Opinion: Naming of Tamara Thermitus to human rights post is welcome – Montreal Gazette

Its been a long time coming, but a change has finally come. The seemingly impossible became possible, right smack bang during Black History Month, almost like a long-awaited gift to Quebec blacks. Tamara Thermitus, an anti-discrimination lawyer of Haitian origin, was named head of the Quebec Human Rights Commission last week,with the unanimous support of the National Assembly.

Her appointmentwas not a slam dunk, however it may now appear; it was originally challenged by opposition politicianswho claimed that she was too multiculturalist and much too close for comfort to Dominique Anglade, a Liberal cabinet ministerwho also shares the same roots.

The Human Rights Commission is specifically mandated to ensure that Quebecs laws, bylaws, standards and institutional practices, both public and private, comply with the Quebec Charter of Human Rights and Freedoms, which prohibits discrimination based on race, colour, ethnic or national origin and religion.

Hitherto, the commission lacked both anglophone and minority representation, and since its creation in 1976, Thermitus willbe the second woman and the first black to oversee the organization a situation that testifiesto the underrepresentation of black Quebecers in decision-making bodies.

Despite the fact that the appointment of Thermitus as head of Quebec Human Rights Commission is truly symbolic for the blacks and the Haitian community in Quebec, blacks should not be lulled into a false sense of complacency. We have made strides and advances, giving the impression that everything is resolved, but this is not the case. We must press on for diversity with the appointment of the other four remaining human rights commissioners. There is an urgent and ongoing need for public education to ensure that there is better awareness regarding the value of diversity to society as a whole.

According to Premier Philippe Couillard, the appointment of Thermitus sends a very strong signal about the place that people from diverse backgroundsmust occupy in our society. Strong words well spoken would be better if adhered to. Parti Qubcois then-leadership candidate Jean-Franois Lise in September 2016 pointed out the presence of systemic racism in Quebec, and called on the government to spring into action rather than hold public consultations. In response, Couillards government said it would soon announce a plan to look into the issue. Since the creation of the Quebec Human Rights Tribunal in 1990, the Human Rights Commission has never brought a case of systemic racism before the tribunal.The first court decision on systemic racism in Quebec was issued only in 2013 by the Superior Court. That case involved Olthene Tanisma, a Haitian-born urban planner who successfully sued the City of Montreal, after his case was stalled at the Human Rights Commission.

In order to cultivate an arena of legitimacy in the eyes of the citizenry, Couillard was repeatedly called upon when filling existing vacancies to give thoughtful and deliberate consideration to racial and linguistic diversity. At that time there was an unprecedented absence of black or anglophone commissioners in the current composition, which only served to further impair the decision-making process.

It stands to basic logic that in a world where perception can be as important as reality, it is critically important that visible minorities believe that the deck is evenly stacked, and that they have as much of a chance of being judged by someone who looks like them, as someone else.

The current appointment of Tamara Thermitus as head of the Quebec Human Rights Commission will go a long way toward allaying any fear and improving chances of a satisfactory resolution. But with her appointment,have black Quebecers seen the last of the past, and does this herald a new cast? Or willthis, as welcome as it is, be seen as a mere sop, an isolated gesture?

Syrian forces used gas attacks as key part of campaign to retake Aleppo, Human Rights Watch says – Washington Post

Chlorine gas attacks paved the way for Syrian forces as they advanced into rebel-held portions of east Aleppo during the final months of the battle for the city, a new studyfrom Human Rights Watch said Monday.

While forces loyal to Syrian President Bashar al-Assad have usedchlorine gas on opposition fighters sporadically since 2014, the frequency of chemical attacks between Nov. 17 and Dec. 13 point to a military strategy to use the banned weapon to force both fighters and civilians fromAleppo, according to the report.

The pattern of the chlorine attacks shows that they were coordinated with the overall military strategy for retaking Aleppo, not the work of a few rogue elements, Ole Solvang, deputy emergencies director at Human Rights Watch, said in the report.

