Atlantic City casinos are expected to soon learn whether they will be collectively required to pay $165 million or $110 million in property taxes next year.

State lawmakers and Gov. Phil Murphy (D) will have the final say regarding the proposed payment-in-lieu-of-taxes (PILOT) amendment.

Supporters of the effort believe gross gaming revenue (GGR) stemming from iGaming and mobile sports betting should be excluded from the property payment calculation, as much of that income is shared with third-party operators like FanDuel and DraftKings. Such iGaming entities are not nearly invested in Atlantic Citys future as the actual land-based casinos.

The fiery debate boils down to determining the fiscal health of the nine casinos, and if a tax break is needed. State Senate President Stephen Sweeney (D) has made the unsubstantiated claim that as many as four Atlantic City casinos could close without a PILOT change to lower their property payment obligations.

Opponents in Atlantic County contend that the PILOT change would hurt local taxpayers in the casino town and that the resorts are doing just fine.

Statistics from the New Jersey Division of Gaming Enforcement show that brick-and-mortar GGR remains lower than in pre-pandemic 2019.

Casinos won roughly $206.8 million from their retail slots and tables last month. Thats $17.1 million lower or nearly eight percent than November 2019. Through 11 months in 2021, land-based casino GGR totals $2.34 billion, a more than five percent loss from 2019.

However, when GGR from iGaming and sports betting is included, casino win through November stands at more than $3.85 billion. Thats substantially better than the $3.02 billion the industry won through 11 months in 2019.

The casinos argue that the bottom line numbers dont accurately represent the health of their businesses, as much of the internet gaming income goes to those third-party online casino and sportsbook operators.

Not everyone is convinced that the casinos are hurting.

Atlantic Citys total gaming revenue in 2021 is already the highest seen in 12 years and it is approaching $4 billion for the first time since 2008, said James Plousis, chair of the New Jersey Casino Control Commission.

The New Jersey DGE additionally reported last month that all nine Atlantic City casinos were profitable in the third quarter. Combined, the casinos posted a gross operating profit of $310.8 million. Through three quarters, profits total $592.3 million.

The New Jersey Assembly and Senate are scheduled to discuss the Atlantic City casino PILOT bills next week. The industry claims that without its passage, thousands of casino jobs are at stake.

One thing is for sure its difficult, if not impossible, for outsiders to determine the fiscal health of each casino. Thats due to the private nature of their revenue-sharing contracts with their iGaming and sportsbook partners.

Casino Association of New Jersey President Joe Lupo, who is also president of Hard Rock Atlantic City, has suggested that New Jersey reconfigure the way the DGE reports gaming revenue numbers to improve financial clarity.

The November 2021 gaming results underscore the fact that land-based gaming revenue is down and not improving, Lupo said. Failure to pass the PILOT legislation will have a further detrimental impact on the land-based casinos, which are still recovering from this unprecedented pandemic.

Jane Bokunewicz, director of Stockton Universitys Lloyd D. Levenson Institute of Gaming, Hospitality, and Tourism, says the implications of reformatting the PILOT bill are largely unknown.

It is difficult to assess the statement that four casinos would close because there is limited public information available, Bokunewicz told the Associated Press.

In four of the first 10 months of 2021, New Jersey online casino operators produced more than twice as much gross revenue as their sports betting operator counterparts.

But in November, the books beat the sports betters so bad that the two revenue figures were nearly identical, according to figures Thursday from the New Jersey Division of Gaming Enforcement.

Just one month after the sportsbooks held a record $84.2 million in wagers from the publics losing bets, along came November and a far superior $114.8 million in revenue nearly a 10% hold in an industry that often has to settle for just over half that margin.

The states steadier online casino industry, meanwhile, retained $118 million from bettors in November.

For the third month in a row with a fourth likely in December, due to continued pro and college football New Jersey residents and visitors bet more than $1 billion.

The $1.258 billion figure for November fell short of Octobers $1.303 billion but surpassed Septembers $1.011 billion.

The biggest share of the sports betting revenue $64.4 million was held by the Meadowlands Racetrack and its partners, led by FanDuel but also with PointsBet and Superbook collecting their share.

