In blow to coalition, Knesset knocks down extension of family unification law – The Times of Israel

In a major blow to Israels fledgling coalition, the Knesset on Tuesday morning failed to approve an extension of the contentious Palestinian family reunification law, after a rebel member of Prime Minister Naftali Bennetts Yamina party voted against the measure.

The early morning vote after an all-night debate ended in a tie, with 59 lawmakers supporting the motion and 59 opposing it, meaning the law will expire later Tuesday.

Bennett early Tuesday had declared that he regarded the vote as a motion of confidence in the government, after reaching a compromise agreement with the coalitions Islamist Raam party and the left-wing Meretz and Labor to extend the law by six months instead of for a year. Whoever votes in favor [of the legislation] is expressing confidence in the government. Whoever votes against, is expressing no confidence in the government, Knesset Speaker Mickey Levy said on Bennetts behalf.

However, even if the opposition had mustered an absolute majority of 61 MKs in the vote, the government would have remained intact. To bring down the coalition, the opposition would need to muster 61 or more votes, backing a specific, named candidate for prime minister, in a formal motion of no confidence in the government.

The family reunification law, which blocks the automatic granting of Israeli citizenship or residency to Palestinians on the basis of marriage to an Israeli, was first enacted in 2003, and has been extended annually.

The law was initially passed after some 130,000 Palestinians entered Israel via family reunification between 1993 and 2003, including during the Second Intifada onslaught of Palestinian terrorism. The stated prime concern at the time was that some Palestinians gaining Israeli status would engage in terrorism, but there was also a demographic goal: The security establishment assesses that some 200,000 Palestinians would gain Israeli citizenship or residency each decade were it not for this legislation, Channel 12 reported.

The Shin Bet security agency, in an opinion widely quoted in Hebrew media in recent days, has stated that the primary danger posed by family reunifications stems from the potential recruitment [of Palestinians who become Israeli citizens or residents] by terrorist organizations, and their high potential to act as lone terrorists.

The deadline for reextending the legislation was midnight on Tuesday.

The compromise agreement was put forward by Labor lawmaker Ibtisam Maraana and included in addition to reducing the proposed extension to just six months issuing some 1,600 Palestinian families with A-5 residency visas and establishing a committee to find humanitarian solutions to the other 9,700 Palestinians residing in Israel on military-issued stay permits.

At the moment of truth, two of Raams four lawmakers supported the bill and two others abstained, but Yamina MK Amichai Chikli voted against, joining the opposition led by Benjamin Netanyahu in voting against the motion. While the right-wing Likud and Religious Zionism opposition parties support the law in principle, they voted against extending it, along with the ultra-Orthodox parties and the Joint List, to embarrass the government.

Chikli voted last month against the establishment of the new coalition, which spans right-wing, centrist, left-wing and Islamist parties and has a razor-thin Knesset majority, even though it made his own party leader Bennett prime minister. But he subsequently said he would vote with the coalition on most matters, seemingly giving it a cushion.

After the vote, Chikli said his decision to block the extension was due to the compromise deal: Tonight we received proof of the problematic nature of a government that doesnt have a distinct Zionist majority one that starts the night with a law extension for a year and ends it with an extension for half a year, that starts with 1,500 permits and ends with over 3,000.

Israel needs a functioning Zionist government, not a mishmash that depends on Raam and Meretz votes, Chikli said.

He later added that had the original extension motion gone up for a vote without capitulating to Meretz and Raam he would have supported it.

Reacting to the vote, Yamina slammed the right-wing opposition parties and charged that they had joined forces with the predominantly Arab Joint List.

The opposition, led by Bibi and [Joint List MK Ahmad] Tibi, didnt manage to topple the government, but together they dealt a severe blow to Israels security, the party said in a statement, referring to Netanyahu by his nickname.

This is petty politics at the expense of Israeli citizens. This is the reason theyre in the opposition, and thats where theyll stay. For Bibi, if hes not in power, the state can go up in flames, the statement added.

