Commentary: Activists distort events to thwart offshore development – FuelFix (blog)

Companies that work in any offshore industry understand the seriousness of their work and take extra precautions whenever possible to preserve the waters they do business in. Thats why its frustrating when environmental activist groups attempt to mislead the general public about offshore industries and the important business they do. It has become common practice for environmental non-governmental organizations (ENGOs) to distort small events in an attempt to convince people that all offshore activity is unsafe.

No one is more familiar with such tactics than the offshore energy industry. ENGOs frequently target offshore oil and gas operations and use minor incidents as justification for why the offshore energy industry should be stopped entirely. One such example is currently taking place in the waters of Alaskas Cook Inlet.

An independent operator, Hilcorp Alaska LLC, detected a small natural gas leak in one of its 8 pipelines in the Cook Inlet and immediately reported it to the appropriate regulators. Due to the current ice conditions, the company cannot safely send divers to repair the leak at this time. The company has stated that their actions are dictated by safe operations and environmental considerations. In the meantime, the company has lowered the pressure of the line and is conducting a variety of monitoring activities to ensure that the leak has minimal impacts to the environment.

Unfortunately, activist organizations are seeking to use this Cook Inlet incident as justification for why the company should not be allowed to operate in other offshore areas and attempting to convince the public that any form of offshore energy development is hazardous. Nothing could be further from the truth.

These overzealous recriminations are hollow, but dangerous; especially when they catch the attention of large ENGOs who exploit the incidents to achieve their national goals. In this case, the Cook Inletkeepers dramatic over-exaggeration of the incident has caught the attention of national groups such as the Wilderness League and Inside Climate News. These organizations have now inserted themselves into public discussion of the incident and are attempting to influence the regulatory outcome. Groups such as Greenpeace and the Sierra Club use these devious playbooks as well both groups have highlighted minor local incidents in an attempt to achieve wider objectives and incite regulatory change.

Make no mistake, incidents of any size should be avoided and given immediate attention. Thats why response plans are imperative for companies who work in the offshore energy industry. The company being targeted by activists in the Cook Inlet had a response plan in place, and carried it out immediately upon discovering the leak. Unfortunately, not one ENGO has mentioned this in their coverage of the incident or the operator. Instead, they have chosen to call out other projects the company is working on, in attempt to sway the public and regulators.

These national activists consistently fail to tell a more complete story, when it doesnt fit their narrative. Important details like a successful record of safe operations, rigorous adherence to regulations, job creation numbers, and tax dollars paid to local and state governments are always ignored when ENGOs attack the offshore energy industry.

Accidents happen, but how an operator responds to them often says more about the company than the actual incident. In order to evaluate and report an incident, the public needs facts and perspective. There is no place for overblown panic in the offshore energy.

Exxon, Qatar Petroleum Sign E&P Deal To Drill Offshore Cyprus – OilPrice.com

ExxonMobil and Qatar Petroleum have signed an exploration and production (E&P) sharing contract with the Cyprus government and will start drilling in a block offshore Cyprus in 2018, Qatar Petroleum saidon Wednesday.

At the end of last year, Exxon and Qatar Petroleum wonthe right to negotiate E&P terms for block 10, in the third licensing round for offshore hydrocarbons exploration in blocks 6, 8, and 10 in the Exclusive Economic Zone of Cyprus. Back then, Cyprus said that it would start negotiating with the selected partners for the blocks to set terms and conditions for E&P sharing contracts. A consortium of Italys Eni and Frances Total won the exploration license for block 6, and Eni won the license for block 8.

Now, executives from Exxon and Qatar Petroleum and the top Cyprus government officials discussed cooperation and set the terms for the contract.

A 3D seismic survey is already being carried out in block 10, and the partners are getting ready to start exploration drilling next year, Qatar Petroleum said in its press release.

This agreement expands our international upstream footprint into the eastern Mediterranean for what we hope is one of the most promising opportunities in the area, Qatar Petroleum president and chief executive Saad Sherida Al-Kaabi said.

Exxon is a long-term partner of Qatar Petroleum in various ventures around the world, including in partneringwith the Qatari state-run company to develop the North Field, the worlds largest non-associated natural gas field, through the RasGas and Qatargas joint ventures.

The E&P exploration drilling deal offshore Cyprus is the latest of the flurry of deals and sanctioned projects in the eastern Mediterranean, following Enis discoveryof the Zohr field offshore Egypt in 2015, the largest gas field ever to be discovered in the Mediterranean. Plans are that production would start by the end of this year.

