Oct. 25 (UPI) -- Animal rescuers in Taiwan said a young seal made a rare visit to a fishing harbor, but left the area before it could be captured.

The New Taipei City Animal Protection Department said witnesses first reported spotting a seal at the Bitou Fishing Port in Ruifang District on Sunday, and officials initially suspected the animal actually was a Eurasian otter.

The department said officials confirmed the animal was a seal and contacted the nearby Ocean World aquarium, which verified that none of its animals were missing.

Officials said the animal may have been the first wild seal ever to visit Taiwan.

The department said rescuers feared the seal might depend on its mother for food, so they launched an effort to capture the seal for its own protection.

The seal managed to evade its pursuers and left he fishing harbor. The department said reports from fishermen who spotted the seal outside the harbor indicate that the animal is successfully catching fish on its own, so the search was called off.

He has successfully tried over 100 lawsuits and has experience handling cases at the United States Supreme Court, Supreme Court of Texas, United States Court of Appeals for the Second, Fifth, Seventh, and Tenth Circuits, almost all Texas Courts of Appeals, United States District Court for the Northern, Southern, Eastern, and Western District Courts of Texas, Texas state courts, and the State Office of Administrative Hearings. The courtroom victories include securing, at the time, the largest judgment in an asbestos trial in U.S. history, as well as the successful defense of an HMO, which the National Law Journal declared the U.S. Healthcare Victory of the Year.

Scott previously served as Deputy Attorney General for Civil Litigation for then-Attorney General Greg Abbott. Scott oversaw all civil litigation, including over 22,000 lawsuits involving Texas. Following that agreement, Samsung reached a "fill and finish" deal with Moderna. Samsung's assigned task is to put vaccines into vials, as well as seal and package them for shipping. The deal does not allow Samsung to produce the Moderna vaccine.Regarding the specific role that Lee played behind the scenes, Samsung representatives declined to comment. The country has reached its earlier goal of fully vaccinating over 70 percent of its population, which was a key prerequisite for the government to ease social distancing measures."In order to ensure the stable working of the semiconductor supply chain, the United States can't rely on Taiwan's TSMC. Given lots of variables, such as Samsung's planned semiconductor investment in Texas, it's fair to say that semiconductors seemed to have made contributions in terms of helping Samsung gain an upper hand in vaccine talks," Lee Seung-woo, the chief of research at Eugene Investment, said.Lee will soon fly to the United States to finalize major investment decisions that had been pending while he was in prison for being found guilty of bribing former President Park Geun-hye. Sources say that Lee's itinerary includes a meeting with Moderna's CEO and discussions on how further to develop business ties between the two companies. Samsung Biologics was hoping to obtain COVID-19 vaccine production know-how from Moderna, while the U.S. drug maker is apparently unwilling to accept such an arrangement due to intellectual property rights.

Samsung supports gov't as Korea shifts to 'Living with COVID-19' - koreatimes

As of Tuesday, there were 63 ships berthed at the two ports and 96 waiting to dock and unload, according to the Marine Exchange of Southern California that oversees port vessel traffic. On Monday, the number of ships waiting to enter the ports hit a record 100.

Wilmington resident Sonia Cervantes said her driveway was blocked by a truck as she tried to leave for work at 6:30 a.m. Her whole block is fed up with the traffic, she said.

"It's a bunch of neighbors that are very upset because it's a non-stop situation," Cervantes told CBS LA.

Maria Arrieran, who owns the UCTI Trucking Company along with her husband, Frank, said she sympathizes with the community, but the truck traffic is a result of limited container storage.

"It's an ongoing problem. We're just trying to get these truckers in and out," she said Wednesday. "I'm literally out on the streets directing traffic."

California Gov. Gavin Newsom on Wednesday issued an executive order that aims to ease the backlog. He directed California government agencies to look for state-owned properties that could temporarily store goods coming into the ports. Newsom, a Democrat, asked the state's Department of General Services to review potential sites by Dec. 15.

