Affiliate of union group backing Troy Jackson’s campaign also paid him personally – The Maine Wire

The affiliate of a labor union group spending money to help Senate President Troy Jackson (D-Aroostook) win re-election also provided Jackson personal compensation, according to campaign finance records and income disclosures reviewed by The Maine Wire.
Campaign finance statements show the Building Solidarity PAC, a union-backed political committee, made an independent expenditure in support of Jacksons reelection campaign on October 5 worth $5,735.34. On October 12, the PAC filed another independent expenditure report showing a second $5,735.34 spent in support of Jacksons campaign.
The labor union spending bolsters the tax dollars Jacksons campaign has received under the Maine Clean Election Act (MCEA), which offers public financial support to candidates who agree to forgo large dollar contributions.
Under Maine law, legislators are required to file a statement on their sources of income with the Maine Commission on Governmental Ethics and Election Practices by February 15 of each year. In addition, legislators are also required to update their statement within 30 days of a substantial change in income, defined in part by state law as a new source of income of $2,000 or more.
Jackson filed an updated statement on the sources of income for legislators on October 3. In it, he listed the International Union of Painters and Allied Trades as a new employer as of September 1. According to the filing, Jacksons role involves member engagement. The union is an affiliate of the Maine State Building and Constructions Trade Council, which formed the Building Solidarity PAC in 2003.
Under the MCEA, participating candidates receive public financing by demonstrating a threshold amount of community support, which requires collecting a minimum number of $5 contributions from registered voters in a candidates district. Contributions go to the Maine Clean Election Fund, not to candidates campaigns.
Once a candidate has qualified for MCEA funding, he or she cannot accept private contributions. Funding for most campaign goods and services must come from MCEA funds.
Jacksons request to receive certification under the MCEA was approved by the Commission on Governmental Ethics and Election Practices on April 26. He received a $2,175 payment for the primary, the standard amount Senate candidates in uncontested races receive.
General election candidates in contested races receive up to $20,000 per candidate as an initial distribution and can request up to eight supplemental payments if they collect an additional 45 contributions. Candidates cannot collect more than 360 qualifying contributions, which the commission must receive no later than three weeks before an election, and will receive $5,000 per supplemental payment. Contested general election candidates cannot receive more than $60,000 in MCEA funds.
On June 16, the commission authorized $21,850 in MCEA funds. On July 1, it authorized another $32,850, and on July 21 it authorized $5,745. In total, Jackson has received just under $68,000 in MCEA funding during the 2022 election so far.
The Building Solidarity PAC was originally founded in support of allowing the Passamaquoddy Tribe and Penobscot Nation to open a casino that would allocate some of its revenue to state education and municipal revenue sharing.
This statement of support was removed in the PACs 2004 registration. In a June 28, 2022 registration document, the PAC changed its statement of support to indicate its purpose was to support candidates who share our values to support working families.
The PAC originally registered as a voluntary organization in 2003 but it changed to a labor organization in a February 2014 filing.
Since its 2003 creation, the PAC has received just under $69,000 in contributions and loans and has accumulated approximately $42,500 in expenditures. Roughly $30,000 of that amount has been contributions to candidates, party committees, and other organizations.
The PAC has not participated in every election. Filings from some past election years list no independent expenditures either in support of or opposition to candidates or campaigns. The PAC also made no expenditures in support of or opposition to candidates in the 2022 election until October.
On October 28, the group made a $1,725 contribution in support of Gov. Janet Mills re-election campaign.
Other candidates who have received contributions, listed in a quarterly October filing as operating expenditures, include Rep. Chellie Pingree, whose reelection campaign for Maines first Congressional district received $1,000, and Rep. Jared Golden, whose reelection campaign for Maines second congressional district also received $1,000.
The PAC also contributed $2,500 each to the House Democratic Campaign Committee and the Senate Democratic Campaign Committee and $5,000 to the Maine Democratic Party.
In July, the PAC gave $5,000 to the Democratic party to sponsor the 2022 Muskie Lobster Bake.
Independent expenditures are defined by Maines election laws as any expenditures for communications that advocate for the election or defeat of a candidate.
