Time seems to have run out on efforts to pass legislation legalizing online sports gambling in North Carolina during this legislative session.

Lobbyists have been hopeful that they'd find a way to resurrect the effort after the wheels came off during a key vote last week, but by Thursday evening any optimism had faded. Key lawmakers left little room for a last-second resuscitation.

"I haven't checked its pulse, but by all reports it doesn't have one," Senate President Pro Tem Phil Berger said after Thursday's Senate session.

Sports betting continues to be worked on, but I do not think it will resurface this session," House Majority leader John Bell said earlier in the day.

Lawmakers plan to complete their work, including passing a budget bill, Friday. The two bills dealing with sports gambling would need votes on separate days in the House and the Senatea multi-day process.

Senate Bill 38 passed the House by a single vote last week, but it was sent back to the rules committee. Senate Bill 668 failed in the House by a single vote last week.

The bills would have allowed for at least 10 and up to 12 online sports wagering operators to be licensed in the state. Adults in North Carolina would have been allowed to bet on sports from their computer or mobile device. Many of the particulars of the legislation changed in recent weeks, including amendments that stripped out betting on college and amateur sports.

Sports gambling could have started as soon as Jan. 1 under the legislation.

Opponents were sharply critical in the House, invoking several sports betting scandals dating back to 1919 and warning of the societal costs associated with allowing widespread sports betting in the state. Sports gambling is legal at two Cherokee casinos in the far-western part of the state, and the Catawba-owned casino in Kings Mountain plans to begin taking sports bets this fall.

How can we even think this is a good idea for our state? Rep. Pricey Harrison, a Guilford County Democrat, said during a House debate last week. This bill subsidizes industry that relies on increasingly predatory practices to generate the profits and fails to protect and support increasingly good quality jobs. More Republicans voted against the bill than voted for it, an unusual outcome in the GOP-controlled legislature. The measure attracted support and opposition from members of both parties.

The legislation has the backing of the states three major professional franchises and Charlotte Motor Speedway. Under the proposals, certain sports facilities would be allowed to open sports lounges, seen as a new lucrative revenue stream. Charlotte Hornets president Fred Whitfield met with lawmakers this week in Raleigh. what's your sense about where it stands and how disappointed were you in the vote last week? Well, you're a lot of time and effort went into this for a lot of people and we're very disappointed obviously. Um, we're hoping it gets some movement going in the other direction, which I believe there's been lots of talks about it, but I think, you know, gambling is, It's coming probably all 50 states eventually. You know, it's a tax revenue. Uh, you know, I've always said if we don't think there's gambling going on in North Carolina where you live in Iraq um, two things you can gain out of it. You gain tax revenue and you also get control of it just like the lottery. You know, it's run by the state and we don't see much difference from it. The state controls it and runs it. So we were disappointed, but we're also optimistic that we'll see it in their future. How important is it as a revenue potential revenue stream to the hurricanes and to what you guys are trying to accomplish? Well, it's very important because all the other teams are getting it, you know, and so it just puts us behind, we're behind because of ticket prices and sponsorship dollars and all that. So it just puts us further behind from a reference And when you look at redesigning this building, you know, certainly that sports book came up many times. Is that, would you like to see it in the building. Would you like to see it connected? You have thoughts on where it should be? Well, you know, it's gonna depend on the bill, but I think connected to the building makes a lot of sense because you know, you want to be able to access access at 365 days a year, but you'd also like to have your like they do in other cities uh that have sports betting is, you know, people can access it between periods between halves of basketball games, you know, so make it uh as convenient for people to get to. So I think attached to the building with obviously entrances from outside may collapse since last one. For me, do you have any projections on on what that would mean for bottom line revenue or sponsorships or have you gotten that far? No, we've obviously been contacted by all the big players, but until it got passed because once it gets past and we know it's probably another nine or 10 months to get all the reds in place. So we felt that we had some time in our hand and you know, it's just like what we talked about today, we talked about it a year ago. It's probably the dynamic of his change to today. So we're in place, we'll be ready to go once it gets approved to move forward. I think it's I think they said it here is we're sitting on a lot of property that, you know, when the building was built, if you go back there was talk about development on the property that never got followed through. So We're sitting on 80 acres I believe just just on the P. And C. Side that make it a destination place. I think they said it very well they're making a place people want to go to. We have a great relationship with the Chancellor and everybody else cabin and obviously boo so I think everybody's on the same page. It's just a matter of trying to move the needle forward. So they haven't said you're gonna take how many 1000 parking spots? We'll end up with more parking spots. Will probably end up with probably 4-6,000 more parking spots when you're all done because you're gonna have to provide obviously parking spots if you're gonna have retail and things like that. So Uh we think it's a win win for everyone. Like some sort of certainly parking you know I mean structure parking is gonna have to be part of it. You know remember we have we only have 4000 spots on our side of the property and the state's got about 4500 over there. So we're talking about our side of the property. So we think our 4000 spots will probably turn in some like 8-10,000 spots. Would you like to see a hotel over there as well? Multiple hotels, maybe, Maybe two hotels, some office buildings, retail, mixed housing. You know, lot of opportunities on the west side around the building. I think that's the plan. Everything from the street coming back. There's a lot of land back there. It's not used, there's a lot of land. I've toured it multiple multiple times. So there's, there's a lot more land than people even can imagine. Just driving around the circle outside that circle, there's lots of land. How much of your time goes to this? Obviously you're trying to build a Stanley cup winning hockey team as well. It seems like you're, yeah, you spend a lot of time, it's what's pressing today. You know, that's what I look at wake up in the board and I said, okay, whatever I have to get done today. And so, you know, everything is important and it's important to have had a lot of my team in here today to hear it also, I think, you know, you gotta rely on your people to help you through all these different projects. It seems like the board is pretty motivated to move forward with this health been talking about for so long, you know, I mean, this was, we thought this project was going to move forward three or four years ago and then installed with Covid and everything else going on. So I think it's I think everybody's anxious to get going. You know, the building, I think they said the bones of the building is in good shape, but you know, let's face it, it's gonna be a 23 year old building as we start this next season. For both of us, things have changed and it's nothing against anybody that built the building or anything like that. But the amenities, as we've talked about are much greater and much appealing to our customers.

