Still looking for the perfect face mask? The U.S. government is, too – FierceBiotech

Like much of the rest of the world, the U.S. Department of Health and Human Services has just about had it with mask-induced acne and eczema, glasses fog, indecipherable conversations and stifled breathing.

In a last-ditch attempt to solve these societal ills,HHS Biomedical Advanced Research and Development Authorityknown as BARDA, the specialized agency that typically takes on viral outbreaks, bioterrorist attacks and nuclear incidentshas put out the call for new mask designs that battle both discomfort and coronavirus-carryingdroplets, with $500,000 in prizes.

With help from the equipment-certifying National Institute for Occupational Safety and Health (NIOSH), the Mask Innovation Challenge is now accepting submissions for what can only be described as a miracle in face mask form.

They must be cheap and simple to mass-produce, while also being widely accessible and effective in blocking transmission of COVID-19. Bonus points go to those that solve the challenges of unreadable facial expressions, intelligible speech, incompatibility with glasses, irritating contact dermatitis, discomfort caused by prolonged wear and the feeling of being suffocated.

After the submission period closesApril 21, the creative geniuses found to have invented tomorrows maskwill move on to a Shark Tank-style pitch competition. Up to 10finalists will receive up to $10,000 each, plus access to BARDAs scientific expertise to build their prototypes.

Those finalists will then advance to testingin NIOSH labs, and up to five of the best designs will split a $400,000 grand prize.

We know that properly and consistently worn face masks help reduce the spread of SARS-CoV-2 and other respiratory infections, but many people are reluctant to wear them for a variety of reasons, Nikki Bratcher-Bowman, HHS acting assistant secretary for preparedness and response, said in a release. With this mask challenge, we want to get people across the country involved in developing new masks that are both effective and comfortable.

Crowdsourcing has been a popular method for creating masks that people will actually wear. In December, the XPrizeFoundation closed a similar competition, which called on inventors between the ages of 15 and 24 to design the next generation of face masks.

The winning design, which was awarded $500,000 and was designed by a team of students from Arizona State University, features adjustable elastic straps around the ears and chin, an outer mesh layer that can be customized with different colors and patterns, and a dual-chamber design separating exhaled air from the face, preventing fogging and overheating.

World Skin Health Day: Taking care of COVID-19-related skin complications – TheHealthSite

Nasal bridge is the most common site involved due to dermatosis followed by cheeks and chin. Personal protection equipment related dermatosis are caused mainly due to hyperhydration, occlusion and friction. One must focus on the dermatologic aspects of the COVID-19 infection so that dermatologists are aware of the skin complications and preventive measures can be taken in the COVID-19 pandemic.

The most commonly reported skin changes caused by extended wear of PPE are erythema, papules, maceration, and scaling. On this World Skin Health Day, it becomes necessary to point out that today there is a rapid spike in hand dermatitis due to frequent hand washing as a protective measure against Covid 19. Various cutaneous manifestations associated with COVID 19 have been reported. The polymorphic nature of COVID-19 associated cutaneous findings classified into six main types like urticarial rash, (ii) confluent erythematous/maculopapular/morbilliform rash, (iii) papulovesicular exanthem, (iv) chilblain-like acral pattern, (v) livedo reticularis/racemosa-like pattern, (vi) purpuric vasculitic pattern.

Sanitizers have become the most important part of our life. Stepping out of home without them is nothing less than a crime now. You can forget taking your mobile out but you cannot be without your sanitiser. Washing your hand is critical to limit the spread of coronavirus. However, repeated hand washing and exposure to sanitizers can exacerbate the various dermatosis. There is recent surge in the incidence of hand eczema hence one must follow basic regime to maintain moisture in your skin.

Letters to the Editor: April 5, 2021 – West Hawaii Today

Maybe thats just politics

Im writing this to give my perspective and a Libertarian critique of the goings-on in Washington, D.C. Recently, U.S. Rep. Kai Kahele introduced the Remove the Stain Act, regarding the tragedy of Wounded Knee.

Wounded Knee was a horrible tragedy, one in which a dominant, technology superior military force killed hundreds of innocent men, women, and children. It is one of many stains on America. Maybe Libertarian ideology is just too consistent, but can someone explain the difference to me as to why this stain should stand above all? What is the difference between Native Americans the victims of U.S. dominance of North America and the victims of the rising U.S. global empire and our current foreign policy?