He also ordered the Governor's Office of Business and Economic Development to examine other properties not owed by the state, such as private or locally owned parcels, that could also be used for storage, though he didn't give a timeline for that review.

Newsom's order is a start, Haik said, but he urged the governor to also allow cities to make it easier to change zoning rules. The city has identified several port-owned plots that could be quickly paved and transformed into storage sites if not for existing red tape, he said.

"The lots are quite small. But if you could pull together 10 or 12 lots, and put 40 containers on each of them, that's 500 containers," Haik said. "That's some serious relief."

More relief could come by diverting cargo ship traffic to the Port of Oakland. Mayor Libby Schaaf told KRON-TV on Wednesday that her city's port "has unused capacity right now" and Oakland can "take some of those ships off your hands, L.A."

Newsom's order also directed the state's transportation agency to look for freight routes where vehicle weight limits can be exempt to help with the movement of goods. He asked his administration to come up with port and transportation improvements that could be included in the next state budget, which he will introduce in January.

A coalition of business groups including retailers, truckers, grocers and others said Wednesday that Newsom's order doesn't go far enough.

"There are additional real, tangible actions the governor could take to meet the moment and tackle this crisis head-on, but convening taskforces in 2022, delaying urgent actions for at least a month, and pushing funding discussions to the January budget proposal do not provide the sense of urgency needed to address this crisis now," the coalition said in a letter.

The group urged Newsom to take drastic steps including suspending air quality rules governing truck emissions, allowing cities to drop prohibitions on unloading goods at stores after hours and expediting permitting processes for warehouses.

Newly built houses must comply with strict design and construction codes, but most of those rules didnt exist decades ago, which is why older homes often have unique features that can be challenging or seem downright bizarre. Still, old houses are alluring to many. Theyre usually less expensive than new homes, and they attract enthusiastic DIYers looking to build sweat equity by updating them. Ahead, discover some of the love-em-or-hate-em quirks that can come part and parcel with living in an old house.

Forget about quietly sneaking to the kitchen for a midnight snack. Old houses are notoriously noisysimply walking across a room can cause the hardwood flooring to rub against the subfloor, resulting in creaks loud enough to wake other family members. Fortunately, noisy floors can often be silenced. Try sprinkling a little cornstarch between the floor planks to reduce the wood-against-wood friction that causes the noise.

Stairways built recently follow the International Residential Codes 7:11 rulethe risers can be no more than 7 3/4 inches high, and the treads must be a minimum of 11 inches deep. However, in older houses stairways were built strictly for function, not for safety or ease, so risers and treads can be a variety of sizes. Many historical houses have steep and narrow stairways, some with hard-to-navigate twists and turns. You might find them charming, but dont plan on taking a king-size bed upstairs anytime soon.

Even in old houses with updated HVAC systems, drafts are common because its challenging to retrofit an old home with balanced ducting and return-air registers. Heat naturally rises, and in an old house, it may flow into an attic or out an upstairs window, which creates a vacuum effect that draws cooler air in from a basement or crawl space. Sealing the lower floor and sealing around the foundation may help somewhat, but old houses are simply not as airtight as new ones, and its almost impossible to eliminate all drafts.

Before skyrocketing heating and cooling costs, many old home builders incorporated multiple tall windows for residents to enjoy seeing views. These single-pane windows are part of an old homes charm, but theyre not energy efficientcold transfers through in winter and heat transfers in during summer. Installing storm windows can help reduce some of the thermal transfer, but replacing the windows with double- or triple-pane energy-efficient models can make a more noticeable difference.

Known as water hammer, banging pipes result from the hydraulic shock that causes water supply lines to jerk and slam against other pipes or wood framing members in walls and floors when the water is turned off. The noise can be pretty loud and alarming. Still, homeowners may be able to reduce it by insulating around the offending pipes, reducing the water pressure at the meter, or installing a water hammer arrestor, such as the Sioux Chief water hammer arrestor.

