OSU researcher named one of world’s most highly cited scientists – Life at OSU

Oregon State Universitys Vaughn Walton has joined the ranks as one of the worlds most highly cited researchers from 2019-2021 by Clarivate, a global company that provides analytics and insights in the sciences.
Walton, a professor in the College of Agricultural Sciences and an Extension horticultural entomologist, ranks in the top 1% of cited scientists in the Web of Science citation index. He joins 24 Nobel laureates and another 6,578 researchers from more than 70 countries and regions to make the annual list.
Waltons research concentrates on vine mealy bug and viruses in grapes, brown marmorated stink bug, spotted wing drosophila and hazelnut pests.
The methodology that determines the whos who of influential researchers draws on the data and analysis performed by bibliometric experts and data scientists at the Institute for Scientific Information at Clarivate. The prestigious annual list identifies researchers who demonstrated significant influence in their chosen field or fields through the publication of multiple highly cited papers during the last decade. Walton had an average of 1,000 citations a month in other scientists work.
OSU is proud of the cutting-edge scientific accomplishments of Dr. Walton, said Bill Braunworth, head of OSUs Department of Horticulture. He has consistently demonstrated a keen interest in developing innovative pest management tools that make a difference for growers in Oregon and beyond. He actively collaborates with scientist internationally. In addition to his remarkable research and extension accomplishments, he is a wonderful colleague who cares deeply for, and treats kindly, the people with whom he works.
Walton received a bachelor of science degree in botany and zoology, a master of science degree in integrated pest management and a doctorate in entomology, all from the University of Stellenbosch in South Africa. He worked as postdoctoral researcher in the Department of Environmental Science, Policy and Management at the University of California, Berkeley, before joining OSU in 2006.
Sometimes you have a scenario where you have a problem thats international, Walton said. Ive worked on problems like that. Sometimes its related to Oregon or South Africa. Sometimes its all over the world, like vine mealy bug. Brown marmorated stink bug is the same thing. You have to do really, really had work and take the long view. Are you making a difference for the industry? My goal wasnt to get a high number of citations, but to solve problems. But I realize its an honor. Its not easy to get included; its a reflection youre doing a good job.
Walton said many of his papers are co-written and is quick to give credit to his co-authors often graduate or postdoctoral students.
Many of the papers have multiple authors and many of the studies are national or international, said Walton. If someone contributes a paper, we include them as an author. I work with a range of people in different disciplines. Thats really important.
Its also important to look at the journals, which he said are not all the same. Publishing in a range of journals shows the researchers work is multidisciplinary and is measured by different entities rather than just one.