According to reports the PAC filed with the Maine Ethics Commission, this is the first time they have filed an independent expenditure in support of Jacksons campaign. Expenditures to Democratic campaign committees and politicians date back to 2004.
Jackson has previously listed work for the International Union of Painters and Allied Trades on his income statements.
Jacksons annual 2020 filing lists two positions, one as staff and the other as release staff, with the union as a source of income. His 2019 filing also lists work as an organizer for the International Association of Machinists.
Jason Shedlock, Building Solidarity PACs principal officer, said he does not believe there is a conflict of interest between the work Jackson has done for the union and the independent expenditure to his campaign made by the PAC, founded by an affiliate of the union.
Independent expenditures are just that: independent of the candidates campaign. Further, Id add that if anyone is shocked that labor unions and working families support Senate President Jackson, they havent been paying attention for the last 20 years. said Shedlock.
Jackson did not return a request for comment about whether he believes a conflict of interest exists.

Item 1.01. Entry into a Material Definitive Agreement.
On October 9, 2022, PENN Entertainment, Inc. ("PENN" or the "Company"), enteredinto a binding term sheet (the "Term Sheet") with Gaming and Leisure Properties,Inc. ("GLPI"). The majority of the real estate assets (i.e., land and buildings)used in the Company's operations are subject to triple net leases withaffiliates of GLPI, including the triple net master lease which became effectiveNovember 1, 2013 pursuant to which an affiliate of PENN leases real estateassets associated with 19 of PENN's gaming facilities (the "PENN Master Lease").
Pursuant to the Term Sheet, PENN and GLPI have agreed, among other things, thatthey or their affiliates will:
amend the PENN Master Lease to (i) remove the land and buildings for HollywoodCasino Aurora in Aurora, IL (the "Aurora Property"), Hollywood Casino Joliet inJoliet, IL (the "Joliet Property"), Hollywood Casino Columbus in Columbus, OH(the "Columbus Property"), Hollywood Casino Toledo in Toledo, OH (the "ToledoProperty") and the M Resort Spa & Casino in Henderson, NV (the "M Resort") and(ii) make associated adjustments to the rent under the PENN Master Lease, afterwhich the initial Rent in the Penn Master Lease will be $284,132,000, consistingof $208,195,000 of Building Base Rent, $43,035,000 of Land Base Rent and$32,902,000 of Percentage Rent (as such terms are defined in the PENN MasterLease);
terminate the existing leases associated with Hollywood Casino at the Meadowsin Washington PA (the "Meadows Property") and Hollywood Casino Perryville inPerryville, MD (the "Perryville Property"); and
enter into a new master lease (the "New Lease"), effective January 1, 2023, forthe Aurora Property, the Joliet Property, the Columbus Property, the ToledoProperty, the M Resort, the Meadows Property and the Perryville Property, whichNew Lease will be cross-defaulted, cross-collateralized and coterminous with thePENN Master Lease, and subject to a similar parent guarantee.
The New Lease will include a base rent (the "Base Rent") equal to $232,170,000and additional rent (together with the Base Rent, the "Rent") equal to (i) 7.75%of any project funding received by PENN from GLPI for an anticipated relocationof PENN's riverboat casino and related developments with respect to the AuroraProperty (the "Aurora Project") and (ii) a percentage, based on then-currentmarket conditions, of any project funding received by PENN from GLPI for certainanticipated development projects with respect to the Joliet Property, theColumbus Property and the M Resort (the "Other Development Projects"). GLPI willfund up to $225 million for the Aurora Project, and GLPI has committed to fund,upon PENN's request, up to $350 million in the aggregate for the OtherDevelopment Projects, in accordance with certain terms and conditions set forthin the Term Sheet. The Rent will be subject to a one-time increase of$1,400,000, effective the fifth anniversary of the effective date. The Rent willbe further subject to a fixed escalator of 1.5% on November 1, 2023 and annuallythereafter. PENN may elect not to proceed with or to abandon any developmentproject, provided that GLPI will be reimbursed for any out-of-pocket costsassociated with an abandoned project. The Aurora Project and the OtherDevelopment projects are all subject to necessary regulatory and othergovernment approvals.