15 NHS gambling clinics ‘nowhere near enough’, says mother who lost her son to suicide – iNews

The NHS plan to open 15 clinics to help the rising number of problem gamblers is simply not enough to treat 1.4 million addicts, according to a mother whose son killed himself after becoming hooked on gambling at school.

Liz Ritchie, who lost her son Jack, 24, to gambling-related suicide in 2017, welcomed doctors calls for medics to have more training to try and identify and manage gambling as a health risk.

She said clinical training was essential to providing early diagnosis and referral to specialist clinics.

Delegates at the British Medical Association (BMA) annual conference in Brighton warned the regulation of gambling in the UK was inadequate, neither preventing people, especially younger people, becoming gamblers, nor effectively managing people who have developed problems.

They said the number of specialist treatment clinics should be expanded significantly and must include a specific pathway for doctors with a gambling disorder.

NHS England has set a target to open 15 gambling clinics by 2024. There are five NHS gambling clinics currently open in London, Leeds, Manchester, Sunderland and a national children and young persons pilot clinic.

Two clinics in Stoke and Southampton that were due to open in May have yet do so. Officials hope they will open in the summer.

Mrs Ritchie, co-founder of the charity Gambling with Lives, said: Bereaved families are pleased that the BMA is taking gambling disorder seriously. Gambling harm has the greatest effect on the individual gambling but families, friends and communities also suffer terribly.

Up to 1.4 million people have a gambling addiction in the UK and 15 clinics simply wont be enough when they are finally delivered at the moment there are only seven.

We need a statutory levy on gambling industry profits to pay for more clinics, something that must be delivered in the imminent Gambling Act review White Paper.

Clinical training is essential to provide early diagnosis, low intensity interventions and referral to specialist clinics.

Currently information about the link between gambling on high risk products and the harm to mental health is inadequate and even misleading. Deaths can be prevented by health information.

Medics also called for changes to the rules for coroners courts, so that coroners would be able to cite gambling as a factor in suicides.

There is a statutory duty for coroners to determine who the deceased was, and how, when and where they died, but there is no requirement on them to explain why a person took their own life, and a change in the law would be needed to alter this.

Earlier this year, Sheffield Coroner David Urpeth delivered a narrative conclusion in the inquest into the death of Jack Ritchie, who was teaching English in Hanoi at the time of his death.

Mrs Ritchie and her husband Charles had fought for an inquest that not only examined their sons death but also state regulation of the gambling industry.

The coroner did not rule that any arm of the state had directly breached any duty to protect Jacks life, but said warnings, information and treatment for problem gamblers at the time of the 24-year-olds death were woefully inadequate and failed to meet Jacks needs.

The situation had improved but there was still significantly more that needed to be done, he said.

Mr Urpeth wrote to government departments and gambling agencies with warnings about how future deaths could be prevented. He also highlighted the need for more training for GPs about gambling disorders.

Mrs Ritchie said: There are over 400 suicides related to gambling per year in England alone but only a few are beginning to be recorded by coroners. If coroners do investigate they can issue Prevention of Future Deaths rulings that will affect government policy to prevent more families suffering a lifetime of loss.

Mrs Ritchie said doctors cannot bear the whole burden for public health interventions alone, adding: Public health starts with prevention and we are dealing with a commercial sector that relies on addiction for its business model.