Is the metaverse the next Zoom or the next 3D TV? Look beyond the hype – iNews

This is Geek Week, my newsletter about whatever nerdy things have happened to catch my eye over the past seven days. Heres me, musing about something I dont fully understand in an attempt to get my head around it: I imagine thats how most editions will be. As is my right and privilege, I want to write an entire newsletter off the back of a single sentence I read in a BBC Futures article several months ago.
The article was this one: Apparently, its the next big thing. What is the metaverse? Its about (obviously) the metaverse: the idea of a virtual-reality internet where we all walk around inside a 3D world and have meetings and so on.
And the line that caught my interest was: Hype about digital worlds and augmented reality pops up every few years, but usually dies away.
This is the sort of thing that might end me up in Pseuds Corner, but: Scottish philosopher David Hume would have loved that sentence.
Hume pointed out (Im writing this from dusty memories of philosophy seminars in the early 2000s, so it wont be perfect, but I think its basically about right) that we never see one thing cause another thing. We see a thing, and then we see the next thing, and we infer cause. We see a billiard ball hit another billiard ball, and we see the other billiard ball move, but we never see one thing cause the other.
So how do we decide what causes what? For Hume, we have to use induction: if every time we see Event A, it is followed by Event B, but if we dont see Event A we dont see Event B, then we can start to think that A causes B.
But theres a problem with induction. Philosophers loved to prove stuff. All men are mortal; Socrates is a man; ergo Socrates is mortal, that sort of thing. All bachelors are unmarried. No power of two is divisible by three. These things are logical truths: If you accept the premises, you cant help but accept the conclusion.
That doesnt work with induction, though. You see the sun rise a thousand times, but you can never logically prove that it will rise tomorrow. The turkey notices that the farmer feeds him 364 days in a row, and is thus taken entirely by surprise on the 365th, when the farmer slaughters him and roasts him for Christmas.
Hume points out that you can only think of inductive reasoning in terms of probability. I think its likely that the sun will come up tomorrow: but I cant prove it, in mathematical/formal Aristotelian logic terms.
OK, so the metaverse. Hype about digital worlds and augmented reality pops up every few years, but usually dies away.
Every time you have seen the sun rise in the past, its risen the next day too. Every time the farmer fed the turkey, he fed it the next day too. Every time hype about virtual reality pops up, it dies away. But can you actually draw any conclusions from those things? After all, if you said The sun has always come up before, ergo I predict it will come up tomorrow, youd be making a correct prediction. If you said The farmer has always fed me before, ergo hell feed me tomorrow, youd be wrong (eventually, but importantly). Is Tech hype has always faded away before, ergo itll fade away again like the sun, or like the turkey?
Well, lets look at some other things. Video-calling technology is the obvious example. There was hype about that every few years. I learn from Wikipedia that it was first mooted in the 1870s, basically immediately after the invention of the telephone. The German Reich had closed-circuit television technology which allowed video calls in 1936. In the 70s AT&T released the Picturephone to great fanfare. In the 90s it started to work over the internet.
There have been various waves of hype about it. And each one died away, because the tech wasnt quite there, or it was too expensive, or not enough people had the kit to make it work. And you could reasonably have drawn the conclusion Hype about video-telephones pops up every few years, but usually dies away. And then the pandemic happened and suddenly a large percentage of us are doing it every day. No one is ever going to talk about video-calling hype again, because its just something we do and itd be weird to hype it in the same way itd be weird to hype, I dunno, bookshelves. Its just a technology that we have and that works and that is useful.
On the other hand, 3D glasses. Everyone thought that was the future of cinema, and then it died away, and then it came back (Avatar!) and then there was that brief 3D television thing, and that died away. And I dont think thats a product of the tech not being there polarised glasses are cheap, using two cameras instead of one isnt exactly ground-breaking stuff I think its that its basically a novelty, and the inconvenience and discomfort of having to wear the silly glasses outweigh the gains to your Viewing Experience of seeing things in 3D. Sometimes hype cycles really are just hype cycles.
Whats the difference between video-conferencing and 3D glasses? Whats the difference between the sun rising and the farmer killing the turkey?
The fundamental difference is one of theory. We have a really good theory to explain why we should predict the sun to rise tomorrow: Newtonian physics (we can do even better if we use relativity, but Newtons laws are fine). You predict that the sun will rise tomorrow because your theory says that the Earth spins on its axis once every 24 hours. That theory predicts lots of previous data, makes sense in the light of other theories, and generally seems pretty sound. Predicting that the sun wont rise tomorrow would mean rewriting a lot of what we think we know about the universe.
Whereas whats the turkeys theory for why the farmer is feeding him? Because he loves me and wants me to be happy, maybe, which is nice, but there are lots of equally plausible theories that could explain the data just as well.