PENN and GLPI have agreed to use commercially reasonable efforts to enter intodefinitive documentation setting forth the terms and conditions regarding thetransactions contemplated by the Term Sheet in further detail as promptly aspracticable. The respective obligations of PENN and GLPI to enter into theagreements and transactions contemplated by the Term Sheet are subject to eachparty having obtained amendments from such party's credit agreement lenders asit reasonably and in good faith determines are appropriate under thecircumstances and any necessary governmental (including gaming) approvals. PENNand GLPI have agreed to use commercially reasonable efforts to obtain any suchamendment, as well as any necessary regulatory approvals, as promptly aspracticable.
The summary of the Term Sheet set forth above is qualified in its entirety byreference to the Term Sheet, a copy of which is attached hereto as Exhibit 10.1and is incorporated herein by reference.

SBC Awards 2022 honor gaming industry in Barcelona; Betsson named Casino Operator of the Year – Yogonet International

The ninth edition of the SBC Awards 2022 took place on the last day of SBC Summit Barcelona on Thursday and industry companies from around the world were honored in 45 different categories.
Among them is Betsson Group, which won a triple award. Apart from the Casino Operator of the Year award, Betsson also received the Best Affiliate Program of the Yeartitle and the newly-introduced Western European Operator of the Yearaward.
Meanwhile, last years Sportsbook Operator of the Yearwinner, Bet365, also managed to hold the throne after the company secured a win in one of the most contested categories of the night.
The ninth edition of the SBC Awards was co-hosted by news and sports broadcaster Kirsty Gallacher and former Valencia, Lazio, Barcelona, and Middlesbrough star Gaizka Mendieta. The winners of the 45 operator, affiliate, supplier, and payment categories were announced in front of 800 senior sports betting and iGaming industry executives.
In a press release, Rasmus Sojmark, CEO & Founder of SBC, said: "Some very fierce competitors and such a fun-filled ceremony! The Awards night is something I always look forward to as it reminds us that hard work pays off and teaches us to recognize the achievements of our peers. Congratulations to all the winners!"
The victors in the operator section of the awards also included Coolbet (Northern European Operator of the Year), Kaizen Gaming (Southern European Operator of the Year), and Parimatch Ukraine (Eastern European Operator of the Year). Betway Group extended its dominance in theEsports Operator of the Yearcategory.
The affiliate section saw three companies coming out victorious: Raketech Grouptook home theAffiliate Product Innovation of the Yearaward, repeating its 2021 success. Gambling.com won theCasino Affiliate of the Year trophy, and Better Collective also stood its ground by securing theSports Affiliate of the Yearaward two years in a row.
In the supplier section of the awards, the fiercely contestedSportsbook Supplier of the Year title went to Sportradar Group,and theCasino/Slots Developer of the Year award went to Relax Gaming.

Seeing someones work abruptly ended by something they cant control is never enjoyable stated Chris Scicluna, CEO of Livespins, yet he stressed Twitchs recently announced rule tightening is a good thing for everyone.
Responding to Twitchs statement, released late on September 20, which introduced new rules set to be implemented on October 18, will see the streaming platform issue a ban on content from websites offering slots, roulette or dice games that arent licensed in the US or other jurisdictions that provide sufficient consumer protection.
Included in the announcement were specific citations to operators, such as Stake.com, Duelbits.com, Rollbit.com and Roobet.com, as sites that are prohibited.
Joining CasinoBeats and Scicluna in delving into the streaming platforms latest rule amendments was Aidan Cliff, Account Manager at Square in the Air, but more importantly, a former streamer on Twitch.
CasinoBeats: What were your initial reactions to Twitchs announcement on banning unlicensed slots sites?
Chris Scicluna: The interest for live streamed gambling entertainment is enormous. As I mentioned on LinkedIn yesterday, streamers have provided so much innovation to our industry, and for me, it will never be enjoyable to see someones work abruptly ended by something they cant control.
That said, we created Livespins to put the innovation of streaming and all its benefits in the hands of the operator those that are working diligently to create safe and sustainable play for their customers and who have the tools to do so.