To put that $64.4 million in perspective, all of the mobile sportsbooks and the retail betting operations at the states three racetracks and nine Atlantic City casinos combined didnt reach that revenue figure in six of the first 10 months of 2021.

Next up was Resorts Digital with DraftKings the key partner, and also FOX Bet and its $22.4 million in winnings. While October produced a U.S. record $127 million in revenue, operators have shared at least $100 million in every month of 2021 except February ($93.8 million), which produced a per-day rate that also would have been on target for the milestone if the month had 31 days instead of 28.

Borgata, Golden Nugget, and Resorts and its online casino partners once again accounted for the vast majority of the industrys win in November, with each snaring between $27 million and $34 million.

UK Online & Casino Revenue Reported Healthy Even with Current Pandemic Conditions - PRNewswire

There's an NFT on the Ethereum ( ETH -3.38% ) blockchain that is hoping to upend the online gambling market. On Tuesday the Slotie NFT from Elia Software hit the market, and it could be the first NFT to generate real money from gambling.

As NFTs become more popular and cryptocurrencies and the blockchain grow, NFT projects are becoming more and more innovative. We aren't just talking about a cool piece of art here -- this project is intended to be a long-term investment.

Slotie is the name for a set of 10,000 unique NFTs minted on Tuesday. Sloties cost 0.08 Ethereum for the first 2,500 pre-sale mints, and 0.16 Ethereum for 7,000 public sale mints, or about $5.7 million.

These NFTs are said to provide real-world benefits at 150 casinos around the world and "Exclusive Holders Rewards".The first reward is a Slotie-themed game for crypto casinos, which will pay out a 12% commission to each partner. 80% of that payment goes to Slotie holders. Slotie NFT holders will also get a 20% rakeback at participating casinos, which means they'll get 20% of the casino's take back as a benefit.

The key to the economics of this system is a token that can be transferred to NFT owners on the blockchain.

Slotie is using a token called WATT, which is kind of like a gem you earn in a game depending on how you play and what you own. In this case, WATTs are earned on a daily basis depending on the qualities of a Slotie. Here's how the token is described by Slotie:

WATTs is a token which acts like the energy in the Sloties' world. WATTs are generated on a daily basis. Every Slotie owner gets 10 WATTs tokens daily. You will have enough WATTs to breed your Sloties in 3 months. For those who can't wait to get their Junior Sloties, there's the opportunity to buy tokens from other owners on the secondary market.

What Slotie's developers would like to do is make WATTs valuable by creating uses for them. Breeding, slot events, and potentially other benefits will be available. But the real hope is that WATTs have a monetary value.

WATTs will be paid to Slotie holders, but they will need to then be exchanged into Ethereum or another coin. This will allow Slotie owners to cash out benefits, but a market needs to be created for the token -- and it appears right now that WATT tokens won't be generated by Slotie NFT holders until the first or second quarter of 2022.

One secret of NFTs is that the development team is often paid with an allocation of tokens. Slotie didn't disclose how many WATTs the team will get, but this is often a sizable amount.

The main use for WATTs is what's known as breeding. Breeding takes 1,800 WATTs and 2 Sloties and creates a Junior Slotie. However, there doesn't seem to be any real utility for the Junior Slotie until at least the third quarter of 2022.

Future games and partnerships could be beneficial to Slotie holders, but that's a ways down the roadmap.

This is one of the first real-world projects I've seen with the backing of a legitimate company with locations around the world. But the Slotie NFT still relies on these developers staying engaged and building value long-term. If casinos don't sign up or WATT doesn't hold value, there will be no value for this NFT outside of the art.

Slotie also ran into huge problems during its mint, with scammers overwhelming the developers and many people missing the mint altogether. It's still unclear on secondary markets which Sloties are the real ones and which are scams, a huge problem with NFTs in their infancy.

As utility NFTs like Slotie hit the market, it will be interesting to watch how they play out. This could be a great way to generate indirect, passive income from an industry like online gambling. But it could end in disaster if buyers lose confidence in the project. And this is an NFT from a company, so it may be difficult to build a passionate following organically.

Time will tell where this NFT goes, but if you're looking for innovation in NFTs, this is one to watch.
