A specialist task and finish group to investigate gambling related harm in Barnsley, made up of seven councillors, met with gambling charities, council licensing officers, a counselling service and Leeds City Council, to see what measures could be taken to tackle problem gambling in the borough.

The group found that gambling in the borough is linked to health inequalities and is more prevalent in the most deprived areas, and has recommended a number of schemes to address the issue.

This includes an investigation into the placement of Category D machines classed as low-stake fruit machines , coin pushers or crane grabbers so that they are not placed in pairs.

The group has also recommended the continuation of a scheme to ensure that gambling advertisements are not permitted on council owned advertising space.

Presenting the report to Barnsley Councils cabinet today (April 6), councillor Jo Newing, who led the group, said: Work needs to be done to raise awareness of the public, and young people in particular to recognise harmful gambling behaviours.

We focused more on it online, really, because thats whats hooking young people in.

Theyre gaming and theyre buying tokens, and that kind of behaviour is then leading to them to think about gambling as they get older.

Councillor Chris Lamb added: its obvious that gambling is a problem in our communities. I think its a growing problem.

Particularly where we have deprivation, and people use gambling as a means of trying to escape from that.

Grand National office sweepstakes could be illegal for people working from home, solicitors have warned.

The nations largest horse race, taking place at Aintree this Saturday, is a popular event for office sweepstakes.

The increase in remote working means that many employees will no longer be able to partake in a work lottery, where shares of a bet are divided among the winners.

The exemption was conceived so that the general public could have a bit of fun by taking part in what is officially called a work lottery, according to Richard Bradley, associate solicitor and gambling regulation expert at Poppleston Allen.

Mr Bradley said: But what many people may not realise is that the rules are very clear in that you can only sell physical tickets and all players must work in the same office contests running across different office locations of the same company are not allowed.

Therefore, if the pandemic has led to staff working from other offices or largely working from home, extra care needs to be taken when running a Grand National sweepstake.

Organisers, whether employers or employees, must make sure they do not sell any tickets via email or over the phone. Any staff member who wants to play must visit the office and buy a physical ticket. If these rules arent followed, organisers and players would technically be involved in illegal gambling.

Single-game sports betting has technically been legal in Canada ever since Bill C-218, An Act to amend the Criminal Code (sports betting), was passed in the House of Commons in the summer of 2021.

The first week of April marked Ontarios foray into legalized single-game sports betting as we continue to enter a new era in how fans can enjoy, consume and participate during live sports.

Youve already likely begun hearing some gambling terms more frequently on broadcasts, podcasts and when youre reading previews or recaps.

If youre new to sports betting terminology, here are some common sports gambling words and phrases to help you better understand the vernacular:

Bet/Wager: When a person risks a sum of money against a sportsbook and that person either loses the money they risked, or they are returned a sum of money larger than what they initially put at stake based off the result of a sporting event.

Bettor: A person who places a bet/wager on a sports competition.

Sportsbook: An establishment/website where people can legally place bets on sporting events, and sometimes non-sporting events, that pays out money as winnings.

Oddsmaker(s): A person or group of people that sets and adjusts betting lines/odds.

Lines/odds: The numbers used to distinguish the difference between a favourite and an underdog.

Favourite: The team or athlete oddsmakers expect to win the game/match/competition or finish in first place.

Underdog: The team or athlete oddsmakers anticipate will lose the game/match/competition etc.

Pick em: A game/competition where the two competing sides have equal betting odds to win, therefore there is no favourite and no underdog.

Moneyline: A straightforward type of bet where the bettor simply picks one side to win a game/competition. If that side is victorious then the bettor can cash a winning ticket.

If youre betting on a moneyline favourite, you will notice a (-) before a number; if you are betting on a moneyline underdog, you will see a (+) before a number. These odds are also called American odds. The only relevant factor to a successful bet is which team wins. The final score is irrelevant to a moneyline bet.

American odds and moneyline betting are essentially odds expressed in monetary terms with $100 being the standard betting unit of reference since it is a nice, round number.

Example: If the home team is a -200 moneyline favourite, anyone betting on the home team would need to risk losing $200 in order to profit $100 (or $20 to win $10, etc.). On the other, someone betting on a +200 underdog would need to risk $100 in order to profit $200 (or risk $10 to win $20, etc.).