I think the news shocked a lot of the industry and streamers alike, but in the end, this is a good thing for everyone. If we want our industry to thrive, we must be able to anticipate and innovate responsibly regardless of sentiment in the mass media and that is just what Livespins is doing.
Aidan Cliff: Twitch and many other platforms, such as Facebook, have begun clamping down on gambling streams in general and introducing additional rules to protect an impressionable audience.
They now have the spotlight on influencers revenue streams, specifically the recommendation of certain casinos which in turn pay a streamer a rev share, CPA or hybrid deal for promotion and the signing up of new customers.
It has become clear during the rise in prominence of gambling streamers that they have a strong influence over their audience and the promotion of unlicensed casino sites takes advantage of the trust viewers place in them.
I certainly wasnt surprised by the tightening of rules, but rather by the specifics of it. I think most people can look objectively at certain streamers balances and stake sizes and see that it not only represents an illusion of gambling but fundamentally encourages outlandish bet sizes.
If a streamer already has enough influence to encourage play on an unlicensed slot site it can be presumed that their influence may also encourage unrealistic stake sizes to be wagered.
I think the naming of specific operators by Twitch in their latest update shows how prominent and synonymous some of these unlicensed casinos have grown on the platform, and how inherently linked they are to supposed fake money streams along with highlighting how questionable some of their marketing practices have been on the platform.
How do these new rule changes affect yourself and the slot streaming community as a whole?
CS: Theres been a lot of controversy re: Twitch for a long time now. Besides the inability to KYC or age-gait the viewers on Twitch, there has also been debate on transparency of funds and whether the streamer is using his/her own money. As well, some of the streamers such as ItsSliker have spoken up about gambling addiction which is likely one of the final straws that pushed Twitch to make their decision.
All of these issues, we as an industry understand much more than any mass media and have built tools and practice to mitigate.
The new rules are positive for Livepsins and the industry overall. Operators have the ability to bring the same streaming entertainment to their own customer base with Livespins. From the very beginning, we have worked relentlessly to deliver pure sustainable entertainment to players all over the globe.

I hope the streaming community as a whole agrees with me here. In general, this is a very good thing and will ensure they have a stable career for them in the long term. It will be a shock for many, but for those streamers that are successful, they will soon realise that its their content that made them successful and can be made available in environments that also protect the players and create a more sustainable experience.
AC: Working directly with gambling influencers to promote titles from Square in the Airs clientele is a careful balancing act. Both operators and suppliers obviously want their titles to reach as wide an audience as possible, but equally have to distance themselves from fake money streamers and those who promote irresponsible gambling to their audience.
These new rules are going to allow streamers who play by the rules set out by jurisdictions and governing bodies to enjoy a rise in viewers, and allow us to promote our clients games responsibly while streamers maintain the duty of care expected of their viewership.
It has been quite frustrating to see engaging, talented and entertaining streamers be outshone by those promoting unlicensed slot sites who seem to have a never-ending balance to play with and can therefore stream around the clock, distributing content that can be harmful. These new changes will elevate streamers who gamble responsibly and this can only be a good thing for the community as a whole.
What are your thoughts on having an independent regulator to handle gambling content on streaming platforms? Is this a good move going forward?
CS: It sounds like Pandoras box. Yes, having one independent regulator sounds simpler but likely not better. Innovation and technology will always be ahead of any kind of regulation so there will always be loopholes to exploit.
Of course, mass media should and will have their own moderators, guidelines and rules, but they will never be able to keep up with 100+ jurisdictions and the compliance required from regulators when it comes to gambling.
AC: It will take some time for streamers to no longer be tarnished with the same brush as some of those who have damaged the overall perception of gambling influencers. Over the years of working with streamers, and initially being one myself, I have seen an array of independent regulators come and go while streamers themselves have endeavoured to work together to build robust verification processes independently.
However, these regulators have never been as successful as they perhaps should be. This is in part due to this lack of trust streamers have now placed on them and multiple unanswered questions asked by the community, such as is the independent regulator truly independent? Do streamers have to show their bank balances to prove deposits moving forward? What are the ramifications if somebody fails a test set by an independent regulator? These are just some of the recurring questions I have seen used as a counterargument to this process.