In addition, the giant Leviathan natural gas field offshore Israel is also getting ahead with its development, after the partners recently ratified the final investment decision for the first phase of development which entails gross capital investment of $3.75 billion.

ExxonMobil discovers oil resource in offshore Guyana – Offshore Technology

ExxonMobil has reported positive results on the Snoek well inoffshore Guyana, confirming a new discovery at the Stabroek Block.

The drilling campaign targeted similar aged reservoirs as encountered in previous discoveries at Liza and Payara.

The Snoek well is situated in the southern portion of the Stabroek Block, nearly 9km south-east of the 2015 Liza-1 discovery.

ExxonMobil Exploration president Steve Greenlee said: The latest discovery at Snoek demonstrates the continued success we have achieved in this technically complex play, which is just part of the significant exploration province offshore Guyana.

Esso Exploration and Production Guyana, an affiliate of ExxonMobil, started drilling of Snoek well on 22 February.

The well encountered high-quality, oil-bearing sandstone reservoirs at 82ft (25m). It was safely drilled to 16,978ft (5,175m) under 5,128ft (1,563m) of water on 18 March.

"We are taking the necessary steps to ensure the safe, cost-efficient and responsible development of this world-class resource, which can provide long-term, sustainable benefits to the people of Guyana."

Snoek well was drilled by the Stena Carron drillship, which now has been mobilised back to the Liza area to drill the Liza-4 well.

The Stabroek Block includes an area of is 6.6 million acres.

Esso Exploration and Production Guyana owns 45% interest in the Stabroek Block along with the operatorship.

Hess Guyana Exploration has 30% interest, while CNOOC Nexen Petroleum Guyana owns the remaining 25% interest in this block.

Scotland and California have agreed to work together to tackle climate change with a focus on the importance of technologies such as offshore wind.

First Minister Nicola Sturgeon and Governor Jerry Brown (pictured)met to discuss how the administrations can work together to achieve the ambitions of the Under2 MoU, which aims tohelp limit temperature rises to under two degrees.

The leadersalso discussed the importance of offshore wind in tackling climate change and "considered how the two governments could share knowledge and bestpractice in developing this technology.

The Scottish government also signaled its continued commitment to Under2, including delivery of "ambitious domestic measures" to reduce carbon emissions.

Sturgeon said: We have also offered to help the Under2 Coalition, representing over 1 billion people, to prepare for a major summit in 2018.

The summit will bring together the public and private sectors, alongside NGOs, to build support and action aimed at persuading national governments to increasetheir efforts to tackle climate change, in what will be an important year for taking stock against progress of the Paris Agreement, she added.

New Chapter in Offshore Racing – Scuttlebutt Sailing News

The Maxi Edmond de Rothschild, measuring 32 metres long and 23 metres wide, is undergoing her final few months in the yard after a build process spanning over a year and a half. Scheduled to launch this July, the mission has been to create a flying offshore maxi-trimaran.

A new chapter in the history of offshore racing is very likely being written. Who could have wagered just ten years ago that a multihull of this size would be capable of flying around the world driven by just one skipper? And yet, this is the gamble accepted by owners Ariane and Benjamin de Rothschild.

Designed by naval architect Guillaume Verdier and his team in collaboration with the Gitana design office, the Maxi Edmond de Rothschild is paving the way forward for a new generation of large offshore multihulls. Indeed, it will be part Archimedean boat (submerged hull), part flying craft.

Built at the Multiplast yard in Vannes, the boat features purposeful planing hulls beneath the waterline that are both aggressive and innovative and a far cry from those used on the current fleet of oceanic multihulls. Everything about the forms of the floats and the central hull shouts flight.

With everything geared towards flight, she will be equipped with T-foil rudders and L-shaped foils. A great deal of care having gone into the aerodynamics of the platform, for which the forms of the beams in particular testify to this as does the integration of the living space/ cockpit between the two beams.

The broad outline of the sports programme for the Maxi Edmond de Rothschild has already been established for the next three seasons. Christened Gitana 17, she has been devised, developed and built with the focus on solo sailing, though she will also be the ideal boat for crewed races as well as the major records.

Entrusted to the expert hands of Sbastien Josse, the skipper of the Edmond de Rothschild craft since 2011, the first official competition for the Maxi will take place this November for the famous double-handed transatlantic race, the Transat Jacques Vabre between Le Havre and Salvador de Bahia, in Brazil. For this trial run, Sbastien Josse will be accompanied by the navigator Thomas Rouxel.

