Nato is ready to send troops to Turkey to defend against threats on its southern flank, the head of the alliance has said following violations of Turkish airspace by Russian jets conducting airstrikes in Syria.

Moscows growing military involvement in the Syria conflict which on Wednesday involved its jets backing an offensive by ground troops loyal to the president, Bashar al-Assad is expected to be high on the agenda of a meeting of the alliances defence ministers.

Nato is ready and able to defend all allies, including Turkey against any threats, Jens Stoltenberg, the secretary general, told reporters before the Brussels meeting on Thursday.

In Syria, we have seen a troubling escalation of Russian military activities. We will assess the latest developments and their implications for the security of the alliance. This is particularly relevant in view of the recent violations of Natos airspace by Russian aircraft.

Nato has already responded by increasing our capacity, our ability, our preparedness to deploy forces including to the south, including in Turkey.

The ground offensive backed by Russian airstrikes was an escalation in Moscows week-long campaign, which had previously been restricted to bombing runs to soften up rebel positions near major loyalist strongholds.

Syrias chief-of-staff, Gen Ali Ayoub, on Thursday declared that a wide-ranging ground offensive by Syrian troops was under way that he said had been facilitated by Russian airstrikes.

The UK-based Syrian Observatory for Human Rights said ground forces loyal to the government targeted insurgents in the Ghab plain, with heavy barrages of surface-to-surface missiles as Russian warplanes bombed from above. It also said rebels had shot down a helicopter in Hama province in western Syria. It was unclear if it was Syrian or Russian.

The Ghab plain lies next to a mountain range that forms the heartland of Assads Alawite sect. Recapturing it from an alliance of rebel groups that includes al-Nusra Front, al-Qaidas wing in Syria, would help secure Assads coastal heartlands and could provide a platform to drive the rebels back from other areas.

Most of Wednesdays fighting appeared to be concentrated in Hama, a central province with a majority Sunni capital that has remained in the hands of the regime since the start of the war. It is key to Assads strategy of cementing control over major population centres in a strip of territory from Latakia, in the north, through to Homs, Hama and Damascus.

Russias air campaign in Syria has caught the US and its allies on the back foot and alarmed Syrias northern neighbour Turkey, which says its airspace has been repeatedly violated by Russian jets.

On Thursday, Recep Tayyip Erdoan, the Turkish president, warned Russia that its military action in Syria is endangering trade ties. Erdoan said Ankara could look elsewhere for gas supplies and cancel the construction of its first nuclear power plant, which is being built by Russia. Russia supplies 60% of Turkeys gas needs.

On Wednesday, Turkey summoned Russias ambassador for the third time in four days over the reported airspace violations, which Nato has said appeared to be deliberate and were extremely dangerous.

Turkey said Syria-based missile systems harassed its warplanes on Tuesday while eight F-16 jets were on a patrol flight along the Syrian border. The Russian ministry of defence said it was continuing to consult with Turkey to ensure there would be no repetition of the incident.

On Wednesday Russian warships fired missiles into Syria from the Caspian Sea for the first time. The Russian defence minister, Sergei Shoigu, said four warships launched 26 rockets at Isis targets.

The Syrian push on the ground is the first time Assads forces have coordinated with the Russian airforce in an attempt to seize lost territory from opposition forces, leading to some of the fiercest fighting in months in a civil war that has now lasted four and a half years and killed more than 250,000 people.

The assault mirrors the US strategy in northern Syria, where coalition planes bombed Isis positions to pave the way for their allies on the ground to advance against the militants. It also poses the question of how much territory the regimes army, exhausted and depleted by the conflict, can seize from the rebels.

The US Department of State repeated accusations that a large majority of Russias military strikes in Syria have not been aimed at Isis or jihadis tied to al-Qaida, and have instead targeted the moderate Syrian opposition.

Greater than 90% of the strikes that weve seen them take to date have not been against Isil [Isis] or al-Qaida-affiliated terrorists, said a spokesman, John Kirby.

Speaking in Brussels, the US ambassador to Nato, Douglas Lute, said on Wednesday that Russias buildup in Syria now included a considerable and growing naval presence, long-range rockets and a battalion of ground troops backed by Moscows most modern tanks.