Human Rights Watch documented at least eight separate chlorine gas attacks before a cease-fire was signed Dec 13. The attacks resulted in the deaths of nine civilians, including four children, and wounded roughly 200. If confirmed, the attacks would be a significant breach of the 1993Chemical Weapons Convention that Syria signed in 2013. Although chlorine is not considered a chemical weaponby the convention because of its industrial uses, the document explicitly statesthat weaponizing the chemical properties of a substanceis prohibited.

When inhaled in large enough quantities, chlorine can be fatally toxic.

The Syrian government has routinely denied using internationally condemnedweapons such as chemical, cluster andincendiary munitions. In 2013, Syrian government forces were accused of using sarin gas in an attack that killed hundreds, bringingthe United States to the brinkof military action against Assad. In a last-minute deal coordinated by Russia,the Syrian presidentpledged to give up his chemical weaponstockpiles, and inOctober of that year signed the Chemical Weapons Convention. The Islamic State has also used chemical weapons, including variants of sulfur mustard powder.

Following the deal, however, Assad continued to use chlorine as a weapon. Last year, a United Nations investigative teamdeterminedthat Syrian government forces had been responsible for three separate gas attacks inApril 2014 and March 2015.

Although the report doesnt directly implicate Russia, it does say that Russian forces benefited from the strategic effects of the gas attacks. Russian forces had been providing close air support for Syrian government forces since September 2015 and flew hundreds, if not thousands, of sorties during the battle to retake Aleppo. Russian Special Operations forces also likely participated in the campaign, fighting and advisingalongside Syrian troops as they pushed into the city.

The report relied oninterviews with witnesses, videos, photographs and social media postings to verify the eight attacks. Some of theposts included pictures of thespent gas canisters dropped from Syrian helicoptersand footage of the trademark yellow-greenchlorine clouds billowing fromresidential areas.

The Human Rights Watch study was one of two reports released Monday that covered the battle of Aleppo. The Atlantic Council, a Washington-based think tank, published a report titled Breaking Aleppo that also accused the Syrian government of using chlorine bombs and the joint Syrian-Russian air campaign ofdropping cluster and incendiarymunitions on civilian areas.

The Evolution of the Workforce

It almost shouldnt come as a surprise. In an age defined by advancements in the tech industry, it was only a matter of time before the traditional paradigms set by the industrial revolution had to change.

The sophistication of todays technology means factories are turning to computers instead of human employees to get the job done. According to a joint study conducted by Oxford University and the Oxford Martin School, [] 47 percent of jobs in the US are at risk of being automated in the next 20 years. ABall State University studyconcluded that almost nine out of 10 jobs have been lost to automation since 2000, and a factory in China just saw a 250 percent increase in production after replacing 90 percent of its workforce with automated systems.

However, as demand for physical labor goes down, other opportunities are arising, and according to Clive Thompson of Wired, the next big blue-collar job will be coding.

The information technology industry is expected to grow faster than almost any other, with some predicting a 12 percent growth between 2014 to 2024. The problem lies in the fact that coding will require a different technical skill setthan much of todays blue collar work. But thankfully, many employers are responding to the needs of the evolving job market by attempting to make code learning more accessible.

Silicon Valley giants like Google have initiatives designed to engage and teach anyone interested in programming. Schools are working tointroduce codingas early as high school, while various other institutions are offering intensive code-learning programs. This level of education and exposure to coding wont necessarily give these future coders the knowledge to create complex AI algorithms, but it would be enough to qualify them for a well-paying, reliable job in the IT department.

It should also be notedthat coding opportunities reach far beyond the tech industry. Silicon Valley employs only eight percent of the coders in the U.S., andaccording to one study, half of all programming openings are in industries outside of technology, such asfinance, manufacturing, and healthcare. Theres also the draw of compensation. The national average salary for IT jobs is double the national average for all jobs: $81,000 annually.