If youre looking for a home with a walk-in closet and plenty of room to stow outfits and shoes, you probably wont find it in an old house. Wardrobes were limited when many of these homes were constructed, and most people had only a few outfits to store. If the bedroom is large enough, you could add a freestanding wardrobe, or if the house has a multitude of small roomsas many old houses doconsider turning an extra one into a dressing room.

All homes settle over time, and old houses have had plenty of time to settle, which means you may find that some of the floors slant slightly. Additionally, sometimes the builders didnt get the floors perfectly level from the start since they didnt have the precise laser levels todays contractors use. Just because one or more floors slopes doesnt mean theres a structural problem, but you may still want to have a professional inspection to rule out major issues before making an offer on the property.

Thats not an old-fashioned pet entrance you see on the exterior wall near the front door. Its a milk door. If the house was built before 1950, theres a chance the original owners had a milk door installed so the milkman could deliver the milk without leaving it on the porch. Milk doors are one of the more charming quirks in old houses, and some of todays homeowners use them as mailboxes, newspaper boxes, or even shoe doors.

In an old house, its not unusual to walk through one bedroom to get to another bedroom or find the front door opens to a kitchen. Decades ago, homes were designed to the new owners specific needs (or whims), and very few gave a thought to whether the layout would please others. While uncomfortable flooring layouts can usually be changed, it may require removing load-bearing walls and installing ceiling beams to support the weight, so its not typically a DIY project.

Flickering lights are a common sign of old wiring. If the wiring has not been updated in the house, its not only inadequate for powering todays appliances, its a safety issue and comes with an increased risk of fire. In the short term, consider using lower-watt light bulbs and operating only one device at a time. However, plan to have the wiring updatedand soon.

Many older homes were once heated by coal, although most have been updated to gas, oil, or electric furnaces. Coal chutes, some of which feature elaborate designs etched on cast iron doors, can still be found on many old houses. This door is where the coal delivery person would shovel the coal into a chute that led to a coal bin. While decorative and a charming keeper, its a good idea to seal and insulate the door to keep pests out.

Homeowners a hundred years ago didnt have the benefit of large-capacity refrigerators. Plus, they couldnt always obtain all the food they needed from a local market. Root cellars were the next best thingthey were located below ground where it stayed dark and cool. Root crops, such as turnips, potatoes, and carrots could be safely stored for months. Old root cellars may be prone to collapsing, so many homeowners opt to fill them in with sand for safety.

PITTSBURGH, PA Here's yet another woe caused by the pandemic: Pittsburgh has moved up two slots in Orkin's annual ranking of America's rattiest cities.

Pittsburgh jumped two slots to 16th, based on the extermination company's number of new residential and commercial rodent treatments between September 2020 and September 2021. The coronavirus outbreak is the culprit as to why treatments are on the rise in several major urban areas.

The pandemic prompted the long-term and permanent closure of many restaurants, forcing rodents to find new food sources.

"Rodents are experts at sniffing out food and shelter, and they're resilient in their ways to obtain both," said Ben Hottel, an Orkin entomologist. "After a year of depleted resources, residential properties offer the ideal habitat for rodents, and once they've settled in, they're capable of reproducing rapidly and in large quantities."

To help prevent rats and mice in and around the home, Orkin recommends storing food in sealed metal or glass containers; removing clutter in a home's crowded spaces the rodents could use as nests; keep the property well-landscaped, as tall grass and woodpiles can be ideal habitats for rodents; check inside and outside the home for rodent droppings, burrows and rub marks along baseboards and walls; look for possible entry points and seal and cracks and holes found outside the home.

For a long time, I did not cope very well at all, Beau Wise told Insight SBS.

I dealt with everything in the wrong way. I shut out my family, really Marines were about the only people I could talk to, or my brothers guys, the Green Berets or the SEALS, and those were the guys I wanted to connect with.

And I shut my wife out, I shut my sister [out], my parents and you know, anything that made me connect on an emotional level, I was not having it.

