League of Women Voters of Evanston Considers the Office of City Clerk – Evanston RoundTable

Evanston is looking forward to primary and consolidated elections. On Feb. 23, voters will choose candidates for Mayor, Aldermen for two wards and City Clerk. Many organizations are sponsoring meetings to allow candidates to present their views and voters a chance to hear from competing candidates. The League of Women Voters of Evanston is working with Evanston Public Library to present forums for Mayor and Clerk on Jan. 30 and Alderman of Wards 8 and 4 on Feb. 2 and 3.

At the last Municipal elections, members of the League of Women Voters realized they were not familiar with the duties of the City Clerk. We formed a review committee of 10 persons and worked for more than a year to get a better understanding of the duties of City Clerk and operations of Clerks Offices in Evanston and other communities. Our focus was on the role and responsibilities of the office of City Clerk, and not on any specific clerk.

The committee reviewed the Illinois State Statute defining the office, City of Evanston ordinances that reaffirmed duties designated by the State and added others, and the description posted on the Citys website. Next, some members of the committee met with the Evanston City Clerk to inform him of the review and ask him about his priorities for the office.

The committee developed a survey used to interview clerks from 10 Illinois municipalities, primarily in Cook County. Information gathered included their main functions, training received, the number of years in the job, whether it was full-time or part-time, elected or appointed.

In Evanston, we interviewed current and past aldermen, City staff, and City Clerks. Our goal was to understand how the responsibilities of the office varied in different communities and had changed over the years. We also learned how the Evanston City Clerk operations compared to those elsewhere.

A key characteristic that emerged is that the responsibilities of the City Clerk are administrative, not policy-oriented. Essentially everyone we interviewed thought the basic State statutory requirements to be clear and appropriate. Basic duties for the Clerk in Evanston and elsewhere include to provide notice, attend, and prepare minutes of meetings of the City Council, and convey resolutions and communications from meetings, keep the corporate seal and maintain records belonging to the municipality, serve as the local election official, and may act as an FOIA officer.

A key characteristic that emerged is that the responsibilities of the City Clerk are administrative, not policy-oriented.

In our research, we interviewed both elected and appointed city clerks. There were no consistent differences in their approach to the job or the range of responsibilities. Some of them were full-time positions, and others held part-time positions. Some enumerated duties are done elsewhere within the city staff. Most of the information and records used are now available online or from other City offices. Many of the clerks we interviewed described their work as fully integrated in the City administration. Current Illinois reform groups are calling for consolidation or elimination of the large number of elected officials in Illinois to improve efficiency and reduce costs of government. All these issues deserve thoughtful consideration.

Winter visitors: Seals popping up on beaches along the Outer Banks – OBXToday.com

Its that time of year! Several young seals have showed up for a rest this week on the beaches of Kitty Hawk, Nags Head, Duck and Corolla. And while they may look injured, theyre usually fine. Just resting.

This seal rested in the dunes in Kitty Hawk for several days the week of Jan. 4. [Kari Pugh photo]Seals are common winter tourists along local beaches, with at least a dozen taking a break on the Outer Banks since December. After leaving their mothers, young seals venture outside of northern territories in search of food, and often stop here to sun and sleep.

Look who decided to visit one of our ocean front homes today.

Dont worry, these seals often come up to rest and take a brief vacation during their winter travels.

Kent from the skies in the 1970s and 80s – Kent Online

Having previously examined Kent from the skies in the 1990s, we take a step back in time and explore the county as it was in the two decades prior.

With scores of big developments, drastic town centre shake-ups and an abundance of wild weather, parts of the area were changed forever.

We've dug into the photo archives to compile an array of aerial images showcasing the county - so scroll down and take a trip down memory lane to see how various towns have altered in the past 50 years.

Black and white photographs make up most of the collection but there is also a scattering of colour images from the 80s.

Margate & Ramsgate

A once impressive Victorian pier, Margate Jetty was lost to the sea in the late 70s.

It was closed to the public on safety grounds in 1976 and was severely damaged when it was overwhelmed by storms two years later.