If Wounded Knee is a stain and a mark of tragedy that disgraces the ideals of what we think the U.S. stands for, then what about the last 70 years? I believe the countless countries destroyed and millions of lives lost by Americas rise to global dominance were tragedies enormous stains against the ideals of what America stands for: the right to life, liberty, and the pursuit of happiness.

The current wars are against poor, brown, less sophisticated societies that have resulted in the death of millions. The wars of recent are wars of aggression and those nations pose no threat to the people of the U.S. They do pose a threat to benevolent global hegemony. If killing innocents 130 years ago is a cause for removal of medals, then what about current foreign policy? I find it disturbing that our leaders will focus on tragedy of the past, while encouraging and supporting tragedies in the present. But maybe thats just politics. Maybe the worse stains are only the ones you see.

Unhappy with Roths actions

I was very pleased to read Tiffany Edwards Hunts op-ed about Mayor Mitch Roth urging the Hawaii County Council members to remove Mr. Van Pernis from the Leeward Planning Commission.

Like her, I dont want to believe that he wrote the letter, as so far, Im very unhappy with the new mayors actions, and this is just one of the reasons. So far, Im going to work for the current mayor to be a one-term mayor.

Ive written to the Planning Committee, which the council chair, Maile David, has directed this request. Hopefully, it will die in the committee and not have to be heard at the council meeting.

The Bad Kind of Globalism – Splice Today

President Bidens treasury secretary Janet Yellen using her first major speech to call for a global minimum tax rate is exactly the kind of big-government, nowhere-to-hide nightmare that caused so many people to turn to populist nationalism over the past decade.

It doesnt help that she was confirmed to her new position by a Senate vote of 84-15, either. That just shows that, exactly as the populists warned us, the establishment is unified when it comes time to behave like haughty mercantilists, constantly shifting just a bit more money and economic decision-making power into the hands of rulers and out of common peoples.

Governments love homogeneous international standards, not because such standards are a token of global peace and shared humanity but because when all governments are on the same page policy-wise, theres no longer any easy way for people to compare two countries and say, Hey look, Option B works better! Ill buy, sell, run a business, or work over there! Homogeneity puts a stop to comparison-shopping of all kinds. For the same reason, totalitarian regimes never want their subjects getting too much information about what life is like overseas. When you cant compare and cant choose, youre more likely to accept your lot and submit.

Naturally, the Biden/Yellen push is for a globalminimumtax, too, not a maximum. They dont want any country luring away business by offering more freedomick, competition!but if some country wants to offer less freedom, well, thats fine, who are we to judge, etc. This is the ruling classs master plan to prevent the global race to the bottom that the left and left-liberals are always warning about, which is really the natural competition to find, move to, and trade with the places that have the least oppressive taxes and regulations.

Its neither globalism nor localism per se that does harm, though, but the lack of freedom. Politicians usually do harm on both a global and local level; the so-called globalistsinternational organizations and national leaders such as Biden with enough clout to influence the policies of other countriesjust have a strategic advantage when it comes to cutting off your escape routes. They fear you having economic options in the same way they lately fear boisterous dissenting voices. We should resist this sort of global governance but should welcome free global trade, contrary to the thinking of both the left and the populist right, which dreams of thwarting commerce just as much as the left does but by different means (walls and tariffs instead of globally-harmonized regulatory schemes).

I outlined some of these free-market basicsrooted in individual property rightsin my bookLibertarianism for Beginnersfive years ago this month. The world may need such ideas even more now than it did then, so perhaps I wasnt very effective. As if Trumps anti-global-trade tendencies and the whole worlds acceptance of anti-COVID lockdowns didnt do enough to tamp down commerce and reduce our liberties, Biden is now undoing exactly those things Trump got right, such as tax and regulatory reforms (measures you may recall contributing to a big economic boom just before COVID derailed everything).

The rising stock market, as the real left has long said, conceals suffering closer to the bottom rungs of the economy, and very little of Bidens trillion-dollar infrastructure spending plan will do anything to change that. The freedom to trade would, without government needing to do a thing besides stay out of the way for a change.

Biden is doing and planning economic damage without even freeing up the border, which was surely the one increase in freedom that people had a right to expect from the anti-Trump political faction. Migrants are one of the most visible expressions of people rationally choosing one legal regime over another (when theyre permitted to do so and arent herded into camps upon arrival). Its globalismof the natural kind that happens without regulatory edicts from on high, when people are allowed to do as they choose, where they choose. Predictably, restrictions on peoples freedom in that area appear likely to carry over from the prior administration even as new restrictions (and new spending) are added in other areas.

