention of bribery, corruption or malfeasance on the part of public officials.

Even Vo Nguyen Giap, the great general who led Vietnam to victory over the French at Dien Bien Phu in 1954, was cut from the narrative, having fallen from favor before his death in 2013.

Known events were excised from Vietnamese history. And An's last wishes that he be cremated and his ashes scattered in the Dong Nai River disappeared. They were replaced by a scene describing his state funeral, with the eulogy delivered by the head of military intelligence.

Rand Paul invokes libertarian roots with Iowa kick-off event

"You're going to get a choice on who the nominee is for the Republican Party. You're going to have 9, 10, 15, 20 who are eager to go and want troops on the ground," he said, talking about the war against Islamic extremism. "They want 100,000 troops on the ground. Right now. In all the countries."

The Kentucky Republican had a rough week but found a friendly audience Friday night headlining an "Audit the Fed" rally at Jasper Winery in Des Moines, an event packed with many of his father's supporters and hosted by a group called Liberty Iowa.

It was a curious strategy for a man who's trying to build a broad coalition of voters behind him, but he assured supporters that he hasn't strayed far from his roots.

"Some of you may remember I sued the President," he said, pointing to a lawsuit he launched last year against the National Security Agency over its bulk metadata collection effort.

He didn't, however, mention that the lawsuit has been put on hold, or that he voted against a reform package in Congress last year because he felt it didn't go far enough in tweaking the agency.

Paul, who faced criticism this week over comments expressing doubt about the effectiveness of vaccinations and took heat over drama involving one of his advisers, is in Iowa on a quick two-day swing that puts him in front of familiar audiences.

Following the "Audit the Fed" rally Friday night, he attends the Iowa State University men's basketball game Saturday, as well as a watch party with young voters and a meet-and-greet with freshman Rep. Rod Blum.

Paul is one of many Republicans who will barnstorm the state in the coming months, seeking support ahead of Iowa's first-in-the-nation presidential nominating contest a year from now. While it's his first time in the state this year, Paul visited Iowa five times last cycle, and has indicated he plans to make the state a big part of his 2016 strategy.

His father, ex-Texas Rep. Ron Paul, built a solid foundation of supporters in Iowa during his 2008 and 2012 campaigns, a base that Paul is trying to court while also making inroads with the mainstream and socially conservative Republicans in the state.

Rand Paul looks for opening in Iowa with low-key style and atypical pitch

AMES, Iowa Sen. Rand Paul, nursing a cold, did not shake many hands on the first day of his swing through Iowa this weekend. Instead, he elbow-bumped activists as he made his way through crowds and hoarsely thanked them for their support.

The Republicans who showed up Friday at Pauls rally did not mind. In a state where caucus-goers often demand warm interactions with presidential contenders, they were happy to hear Pauls riffs on monetary policy and Montesquieu from a distance.

As Paul (Ky.) moves closer to a 2016 bid, he is betting that in a field of big personalities, his low-key style and atypical pitch mixing snarky asides, dovish takes on foreign policy and a compassionate plea for criminal-justice reform will set his candidacy apart.

Just look at whos here, said David Fischer, a former Iowa GOP official, as he surveyed the crowd at Pauls gathering Friday at a Des Moines winery. He is actually bringing women, college students and people who are not white into the Republican Party.

The challenge for Paul is whether his approach, which has echoes of his father, former Texas congressman Ron Paul, will enable him to do better than the elder Pauls third-place finish in the 2012 GOP presidential caucuses in Iowa.

The son is a little more mainstream, said former Republican congressman Jim Leach, who represented eastern Iowa for 15terms. If he can stay there and play into the desire on the conservative side for someone new, he could find an opening.

The latest poll of Iowa Republicans, conducted by Bloomberg Politics and the Des Moines Register, shows Paul in second place among potential GOP candidates. Gov. Scott Walker (Wis.), boosted by his breakout speech in late January at a conservative summit, narrowly leads with 15 percent. Paul is at 14percent, and former Arkansas governor Mike Huckabee is at 10percent.

For now, in this early stage of the primary scramble, Paul is focused on reviving his fathers political base in Iowa, which begins the primary process, by attacking an institution that has long frustrated the libertarian right: the Federal Reserve.

Before Paul took the stage at Jasper Winery, Liberty Iowa organizers played a video featuring archival clips of both Ron and Rand Paul delivering critiques of the central bank.

Minutes later, Paul, who last month introduced the Federal Reserve Transparency Act, drew raucous applause when he warned its policies are undermining U.S. currency.