The point is that you cant just look at the fact that there have been hype cycles and say from that that the thing will never happen. There have been AI winters before times when AI research stopped being fashionable, and funding into it slowed but I dont think there will be any more, because now AI is making people money. Theres a current hype cycle around fusion power, and maybe itll die away like the last several (fusion is 30 years away and always will be), but maybe one day itll just become profitable. [This thing] is coming and itll change the world will always be wrong every single time until its right.
So you need to look at the theory behind it and decide as best you can, not just on the hype cycle, whether you think its likely.
This isnt just true of new technology, by the way. Its true of disasters as well (every warning of an apocalypse will be false apart from one). Experts told us swine flu/bird flu/SARS/MERS would be a devastating global pandemic, and they were wrong every time, so we dont need to worry about this novel coronavirus.
There are various up-and-coming technologies that get repeatedly hyped and then die away again. Artificial general intelligence: people have thought that was on its way many times. Fusion energy. Life extension. Space colonies. Virtual reality.
For what its worth, I think true artificial intelligence and fusion energy probably will happen in the next few decades nature has proved theyre both possible (you can make an intelligent being out of neurons, you can make a fusion reactor in a star), obvious progress has been made towards them, and crucially people will be able to make lots of money out of both of them.
(Cheap energy is obviously valuable; really, really clever machines that can do exactly what you ask of them will have an incredibly wide array of uses if we manage to stop them from killing us all.)
Life extension seems to be plausible and, lets face it, rich people will pay for it once its available but super expensive, so I suspect theres a good chance of that happening. Space colonies are not likely to be profitable, but the worlds two richest people are interested in them and keep pushing money into technology that could make it happen, so I can see how that might happen.
And the metaverse I dont know. It always seems like a pain in the arse to me. The headsets are uncomfortable and I dont know if most of the use cases (conferencing etc) are so much better than a Zoom call that itd make it worthwhile. Maybe theyll get less clunky over time, but its pretty unlikely theyll ever get less clunky than a pair of 3D glasses. But Mark Zuckerberg obviously thinks its worth betting heavily on, and hes probably looked into it more closely than me.
But you cant know any of that just from looking at whether the hype has come and gone in the past. We do that too often. The climate has always changed! [So we shouldnt worry about it changing now.] Fusion is 30 years away and always will be! [So its not coming soon.]
Instead you have to actually look at the details. Its not enough to say that the farmer feeds you every day, so he always will. Sometimes Christmas happens.
Why do so many people believe things that are patently untrue? The point of believing things, surely, is to help us navigate the world: if there is a big hole in the ground in front of us, it is useful to believe that there is a big hole in the ground in front of us, so that we dont fall into it and break our legs. But lots of us all of us, probably believe things that are clearly untrue. A few that are probably relatively uncontroversial among Geek Week readers: astrology can predict your future; vaccines cause autism; there was a paedophile conspiracy involving Hillary Clinton run out of a Washington pizza restaurant.
(I dont know which of my beliefs are clearly untrue if I did Id stop believing them but it seems overwhelmingly likely that some of them are.)
Kevin Simler makes the case that beliefs have several roles. Some beliefs help us navigate the world. But others help us maintain social standing. Whether or not I believe in climate change will have very little effect on the actual outcomes of climate change, but it will have a huge effect on my ability to enjoy nice dinner parties in north London (or chats with rural Republicans in the American Midwest). He compares it to employees in a company in a corrupt, nepotistic town:
Consider the case of Acme Corp, a property development firm in a small town called Nepotsville. The unwritten rule of doing business in Nepotsville is that companies are expected to hire the city councils friends and family members. Companies that make these strategic hires end up getting their permits approved and winning contracts from the city. Meanwhile, companies that refuse to play ball find themselves getting sued, smeared in the local papers, and shut out of new business.
In this environment, Acme faces two kinds of incentives, one pragmatic and one political. First, like any business, it needs to complete projects on time and under budget. And in order to do that, it needs to act like a meritocracy, that is, by hiring qualified workers, monitoring their performance, and firing those who dont pull their weight. But at the same time, Acme also needs to appease the city council. And thus it needs to engage in a little cronyism, that is, by hiring workers who happen to be well-connected to the city council (even if theyre unqualified) and preventing those crony workers from being fired (even when they do shoddy work).
It might make sense to hire the mayors useless nephew, even though you know he wont pull his weight, because it will make your companys life easier. By comparison, it might make sense to believe things that arent true, as a signal that youre part of Team We Believe That Stuff. Sometimes those beliefs will actually be true.
Ive used relatively uncontroversial examples above. But I bet you could think of more mainstream beliefs that are clearly untrue (I cant face the row). And the real trick is to try to work out which of your own beliefs are held at least partly for crony reasons, because its just not plausible that there arent any.