Thats the usual pattern: The authoritarian policies stick, the libertarian ones get ditched.

Adding insult to injury, even a growing number of libertarians seem to get these issues wrong, becoming suckers for the global-sounding talk of would-be international regulators like Yellen or for the defensive-sounding talk of right-wing border patrol enthusiasts, mistaking the former for trade and the latter for secure property rights. Both right and left (even within libertarian ranks) seem to be growing angrier and more willing to talk about using government to enact punitive reprisals against political enemies.

And when dialogue breaks down, the last thing we need is a world so homogenizedso uniformly taxed, regulated, and policedthat you cant even stand up and walk away.

Easter celebrates the Christian belief that Jesus Christ rose from the dead. In so doing, he overcame sin and death on behalf of all of us. The resurrection of Jesus was a guarantee that, for those who believed in him, they too would do the same. As St. Paul put it, He who raised Christ from the dead will give life to your mortal bodies also.

That said, the resurrected body of Jesus was a very ambiguous one. He ate fish and bread, but he could also pass through closed doors. Similarly, there has always been an uncertainty about the nature of our resurrection bodies.

By the end of the second century, Christianity had absorbed the Greek tradition of the immortality of the soul. From that time on, it viewed the human person as consisting of an immortal soul and a mortal body.

This meant that, immediately after death, the individual soul continued its existence. It also meant at the end of history, the individual body would rise from the dead and be reunited with its soul. God would then judge it as worthy of eternal happiness in heaven or eternal punishment in hell.

Christianity shared with Judaism, Zoroastrianism, and later Islam, a belief in the final resurrection of the body.

What will resurrected bodies be like? Saint Augustine in his work The City of God gave us some clues early in the fifth century. They will be physical bodies but animated by an immortal soul. They will appear to be about 30 years old, the age that Christ reached.

Men will arise in male bodies and women in female bodies. But there will be no sexual desire and hence no marriages in heaven. The flesh will serve the spirit and not the reverse as happens in the present life.

Critics then, like critics now, thought it a ridiculous idea and panned it mercilessly. Even though Augustine thought the critics were being frivolous, he attempted to give serious answers to their questions. Will aborted foetuses rise? What size will they be? What will the bodies of monstrous births, the disfigured, and the deformed be like? What will be the fate of those devoured by beasts, consumed by fire, drowned, or eaten by cannibals?

By the 13th century, these questions had become matters of serious philosophical discussion within Christianity and not merely responses to critics of it. Thomas Aquinas, the greatest philosopher of Roman Catholicism, for example, picked up where Augustine left off.

On the day of resurrection, he believed, bodies will have the same gender and the same organs as when they were alive. But they wont have the same uses because there will be no desire to eat, drink, or have sex.

Therefore, there will be no need for food, clothing, transportation, or medicine. There will be no need for heavenly plants nor (pet or meat lovers read no further!) animals. Those in hell would have bodies suitable to their character ugly, sluggish, black, gross, and capable of suffering.

By the 17th century, the new sciences were adding fresh answers to a key problem. How would all the dispersed bits of people get back together? For example, Robert Boyle, the father of modern chemistry, worried about bodies that were eaten by animals, fish or cannibals.

At least a tiny bit of us, Boyle suggested, will be able to be retrieved from the bodies of animals, sharks, or cannibals enough for God to work with. Moreover, his own chemical experiments on the long-lasting texture of bones assured him they would still be around on resurrection day. In the end, however, he like many others, was forced to fall back on Gods miraculous powers to get all of our bits and pieces back into one piece.

Vast amounts of theological ink were spilt on the attempt to defend what, at the end of the day, was really rationally indefensible. It is no surprise that, as the feasibility of the miraculous disappeared in the 18th century, so rational defences of the resurrection of the physical body disappeared from intellectual history. They were buried in a forgotten and unmarked theological grave.

These days, at least to more liberal Christians, the resurrection of the body remains a matter of faith rather than reason. It is pretty much ignored. The afterlife in general tends to be thought of as the survival of a spirit immediately after death or even only as a brief period of time in the memories of those still alive.

But whatever Christians believe about our resurrection body, they still believe Jesus rose physically, or perhaps spiritually, from the dead. It is a life and a death that continues to influence 2.3 billion people throughout the world.