Beau suffered from what is known as survivors guilt. His two older brothers, Jeremy and Ben, were killed in Afghanistan Jeremy a Navy SEAL and Ben a Green Beret.

Beau also served in Afghanistan in the Marine Corps. He was the only brother to return home.

Id play all the scenarios of why me? And it revolves around why the fathers at the time, Jeremy and Ben, were killed, he said.

I didnt have children and they did and so thats one of those things in my head that Ive wrestled with why did the fathers leave?

At one point in time I didnt want to admit that I had survivors guilt I think if I confessed that I did have it, it would have meant that I would have to talk to someone and that was the last thing I wanted to do, in the wake of the catastrophic events.

Professor Richard Bryant is a clinical psychologist based at the University of NSW. He specialises in trauma. He explained toInsight that survivors guilt can be caused when our views of the world are challenged.

Probably the main reason is that what underpins survivor guilt is that we do often have a sense that the world is just or its fair, and the fact that I have survived and somebody else hasnt, challenges that, he said.

In fact, life is not fair - many, many traumas happen totally randomly or the person who does survive has actually had no control over the events that led to other people dying.

However, Professor Bryant explained that survivors guilt doesnt affect everyone.

it varies, there's not one kind of guilt, everybody has a different experience so the sort of guilt that people might have, it might not exist at all, or it can be very, very strong.

Annette Herfkens was the lone survivor of a 1992 plane crash in Vietnam that killed 30 other people, including her fianc Willem Pasje van de Pas.

"It was very lonely I'd have to say being a lone survivor, especially from an aeroplane crash, because it's a very small club.... " she told Insight's Kumi Taguchi.

She said she felt a great sadness and grief after the death of Pasje, but said there was almost an expectation for her to feel survivor's guilt. Those feelings never came.

"I got so much attention from the press and from everyone, that [survivor's guilt] was almost put on me, she said.

I dont necessarily think I got the better part of the deal because he [Pasje] went to a beautiful place and I had to face life alone.

"Everyone was very much focusing on the way that I had survived and how Pasje had died, but for me I was not focusing on that at all.

I was just an average widow, like so many widows in the world, and I'm sure I felt just what they felt.

I felt bitter, went through all the stages of grieving - anger, it was bitter grief.

I mean my future, I lost my future and that was basically the only thing that counted, was getting on without him."

October started with a highly volatile stock market due to uncertainties around potential monetary policy changes and supply chain constraints. However, the major stock indexes performed well later, with a solid start to the third-quarter earnings season, a decline in initial jobless claims, and declining COVID-19 cases.

The Dow Jones Industrial Average and S&P 500 closed at record highs on Monday. According to FactSet, of the 23% S&P 500 companies that had reported earnings as of October 22, 84% have exceeded consensus EPS estimates, which is above the 76% five-year average.

However, given the supply chain disruptions and rising inflation, the market may witness further volatility. Therefore, since dividend-paying stocks can reduce overall portfolio risk and volatility, we think they could be ideal bets now. Considering the S&P 500s solid performance and expected market volatility in the near term, it could be wise to add S&P 500 members AT&T Inc. (T) and Altria Group, Inc. (MO) to ones portfolio. The dividends paid by these stocks yield more than 7%.

AT&T Inc. (T)

Incorporated in 1983, T in Dallas, Tex., offers telecommunications, media, and technology services. The company operates through three segmentsCommunications; WarnerMedia; and Latin America. Its segments offer wireless and wireline telecom, video and broadband services, advertising services, and wireless services in Mexico.

T declared a $0.52 quarterly dividend, payable on November 1, 2021. The stock distributes a $2.08 per share dividend annually, which translates to an 8.11% yield. The companys dividend has grown at a 1.6% rate over the past five years.

This month, T and Frontier Communications entered a strategic partnership to deliver fiber-optic connections to large enterprise clients outside of Ts current footprint. With this collaboration, T intends to provide high-speed, low-latency, and highly secure access to large corporate customers in markets where it does not currently own or plan to develop a fiber network.