Point spread: Unlike moneyline bets, point spreads attempt to handicap a game/competition in order to, in theory, level the playing field from a betting perspective.

ATS: An acronym for Against the Spread used when a bettor places a point-spread wager.

Cover/Cover the spread: A winning outcome on a point spread bet.

Example: If a bettor places a bet on a -3.5 favourite and that team wins by four or more points, they cover their bet. If a bettor places a bet on a -3.5 favourite and that team wins by three points or less, or loses the game outright, they lose their bet.

Total: Also referred to as the Over/Under, a total is the combined number of anything in a sporting event. The total commonly refers to the combined final score of a game, but can also refer to individual or team points, goals, rebounds, wins, saves, hits, rounds, birdies, aces or many other statistical categories depending on the sport. A bettor can choose to bet whether a given category will finish over or under a predetermined total.

Over: When the combined total ends up higher than a sportsbooks listed total.

Under: When the combined total ends up lower than a sportsbooks listed total.

Push: A wager that ends as neither a winning nor losing bet. It occurs when the winning margin or total score ends up being the exact number as the listed point spread or total. A push can also occur when there is a tie/draw on a moneyline bet.

Example 1: Orange (-4.0) was favoured to beat Blue (+4.0) by an even four points. Orange won the match by exactly four points, 27-23, which resulted in a push for anyone that placed a wager on either side. In that same game, the total was set at an even 50.0. Since the final score ended up totalling exactly 50 points, anyone who bet the Over/Under would also receive a push and their original wager would be returned.

Example 2: Boxer A and Boxer B fight to a unanimous draw on the scorecards. Anyone who placed a moneyline bet will have their original amount risked returned to them. However, if a bettor picked either boxer to win via a specific method (KO or decision), a draw would not result in a push. It would be a losing bet because a tie/draw is an option when picking a method of victory.

Even money/Even odds: Any bet with +100/-100 odds where you stand to win the exact amount you risk losing. A good old-fashioned 50-50 bet.

Puckline/Runline: A point spread of -1.5 or +1.5 in a hockey or baseball game. There are varying moneyline odds attached to puckline/runline bets, depending on whether you bet on the favourite or on the underdog.

Hook: The half-point you see on a point spread. Hooks eliminate the possibility of a push. Point spreads of 2.5 or 3.5, for example, are common in football games since three-point wins are relatively common. When theres a hook it forces a bettor into a more difficult choice as opposed to giving them a potential out via a push. A point spread of an even 3.0 would mean there is no hook.

Unit(s): The standard amount of money a bettor typically places on a game/competition. Units vary from bettor to bettor. For one bettor, a unit could be $10,000, for another bettor one unit could be $10. There is no correct or incorrect unit amount, however, gamblers are advised to not bet beyond their means.

Alternate line: Sportsbooks sometimes offer different point spreads within the same game that pay out at varying odds.

Opening line/odds: The initial odds listed for a sporting event.

Closing line/odds: The finals odds posted before the start of a sporting event.

Juice: The tax or commission a book takes when accepting bets.

Example: When betting on a coin toss, a bettor is typically offered -110 odds or even -120 odds for both heads and tails, despite it being a 50-50 endeavour. Juice increases the probability that the sportsbook will profit off its customers over time.

Public money: The side of a bet on which the majority of bettors have placed their wager.

Handle: The accumulated sum of money wagered on a given sporting event.

Steam: When one side of a betting line has growing momentum, causing the odds to change.

Ticket: A literal betting ticket or term for a receipt or digital confirmation that a wager has been placed.

Action: Another way to say bet/wager.

Example: If you have action on the game, it means you have already placed a wager.

Chalk: A slang term for the listed favourite for a given sporting event. A chalky pick is predicting a listed favourite will emerge victorious. The more money you need to risk in order to make a profit, the chalkier the pick is.

Lock: A figurative term given to teams/individuals expected to win easily.

Longshot: A team/individual considered highly unlikely to win a game/competition; a large underdog according to the betting odds.

Off the board: When a sportsbook temporarily stops accepting wagers on a given game or sporting event, often after an injury or something newsworthy happens.

Example: A teams starting quarterback sustains an injury in practice four days ahead of a game. A sportsbook may take that game off the board until more is known about the QBs injury and status.

