Over the past several years as sports betting has grown from being seen as seedy and illicit to a thriving multi-billion dollar industry with the backing of the country's biggest sports leagues, Major League Baseball has had to reconcile its gambling past with a new avenue of great revenue. That's complicated the dynamic of baseball's relationship with Cincinnati Reds great Pete Rose, who continues to double down on the circumstances that have marred his legacy.

Beginning this Thursday, Rose will serve as the host of Pete Rose's Daily Picks, a new sports betting podcast that will talk about gambling and offer tips for sports bettors. In an interview with Bob Nightengale of USA Today, Rose defended his involvement in the podcast despite its optics, claiming that his role is as a handicapper for games instead of as a gambler.

"I know how it looks, and people will criticize,'' Rose told USA Today, "but it's not gambling. It's handicapping. I'm a handicapper. ... That goes on everywhere. All I'm doing is lending my expertise to people who want to bet."

Rose has existed largely in the fringes of MLB since being banned for life from baseball in 1989 after he was accused of gambling on games both as a player for the Reds and as the team's manager. Rose admitted to betting on games in 2004, and his ban from the MLB has stood despite his induction into the Reds' Hall of Fame in 2016.

The rise of the sports betting industry has been a curious one as it relates to baseball: While the league has sponsorship deals with companies such as FanDuel, BetMGM, and DraftKings, the game had long sought to escape a sordid history of gambling and game-fixing that plagued it in the early 20th century -- A trend encapsulated by the infamous Black Sox scandal, where eight players on the Chicago White Sox were accused of throwing the 1919 World Series in exchange for money from a gambling syndicate led by mobster Arnold Rothstein.

Although Rose has applied for reinstatement into the MLB multiple times, he has continually been denied and remained on the permanently ineligible list. While Rose remains the MLB'sall-time leader in hits, he has never appeared on the ballot for the Baseball Hall of Fame.

Pete Rose on creating his new sports gambling podcast: 'I know how it looks' - CBS Sports

The Massachusetts Gaming Commission pledged Thursday to scrutinize gambling advertising after hearing the latest recommendations from a six-year University of Massachusetts study of gambling behavior and in preparation for legalized sports betting coming to the state.

At the same meeting, regulators said MGM Springfield plans to reopen its poker rooms on Oct. 29.

Commissioners meeting Thursday via video conference also referenced the prevalence of sports gambling advertising on television during network broadcasts of playoff baseball.

The UMass report the Massachusetts Gambling Impact Cohort, or MAGIC, study recommended among other things that the government limit advertising, especially in lower socioeconomic neighborhoods or to groups that may be at increased risk of problem gambling.

Commissioners Gayle Cameron said the only time the Gaming Commission got involved in regulating advertising was when it had MGM Springfield tone down plans for its animated billboard. That enforcement was prior to the 2018 opening .

Other recommendations include creating more publicity around the states voluntary exclusion program where people who fear their gambling is out of control can exclude themselves from the casino floor automated alerts if a persons gambling behavior escalates, further restricting access to ATMs at casinos and making ATM exclusion programs, where people could lock themselves out of Casino locations, more accessible.

Massachusetts already bans automated teller machines from the casino floor and from as far as 15 away from the gimbling floor.

Principal Investigator and UMass Amherst Professor Rachel Volberg said the good news from the study is that people change their gambling behavior over time, moving. The non-gambler and recreational gambler populations are the most stable. But people move from problem gambler to at-risk and back down the ladder.

All it takes is purchasing a lottery ticket, or going to a casino one time in the last year, Volberg said.

And these transition points are access points where public health officials can influence behavior.

There is very little thats known, actually, about the impact of advertising on gambling behavior, she sai .

For the study, researchers surveyed the same 3,000 or so residents five times over six years. The initial survey was in 2013 and 14, before the opening of the states first slot parlor at Plainridge Park Casino.

Subsequent interviews happened annually before and after the opening of the states two large resort-casinos MGM Springfield in August 2018 and Boston Encore in June 2019.

We wanted to identify demographic groups at risk of experiencing gambling-related problems, Volberg said. And finally, we highlighted the risk and protective factors important in developing effective prevention and treatment programs and policies to support player health.

Volberg said two other two findings she found particularly interesting.

There was a significant decrease in out-of-state gambling by Massachusetts residents after the casinos opened in Massachusetts.

Researchers also saw an increase in problem gambling behavior before MGM Springfield and Encore Boston Harbor opened.

