Kasich jokes: I get Rand 'confused' with Ron

Asked by CNN's Gloria Borger about Paul's comments that governors who expanded Medicaid under Obamacare think that "money grows on trees," Kasich replied, "You mean Senator Ron Paul?"

When Borger insisted she meant the younger Paul, Kasich joked that they were hard to tell apart.

"Oh, I get them confused sometimes," he said, laughing. "Ron and Rand, and I served with Ron."

Pressed by Borger on how he would respond to Paul's critique, Kasich said he had little to say to the senator. He suggested maybe Kentucky's residents weren't dealing with poverty or hunger the way those in other states are.

"I'm not sure I would say much to him. I mean I don't know what he, you know maybe he doesn't work in Kentucky, maybe everybody's fine, maybe there aren't people who are suffering these problems," he said in the interview, which airs in full on Sunday's "State of the Union."

Paul, gearing up for his own presidential campaign, has sought to distance himself from his more libertarian father, who's known for his controversial remarks and stances on hot-button issues.

But Paul has been one of the loudest voices in his party opposed to states' expansion of Medicaid using subsidies from Obamacare. A number of other potential Republican presidential contenders, including Louisiana Gov. Bobby Jindal and former Texas Gov. Rick Perry, refused to expand the program.

Still, others including Kasich, who's seen as a possible contender himself agreed to take the federal funds to expand coverage.

He's forcefully defended the move, and recently said if the Supreme Court strikes down the subsidies Ohio would have to "figure something out" to provide coverage to Ohioans. And in his interview with Borger, Kasich noted that his state's economy seems to be doing just fine.

Ron Paul: ‘I’m not pro-Russian. I’m pro-facts’ – CNN.com

The former Texas congressman, who's considered by many to be the face of the libertarian movement, spoke at the International Students for Liberty Conference in Washington, immediately following a video address to the young crowd by National Security Agency leaker Edward Snowden.

Paul's remarks contained his usual non-interventionism rhetoric, even when he was challenged by a student from Kiev who asked why Paul hadn't denounced Russian aggression against Ukraine and the annexation of Crimea.

"Crimea is not exactly a foreign country, according to the Russians. But I'm neutral on that," the former presidential candidate argued.

"I don't take a pro-Russian stand. I don't defend what they do," he continued, adding that he thinks all foreign entities, including the United States, NATO and Europeans, should not be involved. "And get the Russians out."

"I'm not pro-Putin, I'm not pro-Russian," he also said, referring to Russian President Vladimir Putin. "I'm pro-facts"

Paul blasted other foreign entanglements by the U.S. government, including the fight against ISIS. But, remaining ideologically pure, he argued individuals should have the freedom to go fight for what they believe in.

"Does that mean we shouldn't have a moral concern? No. I would make sure that it's legal for anybody here who wants to go and fight on either side in any war, go to it," he said.

While Paul's stances are largely cheered at gatherings like the one he spoke at Friday night, they're otherwise lampooned by wider audiences and stray from positions from his own son, who's long made clear that he and his father don't agree on everything.

But as Rand Paul, who's scheduled to speak at the same conference Saturday night via video, moves closer to a potential presidential bid, his father's comments attract further scrutiny and get attention in the media.

In a light-hearted moment, the moderator at the event asked Ron Paul if his son was among his top three favorites for the Republican presidential nomination.

In Early White House Maneuvering, Paul Avoids Predictability

Rand Paul wasn't a conventional Republican when he won a U.S. Senate seat in Kentucky, and he's not mapping out a predictable strategy as he ponders a 2016 bid for the White House.

Paul confirmed Friday that he will announce his intentions in April or May, and then he spent the day displaying an ideological and political balancing act.

"We have to be a bigger party," he told Alabama Republicans at a fundraising gala Friday evening. "I want to take that message across America. I've shown I'll go anywhere."

He takes with him the small-government libertarianism of his father, former congressman and failed presidential candidate Ron Paul. But the senator also mixes in frequent references to his "Christian faith" as he courts cultural conservatives who were wary of his father.

There's the usual blistering of President Barack Obama and his executive orders, but Paul reminds his partisan audiences that the expansion of presidential authority has spanned decades, through administrations of both major parties.

Paul calls for the conservative "boldness" of Ronald Reagan and offers GOP orthodoxy on tax and spending cuts, making him a tea party darling.