Its now a matter of demystifying coding as a profession that only gifted computer prodigies are capable of learning. As Thompson points out in his article, several of the skills needed to be successful at blue collar occupations like coal mining intense focus, an ability to function within a team, a level of comfort working with engineering tech, etc. could easily translate into coding. Once people realize that it is a highly specialized skill but one that they can learn to do well, coding has the potential to open more doors to employment in the age of automation.

Harvard’s Remarkable New Battery Can Run For More Than a Decade – Futurism

Researchers have discovered a way to make the promising flow battery much more practical. Flow batteries store energy in liquid-filled tanks. Prior to this most recent discovery, flow batteries, after a number of charge-discharge cycles, would suffer from rapid storage capacity degradation.

In order to overcome the degradation hurdle, the researchers from the Harvard John A. Paulson School of Engineering and Applied Sciences (SEAS) modified the structure of molecules in the solution to make them water soluble. This allowed for the electrolytes to be dissolved in neutral water, creating a battery that only loses one percent of its storage capacity every 1000 cycles. According to the officialpress release, the battery is able to run for ten years with only a minimum amount of upkeep.

Unlike other battery liquids, the solution in this new flow battery is both non-toxic as well as non-corrosive. Spilling it on skin or on the floor causes no injury or property damage.

Any innovations in energy storage will only continue to help renewable energy to become as, if not more, of a viable power source. The US Department of Energy (DOE) has stated that building a battery with the capacity to store energy for less than $100 per kWh would make clean energy from sources like the sun and wind on par with traditional power plants. Imre Gyuk of the DOE stated, I expect that efficient, long duration flow batteries will become standard as part of the infrastructure of the electric grid.

Better batteries are a key component in realizing the full potential of renewable energy. As can be seen with the opening of the first Powerpack station in California, battery storage can help ease the burden of demand on a grid during peak usage times. Developments like this that improve batteries will lead to the use of fewer fossil fuels and decrease overall dependence on environmentally damaging sources of power generation.

Concerns over artificial intelligence (AI) have been around for some time now, and thanks to a new study by Googles DeepMind research lab, it seems that this Terminator-esque future of intelligent machines may not be that farfetched.

Using games, a platform that Googles DeepMind AI is terribly familiar with, researchers have been testing whether neural networks are more likely to cooperate or compete, and if these AI are capable of understanding motivations behind making that choice.

For the research, they used two games with similar scenarios for two AI agents, red and blue.

In the first game, the agents were tasked with trying to gather the most apples (green) in a basic 2D graphical environment. The agents were given the option to tag one another with a laser blast that temporarily removed them from the game. After running the scenario a thousand times, they realized that the agents were willing to cooperate when the apples were abundant, but they turned on each other when the stakes were higher.

The researchers realized that, in a smaller network, the agents were more likely to cooperate. Whereas in a larger, more complex network, the AI were quicker to sabotage one another.

In the second scenario, a game called Wolfpack, the agents played as wolves that were tasked with capturing a prey.When the wolves are close in proximity during a successful capture, the rewards offered were greater. Instead of going all lone wolf, this incentivized the agents to work together.

In a larger network, the agents were quicker to understand that cooperation was the way to go.

The Google researchers hope that the study can lead to AI being better at working with other AI in situations with imperfect information. As such, the most practical application of this research, in the short term, is to be able to better understand and control complex multi-agent systems such as the economy, traffic systems, or the ecological health of our planet all of which depend on our continued cooperation,the study says.

At the very least, the study shows that AI are capable of working together and that AI can make selfish decisions.

Joel Leibo, who was the lead author of the paper, outlines the next steps in an interview withBloomberg, Going forward it would be interesting to equip agents with the ability to reason about other agents beliefs and goals.

Multiple Threats in Modern Warfare

Each year at the Red Flag exercise organized by the United States Air Force Warfare Center (USAFWC), the air forces of several NATO countries gather at the Nellis Air Force Base in Nevada for a series of advanced aerial combat training exercises. This year, one fighter plane took center stage at the event, according to a report by Aviation Week.