Researchers concluded that problem gamblers whod quit suffered relapses due to the publicity surrounding a casino opening.

It appears that the media coverage, advertising and general publicity about the pending openings precipitated relapse and may be equally if not more important than the actual increase in physical availability of gambling, Volberg said in a news release.

The study has concluded nut Volberg expressed hope that the Gaming Commission could fund another check-in with the study s subjects.

PHOENIX Nearly a month ago, Arizona became the 26th state in the country to legalize sports gambling just in time for the NFLs season-opening games.

With gambling off to a rapid start and the airwaves and other media inundated with advertising promoting popular sports-gambling apps, its a safe bet that the money is already pouring in. Could youth sports benefit from the windfall?

New York, for instance, directs 1% of sports gambling revenue to youth sports programs.

There really isnt a dedicated revenue stream at all in New York, and Im sure most places for youth sports funding, said Democratic New York Assembly member Monica Wallace, who proposed the youth-sports fund. I know that the idea of sports betting was controversial. My proposal was Look, if were going to do it, lets at least do something positive with that.

The Empire State is the first and only state in the country to allocate money towards youth sports. Other states, including California, Ohio and Maryland are discussing something similar.

For now, the current funding plan in Arizona directs all gambling revenue to the states General Fund. By doing so, legislators can battle over how they would like the money to be allocated.

We can spend it on whatever we want, said Rep. Jeff Weninger, R-Chandler. We can prioritize K-12 education, we can prioritize higher education or infrastructure because things change and needs change.

Despite a 23-6 majority vote in the Arizona State Senate that passed the gambling legalization into law, there was opposition. On the Senate floor, Democratic state Sen. Sally Ann Gonzales called the bill unfair and a sham, claiming that the bill would hurt the states Native American tribes, which operate casinos under the Tribal-State Gaming Compacts.

However, the legislation allows tribal casinos to operate sportsbooks. It also legalized lucrative daily fantasy games.

Funneling the states cut of the gambling proceeds into the General Fund is intended to provide the flexibility to prioritize different projects. The state could allocate money for youth sports programs. Or not.

Our entire thought is that this should be an economic boom for everybody, said Sen. T.J. Shope, R-Coolidge. Since it goes to the General Fund, a future legislature could determine that Hey, you know, we got to fund youth sports or whatever, and use a portion of these proceeds to fund that.

The ability to allocate money toward youth sports will be available but not mandatory under current Arizona law.

While there were concerns about the bill, it was ultimately passed and has been widely successful in its first month.

Is the responsible gambling community turning into the safer gambling community?

While there appears to be a trend of the latter term gaining steam, not everyone is happy about it.

Alan Feldman, chairman of the International Center for Responsible Gaming, conceded in Las Vegas on Tuesday that the industry has done an absolutely horrific job of defining responsible gambling to the public. Feldman spoke during a panel at the American Gaming Associations Global Gaming Expo, or G2E.

But to just walk away from it is to do a terrible disservice to the public, Feldman added.

Connie Jones, director of responsible gaming for the Association of Gaming Equipment Manufacturers, said that safer gambling is a term that has gained popularity in Europe and now has come ashore in the U.S. as well.

People often confuse problem gambling with responsible gambling,' Jones said.

And when the focus is on those who struggle to manage their gambling, Jones said the sense is that there is no such thing as responsible gambling for that group the same way that responsible drinking is not seen as a feasible alternative for an alcoholic.

This year we are seeing responsible gambling being referred to as an outdated term, Jones said, noting that a recent industry Zoom webinar even declared the term dead with a proverbial eulogy to top it off.

Feldman said that if a patron goes to a casino employee and asks for information about responsible gambling, they likely would receive a brochure listing a hotline to call for information on how to address compulsive gambling.

But there is almost never a word about responsible gambling, Feldman said, highlighting the confusion about the various terms. We just talk about addiction. Were the ones who have to change this and redefine responsible gambling. I dont think the term is dead, unless we let it die. But weve got to reinvigorate it.

Matthew Tom, a psychiatrist at Harvard Medical School, said safer gambling to him means bankroll management, with some sort of indicator of the exact bottom line for the player during the course of a gambling session.

Educating younger people about the potential pitfalls of gambling is a continuing challenge, the panelists explained.

A Seton Hall University poll, for instance, found that more than 60% of respondents age 21-25 did not view sports betting as a form of gambling and another 18% optimistically saw sports betting as a side job.