Yamina No. 2, Interior Minister Ayelet Shaked, tweeted that the vote was a big victory for post-Zionism.

Whoever didnt see the celebrations by Likud and Religious Zionism members together with [Joint List MKs] Ofer Cassif and Sami Abu Shehadeh hasnt seen madness in their life, Shaked wrote. Together they rejected the citizenship law, an important law for Israels security and [Jewish] character.

Housing Minister Zeev Elkin, a former Likud lawmaker and now an MK for the right-wing New Hope coalition party, said Netanyahus bloc had become the Joint Lists useful idiot.

Recalling recent Likud election campaign slogans casting the vote as a choice between Bibi or Tibi, Elkin said: Today a new alliance has been formed: Bibi and Tibi.

Netanyahus Likud party feted the achievement.

A corrupt deal reached in the middle of the night between Bennett, [Foreign Minister Yair] Lapid and Shaked and Raam and Meretz has collapsed due to a determined battle waged by the opposition, led by Netanyahu, the statement said. Bennett and Lapid wanted to buy two Raam votes in exchange for allowing thousands of [Palestinian] people to enter, endangering Israels Zionist identity.

Bezalel Smotrichs far-right Religious Zionism party similarly slammed the compromise deal, alleging that Bennett and Shaked had sold out the State of Israel and agreed to grant Palestinians the right of return in several installments. It blasted Yamina for trying to reach agreements with terror supporters rather than with the opposition.

Smotrich castigated Shaked, a former ally political ally, as a former prime ministerial candidate who had become a dishrag who sold out the Zionist enterprise to the supporters of terrorism.

During the Knesset debate after midnight, Shaked interrupted the proceedings to announce the compromise deal, which had been reached in a telephone call between coalition party leaders.

Under the agreement, Meretz voted for the deal along with Raam MKs Mansour Abbas and Walid Taha.

Shaked pointed out to the Knesset that the number of permits that would be issued under the agreement was equivalent to those given out by former interior minister Aryeh Deri of the Shas party.

The announcement was met with angry calls from opposition parties in the Knesset.

According to the agreement, the Knesset would have established a supervisory committee under Cabinet Secretary Shalom Shlomo with representatives from the Interior Ministry, the Population, Immigration, and Borders Authority, and a parliamentarian to be named later. Every month, the committee would have provided the Knesset with a report. And within 90 days, the committee would have provided policy alternatives to the current ban.

Earlier, Bennett warned opposition parties not to cross the red line of harming Israels national security ahead of the vote.

There are some things you dont play with. The nation needs control over who comes in, Bennett said in a statement to the press at the opening of a faction meeting of his Yamina party. National security is a red line.

A research and development (R&D) project being conducted by Agriculture Victoria looking at integrated quality management of stone fruit along the supply chain has given better knowledge of export performance, according to the researchers.

Horticulturist and supply chain researcher Dr John Lopresti explained the 4-5-year project at Hort Connections, explaining the state government department's innovation protocol to maximise storage and shelf-life of not just stone fruit but mangoes. He says quite often supply chain models do not consider pre-harvest or what happens in the orchard.

"That is one of the most important factors in determining quality loss, and quality in general in export," he said. "In pre-harvest, we are looking at the effect of individual cultivars, harvest maturity, agronomic practices and climate or environment. Then we have post-harvest treatments such as cooling, disinfestation, storage life extension and packaging. So, we have all these technologies or the ability to control or modify the way we handle our crops, and we all know that storage temperature is a key factor during export and storage duration. All these factors determine the quality loss during export."

He added that post-harvest research has been conducted for 40-50 years but has noticed a renewed interest in this area of supply chain research and this has led to more accurate and integrated results from R&D. Dr Lopresti says updated approaches are required because of new cultivars, new post-harvest treatments and changes in export market protocols and expectations.

The department did some simulations on air and sea freight in terms of cultivar performance and potential storage disorders for stone fruit, and real-time temperature monitoring, which allowed them to put together a shelf-life prediction calculator and model.