Yes, Matt Gaetz was the only no vote on 2017 human trafficking bill – PolitiFact

U.S. Rep. Matt Gaetzs vote against a human trafficking bill back in 2017 is popping up on social media following a New York Times report that federal authorities are investigating whether Gaetz violated human trafficking laws.

The New York Times reported based on unnamed sources that the Justice Department is investigating whether Gaetz, a Florida Republican, had a sexual relationship with a 17-year-old girl and paid for her to travel with him. The newspaper reported that the investigation started during the final months of the Trump administration and is part of a broader investigation into a Gaetz ally, Joel Greenberg, a former tax collector in Seminole County who was indicted on charges including sex trafficking. Gaetz has not been charged.

Gaetz said on Twitter and told the New York Times, Axios and Fox News that the allegations are false and are part of an effort to extort $25 million from him and his family.

A Facebook post used the popular "how it started, how its going" meme to juxtapose the Justice Department investigation with Gaetzs past vote on a bill in Congress.

How it started: "Matt Gaetz defends lone no vote on anti-human trafficking bill."

How its going: "The DOJ is reportedly investigating whether Rep. Matt Gaetz had a sexual relationship with a 17-year-old and violated sex-trafficking laws," taken from a Business Insider headline.

The Facebook post was flagged as part of Facebooks efforts to combat false news and misinformation on its News Feed. (Read more about our partnership with Facebook.)

In this case, its accurate to say that Gaetz was the only member to vote against such a measure in 2017. The Facebook post could be interpreted to suggest that his 2017 vote led to or is somehow tied to the Justice Department investigation, but that isnt proven, and its not the focus of our fact-check.

Gaetz really was the only vote against an anti-human trafficking bill that Trump signed into law. The reason he offered at the time was not on the bills substance, but in favor of limiting government.

The Combating Human Trafficking in Commercial Vehicles Act passed the Senate by unanimous consent in September 2017. When the House passed the bill in December 2017, Gaetz was the only no vote. President Donald Trump signed the bill into law in January 2018.

The bill directed the Transportation Department to designate an official to coordinate human trafficking prevention efforts and called for establishing an advisory committee on human trafficking. The committee submitted a 128-page report in July 2019 that included recommendations to combat human trafficking.

Following coverage of his vote in his home newspaper, the Northwest Florida Daily News, Gaetz went on Facebook live to explain his opposition. Gaetz called the bill "mission creep" and an "expansion of the federal government" beyond what is in the Constitution.

Gaetz said when a proposed bill creates a new government entity or board, his office scrutinizes the legislation.

"Unless there is an overwhelming, compelling reason that our existing agencies in the federal government can't handle that problem, I vote no because voters in Northwest Florida did not send me to Washington to go and create more federal government," Gaetz said. "If anything, we should be abolishing a lot of the agencies at the federal level like the Department of Education, like the EPA and sending that power back to our state governments."

However, Gaetz said it is important to combat human trafficking and said when he was in the state Legislaure he worked to make it easier for prosecutors to bring cases against human traffickers. We contacted Gaetzs congressional office to ask them to point to a bill he appeared to reference but did not receive a reply by our deadline.

Our ruling

A Facebook post said Gaetz was the lone vote in the House against an anti-human trafficking bill.

In 2017, Gaetz was the lone vote against a bill that directed federal officials to take steps to combat human trafficking, including the creation of an advisory committee. Gaetz said that combating human trafficking was important, but he was against creating a new federal entity to do so.

Baby in Iraq first ever human documented with three penises – The Jerusalem Post

A baby in Iraq has made history: He is the first person to be documented as being born with threepenises.Also known as triphallia, the Kurdish baby from Duhok is the first human to have been documented as such, according to Dr. Shakir Saleem Jamali in a study on the find in the academic periodical the International Journal of Surgery Case Reports.

Having more than one penis isn't new. Someone with two penises is known to have a condition called diphallia. As the study noted, it occurs in around one in every 5-6 million live births. However, the three-month-old boy has three. Despite this, only one could be called the "true penis," since the others do not possess urethrae and cannot function normally.

The two supernumerary penises were surgically removed, with no adverse effects reported.

Diphallia was first formally reported in 1609, and cases continue to arise.