Hailing from the Figaro network of excellence, the Breton sailor is one of the loyal members of the sailing team on the Edmond de Rothschild craft and boasts a wealth of offshore experience that notably includes a Volvo Ocean Race and a Jules Verne Trophy. The Route du Rhum 2018 and a solo round the world in the autumn of 2019 will round off this programme.

Elite Control Systems’ contract for Azerbaijan offshore project gets renewed – Offshore Technology

Elite Control Systems' contract has been renewed for providing comprehensive process control software systems and support for an oil production platform off the coast of Azerbaijan.

Elite Control Systems has been providing a fully operational, customised process software control system and technical assistance for Chirag offshore production platform on the Azeri Chirag Guneshli oilfield in the Caspian Sea for the last 20 years.

The company said that it can access the platforms fire and gas control system remotely from its headquarters located in Livingston, Scotland.

This remote access and usage of automated control systems enables smooth operations at the Chirag platform. It also ensures consistent production without any interruption.

"We look forward to working with them to ensure that Chirag continues to perform at optimum levels for years to come."

In the last 20 years, Elite Control Systems provided technical guidance for system upgrades and adjustments to the platform to improve safety and efficiency.

As a child protection worker with Save the Children, Ms Vibhakar saw dozens of young asylum seekers detained indefinitely in harsh conditions on the remote island.

She learned of cases of sexual abuse, physical assault, self-harm and emotional and verbal abuse, and felt ethically bound to tell the Australian Human Rights Commission inquiry into children in immigration detention of the damage being done.

She risked going to jail by breaching a deed of confidentiality with the disclosure. When she posted her anonymous submission to the inquiry in 2014, she disguised herself with sunglasses and a baseball cap.

But next week she will speak on the most public of stages, at a global summit alongside Hillary Clinton and Justin Trudeau.

Ms Vibhakar is one of three Australians invited to the Women in the World Summit in New York, where international leaders and advocates will discuss issues affecting women and girls.

With paediatric nurse Alanna Maycock and human rights lawyer Jennifer Robinson, she will discuss "Australia's Shame" the offshore detention of asylum seekers.

They will be preceded by Scottish First Minister Nicola Sturgeon and followed by Mrs Clinton, and are speaking on the same day as Canadian Prime Minister Trudeau, who has made clear his country's support for refugees escaping conflict and persecution.

Blowing the whistle cost Ms Vibhakar her job. She was among the Save the Children workers referred to the Australian Federal Police by the then Immigration Minister, Scott Morrison, and later cleared of any wrongdoing by the Moss review.

"I was so afraid, but I knew this information had to get [out]," Ms Vibhakar said. "I believed if the Australian public knew what was happening, they absolutely would not support this. Nobody actually could."

Australia's treatment of detained asylum seekers has been condemned by the UN's Committee on the Rights of the Child, the UN's special rapporteur on torture and Amnesty International.

Yet the Australian government had promoted its hardline policy as a model for other countries, Ms Vibhakar said. "It's so important for the international community to be aware of the human consequences."

Despite the threat of prosecution, Alanna Maycock also felt compelled to speak publicly about the despair she witnessed when consulting on Nauru's child detainees in 2014.

"We met a six-year-old girl who had marks around her neck, where she'd tried to hang herself with fence ties," she said.

Forty-nine women and 45 children are still detained on Nauru. The children had been there two-and-a-half years on average, Ms Maycock said. "They're just living and breathing misery,day in, day out."

Ms Maycock hoped addressing the summit would help the world comprehend the impact of mandatory detention on children and persuade other countries "not to make the same mistakes Australia is making".

"There will come a time when Australia will turn around and say, 'What the hell did we do?'"

"Australia's Shame" will be live-streamed from the summit on Friday at 6am AEST.

We both attended the public hearing in Berlin recently regarding proposals for an offshore wind project off the coast of Ocean City.

Larry Ryan spoke about why his church in Ocean City put up solar panels and supports clean energy; Tom spoke about his commitment to address climate change for the sake of his grandchildren.

There were approximately 100 people in attendance most of whom were in strong support and, by our count, 29 testified in favor of the project with only a handful speaking in opposition.

Were writing, however, because readers of your article about the meeting may have come away with a different impression. Neither of us heard a blustery debate, rather we heard prevailing support for offshore wind.

Specifically, we heard our neighbors talk about the need for good-paying construction, maintenance, and manufacturing jobs that an offshore wind project will bring to the Eastern Shore.

We heard business leaders talk about making Salisbury a new industry hub, attracting large companies and vibrant economic development. We heard longtime residents worry about rising tides and air pollution from power plants, seeking a more sustainable way to generate power.