He talks tough on national defense, but also staged an actual Senate filibuster talking for hours on the chamber floor, rather than just using procedural paper delays to protest the American government's use of drones.

Meanwhile, he chides Republicans to reach into the cities for non-white votes that have eluded the GOP by particularly wide margins in Obama's two national victories. And Paul champions criminal-justice reform and plugs his work with New Jersey Sen. Cory Booker, a black Democrat, on the issue.

It adds up to a politician who is difficult to put into a box.

"Maybe a different kind of Republican might be the kind of Republican that can win," Paul told reporters Friday in Kentucky.

Trafficking, trauma linked: study

Nearly two-thirds of surveyed survivors of human trafficking in Southeast Asia show symptoms of depression, while another 40 per cent suffer from post-traumatic stress disorder, according to a new study.

The research, which was published yesterday in Lancet Global Health and included input from Cambodian victims, found the highly exploitative and dangerous conditions frequently endured by human-trafficking victims inflict an immense psychological toll.

Physical, sexual, and psychological abuses are signature features of human trafficking. Roughly half of participants were physically or sexually abused many suffering extraordinary forms of violence (eg, knife and dog attacks, burning, and choking), the study by the London School of Hygiene & Tropical Medicine and the International Organization for Migration says.

Those instances of often extreme violence and abuse were strongly associated with poor mental health outcomes.

Participants described various physical health complaints, but symptoms of poor mental health were most prevalent and severe, the researchers said.

In addition to high rates of depression and PTSD, more than 5 per cent had attempted suicide in the month preceding the interviews.

The survey included participants who were trafficked into myriad forms of forced labour such as fishing, factories, domestic work, undesired marriages and sex work. The worse the conditions extremely excessive overtime, restricted freedom, hazardous living conditions, severe violence the more likely the victims were to report mental health issues.

Findings certainly point out the central importance of providing health care for people who have been trafficked and in particular the need to identify mental health support approaches that can be delivered in relatively low-resource settings, said Dr Cathy Zimmerman, one of the studys authors.

But anti-human trafficking advocates noted that such health services are extremely limited in Cambodia, where post-care is mostly provided by NGOs focusing on reintegration and vocational training.

Most [trafficking victims] are looking for jobs and a way to regain their income, because it is an immediate need, said Brett Dickinson at the International Organisation for Migration and a contributor to the report.

Rights of people with disabilities cannot be ignored in development agenda, UN experts

20 February 2015 One billion people 15 per cent of the worlds population are persons with disabilities, and their rights cannot be ignored, a group of United Nations human rights experts said today, as they urged negotiators and UN Member States to include rights of such persons in the new development framework.

The call came as the second session of negotiations on the post-2015 development agenda closes this week in New York.

The 17 new post-2015 sustainable development goals (SDGs), crafted by an Open Working Group of the UN General Assembly on the issues and expected to be adopted in September 2015, will succeed replace and expand the Millennium Development Goals (MDGs), and will frame agendas and policies for the next 15 years.

No one should be left behind if we want to ensure a fully inclusive society for all, the group of three UN human rights experts said in a statement, urging international negotiators and all UN Member States to firmly include the human rights of persons with disabilities in the new development framework.

The inclusion of persons with disabilities in the SDGs is fundamental if we are to achieve sustainable development that is genuinely rights-based, said the UN Special Rapporteur on the rights of persons with disabilities, Catalina Devandas Aguilar. Whereas people with disabilities were invisible within the MDGs, we have seen promising advances in ensuring that the new development framework is sustainable, inclusive and accessible.

The UN Special Rapporteur on the right to food, Hilal Elver, drew attention to the issue of food security.

We know that nutrition and disability are closely linked. Both children and adults are often discriminated against, due to social stigma and negative cultural norms, Ms. Elver said.

Worldwide, an estimated 805 million people are chronically undernourished. Since many persons with disabilities live in absolute poverty, these two large populations overlap to a considerable extent, making food security of utmost importance.

States are particularly responsible for making sure that vulnerable and marginalised people, including those with disabilities, are able to access adequate and nutritious food, she said.

Food must be physically and economically accessible, Ms. Elver added. To achieve this, States must ensure that a disability perspective is taken fully into account in nutrition policy and programming, maternal and child health policy, and broader health initiatives.