Just because something is skills-based doesnt mean its not gambling, said Tom.

Moderator Dan Trolaro, vice president of prevention for Epic Risk Management, said that a key goal should be offering education about gambling to teenagers, as a way to prepare them better for when they become old enough to do so legally.

There is such a thing as appropriate risk-taking, but its important for us to teach how that works, Trolaro said.

A concern for Feldman is the flurry of ads from operators touting a risk-free bet, of amounts up to $5,000, as incentives for new customers to sign up.

No bet is risk-free, ever, Feldman insisted. We have to do better. We have to see some self-restraint [by the industry], or the balloon will burst.

Feldman said he was struck during time he spent in Japan with how gambling is seen as a collective family concern - which, unlike in the U.S., has led to universal support for allowing family members to exclude those who might gamble away the family finances.

Finally, the lack of any federal dollars going to research on compulsive gambling issues is a source of frustration for the panelists, who cited the United Kingdom as among countries that are far ahead of the U.S. on that score.

On a Wednesday panel at G2E, representatives for the NCAA, the FBI, FanDuel, and Sportsradar acknowledged a different cause for concern - college athletes getting caught up in sports betting scandals has been an issue for decades.

But the consensus was that the intersection of widespread betting legalization in the U.S. and rampant advertising, as well as the ubiquity of social media as a way of direct communication with college athletes, has made the risks more prevalent, as described by Jim Brown, managing director of enterprise risk management for the NCAA.

The NCAA opposed betting forever, and weve moved to being more neutral in recent years, Brown said, referring to the organizations six-year lawsuit against New Jersey that ended with the U.S. Supreme Court allowing states to legalize sports betting in 2018.

Beyond the obvious difference of the millions of dollars in income that can separate star college athletes from their professional counterparts, the panelists added age, maturity, and the lack of a buffer between the college stars and social media as potential dangers.

In other countries, a national governing body often oversees national regulations on legal sports betting. But in the U.S., there are as many twists in state gaming laws as there are states that offer it - now at almost 30, with more to come. That presents unique challenges, with the rapid rollouts difficult to keep up with for the relevant organizations, operators, lawmakers, and regulators.

Those of us who have a vested interest in the sport, we all have the same goals, so there is some good cooperation there, said Steve Byrd, Sportradars U.S. head of sports content and partnerships.

Lisa Pension, a sports betting integrity agent for the FBI, said that athletes in virtually every NCAA sport have faced threats and harassment on social media sometimes related to whether an athlete is seen as causing the loss of a bet.

Theres a fine line for us getting involved, but maybe the bar doesnt have to be so high, said Pension, suggesting that high-profile convictions of malicious social media users could prove a deterrent to others.

The legalization of sports betting can lead to college athletes being told that concerns about associating with gamblers is old school, Pension added.

She said that can lead athletes to believe, No one is coming up to me with a leather jacket and greasy hair and asking me to fix a game. Pension added, however, the real threat can be as basic as an athletes uncle soliciting inside information for the purpose of making a bet.

A new bill in the Dil ireann, the Assembly of Ireland, seeks to introduce a blanket ban on the use of credit cards for online and in-person gambling, looking to provide protection for those who are at risk of spending money they cannot afford to or do not have, The Irish Times reported.

The Betting (Prohibition on Use of Credit Cards) Bill that was introduced by Sinn Fin TD Thomas Gould is imposing a blanket ban on the use of credit cards for any wagering or gambling. The national lottery has also undertaken steps to ban credit cards, while the industry is more in favor of optional bans in limited situations, Thomas Gould outlined.

The problem with optional bans is that they can be withdrawn as easily as they can be introduced. If bookmakers are losing money or customers due to these bans, then where does that leave vulnerable people, Thomas Gould rhetorically asked, stressing the importance of banning betting through credit cards in any circumstance.

There are an estimated 55,000 adults in Ireland suffering from gambling problems, with many more others at risk to develop gambling addiction and these people need to be protected, Gould continued. The bill would at least provide one of the protections the Government promised back in 2013, but never delivered, Gould noted. He underlined the need to ensure that those with problem gambling behavior or in the throes of addiction are not doing this with funds they do not possess and cannot afford. The industry also recognized the need for such a ban, he concluded.

The need for the blanket ban is supported by data reported by charities that the lockdowns resulted in a 46% rise in problem gambling issues, with the bulk of gambling moving online via PCs and smartphones, while the disruptions to sports calendars shifted gamblers focus to poker.