He said the Kremlin seemed to be intent on forging a new counter-coalition to the western-Gulf axis, bringing together the Russians, Iranians, Iraqis and Hezbollah behind Assad.

Moscow had managed a quite impressive military deployment over the past week to its Syrian naval base in Tartus and its army base in Latakia, Lute said.

There is a considerable and growing Russian naval presence in the eastern Mediterranean, more than 10 ships now, which is a bit out of the ordinary, he told a news briefing.

The recent Russian reinforcements over the last week or so feature a battalion-size ground force There is artillery, there are long-range rocket capabilities, there are air defence capabilities, Lute said. A battalion is typically made up of about 1,000 soldiers.

A senior Turkish official said 18 Russian warships had passed through the Bosphorus strait at Istanbul en route to Moscows Syrian base, amid conflicting reports of Russian ground forces also being deployed.

Nato diplomats doubted the Russians were preparing any ground operations but were sure that they were training and equipping Assad ground forces and were active on the ground beyond their military bases.

The Iranians are on the ground, but not the Russians yet, said the Turkish official.

The Turkish official and Nato diplomats said the Russians had also deployed air-to-air fighter aircraft, which would not be used for bombing anti-Assad forces, but would engage in dogfights.

BRUSSELS NATO secretary-general Jens Stoltenberg said alliance defense ministers on Thursday will consider the implications for NATO's own security of the "troubling escalation of Russian military activities" in Syria.

He said NATO is ready to deploy forces, if needed, to defend alliance member Turkey.

On Wednesday, Russian warships fired cruise missiles in the first combined air-and-ground assault with Syrian government troops since Moscow began its military campaign in the country last week.

Over the weekend, Turkey reported back-to-back violations of its airspace by Russian warplanes.

U.S. Defense Secretary Ash Carter and his counterparts from the 27 other NATO nations had already been scheduled to meet Thursday in Brussels.

Stoltenberg told reporters the meeting will receive an update from its military commanders on the situation in Syria, as well as Afghanistan.

"In Syria, we have seen a troubling escalation of Russian military activities," Stoltenberg said. "We will assess the latest developments and their implications for the security of the alliance. This is particularly relevant in view of the recent violations of NATO's airspace by Russian aircraft."

NATO on Monday issued a statement demanding that the violations cease. Russia called its penetration of Turkish airspace a minor incident that was unintentional. Stoltenberg had already brushed off the Russian explanation.

"NATO is able and ready to defend all allies, including Turkey, against any threat," the secretary-general said Thursday. He said NATO had already increased "our capacity, our ability, our preparedness to deploy forces, including to the south, including in Turkey, if needed."

"We are constantly assessing the situation also with the Turkish government," Stoltenberg said, adding that he would be meeting later Thursday with Turkish Defense Minister Mehmet Vecdi Gonul.

British Defense Secretary Michael Fallon accused Russia of acting chiefly in Syria not to attack the Islamic State terrorist organization but to shore up the beleaguered government of President Bashar al-Assad, thus making a serious situation "much more dangerous." NATO officials have expressed fears there could be an encounter, accidental or otherwise, between Russian planes and air forces of the U.S.-led coalition attacking Islamic State in Syria.

"We'll be meeting today to see what we can do to de-escalate this crisis particularly in terms of air safety," Fallon said as he arrived at NATO headquarters. "We'll be calling on Russia specifically to stop propping up the Assad regime, to use their own (air) crews constructively to stop Assad bombing his own civilians."

German Defense Minister Ursula von der Leyen said Russia must recognize that if it targets opposition groups in Syria that are fighting Islamic State, "Russia will strengthen IS and this can be neither in the Russian interest, nor in our interest."

The defense ministers' meeting, their first since June, is also expected to approve ongoing efforts to retool NATO to meet a daunting array of contemporary security threats. Decisions expected include approval for two new NATO headquarters units in Hungary and Slovakia to enhance their defenses and speed the deployment of reinforcements sent by other alliance nations, and changes in the beefed-up NATO Response Force to, in Stoltenberg's words, make it "bigger, faster and more capable."

"We are facing many challenges from many different directions," Stoltenberg said. "Conflict, instability and insecurity."

"We will assess what we have to do to adapt NATO to current and future challenges," he said_including cyberattacks and the mix of conventional and unconventional tactics commonly known as hybrid warfare.