Waves crashed through the structure - leaving the lifeboat station isolated in the water - as the wooden remnants of the pier washed up on Margate beach.

More than a dozen attempts were made to blow up its remains before it was completely erased from the seafront in 1998.

In Ramsgate, the town's allure as a summer holiday destination faded during the 70s due to the onset of cheap package getaways.

At its peak, the Marina Pool - down on the seafront below East Cliff - could attract as many as 5,000 people each weekend.

It survived five decades, but in the early 1980s succumbed to the same threats as many lidos at the time and closed forever.

In order to handle the demands of modern shipping, the existing port was constructed in the 80s.

Now derelict, West Cliff Hall became a motor museum in the 1980s, while the Royal Victoria Pavilion - now the country's largest Wetherspoon - was turned into a nightclub and then a casino.

Dreamland

Associated Leisure Entertainments Ltd was running the park in the 70s, with the giant Astroglide slide and water chute making their first appearances.

In 1980, the big ferris wheel arrived and a year later the site was taken on by Dutch operators and renamed the Bembom Brothers Theme Park.

An admission charge was introduced for the first time and in 1989 the park played a starring role in the Only Fools and Horses special, The Jolly Boys' Outing.

The Bembom Brothers name was ditched at the turn of the decade in the 90s, as it returned to the traditional Dreamland title.

Medway

Cliffe Contractors Ltd is the grandfather of the Medway City Estate, having built the first office on the business park in 1985, after managing director David Fry bought some land on the peninsula in 1979.

The estate has expanded massively since, as have the notorious rush-hour queues to get off it.

The City of Rochester, the Borough of Chatham, and Strood Rural District Council joined forces to create Medway District Council in 1974. Gillingham chose to remain separate.

Eight years later, the borough was renamed as Rochester-upon-Medway - transferring the city status to the entire borough.

The mid-80s spelled the end of Chatham Dockyard as well as the neighbouring naval barracks.

The closure - brought about due to a decline in naval power and in shipbuilding - sparked a massive surge in unemployment figures in north Kent. Before the final workers left in 1984, the dockyard was heavily involved in manufacturing and repairing ships for the Falklands War.

The unprecedented surge in unemployment left 16% of people in the area jobless as Medway tried to painfully adjust to a post-industrial economy.

Following its closure, it has been split up into what we know today, including the Historic Dockyard Chatham attraction, the universities at Medway, Chatham Maritime and the St Mary's Island development.

In January 1987, Kent and Medway was covered in half a metre of snow as the worst wintry conditions for two decades hit the county.

It was a staggering 52cm deep in East Malling - the worst-hit part of the south east.

The Isle of Grain was cut off for 12 days, meaning doctors and midwives could not get to expectant mums.

Snow fell heavily for four days - leaving people stranded in their homes and cars buried under white blankets. Schools were shut for days, with Herne Bay Juniors shutting for three weeks because the toilets were frozen.

Later that month, Faversham became one of three places in Britain to have 15 consecutive days without seeing any sunshine, from January 13 to 28, which was a new record.

In 1962, Elliott Flight Automation was established with its large headquarters next to Rochester Airport - employing hundreds of people.

Italian firm Marconi - acquired by English Electric - bought Elliott Brothers in 1967. This was then acquired by GEC in 1968, which used the Marconi brand to market its defence businesses.

The name Marconi Avionics came into being in 1978 and changed to GEC Avionics in 1984.

In 1999, Marconi Electronic Systems - the defence arm of GEC - formed BAE Systems in a 7.7 billion merger with British Aerospace. Today, it employs about 1,400 people at the site in Rochester Airport.

William Harvey Hospital, Ashford

In 1970, the South East Metropolitan Regional Hospital Board covering east Kent put the long-standing medical facilities in the area under intense scrutiny with a view to replacing them.

A 30-acre site at Lacton Green beside the A20 road was chosen, where sections of the network were being adapted for the new M20.

With a budget of 7-8 million, work started in 1973 and it opened in stages in 1979.