Parlay(s): A wager where multiple selections are made. The potential payout is higher than it would be if you bet each selection individually because there is a multiplier involved but each of leg of the parlay must win for the bet to be successful.

Teaser(s): A multifaceted type of bet that allows a bettor to alter point spreads or totals (or both) when betting on multiple games or betting both side and total within the same game. A bettor can move the line a set number of points. Teaser bets are similar to parlays in that all legs of the bet must win in order for a bettors ticket to cash.

Example: Before an NFL Sunday, you are considering taking two underdogs both listed at +2.5 (-120). You are hesitant to predict both teams can either win or keep their games to within two points but you do feel confident both underdogs can stay within one score, so you move the line of both games six points to +8.5. Now, both teams just need to lose by eight or fewer points (instead of two points or fewer) or win outright for the ticket to cash at the same -120 price.

Futures: A futures bet is a wager on a sporting event, even though the outcome wont be determined until a later date, such as placing a bet on a team to win a league championship but placing it before or during the season opposed to right before the championship series/game.

Hedging: Betting placed against an active bet youve made as a way to minimize losses or ensure a small profit depending on whether or not the lines changed since the bettor first placed the original wager.

Prop bet/Exotic wager: Any action besides choosing a side or betting the total. There are a wide array of prop bets that vary from sportsbook to sportsbook.

Follow/Ride: Going along with someone elses picks because you trust them.

Fade/Tail: Betting the opposite side of a person because you think they are likely to be wrong.

Example: Cabbie thinks Purple will beat Red so he tweets out hes taking Purple on the moneyline. Caroline trusts Cabbie when it comes to predicting Purple games, so she follows Cabbies lead and places a bet on Purple. Tim doesnt trust Cabbie when it comes to predicting Purple games, though, so Tim decides to fade him and bet on Red. Caroline is riding with Cabbie; Tim is tailing Cabbie.

Square(s): An inexperienced bettor, often one who frequently or exclusively bets on favourites and/or sides with the majority of the public without putting much thought into their wagers. Squares are typically low-stakes, casual gamblers who tend to lose money over time.

Example: Siblings Joe Public and John Q. Public are both well-known squares in the gambling community.

Sharp(s): Successful, often high-stakes, sports gambler(s) who can at times impact line movement or sharpen a line set by a sportsbook.

Example: Silver opens as a small favourite over Gold but a group of sharp bettors project Silver will win in a blowout, so they bet that game early and often once the line is posted in order to capitalize on the perceived error in judgment by the oddsmakers. This can often result a sportsbook adjusting its lines ahead of an event.

If you ever hear phrases like the sharp money is on that usually refers to the side of a bet receiving more action from high-stakes or professional gamblers.

Taking the points: A term used when a bettor has placed a point-spread wager on an underdog. The team being bet on can lose the game outright but still win you your bet.

Laying the points: A term used when a bettor has placed a point-spread wager on a favourite. Not only does that team need to win the game outright, they must do so by a certain number of points.

Example: Green beats Yellow by three points, however, Green was -4 favourites. A Green supporter laying the points will be happy their team won the game but sad they lost their bet lost; a Yellow supporter taking the points will be sad their team lost the game but happy they won their bet.

Bad beat: A bet that looks like its going to be a winner until a late shift in momentum or last-minute/last-second score change.

Example: You have UNDER 224 in the Grey-Pink game. The score is 120-102 Team Grey (meaning the total sits at 222), with less than 10 seconds remaining in the game. The game is out of reach but instead of dribbling the ball until the remaining seconds tick off the clock, a Pink player heaves up a three-pointer and it goes in as the buzzer sounds. The final score ends up 120-105, the total ends up being 225 and UNDER bettors suffer a bad beat.

Maybe we shouldnt be surprised by this states mind-numbing hesitancy when it comes to sports gambling.

After all, legislators waited years after other states moved ahead with casino gambling to finally put a measure in place for Massachusetts. Time and again, casino gambling was brought up for votes and brushed aside for another day. Finally, casino gambling was approved roughly a decade ago, but the hesitation cost the state dearly. Indeed, by the time the three casino operations in the state, including MGM Springfield, were up and running, the competition in surrounding states had increased exponentially, essentially changing the landscape and making it far more difficult for those casinos to gain the revenues that were projected when the casino bill was finally passed.