Protect pets from warm weather risks – L’Observateur – L’Observateur

RAYMOND, Miss. When temperatures rise, its not just humans who need to take precautions.
Heat stress is just as serious and life threatening for pets as it is for humans.
While both dogs and cats can get too hot, dogs are more susceptible to overheating, heat exhaustion and heat stroke.
Humans sweat to cool off, but dogs dont, said Carla Huston, Mississippi State University Extension veterinarian and professor with the MSU College of Veterinary Medicine. Dogs cool themselves by panting and drinking water. They have a very limited ability to sweat through their noses and foot pads. When the outside temperatures are too warm and they dont have access to adequate shelter and clean water, they can overheat easily.
Warm weather can be too much for dogs even when it does not seem that hot to humans.
Use caution with dogs and limit their outdoor time if they do not have appropriate shade and cool, clean water when the heat index is 80 degrees and above, Huston said.
The following protocols can help keep pets cool when temperatures rise: Provide unlimited access to fresh water and shade. Exercise dogs in the cooler parts of the day. Stay off hot surfaces, such as asphalt, when exercising dogs. Hot surfaces can cause serious burns to their paws. Never leave a pet in a vehicle, even for a short time. Temperatures in vehicles can rise to dangerous levels within minutes. Talk to the pets veterinarian about whether to trim or clip a dogs coat and whether to use sunscreen on the pet. If sunscreen is used, be sure to use products specially formulated for pets. Keep them free of parasites, including fleas, ticks and heartworms. Discuss the appropriate products and dosages with the pets veterinarian.
Heat injuries in pets can range in severity from heat stress, which is the least severe, to heat stroke, which can be very severe and lead to death. Early signs of heat stress in dogs include excessive panting, excessive drooling, anxiousness, restlessness, bright-red gums and unsteadiness. Animals showing signs of heat stress should be kept rested, taken inside or cooled off, and given plenty of water.
The more serious signs of heat stroke can include pale gums, unsteadiness, tacky or dry snout and mouth, vomiting and diarrhea, nonresponse to the owner or commands, and collapse. If dogs experience any of these symptoms, get emergency veterinary care immediately.
In cats, heat stress can cause restless behavior, panting, drooling, moist or sweaty paw pads, and excessive grooming as they try to cool off. Collapse, seizures and death can occur if the cat cannot cool down.
Another summertime danger for dogs is blue-green algae.
Pets should not be allowed to drink from or swim in lakes or ponds that may be contaminated by blue-green algae blooms, which are bacteria called cyanobacteria, Huston said. These algae can be toxic and result in fatal poisoning.
Contaminated water usually has a foul odor, may appear green with a bluish tint and could be covered with thick, slimy algae, she said.

Treating pets for external parasites will help keep their skin and haircoats healthy and maintain their ability to protect against temperature extremes and other potential injuries. Medications for fleas, ticks and heartworms are just the first step in protecting pets from parasites. Depending on where a family lives, it may also be necessary to treat the yard and other areas that pets frequent to successfully control fleas, ticks and mosquitoes.
Not allowing pets inside the house is the surest way to avoid having fleas inside the house, but not all pet owners favor this method, said Blake Layton, Extension entomologist. Whether or not pets are allowed inside, the first step in flea control is to treat pets with an effective and appropriate on-pet treatment.Good, on-pet flea preventive, combined with frequent cleaning of pet bedding areas, can keep fleas from becoming established in the house or yard, he said.

Extending Medicaid to New Mothers Would Show Mississippi’s Commitment to Life and Families – Mississippi Free Press