The first outpatients used the hospital from April 1979 with midwifery open for business by May 1 that year.

Although there wasnt an official opening, the wards opened gradually every week until September 1979 when 95% of the hospital was open.

The 80s marked a visit from Princess Diana as patron of the National Rubella Council.

Aylesford &West Malling

Dover

Skimming across the water from Dover to France in just 30 minutes, noisy hovercrafts were once a popular method of transport for those leaving Kent.

The original Seaspeed Dover hoverport was opened in 1968 and a larger 14m base at the town's Western Docks launched in the 1978.

Seaspeed and Hoverlloyd merged three years later to form Hoverspeed and services ran until 2000. The two hover vessels, the Princess Anne and the Princess Margaret, could carry 52 cars.

SeaCats ran until 2005 when the comfort of ferries, the success of the Channel Tunnel, rising fuel costs and the loss of duty free spelled the end of the road for Hoverspeed.

Up on the hill overlooking the town, Dover Castle was used during the Cold War.

The Cuban Missile Crisis saw the country's leaders select the castle and its network of underground tunnels as one of 12 Regional Seats of Government to be occupied in the event of nuclear war.

The 'Dumpy' level, constructed during the Second World War, became the heart of the operation. Had it been required, it would have housed 300 government and military chiefs.

The complex was sealed against contamination and given air filtration and communications equipment including a TV broadcasting studio. It was eventually decommissioned in 1984 and handed over to English Heritage.

Scotney Castle

Winds reaching 110mph caused devastation across Kent in the early hours of Friday, October 16, 1987.

Four people lost their lives in the county to the Great Storm, with 15 million trees being toppled across southern England and northern France.

Every corner of Kent felt the full force of the biblical weather as hundreds of homes were damaged.

Scotney Castle, pictured above, lost 400- to 500-year-old sweet chestnuts, some of which narrowly missed the house in its grounds.

Six out of the seven trees at The Vine, Sevenoaks, said by many to have given the town its name, were brought down by the storm.

Sittingbourne

North Kent

With the first Dartford Tunnel under the Thames opening in the 60s, the second was completed in May 1980.

Its opening allowed each tunnel to handle one direction of traffic, significantly boosting the amount of vehicles which could use the crossing each day.

Construction of the QEII Bridge began in 1988 before it opened three years later.

Bewl Water

Work constructing Kent's biggest reservoir began in 1973 - almost 40 years after the idea to increase the county's water supply was first conceived.

The 11m project was completed in 1975.

With a surface area of 760 acres and a depth of 30 metres, the huge body of water, near Tunbridge Wells, can store more than 31 million litres.

That equates to the equivalent of almost one gallon of water for every person in the world.

Maidstone & Weald

In 1975, an IRA bomb ripped through The Hare and Hounds pub and injured two police officers.

Maidstone General Hospital opened on the outskirts of the town in 1983, replacing the 150-year-old West Kent General Hospital, while the Stoneborough Centre - subsequently named Chequers and then The Mall shopping centre - opened in the town seven years prior.

To accommodate increasing traffic, a second bridge opened over the River Medway at St Peter's in November 1978.

Whitstable

During the 70s and 80s, the town was yet to stray towards its more bohemian-like style which has seen it become a trendy holiday destination.

In the early 1970s, the present Gorrell Tank was built underground, with the Gorrell car park - the town's largest - being in service above ground since.

A vessel reflecting Whitstable's rich maritime history, the Thames sailing barge contributed significantly to the town's economy.

While their peak came at the turn of the 20th century, they still served as the workhorses ferrying goods to and from Whitstable until about 1970.

Motorways

Having opened in 1963 as the Farthing Corner services (named after the nearby village), the M2 Medway Services - now operated by Moto - was given a big refurbishment in 1979.

The Top Rank Motor Lodge hotel was built in 1987 - it later became Granada Lodge, and is now a Travelodge.

With the first stages of the M20 opening in the 1960s, the stretch between Junctions 3 to 5 opened in 1971, followed by Junctions 1 to 2 in 1977.

