MetroWest towns and cities working together to offer clean energy technology – MetroWest Daily News

Four MetroWest communities have teamed up in an effort to offer residents a better deal on clean energy technology.

Known as the Metro-West 2021 Regional Solar and Clean Energy Challenge, officials from Framingham, Ashland, Natick and Holliston have sent outa requestfor proposal (RFP) for installers of solar panels and air source and ground source heat pumps.

The goal is to provide MetroWest residents and small businesses an opportunity to invest in such technologies at the samecompetitivebase price.

"This program is similar to the Massachusetts Clean Energy Center's Solarize Massachusetts Plus, and HeatSmart Massachusetts programs," reads a portion of the RFP.

The municipalities hope to be able to announce their chosen installer by the end of next month. At that point, a customer sign-up period will begin and run until March 2022.

Ashland officials spearheaded the project.

Frank Nakashian, Ashlands sustainability coordinator, said the communities had already been collaborating on some other projects with the Metropolitan Area Planning Council.

Weve figured it would make sense, as opposed to going italone, for a program that we could join forces on, he said.

All four municipalities have been designated as Green Communities by the Massachusetts Department of Energy Resources and have set their own energy goals. As a Green Community, municipalities can take advantage of state grants and have committed to meeting certain environmental and energy goals.

Jillian Wilson-Martin, Naticks sustainability coordinator, said the municipalities in the future be able to save time and share resources by working together.

Lining upinstallers can take a lot of time,she said. Theproject is helping speed up the process for everyone and helping to get more clean energy technology in homes and commercial businesses faster.

One of the reasons were all excited about this is because it very much ties to our greenhouse gas emission reduction goals, she said.

Holliston Sustainability Coordinator Matt Zettek said by partnering the municipalities have the potential to lower the cost of thosetechnologies to residents and commercial business.

Basically, by doing this together, we should help lower the costs for the folks were helping through this program, he said.

An added component to the RFP is the request for the installer to host educational webinars to help inform the public about the benefits of the clean energy technology, Nakashian said.

"For instance, the vendors will conduct 'Meet the Installer'events in addition to appearances at farmers markets and other outreach events where they can answer questions that any residents may have," he said. "In addition, community volunteers will be able to answer questions from interested residents. These outreach events will provide value byproviding opportunity for interested residents to ask questions on variables such as utility costs, maintenance, energy savings, home valuation estimates after installation, etc. Vendorswill also demonstrate cost competitiveness by offering system prices lower than typically offered."

Black graduates ‘shut out’ of academic science and technology careers – The Guardian

Talented black graduates are being shut out of academic careers in science and technology, according to the president of the Royal Society, who appealed to the scientific community to improve access.

White students were twice as likely as black students to graduate from degrees in science, technology, engineering and maths (Stem subjects) with first-class honours in 2018-19, whereas black students were three times more likely to leave with a third. Black students also had higher dropout rates (4.7% for black undergraduates compared with 2.7% for their white peers).

This contributes to underrepresentation in academic careers, with just 1.7% of academic staff identifying as black compared with 13.2% as Asian and 81.3% as white. Just 3.5% of black academic staff are professors, compared with 11.9% of white staff, according to Higher Education Statistics Agency data.

Sir Adrian Smith, the president of the Royal Society, which commissioned the report, said: Talented black people are not finding science careers in UK academia and that is unacceptable. Our reports show that black people are more likely to drop out of science at all points of the career path. It is time that the whole science community comes together to find out why and put it right.

Dr Mark Richards, a senior lecturer in physics at Imperial College London and member of the Royal Societys diversity committee, said the worse outcomes for black undergraduates may result from a lack of academic and pastoral support from universities. Black graduates may be deterred from academic careers due to opaque structures that make them appear riskier than alternatives in industry, he added.

The Royal Society also found that of the 5,070 eligible UK nationals for its early career fellowship grants, just 12% are from any ethnic minority background, and 1% are black. One fellowship scheme has received no applications from black British researchers over the past three years.

To remedy this, the Royal Society is planning a programme of networking events and mentorship schemes for early career researchers from ethnic minority backgrounds.

Meanwhile, new research commissioned by the Department for Education found that black students had the lowest returns from attending university out of any ethnic group. Their lifetime gains averaged at 50,000 compared with 100,000 for white graduates and 200,000 for South Asian men, with more of them studying financially lucrative subjects such as business, pharmacology and law.

Graduates of Pakistani heritage had the largest percentage returns from attending university out of any ethnic group. These graduates earned on average 23,000 at age 30 for men and 19,000 for women, nearly double the 13,000 and 11,000 salaries of nongraduates.

Considerable gains were also observed among students from the poorest 20% of families, who earned 25,000 for men and 21,000 for women at 30 compared with salaries of 20,000 and 11,000 respectively for their peers without graduate degrees.

Overall, the report estimated that two-thirds of all graduates are better off as a result of going to university, with all socio-economic and ethnic groups benefiting on average.