Therefore it is up to the Government to make gambling products safer; to stop the wall-to-wall advertising and ensure that the public has proper information on the risks associated with gambling; and to tighten affordability regulations to prevent the incentivisation of addiction development.

The North of England has the highest prevalence of at-risk gamblers, with 4.4 per cent of adults in the North West and 4.9 per cent in the North East being at the most risk of addiction.

Between April and December last year, 668 people with the most severe gambling addiction issues were referred to NHS gambling clinics, up from 575 during the same period in 2020 a 16.2 per cent increase.

BMA board of science member Professor Henrietta Bowden-Jones said: The BMA recognises that gambling is a serious public health issue with strong links to mental health issues and associated issues.

The NHS should have the resources needed to respond to the growing number of people affected by problem gambling and healthcare professionals should be supported to diagnose, treat and refer patients effectively.

Failure to address this will also exacerbate health inequalities, as those living in the most deprived areas have the highest levels of gambling and therefore the associated health risks.

There is a need to regulate gambling further to prevent people, especially young people, developing gambling problems and to manage those who have already developed a problem.

It also important that doctors themselves who are affected by gambling addiction receive appropriate and tailored support. We await the imminent publication of the Governments White Paper on gambling reform and will look to engage with them and input on behalf of the BMA.

A government spokesperson said: The tragic death of Jack Ritchie is a stark reminder of the devastating consequences harmful gambling can have on individuals, their families and friends.

Germanys new gambling regulator isnt officially in place yet, but it isnt waiting until its given the keys to the city to take over. Glcksspielbehrde (the Joint Gaming Authority, or GGL, for its German acronym) is going to block IP address and payment options for unlicensed online gaming operators as of July 1.

Attorney and gambling law expert Nadja Wierzejewski will take over the management of GGL on July 1. At the same time, according to a statement from the agency this week, the new blocks will arrive.

The GGL doesnt officially take over until January of next year. Despite this, the regulator is anxious to crack down on illegal gambling sites, and Wierzejewski is diving head-first into the fire.

Since 2008, Wierzejewski has been Head of Gambling Supervision at the Supervision and Services Directorate of the State of Rhineland-Palatinate (ADD) in Trier, Germany. She has many years of experience in the fight against illegal gambling.

The team around the lawyer had focused in particular on terrestrial gambling. At the annual general meeting of the German Vending Machine Wholesale Association earlier this month in Berlin, Wierzejewski highlighted the significant decline in illegal gambling as one of her teams successes this year. The group achieved it, she said, through controls and trusting cooperation with legal operators.

There are now only three licensed online gaming operators in Germany, and it took the country a year to get this far. Mernov was the first, but Tipwin and Mybet joined last week. They have limited options they can offer consumers, which means a strong majority of players will likely still turn to unlicensed sites.

Only online slots are currently available, and these have a stake limit of 1 (US$1.10) not appealing to many gamblers. In addition, operators give up 5.3% of their net sales to the country in the form of tax payments.

GGL will introduce the changes before it explains them. It stated that it would provide information about the procedure to combat illegal gambling and the use of enforcement instruments on July 8.

In addition, it also spoke out against sites that advertise unlicensed operators. This seems to be a direct nod to affiliates, which means they need to be ready for blocks, as well.

Wierzejewski will also monitor Germanys Interstate Gambling Evaluation System (LUGAS, for its Germany acronym). This is a system with which the gambling supervisory authority can evaluate the data operators submit.

LUGAS ensures that those operators meet deposit limits, as well as prevents consumers from using multiple gambling sites to circumvent those limits. Connection to LUGAS is mandatory for all online gambling providers.

However, LUGAS received criticism when Germany first presented the concept. The German Sports Betting Association reported considerable data protection concerns. The European Gaming and Betting Association (EGBA) also considers the requirements to be too restrictive. Despite the opposition, LUGAS is now in use and isnt going away.

From Thursday, former footballers and other famous faces are being banned from appearing in adverts for online gambling companies.

The measure, the first change in the gambling advertising rules since online gambling was legalised in the Netherlands last year, has been introduced in an effort to combat gambling addiction, particularly among the young.

Some 17% of all online gambling accounts have been opened by people aged 18 to 24, even though they only account for 11% of the population, broadcaster NOS said.

Former players such as Wesley Sneijder, football manager Dick Advocaat and television personality and former police officer Ellie Lust have become the face of online gambling ads on television and on billboards since the market was opened up.

Legal protection minister Franc Weerwind is working on a ban on indiscriminate gambling advertising and has called a halt to the use of celebrities as a stop gap measure.

Football clubs

Last week, Amsterdam football club Ajax confirmed it had signed a sponsorship deal with online gambling company Unibet.

Local media report that Unibet had also been in talks with AZ of Alkmaar about a sponsorship deal, but failed to reach an agreement.