The bill comes hot on the heels of another restrictive legislation, the National Lottery (Amendment) Bill, introduced last week by Fine Gael Senator Barry Ward, seeking to prevent betting shops and all commercial or private gambling establishments from offering additional betting on the National Lottery numbers.

Unlike the bill seeking to ban credit cards, the lottery amendment bill was not introduced to protect people from excessive gambling, but funds that leak out to commercial and private operators, rather than remain with the lottery and be spent for good causes.

The Government agreed to allow the credit card prohibition bill to reach committee stages for scrutiny. Further, it pledged to appoint a regulator for the gambling industry by the end of the year.

MARKSVILLE Louisiana's first legal sports betting parlor opened here Wednesday afternoon at the Paragon Casino Resort, ushering in the state's largest gambling expansion in three decades.

Paragon partnered with Betfred Sports to open The Draft Room, a Las Vegas-style sports book featuringtheater seating, a custom video wall, betting counters and kiosks.

"Our sports bar that connects with The Draft Room has been open sinceApril, and our guests have been calling every day to ask when the sports book is opening," Paragon Casino General ManagerMarshall SampsonSr. said in an interview with USA Today Network.

"There's been a high level of excitement and anticipation associated with this milestone," said Sampson, who noted Louisiana had been leaking some gambling customers to Mississippi, where sports betting was already available.

Retired New Orleans Saints fan favorite Joe Horn made the first official bet a long-odds seven-team parlay in which he has to pick all seven winners to cash in. "I bet a little money to win a lot," Horn said.

Louisiana's Legislature and Gov. John Bel Edwards legalized sports betting in 2020 in parishes where voters approved it, but lawmakers had to come back in 2021 to finalize regulations and taxing.

It's the largest gambling expansion since the Legislature established the lottery, casinos and video poker in the early 1990s.

Gambling generated about $600 million in state taxes in 2020.

Lt. Gov. Billy Nungesser said adding sports wagering at Paragon and other casinos "will be a great tourism draw for Louisiana and put us on equal footing with Mississippi."

Paragon is a tribal casino operated by the Tunica-Biloxi Tribe of Louisiana, so it isn't regulated by the Louisiana Gaming Commission and won't pay state taxes,but Paragon needed final legalization to open.

Gamblers will be able to place sports wagersin-person only for now, but Paragon officials said mobile applications will follow, though no timetable has been set.

State-licensed casino betting parlorsare expected to follow Paragon's lead soon, Louisiana Gaming Commission Chair Ronnie Johns told USA Today Network.

"They're getting close, but I think it's going to be another couple of weeks," Johns said. "I've never seen such interest in something than I've seen in sports betting."

Like Paragon, all of the first sports betting options at Louisiana-licensed riverboat and land-based casinos and racetrackswill be at on-site sports books for in-person wagering.

Johns said it will be months before mobile sports gaming applications come online.

"Mobile takes longer because the casinos use outside vendors to do that work, and those vendors haven't been licensed yet, so they have to go through the suitability process and background checks with the State Police," Johnssaid. "We're hoping to have some of those approved in a 60-day window."

And it could be January before bars and restaurants can secure sports betting kiosks for their customers. That segment of sports betting is under the control of the Louisiana Lottery rather than the Gaming Control Board.

Louisiana Lottery President Rose Hudson said her agency is working on a two-track timeline to expedite the retail segment seeking vendors and promulgating rules.

"We should be complete in November," Hudson said with a targeted rollout in early 2022.

"We believe this segment of the industry will be well received by our state's (bars and restaurants)," said Hudson, who is also the lottery's chief executive. "It offers the businesses another way to attract customers."

Voters in 55 of Louisiana's 64 parishes approved legalizing sports betting in their communitieslast fall, butlawmakers had to set up the framework to regulate and tax sports wagers during the 2021 springLegislative Session.

Sports betting willstill be prohibited in Caldwell, Catahoula, Franklin, Jackson, LaSalle, Sabine, Union, West Carroll and Winn, the parishes where voters rejected the gaming expansion.

Geofencing technology will prevent residents in those parishes from accessing mobile sports betting applications.

The Gaming Control Board passed emergency rules to expedite the process last month.

Thoseemergency rules are in place for 180 days, but representatives from the Louisiana attorney general's office said they planned to promulgate permanent rules before the 180 days expire.