In 1981, Junction 11, where the M20 crosses the A20 at Sellindge, to Junction 13 for Folkestone were built.

Brands Hatch

One of the world's best-known race circuits, Brands Hatch hosted 14 Grands Prix - 12 British and two European - between 1964 and 1986.

In a championship battle made famous again by Ron Howard's Hollywood film Rush, the 2.4-mile track played a key part in the 1976 title race between Niki Lauda and James Hunt.

Lauda inherited that year's British GP after Hunt, who took the flag first, was disqualified for failing to return to the pits as per race procedure following a first-lap crash.

In 1980, South African Desir Wilson became the only woman to win an F1 race of any kind by triumphing in a British Aurora F1 series round at the circuit.

Six years later, the West Kingsdown track hosted its final Grand Prix when Nigel Mansell took a famous win in his Williams-Honda.

Towering over Ashford for decades, The Panorama previously known as Charter House opened as an office block in 1975 following the start of construction two years prior.

Converted into flats in the mid-2010s, it was the headquarters for Charter Consolidated, a large British corporation with global mining interests.

Over the decades it housed various commercial occupiers including Stena Line and Santander, before being converted to residential accommodation in 2013 rebranded as The Panorama.

Almost everyone in Ashford has a connection to the expansive former Chart Leacon rail works in the southern part of town.

Neighbouring the former Cartier's Superfoods frozen food store - which then became a Tesco and is now a Matalan - the site opened in 1961 as a rail depot.

Refurbishing and maintaining rolling stock for decades, the once bustling workplace sadly closed in 2014 when owned by Bombardier.

The Beaver Lane site is now in a sorry state, with the old workshops recently being reduced to a pile of rubble.

Throughout the 1970s, Ashford underwent a substantial alteration to its road system. The ring-road scheme was completed in several stages - starting in '71 and ending in '78.

Maersk completes brand integration – Fruitnet

Maersk has confirmed the full integration of Safmarine and Damco into the wider Maersk brand, a move that was first announced in September last year.

The logistics giant said that it would offer its Safmarine customers broader access to its full portfolio of products and services at a global scale, ensuring all needs would be met by one united team.

For its Damco customers, Maersk noted that it was "proud to offer access to an end-to-end offering from Maersk", ensuring connectivity and a simplified experience for customers across the supply chain.

The group confirmed that Hamburg Sd and Aliana would remain independent brands with differentiated service models, while Maersk simplified its back office organisational structure and processes to enable faster and more effective decision-making.

"Hamburg Sds and Alianas sales and customer service organisations will not change, and will remain your trusted, by-your-side and can-do partners," Maersk said.

Sealand will remain as a separate brand under AP Moller-Maersk, the group added.

"As always, we are committed to bringing our collective expertise to you," Maersk stated. "Sharing best practices and capabilities as a united team will allow us to continue to develop products and services designed to help you stay ahead and in control.

US issues

Meanwhile, Maersk has revealed that it is stepping in to address what it has described as "US export and trucker logistics issues".

"In response to surging US imports and the resulting intermodal equipment flow imbalances, all members of the logistics sector have been challenged to find solutions," the company explained.

Maersk senior officials have, the group outlined, stated that this is a situation the company takes "very seriously", with every component of Maersks integrated global logistics business model working across the entire logistics spectrum to respond with solutions involving all supply chain participants.

The group said it was taking steps to address the concerns of the US export community and the trucking industry feeling the impact.

"Maersk is working with the FMC chairman and commissioners, the Agriculture Transportation Coalition (AgTC) and trucking associations like the HTA on the US West Coast, and the Association of Bi-State Motor Carriers on the US East Coast to find new and better ways to serve their needs," said CEO Soren Skou. "As the global integrator of container logistics, we are confident we can find workable solutions that will alleviate supply chain pain points."

JANUARY 4 will forever be etched in the memory of Wrexham fans - the famous FA Cup scalp of Arsenal - but the day after has been pretty good too.