Emily*, 25, and her husband, Rick, are expecting their first child in a few weeks, after having lost previous pregnancies. But rather than this being the most exciting time in their lives, the Forrest County couple is stressed and scared because Emily is unable to receive prenatal care. She recently was let go of her job, losing the familys health insurance.
While eligible for Medicaid, Emily hasnt received approval, yet, meaning she hasnt had the blood tests, ultrasounds, and medical appointments that are a routine standard of care for pregnant women and their unborn babies. Even if she gets approval in these final weeks, Mississippi will cut Emily off from Medicaid 60 days after she gives birth, leaving this new mother without health care.
Unfortunately, Emilys story is that of too many mothers in our state. With about 60% of pregnant women in Mississippi on Medicaid, this 60-day cutoff leaves new mothers without health care at the time theyand their infantsneed it most. This is becoming a matter of life and death. Twice the number of women in Mississippi die following pregnancy than the national average. And its even worse for Black women, who are three times more likely to experience a pregnancy-related death than White women.
But it doesnt have to be this way. At the W.K. Kellogg Foundation, we want every child to thrive. That begins with a healthy start in life and ensuring their caregivers also have access to the resources they need, like postpartum care. Many lawmakers agree. Every other state in the Deep South has extended or is in the process of extending Medicaid coverage to 12 months postpartum, recognizing that healthy babies need healthy mothers.
Mississippi lawmakers have the opportunity to protect an entire generation of mothers and children. With more than 80% of maternal health issues arising between two months and a year postpartum, and 37% of maternal deaths occurring more than six weeks after childbirth, Medicaid extension would help all Mississippis children have a healthy start to life by ensuring care for their mothers. And extending Medicaid to new mothers for a year would only cost the state $6 million in the first year.
But theres a greater opportunityand a moral imperativeto do right by our children and families. Many expectant and new mothers only qualify for Medicaid after becoming pregnant, leaving a gap of health coverage for our working poor. Mississippi is one of 12 states that has not taken advantage of federal guidelines allowing Medicaid coverage for people with incomes one-third above the poverty line, cutting off eligibility for a family of three with a monthly income of $476. This means that the working poor earn too much to qualify for Medicaid in Mississippi but cannot afford other health coverage.
Expanding general Medicaid eligibility would provide 230,000 Mississippians with health coverage. It would enable more pregnant women in our state who have pre-existing conditions to get the care required to ensure their baby is born safe and healthy. Mississippi has the nations highest infant mortality and preterm birth rates. Valuing life means ensuring that our children, families and communities can thrive.
Make no mistakeexpanding Medicaid can save lives. But the economic benefits also make it a no-brainer. Business leaders in Mississippi say that expanding Medicaid makes economic sense for the state, reducing state costs by $1.2 billion over five years. It would improve the lives of workers and their families, as more than 60% of people who would be eligible are in a family with at least one worker. Healthier workers mean a healthier Economy.
Expanding Medicaid would create 20,000 new jobs and $14 billion in new economic activity statewide. Medicaid expansion would also ensure continuing medical care in rural areas, where hospitals are closing or in danger of closing because not enough patients are eligible for Medicaid. In 2019, hospitals in the state spent $600 million on uncompensated care. Expanded Medicaid means more preventive and routine healthcare, creating a healthier populace and easing the burdens on emergency rooms.
Mississippi would also gain $1 billion a year in federal funds, as our state receives the highest level of federal Medicaid matching funds of any state in the country. Lets stop leaving billions of dollars on the table.
At the W.K. Kellogg Foundation, we want every child and family to thrive, especially here in Mississippi, a priority place for our investments. After the U.S. Supreme Courts ruling on Dobbs v. Jackson Womens Health Organization, Mississippi lawmakers can affirmatively demonstrate their commitment to valuing life and protecting families like Emilys and that of the working poor. The safety, lives and livelihood of women and their families are in the balance. Its time for Mississippi to act.

