A thief wandered a Philadelphia casinos restricted areas for hours, pilfering wallets, phones and paper, regulator says – The Philadelphia Inquirer

The alleged thief spent several hours wandering around the Live! Casino and Hotel Philadelphia in May 2021, entering restricted areas such as offices and the poker dealers lounge, going through desk drawers and purses, lifting wallets, a cell phone and voucher paper used in slot machines. She was unchallenged by staff, and undeterred by doors left propped open by employees.
On Wednesday, a lawyer for the Pennsylvania Gaming Control Board read through the minute-by-minute accounting of the intruders whereabouts, gleaned from surveillance cameras, as she moved through the back of the house areas of the casino, off-limits to the public, and into the hotel itself, where she also allegedly swiped the cell phone of a housekeeper from her cleaning cart.

It was painful to hear that even a year and a half later, said Tom Diehl, vice president of legal for the casino, who listened to the recitation at the gaming boards meeting in Harrisburg.
The state casino regulator on Wednesday approved a consent agreement in which the casino, which is owned by Cordish Gaming, agreed to pay a $10,000 fine, plus $2,500 in costs, for failure to secure the off-limits areas of the casino. It was the first enforcement taken against the South Philadelphia casino since it began operations in January 2021.
Diehl said the casino did not imagine the extent to which an intruder would go, and took some serious remediation measures after the May 2021 incident , including adding electronic access panels to doorways, and instructing security officers to check doors on their rounds. The staff was also instructed to challenge anybody not wearing a proper casino badge, and to stop propping open doors.
Nevertheless, three patrons in February 2022 managed to get into restricted parts of the casino after they were denied entry to the gaming floor because they could not produce proof of COVID-19 vaccination, according to the consent agreement.
Those three, who spent several minutes in an off-limits service corridor they had entered through an unoccupied event space, and were not accused of stealing anything, were later discovered on the gaming floor playing slots and roulette. They were evicted from the property for 24 hours for failure to provide vaccination papers.
The woman who allegedly stole several hundred dollars from casino employees in 2021 was charged by Pennsylvania State Police. One of the missing debit cards was later charged $875. It was unclear what became of the voucher paper that was lifted.
The charges were dismissed, according to the consent agreement.

Seven arrested in connection to San Jose underground casino – The Mercury News

EAST SAN JOSEPolice arrested seven people Thursday in connection to an illegal East San Jose underground gambling ring that authorities said was a hub for drugs and black market dealings.
After obtaining warrants, police arrested seven people at the illegal casino, located near James Lick High School at North Capitol Avenue and Avenue B. Investigators found seven ounces of cocaine, a makeshift crack-cocaine conversion laboratory, thousands of dollars in cash and multiple casino machines on the scene, authorities said.
Five of the arrested suspects had outstanding felony warrants, police said, while one person was in possession of cocaine and a loaded firearm.
One of the arrested casino operators was linked to a previous stabbing incident that took place at the underground casino, authorities said. The victim, an unhoused male, sustained non-life threatening injuries from the stabbing.
All seven of the suspects were San Jose residents. Their ages range from 35 to 54 years old.

LA’s card rooms and tribal casinos at odds over Prop 26 – KPBS

Proposition 26, on Californias November ballot, would legalize sports betting at tribal casinos and at the state's four privately owned racetracks. It would also add a new way to enforce state gambling law in card rooms. Who supports it? Who doesnt? And why? Here are answers to some basic questions on Prop 26.
Sports betting is not legal now in tribal casinos, but one quarter of Californias Indian tribes support the proposition. They say expanding gambling will further increase their self-sufficiency, including their ability to support non-gaming tribes and the local governments where their casinos are located. This expansion of gambling in California has the potential to bring tens of millions of dollars in state funding, according to the nonpartisan Legislative Analyst Office.
Card rooms and the cities where theyre located are opposed to the proposition because of a legal provision in the new law that would allow anyone including tribes to sue them if they operate more like a casino than a card room.
Card room operators say if it passes, it could be used to put them out of business and hit cities that rely on them for their bottom line.
In card rooms, patrons play cards for money, but dont bet against the house like at casinos in Las Vegas. Instead, card rooms hire third-party professionals to sit behind chips at each table and act as the bank.
Tribal casinos have long challenged this practice. They maintain that it isnt legal because state law gives tribal casinos the exclusive right to Vegas-style gambling. Tribes have tried to take card rooms to court over their use of third-party bankers, but those lawsuits never went anywhere.
The new enforcement measure in Proposition 26 would allow anyone, including tribes, to sue card rooms over third-party banking.
The cities where card rooms are located collect a lot of taxes and fees from these establishments. There are 78 cities in the state that rely heavily on this revenue to sustain their budgets, including five in Los Angeles County: Bell Gardens, Commerce, Compton, Cudahy and Hawaiian Gardens.
The smallest city in the county, Hawaiian Gardens, gets over 70% of its revenue from the local card room. That card room is the economic engine that makes our city run, says Shavon Moore Cage, assistant to the mayor of Hawaiian Gardens.
These small cities have joined card rooms in opposition to Proposition 26.
Tribes say their goal with any lawsuit against a card room is to ensure the law is being followed, and to settle the contentious debate over how card rooms operate. Card rooms say this will be abused and put them, tribal casinos biggest competitors, out of business.
Voters are being asked to choose sides. A yes vote means anyone, including tribes, can sue cardrooms, and tribes can have betting on sports at their casinos. A no vote leaves things exactly the way they are.
Voter support is polling low just weeks from election day. Proposition 26 has a 31% approval rating, according to a UC Berkeley IGS poll conducted in late September. Proposition 27, which would legalize online sports betting in the state, is at 27%.
Proposition 27 allows sports gambling online in California. That one has nothing to do with card rooms.
The low poll numbers suggest that voters are confused by the two competing measures. With record level campaign spending on both, voters have been bombarded by television ads, some of which has been misleading. And when you've got that, voters tend to just say no, says Kathy Fairbanks of the Yes on 26, No on 27 campaign.
But because sports betting has the potential to be enormously lucrative, even if both fail, the issue isnt going anyway. Theres already talk of a proposition for 2024.