Evolution of SARS-CoV-2 from Bat to Human Pathogen – JD Supra

A recent COVID post elicited the comment that we were just a "ray of sunshine." Following in this tradition, this post concerns a recent report, in PLOS Biology, that the evolution of the SARS-CoV-2 virus (which causes COVID-19) evinced the development of a "highly efficient human pathogen" (to quote Billie Eilish, "Duh!").

The paper, entitled "Natural selection in the evolution of SARS-CoV-2 in bats created a generalist virus and highly capable human pathogen," was reported by an international team* of researchers. It was known prior to this work that SARS-CoV-2 and the virus that caused the SARS outbreak in 2002-2003 (which these authors term "SARS-CoV-1" to avoid confusion) arose in bats, and that SARS-CoV-2 is particularly infective in humans, inter alia, for having a furin protease cleavage site (Arg-X-X-Arg/ Arg-X-Arg/Lys-Arg) in its Spike protein, which facilitates protease-related binding to human angiotensin-converting enzyme 2 (ACE2) because furin is expressed in human lung tissue. The interesting conclusions drawn by these authors is that mutational adaptations that facilitate human infection by the virus occurred prior to the jump from bats to humans, which accounts (at least in part) for the rapid dissemination/infectivity in the pandemic because the virus did not require long-term incubation to achieve the species switch typical of other zoonotic viruses. Specifically, the authors report:

[U]nlike most other RNA viruses which acquire adaptations after switching to a new host species for efficient replication and spreading as successfully as exhibited by SARS-CoV-2, the Sarbecoviruses [a closely related bat viral species]which already transmit frequently among bat speciescan exploit the generalist properties of their ACE2 binding ability, facilitating successful infection of non-bat species, including humans.

The paper reports these researchers' comparison between signs of positive selection during the pandemic with historic selection in related bat viruses. They assessed 133,741 SARS-CoV-2 virus samples collected in the first 11 months of the pandemic with 69 samples of related (Sarbecovirus) virus genomes for the frequencies of nonsynonymous (dN) mutations (which result in amino acid sequence differences that can be subject to selective pressures) with synonymous (dS) mutations (which change at the nucleic acid but not amino acid sequence). Nonsynonymous mutations were expected to arise (i.e., be detected) more slowly in the viral population, because while both synonymous and nonsynonymous changes arise "randomly" there is no basis for selection of synonymous ones. As expected, dN mutations arose at 4% the rate of dS when comparing SARS-CoV-2 with related bat Sarbecovirus RaTG13. The authors further report that "[t]he vast majority of 20,687 observed mutations occur at very low frequency, with 79% of mutations observed in 10 or fewer of the 133,741 SARS-CoV-2 genome sequences analysed." They conclude from these data that "SARS-CoV-2 is evolving relatively slowly with no dramatic increases in selective pressures occurring over the sampling period [from] December 2019 to October 2020."

Perhaps surprisingly, the D614G mutation, putatively associated with higher rates of infection (see "The D614G mutation in the SARS-CoV-2 spike protein reduces S1 shedding and increases infectivity"), was detected in samples collected early in the pandemic, whereas other mutated sites occurred later, suggesting that the D614G variant has a higher capacity for positive selection in unvaccinated/uninfected populations because it has had a longer time to spread through the virus populations. In addition, these researchers found that most of the other mutations were only transiently present in the viral population.

In comparisons with other bat viruses, "diversifying" selection, associated with the ability of the virus to "jump" species, was found in the earliest branches of virus evolution from the bat virus. These researchers further report that there was "no evidence of selection in the terminal branch leading to SARS-CoV-2[, c]onsistent with the nonhuman progenitor of SARS-CoV-2 requiring little or no novel adaptation to successfully infect humans" (although they also caution that "no model can detect all signatures of historic genomic adaptation, and mutations which may enable SARS-CoV-2 to infect humans could have arisen by genetic drift in the reservoir host before human exposure").

Also found was evidence of a related bat virus, RmYN02, that has a sequence in comparison with SARS-CoV-2 that indicates recombination with prototype of SARS-CoV-2 as early as 1976, evidence of how long this virus was "brewing" in bat populations over time and consistent with "direct" bat-to-human transmission; indeed, the researchers found no evidence that related viruses are found in pangolins.

Further (and having the character of improvident destiny or the propensity for God to play dice contrary to Einstein's preferences), the sequence comparisons with bat viruses are consistent not with sequence changes related to a change in host species (from bat to human) but more consistent with a history of sequence changes related to the bat host(s) (such as immune avoidance or tissue preferences) having arisen that "preselected" the virus for effective human infection. As these authors write: "[t]hese results suggest that the majority of adaptive changes which generated SARS-CoV-2 took place prior to its emergence in the human population."