"For this project, we worked with Victorian growers and exporters in stone fruit, cherries and table grapes using various real-time logger technologies," Dr Lopresti said. "We monitored more than 100 consignments over four years in both sea and air freight and did some retail quality assessments in the markets. We also used the data we collected to design our sea and air freight simulation trials. We all understand how important (temperature monitoring) is in the supply chain and it really should be standard practice for exporters - especially with the technology being cheap and easy to use. It potentially enables action during export, so shipments can be re-routed or action can be taken if temperatures spike, in real-time."

Dr Lopresti says the real-time temperature data can also be used to estimate or predict the remaining shelf life of a particular crop in the export market, based on the temperature up to that point in the supply chain.

The project also looked at stepwise cooling after harvest. He says that there are a number of crops that are sensitive to chilling injury after harvest, including white nectarines. After more than five weeks in storage, they tend to develop flesh browning and do not ripen properly, which ultimately leads to a poor eating experience for the consumer.

"We looked at a technique where instead of directly cooling from the field down to 0-2 degrees within 24 hours, we cooled the fruit to a medium temperature of 12-18 degrees over 48 hours then cooled to final storage temperature," Dr Lopresti said. "We had a significant reduction in chilling injury and flesh browning in long term storage. We found that those storage durations of 35-42 days are occurring in export markets, and sea freight is taking sometimes four weeks from Australia to the imported destinations. Those long storage durations are not unusual for stone fruit, and that is a real issue. We also developed commercial protocols for growers and exporters to implement pre-conditioning, and we will have some major exporters trialling this next season to try and improve their fruit."

Simulation experiments were also conducted across 6-7 cultivars, with the early harvested fruit and commercially harvested fruit, to take into account harvest maturity. Along with real-time temperature data, the Department has formed a prediction tool or calculator, and Dr Lopresti says he has been able to get an accuracy of 2-3 days, which is fairly good due to the variability in stone fruit crops, even if picked at the same maturity.

"It is a simple calculator based on comprehensive research that can provide retailers, importers and exporters some idea of potential issues, or remaining shelf life for a particular cultivar," he said. "This is a good way forward in terms of shelf-life prediction. In general, the work also highlighted that there needs to be more post-harvest testing in breeding programs, and that applies to other fruit and vegetable crops, not just stone fruit. There is a better understanding of the impact of temperature on quality and shelf-life, and the impact of poor temperature management with stone fruit might not be apparent until late in the supply chain."

CLEVELAND, Ohio Baker Mayfield might feel the pressure on football field during camp, but hes not feeling it about his looming contract extension.

Im in no rush because Im just trying to win games,' the Browns quarterback said via Zoom Wednesday. Itll handle itself. Im sure [his agents} Tom and Jack Mills are handling that. I dont try and feed to much into that because thats wasting my time and energy and thought process on stuff that Im not in control of right now. So Im going to handle what I can control.'

In the event the Browns can Mayfields camp let the extension stretch into the 2021 season, Mayfield is confident it will work to his advantage. His current market value, according to spotrac.com is about $35 million a year, but he can climb into the $40 million-a-year-range if he has another outstanding season.

Ive bet on myself my whole life and Ive always taken it one day at a time, one play at a time,' he said. Im not going to handle it any differently now.'

Of course, the Browns have already picked up Mayfields fifth-year option for 2022 worth $18.86 million, so theres no sense of urgency to get the new deal done before training camp begins in late July. In fact, its more likely that it could spill into 2021, and even Browns owner Jimmy Haslam said during NFL Draft week that its really more a matter of when than if.

Like I keep saying, I think everything happens for a reason,' Mayfield said. I think the chips will fall where theyre supposed to. Im concerned about winning and thats what everybody in this building needs to be concerned about. Thats not saying that anybody is not, but the concern right now is winning and building a strong foundation for the season.'

Mayfield, the No. 1 overall pick in 2018, was glad to hear his 2018 draft classmates Denzel Ward and Nick Chubb say Tuesday that they want to be here in Cleveland more than anywhere. Ward even said hed love to finish his career here.