BRUSSELS NATO's secretary-general has rejected Moscow's claim that its military incursion into alliance airspace over Turkey wasn't intentional or important, saying there were two separate incidents and "the violation lasted for a long time."

Jens Stoltenberg, the NATO chief, told a news conference in Brussels on Tuesday the reported incidents were "very serious."

Stoltenberg added, "It doesn't look like an accident, and we've seen two of them over the weekend."

On Monday, NATO ambassadors met in special session and condemned what they termed Russia's "irresponsible behavior."

The ambassadors also called on Russia to cease such practices.

NATO has started its biggest exercise since 2002 with 36,000 international troops from 30 states, including non-NATO nations, participating in the drills which are taking place at sea, in the air and across the territory of three European states.

The alliance has kicked off its massive Trident Juncture 2015 exercises which will last until November 16. Along with the NATO member states, seven more partner nations are participating in the drills: Australia, Austria, Bosnia and Herzegovina, Finland, the Republic of Macedonia, Sweden and Ukraine.

Some 36,000 troops as well as more than 60 warships and about 200 aircraft will participate in the drills which makes it the biggest since 2002 when about 40,000 troops took part in NATOs Strong Resolve military exercise.

The purpose of the exercise is to train and test the NATO Response Force, a highly ready and technologically advanced multinational force made up of land, air, maritime and Special Forces components, said General Hans Lothar Domrose, the Commander of Joint Force Command Brunssum.

Enhancing our response forces is a key part of NATOs overall effort to adapt to emerging security challenges. TRJE15 [Trident Juncture 2015] has been designed to ensure that our concepts and procedures will work in the event of a real crisis because our job is to always be prepared to defend the people, territory, and values of this Alliance, he added.

The drills will consist of two parts: the Command Post Exercise (CPX) for Strategic and Operational level staff, and the Live Exercise (LIVEX) for tactical level troop engagements.

The CPX, which will last until October 16, will include training, evaluation and certification activities of the command structure of the NATO Response Force. The European Union and the African Union are also going to participate in the CPX.

LIVEX will be held in Italy, Portugal and Spain between October 21 and November 6. NATO air forces, land forces as well as maritime forces will conduct a number of exercises for example, responding to a simultaneous, wide-scale attack of a group of 20 enemy ships, numerous aircraft and four submarines.

In late August-September NATO conducted the greatest airborne drills in Europe since the end of the Cold War. About 5,000 soldiers from 11 NATO member states participated in the simultaneous multinational airborne operations.

NATO has significantly stepped up its military presence and activity along the Russian border, including in the Baltic states and eastern Europe, since Russias reunification with Crimea and the outbreak of conflict in eastern Ukraine, which the alliance blames on Moscow.

BUDAPEST Hungary, along with other states in central and eastern Europe, will host a command center to help coordinate deployment of NATO's rapid reaction force in an emergency, the government said on Friday.

The U.S.-led military alliance has already activated similar centers in Lithuania, Bulgaria, Estonia, Latvia, Poland and Romania.

Hungary said the command center, called a NATO Force Integration Unit, would be staffed by 40 officers from Hungary and other NATO member states, but it would not be a base for forces.

"Its task in peaceful times is to organize and plan international exercises and, in an emergency, the coordination of the NATO Reaction Force," the government spokesman's office said in a reply to questions by Reuters.

The role of NATO's spearhead force, due to be fully operational early next year, is likely to be discussed by alliance defense ministers at a meeting in Brussels on Oct.8.

Some eastern European NATO members, including Poland, want to keep the force's focus on deterring a possible Russian attack in light of Moscow's annexation of Crimea in March last year.

"We started from the fact that the world is becoming a more and more dangerous place and we may need fast and efficient help from our allies," the spokesman said.

NATO said on its website that the centers would "help in rapid deployment of Allied forces to the eastern part of the Alliance if necessary."

The North AtlanticTreaty Organization, established in 1949, has 28 members devoted to the idea of collective security. Prediction: By the time President Obama leaves office in 2017, the NATO pledge of mutual defense in response to aggression will have been exposed as worthless. Objectively the alliance will have ceased to exist. The culprits? Vladimir Putinand Barack Obama.