One might have thought the state would have learned from this expensive lesson, but here we are in late March, the middle of this years college basketball championships, the biggest betting event on the planet, and the state appears nowhere close to passing a sports-gambling bill.

Its perplexing, but its also quite frustrating. The casinos sorely need this huge revenue stream, and the lack of sports betting is putting them at a competitive disadvantage, not only during March Madness, but the other 11 months of the year as well. The casinos have all built facilities in anticipation of a sports-gambling measure MGM has created two areas for watching and wagering on sports (see story on page 33) but they currently sit unused or have been put to other uses.

Theories abound about why there is such hesitation on sports gambling, including the one concerning it becoming competition for the states highly lucrative lottery. We understand the premise, but people were saying the same thing about the states three casinos. Almost four years after theyve opened, the lottery is still thriving.

Another theory is that legislators are wary that sports gambling on top of the casinos and the aforementioned lottery would be too much gambling and perhaps put more people at risk of developing addictions.

We understand this theory as well, but if people want to bet on sports and a large number of people do (Americans spent $9.7 billion on sports bets this past January alone) they will find a way to do it. And with New Hampshire, Connecticut, Rhode Island, and other nearby states already allowing such gambling, they dont have to travel far to do it.

Overall, 15 states introduced sports-betting legislation in 2021, according to the National Conference of State Legislatures, and the big question is why Massachusetts didnt make it 16.

Bills have been introduced several of them, in fact but they havent received the requisite attention to gain any traction.

Overall, sports gambling is just not a priority in this state. Should it be? There are plenty of other priorities, certainly, including housing, education, mental health, and childcare. But while tackling them, it seems the state Legislature could find the time and inclination to pass a sports-gambling measure.

The ongoing hesitancy simply doesnt make sense. And it should not continue.

Sports betting bar to open in Western Market this spring – GW Hatchet

A sports betting bar and restaurant opening in late spring will be the newest addition to Western Market, but some locals are wary of the introduction of gambling to Foggy Bottom.

ExPat, a two-floored restaurant undergoing construction on the lower level and ground floor of Western Market, will feature a bar on its top floor and a podcast studio, arcade, shuffleboard and karaoke stage on the floor below. ExPat will be the first business with sports betting in Foggy Bottom, which some community members worry could lead to potential risks like gambling addiction and theft in connection to cash payouts to winning gamblers.

Owner Ben Sislen said he hopes the mix of activities in the restaurant will make ExPat one of the focal gathering points for students on campus.

One of our missions is to be able to break down the walls between our bar and restaurant space and the GW community, he said. That means reaching out, bringing in GW bands and any talent that exists on campus here that wants to express itself in our space.

Sislen said an ExPat-branded app currently in development will be the primary mode of sports betting in the restaurant, and bet sizes will be limited to $500 with a maximum $200 cash payout per day to protect gamblers from losing larger sums of money. Betting can be placed through the app or through five betting kiosks that will be placed in the restaurant.

It can be fun, Sislen said. We can encourage the $5 to $10 to $20 bets, as opposed to the sportsbooks trying to get people to bet $3,000. Nobody wants to be sitting next to the person whos losing a mortgage payment on a sporting event.

ExPat will take the place of Bertuccis, which closed in 2020, he said.

The Districtlegalized sports-betting services in 2018, joining 30 states to legalize betting after the Supreme Court struck down a law banning sports betting outside of Nevada, Delaware, Oregon and Montana. The D.C. Council voted to legalize sports betting that same year.

GambetDC the sole citywide betting app in D.C., operated by the city has underperformed its initial projections by nearly $25 million, losing $4 million in 2021 because of marketing costs, according to DCist.

Sislen said he met with the Foggy Bottom and West End Advisory Neighborhood Commission at least four times since late last year, including at a special meeting to address concerns about the restaurants gambling, including safety threats for people carrying out large sums of cash and gambling addiction.

The ANC unanimously passed a settlement agreement in the special meeting last month to limit the amount of cash a person can withdraw each day to $200 with a maximum of $500 in wagers per person.

Sislen, who quit his job as a lawyer in 2014 to work at his friends restaurant in D.C., has opened other bars in the District, like The Crown & Crow and Kingfisher near Logan Circle.