The January 5 highlights kick off in 1974 at Selhurst Park where Mel Sutton and Dave Smallman scored in a 2-0 FA Cup third round win over Crystal Palace.

Smallman (pictured right) went on to score the winners in the next two rounds against Middlesbrough and Southampton as Wrexham reached the quarter finals for their first time in their history.

The next time they reached round three after that win in London was 1980 when another side from the capital, Charlton, headed to The Racecourse.

Mick Vinters hat-trick was the obvious highlight of a stunning 6-0 win but the game also produced another vintage Joey Jones moment.

Almost cut in two by a studs-up challenge from Derek Hales, Reds legend Jones was stretchered of to the chants of Oh Joey, Joey, Joey Joey, Joey, Joey, Joey Jones.

In excruciating pain he may have been, but he still lifted his famous fist salute to his adoring fans before disappearing down the tunnel.

Dixie McNeil added two more to his 22-goal FA Cup collection for The Reds with Ian Edwards netting the other.

The 1-1 draw with Reading in 1957 was memorable too. Bernard Evans scored the Reds goal at The Racecourse in front of 24,000 fans.

Ronnie Hewitt and John Anderson grabbed the goals in a 2-1 replay win at Elm Park to set up a fourth round clash at home to Manchester United - a tie that would attract The Racecourses biggest ever attendance - 34,445.

The Reds were hammered 4-1 at home by Blackpool in the third round of the 1946 competition while there were plenty of red faces around in 1966 after Chester spanked them 4-1 in the fifth round of the Welsh Cup at Sealand Road.

There was a 2-1 Football League Trophy win in 1999 where Neil Roberts scored both in a 2-1 victory at Hull while best league wins were against Barrow (5-0 in 1929) and a 4-0 thrashing of Swindon in 1985.

WILL SELF on receiving a New Year's honour.

Look, I realise that talk of a happy new year must be anathema to readers of The New European this week: what with Britain ending its transition period with the European Union like some bizarre giant plague ship, under the captaincy of a erstwhile hack with a flair for rhetorical hyperbole and little else. But nevertheless, I do have some glad tidings: I have been ennobled in a New Years honours list. Obviously not in the New Years honours list why would my name appear on that, Im not a Tory party donor or a frontline NHS worker, the two groups almost certain to reap the majority of gongs this year. Nor have I managed to export much in 2020 apart from the occasional article or essay, some of which have been pretty critical of, um, the British Royals.

In truth, Im not quite the republican firebrand I once was in our fractured times there is considerable merit in a Head of State who commands widespread respect, while hopefully repressing any further urges our real governors may have to indulge in ill-advised constitutional tinkering. That being said, the mummery and flummery associated with the Royals Ruritanian fantasy of themselves makes me feel nauseous. For my own part I couldnt bend my knee to any of the top team, given the meagreness of their personal accomplishments. I know a few people whove turned down honours; my friend and mentor, the late JG Ballard, told me he was offered a CBE, but declined it when the committee told him he wouldnt be allowed to style himself Commander Ballard.

Im not sure how Im allowed to style myself now Ive been ennobled but Lord Self would seem most appropriate. I once sat next to the late Edna Healey at a lunch, and was surprised to see Lady Healey written on her place card. "Surely as a socialist you shouldnt assume a title based clearly on might-as-right?"I twitted her, and she snapped back: "I never use it in ordinary life."So I re-snapped: "This is ordinary life youre having lunch."I do have a couple of friends whove been knighted but Ive never said a word about it to either of them, taking the line that its more or less equivalent to having psoriasis: both embarrassing and revolting to look at so surely not the sort of thing youd like remarked upon.

Even so, I expect those whove received titles from their sovereign must feel particularly proud this January given 2021 will go down in history as the year in which her subjects have so clearly asserted their own sovereignty. If youre a knight of this realm you may think no longer being incorporated in the European Union lends your escutcheon more lustre. You arent just a weird hangover from feudalism but a harbinger of a brave new world. Its only embittered malcontents like me who point out that if you have been ennobled in the New Years honours list its probably because youve paid for it, cash down. Moreover, its only defeatist pessimists again, like me who further observe that youve become a Lord or a Lady just in time to witness a once-great nation reduced to the status of some fly-speck landmass whose claim to any significance at all rests on exactly such dubious activities as flogging absurd titles.

