I remember watching an episode of The Flintstones when I was a kid where Freds gambling problem was revealed.

The way the story goes, during the early years of his relationship with Wilma, Betting Freddie, as he was known, lost everything and vowed to his young wife he would never gamble again.

He held to his word for many years until his antagonistic paper boy, Arnold, challenges him to a bet.

Whenever someone utters the word "bet," Fred hears bells and whistles and quivers and rolls his eyes and repeats the word "bet" over and over like a clucking chicken.

Of course, he continues to lose to Arnold until he loses his TV and living room furniture.

In the end, their neighbors and best friends, the Rubbles, help bail out Fred and he vows never to wager again.

Editorial: Court ruling a wake-up call for better approach to gambling

Getting ready: Florida Gov. DeSantis makes picks for new state gambling commission

This is an extreme example of someone with a gambling problem. Looking back on it, I wonder if this episode would get made today because of the outlandish way it depicted his addiction. It originally aired Jan. 5, 1962.

Public opinion on gambling has changed quite a bit since that episode of The Flintstones aired some 60 years ago. In fact, it's changed drastically just over the past decade.

Im not here to argue the good or bad of gambling. Thats for politicians, and people who are pro and con for gambling.

But whether people like it or not, gambling is becoming more not less prevalent.

So it's better to understand it than ignore it.

In the state of Florida, sports gambling as of this year can now be done in person at multiple locations having to do with Floridas Seminole Tribe.

The Seminoles also had a short-lived sports betting app for the state that went live in November, but it was pulled after a month on Dec. 4 after a series of court rulings against the legality of sports betting in Florida.

In the meantime, FanDuel and DraftKings are working on a ballot initiative that would legalize widespread online sports betting in Florida. That may be on the ballot in November 2022. If passed, Florida sports betting could be live in 2023.

Theres a lot going on, and a lot of people are waiting to cash in on what is expected to be a multibillion-dollar business for the state.

On the latest episode of The *State* of Sports Podcast, powered by the USA TODAY Network, I speak with Nigel Wheatstone, the East Central Florida creator of a betting app called Vegas Lit Games.

In Sweden, gambling laws dictate that the tax rate to the competitive sector amounts to 18% of the gross gambling revenue, which is paid out on a monthly basis. This is on top of the licensing fees that are involved in getting the proper certifications to operate gambling franchises under Swedish law. For example, a single license to operate a commercial online gambling platform amounts to SEK 400,000, which is only valid for five years. In 2019 alone, just a year before the global pandemic, the tax revenues for skill-based games in Italy amounted to 244 million Euros. Even though these revenues experienced a rapid decline in 2020 as a result of the pandemic, many experts believe that the gambling industry will continue to contribute to the nations government in the future once the COVID-19 virus has been properly contained and dealt with.

The country of Canada also has a very unique approach to tax revenues for gambling activities. In Canada, gambling winnings are considered non-taxable because they arent categorized as a constant source of income and do not come from a persons employment. However, full-time gamblers or people who gamble professionally are required by law to file taxes. For example, professional poker players need to treat their gambling affairs as a kind of freelance business. As such, they must pay income taxes. The only kinds of taxes that the Canadian government claims from gambling activity is through the revenues that are attained by casinos and gambling operators around the country. Fortunately, Canada has a number of different casinos, both online and land-based, that are accessible to natives all around the country. A Complete Overview of Online Gambling - The Sports Bank

TALLAHASSEE As the Seminole Tribe pursues a legal battle to regain control over online sports betting in Florida, the federal government has not decided whether to launch an appeal.

The Seminoles are appealing a decision by U.S. District Judge Dabney Friedrich, who last month scrapped a deal negotiated by Gov. Ron DeSantis and tribal leaders. The Legislature authorized the deal, known as a compact, in a May special session.

But the U.S. Department of the Interior, which was the defendant in the lawsuit filed by two pari-mutuel facilities, is holding its cards close to the vest about whether it intends to file its own appeal, according to a court document filed Tuesday.

The federal government notes however that the period for filing a notice of appeal from the judgment below has not yet expired and a decision from the solicitor general on whether the federal government will file its own appeal from that judgment is still forthcoming, wrote Rachel Heron, an attorney with the U.S. Justice Departments Environmental and Natural Resources Division.. The government has until Jan. 22 to file a separate appeal.

The gambling compact gave the Seminoles control over online sports betting throughout the state and allowed the tribe to add craps and roulette to its existing casino operations. Also, the Seminoles would be allowed to add three casinos on their property in Broward County.

In exchange, the tribe pledged to pay the state a minimum of $2.5 billion over the first five years and possibly billions more throughout the 30-year pact.

The hub-and-spoke sports-betting plan in the compact was designed to allow gamblers throughout the state to place bets online, with the bets run through computer servers on tribal property. The compact said bets made anywhere in Florida using a mobile app or other electronic device, shall be deemed to be exclusively conducted by the tribe.

Citing a federal law known as the Indian Gaming Regulatory Act, or IGRA, Friedrich on Nov. 22 invalidated the entire compact, finding that Interior Secretary Deb Haaland, whose agency oversees tribal gambling, erred when she allowed the deal to go into effect this summer.

Although the compact deems sports betting to occur at the location of the tribes servers, this court cannot accept that fiction, Friedrich wrote. The judge also rejected the Seminoles requests to intervene in the lawsuit and have it dismissed.

The Seminoles quickly asked the U.S. Circuit Court of Appeals for the District of Columbia to block Friedrichs ruling from taking effect. A day after a three-judge panel of the appellate court rejected the tribes request, the Seminoles stopped accepting wagers and deposits on the Hard Rock SportsBook mobile app. The Seminoles rolled out the mobile app amid the legal wrangling in early November.