Margaret McDonald, a junior and ANC commissioner who represents the district containing Western Market, said they were closely involved with brokering and writing the settlement agreement between Sislen and the ANC. McDonald said commissioners unanimously voted to limit cash payouts because of concerns that people may face security risks while carrying their winnings.

There was some concern about the amount that people would have cash payouts, McDonald said. So we put a limit on that in the settlement agreement because of worries about people walking around with huge sums of cash from gambling.

Kevin Days, GWs director of community relations, said at an ANC meeting last month that the University is very comfortable with the idea of sports betting near campus.

GW understands that the students primarily are adults and should be treated as such, Days said at the meeting. We expect that we will provide the kinds of support that are needed if students run into issues.

John George, the president of the Foggy Bottom Association, said although Western Market has been a boost to Foggy Bottoms dining scene, he has concerns about noisy patrons that ExPat could attract and hopes they will not disrupt the neighborhood.

What Im hopeful is that there will be some ability to contain the amount of noise that comes out of a crowded space like that, so that the other retailers can still enjoy patronage and people sitting in that open air, he said.

George said some community opposition to the new business may stem from concerns about McFaddens, a former Pennsylvania Avenue bar near Washington Circle that Complex Magazine dubbed the douchiest bar in D.C. before it closed after a stabbing in December 2014 that left five people seriously injured.

George said he is optimistic about the arrival of the restaurant because of the experience that Sislen and other investors involved in the restaurant have gained opening bars across the city.

This is about a community, this is about people coming together, having a good time, George said. And then also being responsible and appropriate with the context of the surrounding areas.

Virginia Passed A Gambling Education Bill, Why Have Others Struggled? – Sports Handle

The political process is rarely easy. Even the most common-sense bills can die for a litany of reasons and at different stages of the process.

But HB 1108 in Virginia was one of those rare occasions. The bill, which would add school instruction on gambling addiction to existing curriculum on drug and alcohol abuse, coasted through a subcommittee on a unanimous vote, made its way through the Committee on Education by a margin of 20-2, and passed in the states House of Delegates with a 97-3 vote, all in a weeks time in February.

In the Virginia Senate, it did not receive a single no vote. It moved through the Committee on Education and Health by a 15-0 margin March 3 and on March 8 passed in the Senate with a 39-0 vote. Virginia Gov. Glenn Youngkin has until April 11 to sign the bill into law.

This process was relatively straightforward, said Virginia Delegate Sam Rasoul, a Democrat, who sponsored the bill. It was met with no opposition, and by that I mean no entity no one testified against it. It was just presented in a common-sense way. We already teach about addiction, so why dont we integrate gambling into that, too?

It stands to reason, and problem gaming advocates will explain to anyone who will listen, that as gambling (specifically online sports betting) expands and is at the fingertips of more people across the country each year, educating the most vulnerable should come with it. According to the National Council on Problem Gambling (NCPG), high schoolers have twice the rate of gambling problems as adults. The hope from advocates is that Virginia, as the first state to pass such legislation, is just the start.

The normalization of gambling in our culture has to come with normalization of prevention and education programs, said Keith Whyte, executive director of the NCPG. For something like alcohol, we talk to kids about it, we talk in church about it, we talk in school about it. We know youth are exposed to a ton of gambling and alcohol ads, and theyve seen their parents having a drink at home, but now theyre seeing them make a bet at home.

If were going to a public-health model, this sort of educational initiative is a good first step.

This is about to start a wave, added consultant Brianne Doura-Schawohl, who is involved in problem gaming efforts across the country. A unanimous vote [in the Virginia Senate] really speaks volumes to the problems policy makers are having with this market.

But as smoothly as the legislative process went in Virginia, similar efforts have stalled in other states.

In Maryland, Republican Sen. Bryan Simonaire has filed a similar bill in three consecutive sessions, and it has yet to get through both branches of the legislature.

Simonaires bill for 2022, SB 363, has been sent to committee but has yet to make any progress there. In 2021, the bill stalled in committee, and in 2020, the bill passed through the Senate with a 44-2 vote but did not advance out of committee in the House.

So why has a bill that passed through the Senate overwhelmingly in 2020 hit these roadblocks?