Lockheed Martins F-35 Lightning IIstole the show, outperforming its competition with a ratio of 15 kills for every one F-35 that was downed and it all happened in an increased threat environment. In the past, the non-kinetic effects were not fully integrated into the kinetic fight, Air Force Cyber Forward director Col. Robert Cole explained in a statement.

This integration in an exercise environment allows our planners and warfighters to understand how to best integrate these, learn their capabilities and limitations, and become ready to use [these combined resources for maximum] effect against our adversaries, he added.

Lockheed Martins latest fighteris different from those that preceded it precisely because its meant to face multiple threats at a time and react to increasingly complex warfare scenarios. The F-35 is the most advanced multi-role fighter combining advanced stealth capabilities with fighter aircraft speed and agility, fully-fused sensor information, network-enabled operations, and advanced logistics and sustainment, according to Lockheed Martin.

This means that its not just capable of taking on conventional threats and enemy surveillance, it can also deal with cyberthreats and electronic warfare. Before, where we would have one advanced threat and we would put everything we had F-16s, F-15s, F-18s, missiles, we would shoot everything we had at that one threat just to take it out now we are seeing three or four of those threats at a time, Lt. Col. George Watkins told Aviation Week. Just between [the F-35] and the [F-22] Raptor, we are able to geolocate them, precision-target them, and then we are able to bring the fourth-generation assets in behind us after those threats are neutralized.

In short, the F-35s advanced capabilities make it the fighter jet of the future, ready to take on more modern threats. As Watkins said, Its a whole different world out there for us now.

Even though Mercury is closer to the Sun, Venus is the hottest planet in the Solar System.It has surface temperatures of about 460 degrees Celsius (860 degrees Fahrenheit) coupled with a carbon dioxide-rich air that has an atmospheric pressure about 90 times that ofEarths. As such, surface exploration has been virtually impossible in the past, as this extreme heat and pressure woulddestroy scientific equipment. Thatsabout to change.

NASAsGlenn Research Center team has developed extremely durable silicon carbide semiconductor integrated circuits that are tough enough to withstand the harsh conditions on Venus surface far better than any existing tech.

We demonstrated vastly longer electrical operation with chips directly exposed no cooling and no protective chip packaging to a high-fidelity physical and chemical reproduction of Venus surface atmosphere, said lead electronics engineer Phil Neudeck. And both integrated circuits still worked after the end of the test.

This technology, which was only recently demonstrated by NASA, was detailed in the journal AIP Advancesin December 2016.

During the test conducted at NASAs Glenn Extreme Environments Rig (GEER), the engineers were able to prove that their integrated circuits could work under conditions similar to those found on Venus. The chips lasted for 521 hours more than 100 times longer than other electronics previously designed for a Venus exploration.

With further technology development, such electronics could drastically improve Venus lander designs and mission concepts, enabling the first long-duration missions to the surface of Venus, said Neudeck. Though many are making preparations to go to Mars, some researchers suggest Venus as a potential option for human colonization, assuming it could be terraformed.These long-overdue missions would be the first step to exploring that possibility.

The applications of this chip, however, arent just limited to Venus exploration missions. According toGary Hunter, principle investigator for Venus surface electronics development, This work not only enables the potential for new science in extended Venus surface and other planetary exploration, but it also has potentially significant impact for a range of Earth relevant applications, such as in aircraft engines to enable new capabilities, improve operations, and reduce emissions.

The internet has profoundly changed the way we live, work and play. People are more connected than ever thanks to smartphones, tablets and laptops. These digital devices provide mobility and convenience, and as a result the nature of content consumption has changed.

Studies have shown the average attention span is a mere eight seconds even shorter than goldfish. The proliferation of devices and platforms has also fragmented the playing field for marketeers. Brands are being challenged to connect with their customers through all these devices, on demand, in real-time and seamlessly. Yet many brands have responded by using spray and pray advertising, which results in the incoherent clutter we see today.