Obviously those guys are tremendous teammates, all coming in here together around the same time,' he said. Thatd be very special. But thats one of those things, I think everything happens for a reason and it will handle itself. Just worried about winning.'

Like Ward and Chubb, Mayfield knows that Cleveland is the perfect for him. He said it at the NFL Combine in 2018, and hes never wavered.

Yeah, I think the things that I said even before the draft, right after the draft, Clevelands a town, its about work ethic, a blue-collar mentality, and thats what Ive always been about,' he said. So I think thats why its been a great match.'

Two other quarterbacks from the 2018 class eligible for extensions this offseason are Baltimores Lamar Jackson and Buffalos Josh Allen. Their teams have also given them a vote of confidence and stated their intentions to get their new deals done.

N.L. government’s $505-million aid for Terra Nova a good deal, energy minister says – Kamloops This Week

ST. JOHN'S, N.L. A $505-million lifeline that helped keep an offshore oilfield alive is a good deal for the province, the Newfoundland and Labrador government said Thursday, even if it means it would reap just $35 million in royalties over the next decade.

Following Wednesday night's down-to-the-wire announcement that the Terra Nova oilfield would not be abandoned by its owners, Energy Minister Andrew Parsons said the real benefits to the province will come through jobs and taxes. Besides, he said, if the oilfield was shut down, there'd be no royalties at all.

"I think it's a really good move for this province," he told reporters Thursday morning. "We've minimized risk, we've protected the future, we've saved jobs."

The Terra Nova field sits about 350 kilometres southeast of St. John's and hasn't pumped oil since 2019. About 80 million barrels are still out there, but the field's infrastructure needs extensive retrofitting work to get the last of it.

The work was supposed to begin last spring and keep the field pumping for another decade, but the COVID-19 pandemic hit. By the end of 2020, when the work was supposed to be finished, the field's massive floating production and storage vessel was bobbing in the water near St. John's, dormant and nearly deserted.

Calgary-based Suncor Energy, Terra Nova's minority owner, was expected to make a call on Tuesday about the future of the field, with chief executive officer and president Mark Little having previously said that abandonment was a "real possibility."

Tuesday came and went without a word, and the company announced Wednesday night that instead of shutting the field down, the field's seven partners would reorganize their shares. Suncor will take on a 48 per cent stake in the project, up from 38 per cent, and Equinor confirmed Thursday it will bow out completely. No other information about the ownership changes has been provided.

Suncor said the newly rearranged partners would provide "short-term funding" for the project until the fall, when owners would make another decision about whether to proceed with the life-extension work.

The details still need to be finalized and approved, Suncor said, and the arrangement is contingent on the provincial government making good on its offer of $205 million in cash which will come from a $320-million fund offered by Ottawa last fall to bolster the sputtering oil sector and a royalty adjustment valued at about $300 million.

Meanwhile, the province's offer is contingent on the oilfield's partners moving ahead with the life-extension work to keep the field pumping for the next decade, Parsons confirmed Thursday.

If it all pans out, the new royalty deal will pay Newfoundland and Labrador $35 million over the extended 10-year lifespan of the project, the government said.

Premier Andrew Furey defended that amount Thursday, saying that Terra Nova has been "quite lucrative" for the province, royalty-wise, since it first started pumping in 2002.

"It's not uncommon in oil projects towards the end of their life, to have a look at the royalty regime," Furey told reporters.

Both Parsons and Furey emphasized that the $205 million in cash is coming from a federal fund specifically aimed at the offshore oil sector. "I can't spend it anywhere else, it has to be spent in oil and gas," Furey said.

He noted there was "massive" pressure on the government to buy an equity stake in the project, and said he was proud of Parsons for refusing, and for standing his ground throughout the tough negotiations.

Suncor is also a partner in the stalled West White Rose project, which is aimed at extending the life of the White Rose oilfield, about 50 kilometres east of Terra Nova.