I simply cannot get a vote by the committee chair. If we had the vote, we could pass it, Simonaire said. The main thrust of opposition is about a mandated curriculum. If you mandate one thing, you might mandate others.

The bill calls for the Maryland Department of Education to develop a program on the dangers of gambling and gambling addiction in high schools, which is slightly different from Virginias, where instruction on gambling addiction would be folded into its current curriculum on addiction.

It is a concern that comes up, about what we should mandate, Rasoul said. In this case [in Virginia], we already say there must be addiction programming, and this bill would further expand it, as opposed to trying to introduce something completely new and make space for that.

Simonaire views it as an obligation for Maryland, as a gaming state, to add preventative measures, especially for an industry that is generating so much revenue.

The tax revenue we receive from the gaming industry is more than all our other business taxes combined, said Simonaire, whose father died penniless after struggling with gambling addiction late in life. The education system has a moral obligation to address the other side. Unfortunately, with government, we often are reacting to problems after they occur, and this is preventative.

Whyte made the same point, but with a more dire analogy.

In many states its a triage approach, he explained. People are falling off a cliff, and its like driving an ambulance to the bottom of the cliff instead of building a fence at the top.

Despite the challenges, Simonaire is still hopeful.

We have two weeks left [in the legislative session], and weve passed two bills in the last month or so where we got them through in three days, he said. If theres a will, we can do it.

In West Virginia, a bill to address educating youth on gambling addiction was tied to a statute that requires state educators to provide students a basic understanding of personal finance.

HB 4812 was sponsored by Democratic Delegate Sean Hornbuckle and Republican Delegate Larry Pack and called for a personal finance literacy pilot program to be implemented in at least five public high schools for the 2022-2023 school year, with information concerning the nature of gambling and problem gambling part of the curriculum.

The bill was not addressed by the House Education Committee, and the West Virginia legislative session ended March 12.

For whatever reason, weve been stonewalled. For what reason? I cant tell you, honestly, explained Hornbuckle, who said he also tried to get gambling addiction education tacked on to another bill but was denied. My bill did not leave committee. They didnt even discuss it.

Hornbuckle said he plans to file the bill again next legislative session.

I think its definitely a worthy cause, he said. Its one of those things that there can be no harm from it. So the question is, whats the hesitation?

While problem gaming advocates are happy to see an education bill addressing gambling addiction make its way through a state legislature, they acknowledge the Virginia bill is not ideal.

There is no specific funding for the bill, and the impact statement associated with it says, Any cost to develop instruction concerning gambling can be absorbed by the Department of Education. Any fiscal impact to local school divisions is indeterminate.

Thats not a welcome sign for advocates who have struggled to squeeze funds out of states for problem gaming programs across the country.

Its a little bit of an unfunded mandate, which probably means in a couple years well have to pass it again with funding, Whyte said. And that means it could get sidelined, but gambling addiction gets sidelined, anyway.

It sets a precedent, though. If were able to show impact or a lack of impact, that just creates a better argument. Virginia is making millions and millions. We can find the money.

Doura-Schawohl said a better tactic would be to have educational programs embedded into expanded gambling legislation, but that is still a work in progress. Language similar to the West Virginia legislation on a financial literacy program in high schools was part of the discussion in the Missouri House but didnt make the final versions of the sports betting bills that have moved over to the Senate. Doura-Schawohl and other advocates are hoping the language will be added to a Senate bill.

Cyber Crime Investigation commissioner Pol Lt-General Korchai Klayklueng signed an order on Saturday removing Apisit and Kom from police service, pending the outcome of the cases against them.

Apisit hid his face in his shirt and declined to make any remarks while being taken to the court. He said he reserved his right to testify only in court.

Bang Na police commander Pol Colonel Monsek Trakulphanit said police would seek arrest warrants from the Phra Khanong court on Monday for the arrest of four more suspects, who are all civilians.

He said police investigators are still gathering evidence and if more people are implicated by new evidence, police would seek arrest warrants against them.

Metropolitan Police deputy commissioner Pol Maj-General Trairong Phiewphan said on Monday that Bang Na police investigators have asked the sister of Kanchanaporn to contact her and her husband and meet police to help with the investigation.

Police have not yet received any commitment whether the alleged victims would meet the investigators.

Trairong said other alleged accomplices in the kidnapping case also have not yet contacted investigators to turn themselves in.