Right now the world is focused on the Middle East: Russian jets and bombers, operating from an expanding air base in Syria, strike opponents of dictator and war criminal Bashar al-Assad. The Russians say they are going after Islamic Statebut theres no evidence they are doing so. Nor do they have reason to, considering the aimof Putins war is to preserve Assads rule and to expand, for the first time in decades, Russias sphere of influence into the Middle East.

Key to Putins strategy, write analysts Frederick W. Kagan and Kimberly Kagan, is the doctrine of reflexive control: establishing facts on the ground in such a way that the enemy chooses Russias preferred course of action voluntarily, because it is easiest and all the others appear much more difficult and risky, if not impossible.

Doesnt have to be this way. Moscows propaganda notwithstanding, Russia is a weak state with a deteriorating military capability, whose claim to great power status is based on its nuclear arsenal. But, by acting decisively and provocatively, Putin has found the means by which to reassert Russian sovereignty and preeminence and ward off challenges to his authoritarian regime.

Revisit Putins 2007 speech to the Munich security conference, where he said the unipolar model is not only unacceptable but also impossible in todays world. The expansion of NATO, he went on, represents a serious provocation that reduces the level of mutual trust. Then came the threat: Russia is a country with a history that spans more than 1,000 years and has practically always used the privilege to carry out an independent foreign policy. We are not going to change this tradition today.

The next year the governments of GermanyandFrance, frightened by Putins rhetoric and reliant on Russian energy and arms deals, scuttledthe U.S. attemptto offer NATO membership to the former Soviet republics of Georgia and Ukraine. Deprived of NATOs security guarantee, both of these small and poor and new democracies became open prey. Putin invaded Georgia in 2008. Hecontinues to exert influence there.

The techniques of reflexive control found their ultimate patsy in Barack Obama. When it became clear in 2013 that the president had no interest in enforcing his red line against chemical weapons use in Syria, Putin and his foreign minister Sergei Lavrov pounced. Lavrov suggested in public that Russia would assist the United States in destroying Assads WMD stockpile. Obama, whose greatest fear is a major deployment of U.S. ground forces in the Middle East, couldnt help sayingyes. Suddenly Americawas partnering with the governments of Russia and Syria (and by extension Iran) to inspect and remove the munitions. This decision not only averted U.S. interventionand gauranteedAssads survival. ItallowedAssad to gas his population in the future.

In 2014, when protests forced Ukrainian president Viktor Yanukovych to flee to his backers in Moscow, Putin saw an opportunity to reclaim Ukraine from the West. His military buildup on Ukraines eastern border deterred NATO from harsh reprisals when the Russian parliament annexed Crimea. The techniques of maskirovkadisinformation and deceitprovided cover for Russias arming and training and staffing of anti-Kiev rebels in the east.

Sanctions and nasty words have not exacted enough of a cost to stop Putin from instigating and perpetuating a civil war whosedeath toll is in the thousands. President Obama has overruled his advisers and refuses to provide lethal defensive arms for pro-Western Ukrainians, believing, amazingly, that helping Kiev defend itself would escalate the situation.The Ukraine conflict is now frozenPutin can switch it on and off at will. Hisgoals remain: to efface Western pretentions to ideological and military supremacy, and to replace President Petro Poroshenko with a Kremlin stooge.

Two weeks ago, in a phone call with itsprime minister, Vice President Biden signaledAmerica will support Montenegros application for NATO membership. Good for him. But we should recognize nonetheless that this move is a fig-leaf. Itobscures the fact that Obama would otherwise be the first president in a generation not to preside over an expansion of NATO. So the White House supports a strategically insignificant nation surrounded by member states. Woo-wee. Its a metaphor for this administrations lackadaisical commitment to the allianceand for Europes.

The Kremlin has noticed this ambivalence. Russian intervention in Syria is about more than propping up Assad. Russian leadership of a pro-Assad coalition that includes Iran and Iraq effectively displaces America as the most influentialexternal power in the region. Russian provocations have forced Washington to plead for de-confliction, handing Moscow freedom of action over Syrian, and possibly Iraqi, airspace. And the location of the Russian base opens an additional front in Putins war against NATO.