At least the nation thats ennobled me the Principality of Sealand knows its a fly-speck of a landmass, while making no bones at all about selling titles; check out their website for a price list: http://www.sealandgov.org. Located seven nautical miles east of the English coastline in an abandoned Second World War gun fort, Sealand was founded in 1967 by Roy Bates, a former British army major. Bates used the doctrines of res derelict and terra nullis to establish Sealands claim to independence; and either because the successive British governments have recognised they have no jurisdiction over the old fort, or because they cant be arsed, the Bates family have continued to rule their 0.004 square kilometre demesne to this day. The current ruler Batess son, Michael styles himself Prince Regent of Sealand, and its he who authorised my Registration Deed.

You may be wondering how I feel now Ive been hoiked up the social scale by means a few quid. Well, the British royal familys motto written rather ironically in Norman French is Dieu et Mon Droit; which can be loosely translated as: We own you, bitches. By contrast, the motto of the right, tight little island I now cleave to is E Mare, Libertas: From the sea, freedom. I know which sentiment I find more appealing and its one the Brexit faction should as well. I know, youre thinking we Lords of Sealand are, by definition, a pretty non-egalitarian bunch, but mark this, and mark it well (thats the sort of expression lords use): Sealand doesnt sell citizenship the way Britain does, so were effectively a nation of nobles rather than commoners. Envious, arent you?

Seal and Heidi Klum were always private about their kids, but what are their four children up to now?

Heidi Klum set her family trending after a recent trip to Germany with her children. Fans know that Germany is where Heidi is originally from, so she's fond of traveling between other projects or working on the next season of 'Germany's Next Top Model.'

And though she's no longer with ex-husband Seal, that doesn't mean Heidi took off with her teens and tween (her youngest is 11) without checking in with their dad. In fact, asET Online confirmed, Heidi obtained formal permission to take the kids out of the country for the holidays. Though the trip is meant to last until February, Heidi also plans to fly the children back for Christmas with their dad.

As sources suggest, there was more to Heidi and Seal's marriage than fans previously thought. Still, the two have remained friendly co-parents, and to hear Heidi tell it, Seal will always be the children's dad (even if he's not the biological pop to all of them).

As for the kids themselves, Heidi and Seal share Leni, whose biological father is Flavio Briatore, plus Henry, Johan, and Lou. Though fans have learned quite a bit about Heidi Klum's kids, there's always more to uncover.

For example, most know that Seal was there for Leni's birth, and that he's always claimed the little girl from day one. These days, Leni (real name Helene) is 16 and recently got her driver's license. But she still keeps her face off Instagram and is pretty private about what she's up to (other than going to work with her mom).

Henry, the next kiddo of Seal and Heidi, is actually named after his dad; Seal's real name isHenry Olusegun Adeola Samuel. Earlier this year,Hollywood Lifedocumented the now-15-year-old's graduation from middle school; Heidi posted a video of the school's socially-distanced, drive-by ceremony.

While the future of in-school learning is unclear, Heidi was super proud of her boy for reaching this milestone, and the family had a full-on party in his honor.

Johan, the next Klum-Samuel child, is 14 now, having recently celebrated a birthday. Heidi wished him a happy one on Instagram, where she shared a snapshot of herself pregnant with Johan. Of course, the pic wasn't really PG, so fans can assume Johan would've preferred a text instead.

Not much is known about Johan; he either doesn't have social media or has it locked down. Considering how famous his parents are, it makes sense.

And finally, there's Lou, the youngest child in the family. Lou is 11, but that doesn't mean she'slittle anymore. In a recent video that Heidi posted of her dancing with her two girls, the ladies are very nearly the same height. At least, they are when Lou has her platform sneakers on. Both of Heidi's daughters have clearly taken a page out of their mom's fashion book!