The government gave majority owner Husky Energy, which is now Cenovus Energy, $41.5 million in December, also from the federal funding. When asked if he felt the much larger amount given to the Terra Nova operators would prompt Cenovus to ask for money, Parsons was resolute.

"Absolutely not," he said. "I think we've sent the message here that we will take a position, we will be firm, we will be fair. But when we draw the line, the line is there."

INDIANAPOLIS Bankers Life Fieldhouse is closed for the summer for phase two of a $360 million renovation. Most of the work right now is demolition to make way for major improvements to the fan experience.

"It breaks my heart a little bit, said Mel Raines, Pacers Sports & Entertainment Executive Vice President for Corporate Communications, Community Engagement, and Facility Operations. My job is to make sure this place is clean and perfect for all of our fans who come to events. I know it's going to be better when it's done. But this part of demo is just amazing to watch how quickly it's going and how much it's going to transform the building."

Raines oversees the massive project, with work going 20 hours a day, seven days a week. She gave 13News a hard hat tour of the Fieldhouse Wednesday afternoon, with power tools and machinery raising a racket throughout the building. The three-year, three-phase project is funded in partnership with the Capital Improvement Board as part of the Pacers' 25-year extension of their lease on the Fieldhouse.

"It's got great bones, but it needed a little bit of love in some areas, said Raines. The fans of today's generation really want different experiences than they did in 1999, and we wanted to create that. When we're done, we'll have premium for everybody.

Phase one was completed in January, which included a new giant video scoreboard and new clubs and seating on the event level.

The Pacers missing the NBA playoffs allowed phase two to begin earlier than expected. The Indiana Fever have moved their games to Indiana Farmers Coliseum for the rest of the season.

Phase two focuses on the mid-level and entry pavilion. Mid-level seating, suites, concourses, concessions, and clubs will be brand new. More fans in more areas will be able to see the action even when they are not in their seats.

When fans return to the Fieldhouse in October, they'll see a huge change in the entry pavilion, with an expanded view right into the playing bowl from the moment they walk in the door. The classic box office is gone from the pavilion to provide a north entrance and view to the new outdoor plaza under construction.

"You can see this is really reimagining the Fieldhouse that we've all known and loved since 1999 into a new building."

Phase three next summer takes the renovations up to the balcony to complete the project inside and out by the fall of 2022.

Big blue crane made in Manitowoc makes its way safely to U.S. Navy shipyard in Maine – Herald Times Reporter

MANITOWOC After a few weeks of slow travel on a barge through the Great Lakes, the St. Lawrence Seaway and into the Atlantic Ocean, Big Blue as the crane built in Manitowoc is known on social media, has made it home.

The $55 million crane arrived at the Portsmouth Naval Shipyard in Kittery, Maine, near the border of New Hampshire in one piece on Tuesday.

The crane, able to lift140 tons, was manufactured by Konecranes in Manitowoc, and is able to lift twice the weight of current cranes in the Naval yard, though at 195 feet isnt twice as big as those machines.

Big Blue extends heavy lifting capability to all the dry docks at the shipyard, according to Brendan Goodwin, head of the branch lifting and handling department. It will allow an increase in the scope of submarine overhaul and modernization work done at the site.

Construction of the crane was about a year-long process in Manitowoc and was made possible with the help of a $3.75 million grant from the Wisconsin Department of Transportations Harbor Assistance Program. Improvements allowed Konecranes and Broadwind Heavy Fabrications to assemble, test and transfer the larger cranes. More such contracts are expected to come overthe next decade.

These harbor improvements provide double benefits, Gov. Tony Evers said in a news release. The grant helped create new highly-skilled jobs in Wisconsin. It also helped contain transportation costs, making future manufacturing contracts even more attractive.

The governor said the grant connects the dots between quality transportation infrastructure, the success of local business and building strong communities.

The crane is part of the Navys multi-billion dollar plan to refurbish four public shipyards with modernized equipment, improved workflow and upgraded dry docks and facilities.

