New freedom camper bans hard to enforce

Policing freedom campers in the Mackenzie District could prove tricky, the local MP says.
The Mackenzie District Council planning and regulation committee voted last week to introduce a bylaw banning freedom campers from parts of Tekapo, Twizel, and the Lake Opuha and Ruataniwha shorelines.
Mackenzie District mayor Claire Barlow said yesterday the district still welcomed freedom campers if they followed the new rules.
Waitaki MP Jacqui Dean said the district's size could make it hard to catch campers who didn't meet the bylaw's new requirement to be able to take care of their own sanitary needs if they stayed on council land.
"There are so many corners for them to tuck themselves away."
Council community facilities manager Garth Nixon said the council could consider hiring contractors to hand out $200 instant fines for those parked on its land, but it owned only a small percentage of public land in the district.
Nixon said the Department of Conservation was a major landowner in the Mackenzie District, administering land on the shores of lakes Alexandrina, Ohau, Poaka, Pukaki, and Tekapo and elsewhere in the district.
DOC spokesperson Shirley Slatter said DOC rangers checked for freedom campers in the Aoraki/Mt Cook National Park, charging them a $10 camping fee if they were caught.
DOC did not police land next to state highways in the district, but restricted freedom camping on the shores of Lake Poaka to self-contained vehicles staying at the site for no more than four nights in any calendar month.
A Meridian Energy spokesperson said the company was reviewing the draft bylaw. The electricity generator had installed fences and signs on Meridian-owned land to keep freedom campers off areas such as grass verges where they could endanger road users. The company tried to maintain public access where possible.

Fighting for human rights both in America and worldwide, that is the meaning behind the National Civil Rights Museum's annual Freedom Awards.
"Breaking Barriers, Advancing Freedom" is the theme behinds this years awards that will be handed out Tuesday, Dec. 2, at the Cannon Center in Memphis.
Journalist Charlayne Hunter Gault will receive the International Freedom Award. Civil Rights organizer Bob Moses will be given the National Freedom Award. Baseball icon Frank Robinson will be honored with the Lifetime Achievement Award for Sports.
NBC News Tom Brokaw will be awarded the Lifetime Achievement Award for Journalism. Brokaw started his career with NBC back in 1966. After receiving the Presidential Medal of Freedom, our nation's highest civilian honor, Brokaw sat down with WMC Action News 5's Joe Birch about what the Freedom Award means to him.

Freedom camping is a part of Kiwi life that is unlikely to stop but needs to be properly regulated and policed, says the president of a campervan group.
Marlborough New Zealand Motor Caravan Association president Kevin Addley said he had nothing against freedom camping so long as those using the allocated sites were sticking to the rules.
He said one of the benefits of being in the association was that all members had access to "park over" properties.
"We have an index of these properties around the country where you can camp at very reasonable prices. Being self contained is very important and is a requirement of being a member of the association," he said.
Freedom camping has been an ongoing issue in Marlborough, with campsite and holiday park owners upset after the Marlborough District Council last year opened a car park at Collins Memorial/Koromiko Reserve near Picton to freedom campers.
Last week, council announced that four further sites - A&P Park, the railway station, and the Wynen St car park in Blenheim and the High St car park in Picton - would be opened to freedom campers. The sites would operate on a trial-only basis during summer and would include strict conditions, including self-contained vehicles only, parking between 6pm and 9am, one night only and no hanging clothes.
Addley said he wasn't against the new sites, although he didn't think the site in Picton was a good idea because of its location.
"These places need to be properly policed by council."