While the appellate judges refused to block Friedrichs ruling, its unknown whether they will allow the tribe to join the lawsuit to try to get it dismissed.

Meanwhile, Daniel Wallach, an attorney who specializes in gambling law, predicted that the solicitor general will take a hard pass on the federal government appealing.

This case has all the hallmarks of an unsuccessful appeal, for several reasons, Wallach told The News Service of Florida in a phone interview Wednesday.

In a brief defending Haalands decision to allow the compact to go into effect, lawyers for the Justice Department argued that provisions in the compact reflect a permissible hybrid approach wherein gaming activity that occurs off of the tribes Indian lands is authorized under state law, and gaming activity that occurs on Indian lands is authorized by IGRA pursuant to the compact.

But Wallach said that argument is completely belied by the facts of the case because the compact authorizes mobile and in-person sports betting and a state law implementing the compact authorizes sports betting pursuant to the compact.

The hybrid approach that the Department of Justice has conjured up is flatly contradicted by both the compact and the state statute authorizing the compact, which make crystal clear that all the betting which is authorized under state law is only pursuant to the compact. Theres no independent state statutory authorization for sports betting thats untethered to the compact, he said. Its all tethered and intertwined with the compact. That assertion made by the Department of Justice in the supplemental brief was erroneous.

As they passed the compact this spring, state lawmakers were primarily concerned about a different legal hurdle: a constitutional amendment approved by Florida voters in 2018 requiring statewide approval for expansions of gambling.

The measure, known as Amendment 3, requires that proposed gambling expansions be placed on the ballot through a citizens initiative, effectively taking away lawmakers control over major changes to Floridas gambling footprint.

DeSantis recently told reporters he was surprised by Friedrichs decision to vacate the entire compact, while saying he anticipated that the sports-betting provision would wind up in court.

We understood that that would be something that would be challenged, although I will tell you, we were not anticipating it to be a challenge under federal Indian gaming law. We thought the challenge would come under the Amendment 3, he said on Dec. 9. But at a minimum, the compact was clearly negotiated with the understanding that the hub-and-spoke could be something that would run into trouble at some point and so was structured in a way to allow the compact to go forward.

The outcome of the Florida case could have far-reaching impacts, according to DeSantis.

Theres a lot of Indian tribes around the country who are looking at this decision saying, whoa, that was not something that was good. You do not throw out the entire compact over this one issue. I think well win on this issue eventually but you do not throw out the entire compact. So well do what we need to do, he said. This could impact operations across the country. And thats why I think you will see people across the country saying that this decision needs to be reversed in some respect, and I think that will happen.

But Wallach said it would be difficult for the federal government to ask the appeals court to reinstate the compact without the sports-betting provision because the governments lawyers never requested that Friedrich sever that provision from the deal.

It is a fundamental principle of appellate practice that new arguments cannot be made on appeal, Wallach noted.

In other states where sports betting is legal and regulated, lawmakers have introduced various methods that help prevent or reduce problem gambling. Such methods include the introduction of deposit or spending limits, gambling-self-exclusion options, or problem gambling treatment. Part of the tax revenue that Colorado collects from gambling also goes to help fight problem gambling, while lawmakers in the state may consider legislative changes for additional changes as early as next year.

Focusing on the positive side, the legal and regulated betting market in Colorado led to a decrease in the share of black market operators. In fact, the start of the football season, combined with a full schedule of sporting events this year resulted in a record-breaking handle for sports bets in the state this October.

In October, sportsbooks in the Centennial State recorded $491.5 million in sports betting handle. This marked a 20% increase when compared to September. But a year-over-year comparison to October 2020 shows that the sports betting handle has doubled.

Here, Dan Hartman, who is a director of Colorados Division of Gaming acknowledged that he expected the market to mature down in time with more players switching to the legal market. However, he said that the process turned out to be way faster than expected and resulted in a lot of people switching out of that black market.

I showed my partner the group that I made and he started to curse. He started to beat me up badly. I couldn't take it any more so I told him to leave. He went back home to his family. They told him not to give me any money. He refused to buy the things the children needed.

Pastor, I was not a foolish girl. I used to save a little money. So after that, I tried to support myself. He decided to take the children because he bought a car and started to hype on me. I got the security job, and I also got a job in the army. Because of COVID, I had to stop that job, but I continued working as a security officer. This man would not give me any money for the children.

One day, I took him to the Family Court. He threatened me because of that. A lady at the Family Court was too easy on him, so I didn't go any further with it. One day, my mother asked me to help him out because he is the children's father. Every time she called me, it was about him. She cursed me over him and called the police and told them that she needed me out of her house. When the police came and I told them what was going on, they told her to stay out of it.

My grandmother sat me down and talked to me about him. She said I should remember 'What nuh dead, nuh dash it weh', so I decided to take him back. But he was in a lot of debt. I eventually paid off all of his debts. But I observed that he was gambling. Every time he received his pay, he gambled it all. He didn't have any money for the bills.

I had a little money to pay some of the workmen who were building an additional room. He has nothing. I can't be in a relationship with this man anymore.

His behaviour should have told you that there is no future with him and that you should try to support yourself and your children without living with him. I am not condemning anybody who wants to gamble, but you can't gamble yourself out of debt. You can see that for yourself. He gets his salary and his gambling habits take away everything. He is a very silly man. I know you have two children, but you have to find a way to move on without this man. If both of you are building that house on the property that belongs to your parents, do not allow that to make you keep him as your man. Discuss it with your grandmother.

I will also suggest that you do two other things. One, go to see an attorney and discuss this matter, and he or she will give you advice. Two, stop paying this man's debts. Put the money on your children.