That aspiration might also be challenged by the age of the submarines, with the oldest, Victoria, due to reach the end of its planned service life next year. A life-extension program costing roughly $1.5 billion would be required to keep the class active into the late 2030s or early 2040s. While that may not sound such a lot, its a significant figure in a country where annual defense spending for 2019-20 was estimated at around $26.5 billion, total. The life-extension program would equate to more than 5 percent of the entire defense budget.

It wouldnt be altogether surprising if the Canadian government decides the funds for submarine life-extension could be better spent elsewhere. Regardless, Canada has already invested more than a billion dollars in the submarines in the past 20 years, with very little return so far. Submarines are also not the only area where Canada is struggling to modernize, with the saga of acquiring new fighter jets another prominent big-ticket example.

The RCNs requirement for a submarine of any kind is meanwhile clear, with the strategic importance of the nearby Arctic region steadily growing and with highly advanced Russian submarines increasingly active in the North Atlantic. The result has been a revival of submarine and anti-submarine warfare across NATO, something that Canada is keenly aware of. That said, just four submarines for a country like Canada with maritime interests in the Atlantic, the Pacific, and the Arctic, as well as responsibilities as part of NATO, is an extremely small force even if they do all work.

That Ottawa is willing to invest in high-end naval capabilities is clear by looking at its ambitious next-generation frigates, based on the British Type 26 design, which will be among the most heavily armed warships of their size.

It remains to be seen whether Canada will opt to persist with its trouble-prone Victoria class or if it will decide to invest in a new design offering better reliability and capabilities, although, so far, there doesnt appear to be any active movements toward acquiring new submarines. Once the RCN finally has three subs back in regular service, the defense ministry might be better able to make a decision on that front.

Gov. Phil Murphy approves extension of special-needs services, calling it the right thing to do – The Philadelphia Inquirer

New Jersey Gov. Phil Murphy signed legislation Wednesday to extend services that were interrupted by the pandemic for hundreds of special-needs students who would have aged out of the education system.

Murphy made the announcement at his daily coronavirus briefing, to the relief of special-needs advocates who feared the bill was in jeopardy. Murphy said as many as 8,700 students could be impacted over the next three school years.

Students who reach 21 would no longer have been eligible for services after June 30 without the extension. Advocates say special education students were especially hurt by learning loss during the pandemic and need the one-year extension to make up for time missed.

The extension could cost up to $600 million over three years, though final figures must be determined, Murphy said. The state plans to use federal stimulus aid to pay for it, he said. New Jersey will get more than $2.5 billion from the coronavirus relief package to address learning loss.

This is one of the things that we take the step, regardless of the price tag, Murphy said. It is absolutely without question and hesitation the right thing to do.

Pennsylvania lawmakers are considering a similar measure.

This bill is about hope and a belief that all children should have the opportunity to achieve their potential, said State Sen. Dawn Marie Addiego (D. Burlington), the bills cosponsor.

Districts weeks ago began developing learning plans for special-needs students for the 2021-2022 school year. The new law would extend services for students with disabilities through the 2022-23 school year.

Every student deserves a fair and equitable opportunity to a quality education, including young people with disabilities, Senate President Stephen Sweeney (D. Gloucester) said in a statement. They lost more than others when the classrooms and community programs closed their doors for most of the year.

The extension is not automatic and not all eligible students are expected to participate in additional learning, said Mercedes Witowsky, executive director of the New Jersey Council on Developmental Disabilities. Districts make the final decision along with child study teams that include parents.

Public school districts are required to provide students with disabilities with an education based on an Individualized Education Plan, or IEP, through the school year in which they turn 21.

Because of the pandemic, many students missed out on transition programs offered during their last three years of school that teach life and job skills. Most of those services were halted or limited.

In a movement pushed by Laura Colnes, a South Jersey mother with a special-needs son, advocates spearheaded the extension bill and won bipartisan support. Colnes is pursuing legal action to keep her son, Sammy, 21, who has autism, in school.

This is a great victory for students, Colnes said. I just hope that districts will do the right thing and give students the year that they didnt have. "