During the second quarter, ended June 30, 2021, MOs net revenues increased 8.9% year-over-year to $6.94 billion. The companys gross profit grew 13.5% from its year-ago value to $3.73 billion. MAIZE The Hutchinson Salthawks were still in a good position trailing the Maize Eagles21-14 with under 30 seconds to go in the first half, but a costly fumble turned into a one-play score for Maize quarterback Avery Johnson and company to make it a two-possession game at the break.

A turnover-on-downs on the opening drive to begin the second half for Hutchinson was the penultimate as the No. 5 Maize Eagles (6-2) toppled the Hutchinson Salthawks (4-4) 42-14 Friday at the W.T. Johnson Sports Complex in Maize.

But whatever identity the Salthawks had in the first half, they would have liked to have that the whole game had the turnover at the end of the first half not occurred.

"Probably got a little too aggressive there," Hutchinson High head coach Mike Vernon said. "Probably just needed to take it into the half and get the ball in the second half. So, we went down two scores, and then after that, we were really scrambling."

The 11th seed Salthawks will play Bishop Carroll in the first round of the playoffs Friday, Oct. 29 at 7 p.m. Carroll is the sixth seed and the top team in the bracket, making them the host team. KSHSAA released the Class 6A playoff brackets late Friday night.

Moving junior Noah Khokhar from quarterback to receiver has relished the receiving totals and chances for the Salthawks to score, which has happened with junior Nic Lange stepping in at the helm.

With Vernon opening up the pass game, the run game has been able to convert. Something that the Salthawks struggled in their scrimmage back in August, they have now found the endzone more often, including a quarterback sneak for a one-yard touchdown by Lange to even the scoring early against Maize.

Also, the defense has played well at times. With an exception to Maize's Avery Johnson's arm, the defense has made stops on third and fourth down and has come up with takeaways as well. Against Haysville-Campus, the Salthawks came up with a fumble recovery and interception to seal and second-half comeback.

The Salthawks will look to carry those positives into next Friday's game against another top team in Class 5A.

Father-daughter date night! Seal posed for red carpet photos with his 17-year-old daughter, Leni, on Wednesday, October 13.

The singer, 58, and the model matched in black outfits at the premiere of The Harder They Fall. Leni wore a black dress, while her dad sported a suit. They both rocked black nail polish.

The Grammy winner, who contributed to the movies soundtrack, also brought the teenagers boyfriend, Aris Rachevsky, to the event.

The London native shares Leni with his ex-wife, Heidi Klum. The Americas Got Talent judge, 48, conceived her eldest child with Flavio Briatore, but the former couple called it quits before the infants May 2004 arrival. By that time, Klum was dating Seal. He adopted the then-5-year-old in 2009.

Following their May 2005 wedding in Mexico, the Project Runway host went on to give birth to Henry, Johan, 14, and Lou, 12, before splitting from Seal in 2012.

In May, the Kiss From a Rose singer exclusively told Us Weekly why he isnt a huge fan of Leni following in the Germany natives modeling footsteps.

Thats a precarious road to take, Seal said at the time. He noted that the career choice seldom brings happiness.

The musician also gave an update on his coparenting relationship with Klum, saying, It can be challenging. It requires teamwork. If you are a team, if both parents are a team, then its really easy and thats not a real challenge at all. But you have to be a team. And if youre not a team, then it can all fall to pieces. I never had that teamwork [with Klum]. We never had teamwork.

He considers parenting Leni, Henry, Johan and Lou to be a privilege and takes his role as a guiding figure seriously.

You do your best while you love your children, you do your best to keep them safe. And one of two things is going to happen either thats going to be good enough or it isnt, Seal told Us. One quickly realizes about children, particularly as they grow older, is that theyre not yours. You just happen to be the fortunate caretaker.

His offspring dont have challenges, the Voice Australia coach added, telling Us, They live in a nice house. They dont have to worry about food on the table. They have the benefit of a great education.