Exceptions are the mutations related to UK (B.1.1.7) or South African (B.1.351) mutations, which seem associated with "host immunity due to previous exposure and/or chronic infections of probably immunocompromised individuals," i.e., mutations more in line with conventional stories of how zoonotic viruses show sequence changes related to adaptation to a new host.

There has been evidence supporting these conclusions (outside the depth of the genetic analyses presented here; see "Sequence Comparisons Illustrate Susceptibility to Coronavirus Infection") regarding the biology of the observed ease of transmission to other hosts due to evolution of a "generalist" virus that arose in bats. In this regard, the authors state "[t]he apparent 'success' of these bat viruses to transmit to multiple other mammals and spread with few to no significant genomic changes further supports the hypothesis that the SARS-CoV-2 progenitor is from a viral lineage with a relatively generalist nature." This is consistent with a mechanism wherein this "generalist" virus arose in bat populations over the past ~100 years as a function of host switching or tissue tropism within bat species, perhaps due to resistance in bats (see "How Bats Are Different").

Finally, and consistent with these ideas, the authors present a histogram of the various related coronavirus species showing the genetic distance between SARS-CoV-1 and SARS-CoV-2 and illustrating that the genetic changes characterizing the increased human infectivity of SARS-CoV-2 arose late in the evolution of this species.

The authors conclude with a cautionary note:

An overarching point stemming from these observations is the lack of sampling and knowledge of the diversity in this viral subgenus. In particular, the closest known bat viruses to SARS-CoV-2 are relatively divergent in time[], and the apparent generalist nature of these viruses suggests that there are species of wild mammals, yet to be sampled, infected with nCoV-like viruses. Serological studies of communities in China that come into contact with bats indicate that incidental and dead-end spillover of SARS-like viruses into humans do occur[]. Due to the high diversity and generalist nature of these Sarbecoviruses, a future spillover, potentially coupled with a recombination event with SARS-CoV-2, is possible, and such a "SARS-CoV-3" emergence could be sufficiently divergent to evade either natural or vaccine-acquired immunity, as demonstrated for SARS-CoV-1 versus SARS-CoV-2. We must therefore dramatically ramp up surveillance for Sarbecovirusesat the humananimal interface and monitor carefully for future SARS-CoV emergence in the human population.

Reversing Trump, Biden Repeals Sanctions on Human Rights Prosecutor – The New York Times

In June, Mr. Trump signed an executive order authorizing sanctions on any personnel at the International Criminal Court who were investigating allied personnel without that allys consent. In 2019, the Trump administration revoked Ms. Bensoudas travel visa for the United States.

Mr. Trumps moves were criticized by numerous governments, scholars and human rights groups. Ms. Bensouda herself said the Trump administrations decision to impose penalties normally reserved for narcotics traffickers and notorious terrorists on human rights lawyers would reduce the United States standing on the global stage and diminish the potency of its economic sanctions.

A coalition of more than eighty nongovernmental organizations, activists and human rights experts signed a letter in February telling the Biden administration that there was an immediate need to reverse Mr. Trumps sanctions on Ms. Bensouda and Mr. Mochochoko, which froze any assets they may have had in the United States.

In October, the Open Society Justice Initiative, an advocacy organization focused on human rights, joined four law professors in suing the U.S. government in federal court in New York over Mr. Trumps executive order, arguing it violated their free speech rights under the First Amendment.

James A. Goldston, the groups executive director, said on Friday that Mr. Trumps order effectively prevented us and other rights defenders and scholars from collaborating with the court, and conducting advocacy on its behalf concerning cases of war crimes, crimes against humanity and genocide.

The order was a betrayal of Americas historic commitment to international justice, he added.

Mr. Blinkens announcement on Friday appeared intended to preclude possible embarrassment on Monday, when the U.S. government was scheduled to provide its response to the lawsuit. Rather than defending an order that has drawn scathing reactions around the world, the government can now argue the issue has become moot, lawyers said. A separate lawsuit brought by the American Civil Liberties Union would also likely become moot.

Philippe Sands, a law professor at University College London and an international lawyer with cases at The Hague, was among those who welcomed Mr. Bidens decision.