Jack Britton, associate director at the Institute for Fiscal Studies, which produced the report, said: Among students from the poorest families, few get rich as a result of getting a degree. However, going to university is still an especially good financial decision for these students. One reason regrettably is that earnings prospects for this group are otherwise quite low.

(HARTFORD, CT) Governor Ned Lamont and Josh Geballe, commissioner of the Connecticut Department of Administrative Services and the states chief operating officer, today announced that the Lamont administration has launched a year-long process of building a new information technology organization within state government. The process to centralize the coordination of the states IT resources by the Department of Administrative Services will progress throughout the year and establish an organization capable of delivering modern IT solution to support state agencies and the public.

The process will bring best practices to all state agencies, provide flexibility in the cross-training of employees, and ensure there is a pool of specialized experts at the ready to serve state agencies, rather than requiring a dedicated, smaller group of IT staff to individual agencies.

From day one, our administration promised to streamline government services and make interacting with the residents of Connecticut much easier, Governor Lamont said. Our state employees have accomplished amazing things with technology throughout the ongoing COVID-19 pandemic, and this optimization process provides the resources and support to continue our progress.

This optimization is all a part of our broader efforts to modernize state government to better serve our residents, Commissioner Geballe said. To achieve our goal of providing services efficiently, the state needs to up our game in how we use technology. This change starts from the inside out, and were excited to continue this journey to improve the government experience for all of our residents.

DOD Working With Norway to Develop High-Speed Propulsion Technologies – Department of Defense

The Defense Department and the Norwegian Ministry of Defense jointly announced in April that they will partner on the development of an advanced solid fuel ramjet that could find use in supersonic and hypersonic weaponry.

The Tactical High-speed Offensive Ramjet for Extended Range, or THOR-ER, involves research by the U.S. Navy's Naval Air Warfare Center Weapons Division, China Lake, California, and the Norwegian Defence Research Establishment and Norwegian industry partner Nammo Group to develop supporting technologies that in the future could be incorporated into a high-speed weapons program.

"I am very pleased with the prospects of this initiative," said Morten Tiller, Norwegian National Armaments director. "Not only will it provide a game-changing capability for our armed forces, it also brings bilateral cooperation to a whole new level."

Tiller explained that the THOR-ER development incorporates the results of long-term research and development on missile and rocket technology in Norway. ''Nammo Group's contribution to the project along with its strong track record from partnering with U.S. missile primes make me optimistic with regard to the prospects for co-production,'' Tiller commented. He also referred to Nammo Inc.'s U.S. presence as an asset in this connection.

The THOR-ER effort aims to cooperatively develop and integrate advancements in solid fuel ramjet technologies into full-size prototypes that are affordable, attain high speeds, achieve extended range, and culminate in flight demonstrations in operationally relevant conditions for land, sea and air applications, said Air Force Col. Corey A. Beaverson, director of Mission Prototypes, Office of the Under Secretary of Defense for Research and Engineering, which is overseeing the project.

''THOR-ER also seeks to lay the framework for future co-production decisions. It's important to engage on this topic early to remove any hurdles that will make co-producing if that's the route we take prohibitive because we thought of the requirements too late," he said.

''Solid fuel ramjets are a propulsion technology that enables supersonic speeds with long ranges in small packages so missiles can fit on most aircraft," Beaverson said.

A ramjet uses the missile's forward motion to compress the air for combustion without a compressor or moving parts, he explained. It is possible that ramjet technology could extend the range of a comparable-sized solid-fuel rocket by three or four times.

Dr. Gillian Bussey, the director of the Joint Hypersonics Transition Office in OUSD(R&E) stated, ''We are excited to provide support to THOR-ER and work with Norway because it aligns with the JHTO's efforts to collaborate with key allies with significant expertise in crucial hypersonic technologies to close our most critical [science and technology] gaps to deliver game-changing hypersonic capabilities to the joint fight.''

Jeff Lipsky, Mission Prototypes, OUSD(R&E), said that "the COVID-19 pandemic is the greatest challenge we are facing. People and organizations around the world have had to adjust to a new normal that has included limited international travel. The THOR-ER team has embraced this challenge," he continued.

"Stay-at-home orders encouraged the team to incorporate new virtual collaboration tools that have actually improved communication among the team. When remote access to some analysis tools was not possible, the team was able to reassign those tasks to teammates that were able to access those analysis tools. Trust and flexibility have been hallmarks of the THOR-ER co-development effort," Lipsky said, adding that Tiller fully supported this assessment of the team's ability to overcome challenges imposed by the pandemic.

COVID-19 has also tested bilateral commitment and ability to maintain security of supply, Tiller pointed out. ''The ability to deliver during a crisis provides valuable reassurance to prospective industrial partners and their future customers,'' he added.

Lipsky noted that early development work started in late 2019, and current plans call for the program to conclude by the end of 2024.

"By 2024, we hope to be able to not only have a flight demonstration but be able to transition the technology to the warfighter," he added.