It is now harder for marketers to cut through the distraction and make any lasting impact on consumers. Consumers have a low tolerance for these blasts of information. Faced with an onslaught of competing messages, consumers have become more selective of the content they choose to engage with. They are also more sceptical of branded messaging and celebrity endorsements, instead choosing to believe people like you and me ordinary people who they can relate to and see as peers.

Consumers today are yearning for unique and meaningful experiences with brands. A recent study by Havas found that brands that created meaning for their customers were rewarded with loyalty and increased sales. However, creating meaningful and lasting relationships with customers is synonymous with marketing, and is nothing new. In this digital age, the why of marketing and brand strategy remains unchanged, while the how needs to be overhauled to ensure brands continue to be relevant.

With this new reality in mind, many brands have turned to content marketing to better connect with their audiences.

A paradigm shift

In the past, Shell was perceived as functional and premium, but also distant and cold. To shake off this perception, in 2015 the brand embarked on a three-year transformational programme Welcome to Shell to humanise the brand and redefi ne its purpose.

We found that culturally relevant, human interest stories that inspire, inform or entertain seemed to gain traction among Malaysians. The brand softened its marketing strategy by moving away from product-centric messaging to purpose-led, audience-driven content. We manifested our brand purpose in all content that we published.

In summary

The digital disruption has changed the way we marketeers must respond to consumers, and increasingly brands are moving towards becoming content publishers. In Shells case, we developed audience-first content to help us deliver value and emotional engagement to our customers.

Our primary objective was to attract attention and gain trust, which then allowed us to re-target those customers who had engaged with our content to other aspects of the brand.

However, there is no one-size-fi ts-all approach, and brands will need to fi nd out what strategies work best for them by testing and learning. The good news is there is a wealth of digital tools to help brands understand their audience better, and develop better quality content that suits them. Marketeers can also easily conduct pilot studies on digital platforms to test concepts and tweak campaigns before they go live on a bigger scale.

The key is not about creating a large amount of content, but creating quality content that will create a maximum impact with target audiences, so they keep coming back for more.

A Danish astronaut recorded the creepy moment "elusive blue jets" burst from a distant cloud in footage which has raised more questions than answers.

The unexplained phenomenon, filmed two years ago from onboard the International Space Station (ISS), appears to be a terrifying thunderstorm unfolding in space.

Despite using the station's most sensitive camera, the strange "activity" recorded over the Bay of Bengal remains a mystery.

It was perplexed scientists so much that the European Space Agency (ESA) are set to launch several experiments this year to "monitor the pulsating blue jets" shooting up out of clouds.

For years, the existence of the gigantic blue discharges has been debated, with the scientific community largely dismissing them - despite contrary reports from astronauts in space.

ESA astronaut Andreas Mogensen, who captured the footage, said: "It is not every day that you get to capture a new weather phenomenon on film, so I am very pleased with the result but even more so that researchers will be able to investigate these intriguing thunderstorms in more detail soon."

But for now, Mr Mogensen reiterated that "it's something that we know very little about".

The ESA added: "The blue discharges and jets are examples of a little-understood part of our atmosphere.

"Electrical storms reach into the stratosphere and have implications for how our atmosphere protects us from radiation."

The Danish-led investigation, named the Thor Experiment, into the "astonishing blue jets" confirmed that the beams grew to 25 miles out of the cloud before fading away.

The beams can move at speeds of up to 360,000kph (220,000mph) and without a high speed camera can be easily missed by the human eye.

Further studies into the strange phenomenon are planned for later this year, as part of a project to monitor the "transient luminious events".

Olivier Chanrion of the Danish National Space Institute in Lyngby: "We wanted to see what happens above a thunderstorm.

"What we see is that at the top of the cloud in what we call the 'turrets', there is incredible activity.

"They were dancing over the top of the cloud, and we called them glimpses.

"But it's only a first step and we need to find out more."