Opinion: Missouri Right to Life is Wrong on its Choice – The Missouri Times

Missouri is a solid pro-life state. Over time, legislation has been passed and restrictions implemented which have shut down facilities and made abortion rare, if not illegal, in our state.
I believe most people understand abortion is taking the life of a child and it is wrong. From the Senate side of the General Assembly I can tell you that Republicans will support strong abortion restriction as evidenced by passing the Heartbeat Bill a few years ago; one of the most restrictive in the nation. Missouri Republican state senators support life.
Two years ago a fight erupted in the Missouri senate over the extension of the Federal Reimbursement Allowance, which is a tax levied on hospitals and nursing homes, among others, and is used to draw down about $2 billion. The issue started when an amendment was attached to the proposed extension which was intended to defund Planned Parenthood. Myself, and many Senators, feel that we have already defunded Planned Parenthood to the extent possible. Put simply, there were two opposing opinions on whether that measure would be constitutional by rules implemented and monitored by the Biden administration.
After hours of lecturing and posturing by the amendment sponsor, the advice that Republican Senators received was if this pro-life amendment was attached to the FRA it might be viewed as non responsive to rules for the federal money discussed before, and that money could be clawed back by the federal government. This could mean money already obligated to nursing homes, sheltered workshops, and the like could be withdrawn. Most of these facilities are already operating on a very restricted budget and they are serving a vulnerable population that doesnt have alternative options.
This put Senators between a rock and a hard place. The amendment was introduced and while I voted for it, the measure failed. I believe this was because Senators were unwilling to risk vulnerable populations and had not seen any legal interpretation which would protect them. Hours later the FRA was extended, and I voted for it. MRL apparently wanted that extension to be voted down thus jeopardizing our nursing homes, sheltered workshops, etc. I didnt feel it would be very pro-life for me to endanger Missourians dependent on this federal money. I believe life at any age should be protected.
Missouri Right to Life has decided not to endorse many of the sitting Senators over this issue, myself included. That is their right to endorse who they choose. Yet I feel they have exceeded their mission and have now alienated a large segment of the Missouri Senate. The two issues you can generally count on full support of from me are the protection of life and guns. The explanation MRL gives includes this statement, We refused to accept we need a permission slip from the Biden administration to protect babies within our own state borders and with our own tax money. My response to that would be the current administration does what they want, when they want, and their political goals trump everything else. We see this on a daily basis, and punishing Senators for understanding this and being cognizant of it does not strengthen your cause. In fact, it weakens it, especially when the endorsements dont reflect the pro-life votes of legislators.
Moreover, every single Senator that MRL is not endorsing committed to staying up all night and, if necessary, using the uncommon motion of moving the Previous Question to pass the Heartbeat Bill back in 2019. This is labeled the Nuclear Option and is used in only the most extreme cases. That seems pretty pro-life to me.

