BRUSSELS, Nov. 18 (UPI) -- "Russia is still destabilizing Ukraine," NATO Secretary General Jens Stoltenberg said at a meeting with European Union defense ministers on Tuesday.

"We see the movement of troops, of equipment, of tanks, of artillery, and also advanced air defense systems, and this is in violation of the cease-fire agreements," said Stoltenberg.

Russia has repeatedly denied its military forces are inside Ukraine to help bolster pro-Russian separatists.

At an emergency U.N. Security Council session Nov. 12 on Russia military presence in Ukraine, Jens Anders Toyberg-Frandzen, Assistant Secretary-General ad interim for U.N. Political Affairs, reported that the cease-fire in eastern Ukraine is under "continuous and serious strain."

According to the Minsk Protocol, all parties to the Ukraine conflict agreed on Sept. 5 to deescalate the crisis through the institution of an immediate cease-fire and the withdrawal of illegal armed groups, mercenaries and military equipment -- two stipulations that have largely been ignored.

"We call on Russia to pull back its forces from Eastern Ukraine and to respect the Minsk Agreements," Stoltenberg said, adding "Both the EU and NATO strongly want a peaceful solution to the crisis in Ukraine"

Russian Foreign Minister Sergey Lavrov commented on the Minsk Protocol during a meeting Tuesday with Belarusian President Alexander Lukashenko.

"The Minsk peace deals are probably the only acts which are supported by all parties without exclusion -- by Ukrainian conflicting parties, Russia, Belarus, the European Union and the United States. Therefore," Lavrov said, noting, "the main task is to create conditions for the Minsk peace process to resume."

Lavrov cited cuts to socioeconomic processes and suspension of banking services in eastern Ukraine as conditions of concern. There was no indication, however, that Lavrov acknowledged western concern about Russian forces and military equipment inside Ukraine.

Kiev (AFP) - NATO warned on Tuesday of a "very serious" build-up of Russian soldiers and weapons inside Ukraine and on the border, as Germany's foreign minister urged Kiev and Moscow to respect a tattered peace plan.

The West is keeping up intense pressure on Russia over Ukraine following a bad-tempered G20 summit in Australia at the weekend which Russian President Vladimir Putin left early.

In Brussels, NATO's head Jens Stoltenberg issued a stark warning to Moscow over the seven-month conflict in Ukraine's east which has killed over 4,100 people and plunged relations between the West and Russia to a post-Cold War low.

Stoltenberg warned of a "very serious build-up" of troops, artillery and air defence systems inside Ukraine and on the Russian side of the border as he arrived to meet European Union defence ministers in Brussels.

"Russia has a choice. Russia can either be part of a peaceful negotiated solution or Russia can continue on a path of isolation," Stoltenberg said. "The international community calls on Russia to be part of the solution."

At the same time, German Foreign Minister Frank-Walter Steinmeier saw Ukrainian Prime Minister Arseniy Yatsenyuk in Kiev, ahead of a crunch meeting later Tuesday in Moscow with Russian counterpart Sergey Lavrov -- the first such visit by a senior European minister since July.

Germany is playing the lead role in mediating the crisis with Russia.

Steinmeier said the peace plan agreed in Belarus in September, and its ceasefire, which has been frequently violated, "were not perfect but they do form a basis. We have to fulfil the agreements."

As the unrest in eastern Ukraine drags on into the ex-Soviet state's harsh winter, Ukraine's military said Tuesday that fresh clashes over the past 24 hours between government forces and rebels killed five of its soldiers.

The latest deaths came despite the nominal truce that has halted fighting along much of the frontline but failed to stop bombardments at key flashpoints.

NATO Secretary General Jens Stoltenberg said Russia has launched a "serious" military buildup both inside Ukraine and along its shared border, deploying troops and sophisticated equipment, including air defense systems.

Speaking Tuesday in Brussels, Stoltenberg urged Moscow to pull back its troops and "contribute to a peaceful settlement" in Ukraine, where pro-Russian separatists have been fighting Ukrainian forces in the country's east.

Ukraine's military said Tuesday at least five soldiers were killed and eight wounded in fighting since Sunday.

Ukraine readies for possible attack

Following reports of Russian military reinforcements crossing its border, Ukraine's military has beefed up its defenses just a few miles from rebel-held territory in the Luhansk region.

Ukraine's President Petro Poroshenko said Monday in an interview with the daily German daily Bild that the country is ready for total war.

Private Sergai Eava with the 39th battalion said the Ukraine soldiers have to be prepared. We received information that our guys were being shelled yesterday with artillery and grads [rockets], Eava said.

The captain and commander of a new checkpoint in the Luhansk region, who asked to be called Andriy, said they have plenty of ammunition but could use more men.

The post comes under frequent rebel fire and was hit by a grad rocket the day before, although no one was injured.

Senior Mortar Gunner Vayacheslav said they are ready to fight off an assault.