People are always skeptical of change but we cannot keep doing the same thing forever. We need more renewable energy, more energy security, and more economic opportunities here on the Shore.

There will always be a handful of opponents to any new vision or plan.

We must take valid concerns into consideration and also look objectively at the merits. Were confident that when the Maryland Public Service Commission evaluates the plans, they will see the many benefits of offshore wind and approve an offshore wind application.

Maine ethics watchdog looking at links between offshore firm, casino … – Bangor Daily News

Good morning from Augusta, where a remarkable hearing yesterday that illuminated an offshore firms influence on the 2017 ballot initiative for a new casino in York County prompted Maines ethics watchdog to reach out to the campaign bankrolling the bid about its finances.

That scrutiny from the Maine Ethics Commission came on a bad day for the proposal linked to U.S. Virgin Islands developer Shawn Scott, which had a public hearing before the Legislatures Veterans and Legal Affairs Committee that led Senate Majority Leader Garrett Mason, R-Lisbon Falls, to say the casino campaign placed major corruption issues in front of us.

It also comes just two months after a failed 2016 casino campaign also linked to Scott agreed to pay Massachusetts regulators $125,000 for disguising $1.6 million in contributions for a firm associated with Scotts offshore firm, Bridge Capital.

The Maine campaign has been run so far through Horseracing Jobs Fairness, a ballot question committee funded by $4.2 million as of January, all of which came Scotts sister, Lisa Scott of Miami, according to filings with the state.

On Wednesday, the only person to speak in favor of the proposal was Portland lobbyist Dan Riley, who told the committee that he had been hired hours earlier via email to represent Bridge Capital, which is based in the U.S. territory of the Northern Mariana Islands, so he wasnt able to answer many questions.

But he said that he had never spoken to Lisa Scott or anyone from the political committee that she has led. However, he said he met once with Shawn Scott earlier this year because Rileys law firm, Norman, Hanson and DeTroy, has been representing Bridge Capital on real estate matters as it considers buying a potential casino site in southern Maine.

Later on Wednesday, Jonathan Wayne, executive director of the Maine Ethics Commission, said he reached out to the ballot question committee after seeing media reports indicating mention of another organization that might have some financial activity around the effort.

This is an initial, proactive step and any investigation would have to be authorized by commissioners. Making political contributions in the name of another is illegal under state law.

Scott, who bought the Bangor Raceway, funded a 2003 campaign to allow slots there and sold the rights to what became Hollywood Casino for $51 million, controls Bridge Capital along with CEO John Baldwin. Rules to allow large-scale metallic mineral mining in Maine have been under debate for years. Passage of rules developed by the Department of Environmental Protection and recommended by the citizen-led Board of Environmental Protection have failed twice in recent years when they ran into roadblocks in the Legislature.

Democrats and environmental groups opposed the proposed rules on the grounds (ha!) that they werent stringent enough to protect the environment and didnt include enough financial protections to ensure that environmental damage will be cleaned up when the mining is finished.

The issue is under debate again this year with several related bills, including another attempt by the department to have rules approves, multiple measures to ban mining and efforts to find bipartisan buy-in for enough protections to allow mining.

According to Sen. Tom Saviello, R-Wilton, co-chairman of the Environment and Natural Resources Committee, which is the scene of the mining debate this year, the gap between the nays and yeas is narrowing. Saviellos bill, LD 580, was killed unanimously by the committee on Wednesday to make way for a similar bill proposed by Sen. Brownie Carson, D-Harpswell, who is the former leader of the Natural Resources Council of Maine.

According to Saviello, Carsons bill addresses many of the friction points of the past and there appears to be consensus brewing. Carson could not be reached in time for the Daily Brief.

I think were as close as weve ever been to pulling this off, said Saviello on Wednesday. I want to give Sen. Carson and the environmental community credit. For the first time theyve articulated much better what their requirements are to make this happen.

Saviello said Carsons bill and some of the others will be brought up for a work session on Monday at which officials from the NRCM and department are expected. It could still take some time to hammer out an agreement, if theres one there.

The House and Senate are in today and judging by their calendars, there is lots of routine paper shuffling in store. Both have many bills coming out of committee with ought not to pass votes. Divided reports are also piling up, as they are prone to do with split majorities in the House and Senate.

Among other issues, it looks like the Senate will debate the bill to take the Legislative Council out of the Capitol Area development approval process, which failed in the House but faces better chances in the Republican-controlled Senate.