P-3: The Plane The U.S. Navy Dreamed Up to Sink Russian Submarines – 19FortyFive

Today, we are back in a world where the U.S. Navy is once again worried about Russian submarines and what they could do to assets on the water and on land. The good news we have tools like the P-8 Orion to deal with such threats. There was during the Cold War the P-3 Orion, which had a similar mission: Anti-submarine warfare capability, or ASW, is one of the U.S. Navys top priorities. After all, adversary submarines such as theRussian Typhoon classand Red ChinasType-093A Shang-II Classpose arguably the deadliest threat toAmerican carriers. To counter the threat of silent submersible stalkers, the Navy continues to use an aerial platform that has served faithfully for over 50 years: the Lockheed Martin P-3 Orion.
Still Going Strong
Though the P-3 Orion is slowly but surely beingreplacedby theBoeing P-8 Poseidonfor ASW work, the transition is far from complete. The older Orion unlike other famous Cold War-era Navy warplanes such as theF-14 Tomcat, A-6 Intruder, and A-7 Corsair IIhas definitely not been retired yet. The P-3 iscurrently being usedby two Navy Reserve patrol squadrons, VP-62 and VP-69. It also lives on as a land-based multi-intelligence reconnaissance variant, the EP-3E Aries II.
And thats without even counting the 16 foreign countries that still fly the Orion.
The P-3 was based on a commercial airliner, theLockheed L-188 Electra, that was first flown in 1957. This is somewhat akin to how the E-3 Sentry AWACS plane was based on the commercial Boeing 707. The militarized Orion variant made her maiden flight in November 1959 and officially entered service in August 1962a mere two months before the Cuban Missile Crisis. Thus, in 2012, the P-3 joined the pantheon of military aircraft that the U.S. has used for 50-plus years, joining the B-52, the KC-135, the C-130, and the U-2.
The key distinguishing feature of the P-3 that you wont see on the civilian L-188 is the Magnetic Anomaly Detectionboom at the tail end of the fuselage. This feature makes the P-3s submarine-hunting mission feasible in the first place. Needless to say, the Cold War never went hot, so the Orion never got to put its sub-killing potential to the test in the real world. But that doesnt mean the Orion didnt get battle-tested.
P-3 Orions over Afghanistan, Iraq, and the Balkans
Indeed, it was during 2002sOperation Anacondain Afghanistan that the P-3 pulled off what is arguably its most remarkable wartime feat. As noted by the official Lockheed Martin website, During a key battle in the Shah-e-Kot Valley, P-3 crews scouted the rugged valleys below and radioed in movement of enemy vehicles, allowing Special Operations Forces soldiers on the ground to set up strategic ambushes and save countless lives. Rewind 11 years to 1991s Operation Desert Storm: It was here that the P-3 first showed its potential as a land surveillance aircraft, monitoring Iraqi troop activities and providing battle-damage assessments on the ground. The introduction of new long-range video cameras for use over the skies of Bosnia allowed these planes to provide real-time combat intelligence for NATO commanders, a tactical advantage that proved equally useful duringOperation Deliberate Forcein 1995.
The P-3 Orion: A Versatile Plane
One characteristic shared by all the planes that have reached a half-century of service is versatility, and the P-3 Orion is no exception in this regard. Beside the military applications weve already covered, this old warbird has also proven adaptable for civilian law enforcement, namely anti-narcotics smuggling and anti-illegal immigration missions. It is flown by the intrepid aircrews of the Air and Marine Operations component of one of my former employers, theU.S. Customs & Border Protection. The CBP dubs its P-3 variant the Long Range Tracker.
Like its fellow 50-somethings, the P-3 hasnt failed to keep up with technological advances. To quote the Lockheed Martin folks one more time, The P-3 MLU[Mid-Liffe Upgrade] Program is the answer to maintaining effectiveness and reliability in a critical global economy. It consists of a life extension kit replacing the aircraft outer wings, center wing lower section and horizontal stabilizer with new production components.
MLU removes all current P-3 airframe flight restrictions and provides 15,000 additional flight hours, greatly enhancing capability leveraged with cost-effectiveness. The design replaces all fatigue-life-limiting structures on the aircraft with enhanced-design components and new improved corrosion-resistant materials that will greatly reduce the cost of ownership over the aircrafts remaining service life. This is an affordable solution that Lockheed Martin has proven can be installed in 11 months.

WASHINGTON, DC - Today, U.S. Senators Jack Reed (D-RI) and Sheldon Whitehouse (D-RI) and Congressman David N. Cicilline (RI-01) applauded the Biden Administrations extension and expansion of Deferred Enforced Departure (DED) and employment authorization for Liberians who have long called the United States home.
Under the Presidents memorandum, the removal of any Liberian national, or person without nationality who last habitually resided in Liberia, who is present in the United States and who was under a grant of DED as of June 30, 2022, as well as any Liberian national, or person without nationality who last habitually resided in Liberia, who has been continuously physically present in the United States since May 20, 2017 will be delayed through June 30, 2024.
In their letter to President Biden earlier this year, Senators Reed and Whitehouse and Congressman Cicilline urged the Administration to provide this extension, noting that previous DED extension have been a vital lifeline for the Liberian community and backlogs at U.S. Citizenship and Immigration Services (USCIS) would put those who have already applied for lawful permanent status at risk of having their DED run out before their applications could be processed.
Congress acted in 2019 to provide Liberians with DED status a pathway to citizenship. Todays action by the Biden Administration ensures that people who have built a life here, put down roots, and contributed to our communities have a fair opportunity to apply to become American citizens, said Reed, Whitehouse and Cicilline in a joint statement.
Senator Reed and Congressman Cicilline are the leading sponsors of the Liberian Refugee Immigration Fairness Act, which became law as part of the National Defense Authorization Act (NDAA) for Fiscal Year 2020 (Public Law 116-92). This created a pathway to citizenship for the thousands of Liberians who have called the U.S. home for years contributing to our workforce, paying taxes, and become integral members of our communities.