Less than 50 miles from the border of Turkeya NATO memberthe Bassel al-Assad airbase gives Putins air force the ability to buzz and overfly not only Turkey but also U.S. allies Israel, Jordan, and Saudi Arabia. It also would allow, write the Kagans, his aircraft to shadow the U.S. Sixth Fleet around the Eastern Mediterranean. He could force Turkey and its NATO allies to establish standing combat air patrols along the southern Turkish border. The chances of a deadly incident increase every day.

Putin is boxing in NATO. His next target is the Baltic States. Last Sunday on 60 Minutes, he explained that the reason he has called the collapse of the Soviet Union the worst thing to happen in the last century isthat, in an instant, 25 million people found themselves beyond the borders of the Russian state. His goal is to reclaim themto unify Russians living abroad in the Baltics, in Ukraine, and beyond.

Raimonds Vejonis, president of Latvia, tells the Wall Street Journal that Russian sorties over the Baltics nations are on the rise. In his full interview with Charlie Rose, Putin singled out Lithuania: More than half of the citizens have left the country, he lied. Can you imagine a situation where more than half of the Americans left the territory of the United States? It would be a catastrophe!

Try this scenario: Sometime in the next 16 months, civil unrest breaks out in one or more of the Baltic States. Its the Russian population, calling for independence from the central government and closer ties to Moscow. Fighting erupts as Russian tanks mass along the border and jets fly over Riga or Vilnius or Tallinn. They are all targets. Take Vilnius: While there are few ethnic Russians in Lithuania, it is the land bridge between Mother Russia and the Russian enclave of Kaliningrad. Supplying Kaliningrad wouldbe Putins casus belli.

The Baltic authorities call on NATO to respondinvoking Article Four of the charter, which requires consultations, and possibly Article Five, requiring force.But the West is distracted. Europe is overwhelmed by crises in Greece and Ukraine, by the U.K. referendum to leave the E.U., by ongoing Muslim migration to the north. The United States is occupied by its presidential election, by Syria and Iraq and Afghanistan, by economic shocks.

The cries for assistance go unheard. The Obama administration has refused even to try to secure permanent forward bases in the Balticswhich wouldprovide a credible deterrentapparently due to the belief that providing for a real defense is provocative. We are too busy, too self-absorbed, too confused to worry about promises made years ago. Obama wont arm the Ukrainians. What makes us think hed defendthe Lithuanians or Latvians or Estonians?

Before the White House recovers from its surprise at events in the Baltics, Putin will have achieved his strategic goals and established reflexive control over the situation. PresidentObama and Chancellor Merkel and Secretary of State Kerry are sure to proclaim that the arc of history will defeat Russia, even as they accommodate themselves to Putins reality. NATO will be exposed as a covenant without the sword. And millions of East Europeans will come under Vladimir Putins thumb. Victims of the Kremlins avarice. Victims of Obamas weakness.

NATO head Jens Stoltenberg told AFP Thursday there was still a "strong" Russian presence in eastern Ukraine in support of pro-Moscow rebels although a recent ceasefire seems to be holding.

Stoltenberg said he backed the continuation of European Union and United States sanctions against Russia over its involvement in Ukraine until Moscow changes its behaviour.

"There is no doubt that there is a strong Russian presence in the eastern part of Ukraine," Stoltenberg said in an interview at NATO HQ in Brussels.

"There (are) Russian forces there, there (is) Russian equipment and Russia continues to train and to assist the separatists."

Stoltenberg said it was an "encouraging" sign for the implementation of the Minsk peace agreement, which was brokered by France and Germany in February, that a ceasefire in eastern Ukraine has held.

"All the parties of the agreement have still a long way to go before we can say that the agreement is fully implemented, but at least it is an encouraging sign that for the first time since this agreement was first signed last fall, the ceasefire seems to be holding," he said.

"When there is no violence going on, no fighting going on it is easier to make progress also on the other elements of the agreement," which include the withdrawal of heavy weapons and restoration of full Ukrainian control of the border with Russia.

"Russia has to change behaviour if they (are going) to do something with the economic sanctions," he said. "Therefore I think sanctions should continue."

Damaging EU economic sanctions against Russia come up for review in December, with EU leaders saying a decision on whether they will be lifted depends on Moscow fully implementing its Minsk commitments to cut support for the rebels and restore the border.