One thing is clear our industry is highly innovative and I suspect that these latest Twitch changes, while on paper, look to limit the promotion of unlicensed slot suppliers, will merely provide a minor additional obstacle for untrustworthy streamers to overcome.
Last year saw Twitch prohibit the sharing of affiliate links on its platform, with gambling influencers simply sending their audience to a third-party website to display them.
I would be surprised if these changes arent circumvented in some way, or if guilty streamers simply move onto the next platform on which they can continue their activity. So perhaps an overarching independent regulator is a necessity but how this works and its credibility will be vital to its implementation and success.
What reaction do you expect in the community overall?
CS: I expect after the initial buzz of this news, the community will start to think logically about their businesses and what it means for them going forward. We are already starting to see increased interest from providers and operators.
I anticipate that the community will adapt quickly and realise that we, as the industry, are closest to the customer, and therefore we must be the ones to bring this entertainment to our customers in a responsible and sustainable way.
AC: It feels like its been a long time coming and I suspect the positive reception Twitch has received to these changes will encourage other platforms to consider additional changes themselves. The community is, of course, pleased that unlicensed operators will no longer be promoted and untrustworthy streamers that do promote them will be removed from that platform.
If indeed a streamer could afford to play with a million-dollar balance every day on an unlicensed casino, it seems perfectly reasonable for them to now do so on a licensed website and continue to stream and follow these new rules. Unless of course, those funds arent genuine.
From the industrys perspective, this can only be a good thing. Limiting the promotion of unlicensed irresponsible gambling practices will help build the trust audiences and the streaming community have for gambling streamers, and make it easier to promote both supplier and operators products and services in a more responsible manner as standard.

The ASA rules that the ads of two gambling companies were socially irresponsible – Lexology

Introduction
On 3 August 2022, the Advertising Standards Authority (the ASA) published two rulings, each upholding complaints in relation to gambling ads.
Both ads, a TV ad for LC International Ltd (trading as Coral), and an in-app ad for a casino game marketed by Rank Digital Gaming (Alderney) Ltd, were deemed to be socially irresponsible by the ASA.
The Coral ad
Corals TV ad showed cinema-style footage of a horse race, with close-up shots of spectators looking engrossed and cheering. The voiceover, which was accompanied by the sounds of hooves, shouts from the crowd and dramatic music, stated Exciting, isnt it? When your horse wins by a nose. But if thats exciting, how about three furlongs ago? Look, look, any horse could win. How about now when your horse is under starters orders? How long have you waited for those gates to crash open? But thats nothing. What about earlier still? Your horse is the only horse that matters. Coral. Get closer to the action.
Two complainants were concerned that the ad breached the BCAP Code by portraying, condoning or encouraging gambling behaviour that was socially irresponsible or could lead to financial, social or emotional harm.
Coral argued that the ad deliberately didnt include any depiction of betting, and that the only reference to gambling was by way of the Coral brand. On that basis, they claimed that if the ad did not portray or encourage gambling, it could not be deemed irresponsible. Coral explained that the ad was intended to show the excitement of a race, rather than a bet. Clearcast agreed with this, stating that excitement was a normal response to the atmosphere of a crowd and a tightly contested sporting event.
However, the ASA did not agree with this analysis. Whilst it did acknowledge that there was no actual depiction of or explicit reference to betting, Coral banners could be seen around the track and in the crowd, and each horse had Coral written on its saddle. In addition, the repeated reference to your horse in the voiceover was, the ASA ruled, likely to prompt viewers to watch the ad from the perspective of someone who has placed a bet on a horse. This was reinforced by the phrase Your horse is the only horse that matters.
The ASA also considered that the intense audio-effects, close-ups, dramatic music and POV shots, taken together with the voiceover and reference to your horse winning, carried a significant risk of only portraying the highs associated with successful bets, which might be particularly dangerous for vulnerable viewers.
As the ASA considered that there was a significant risk of the ad disproportionately affecting a vulnerable group, it ruled that the ad was socially irresponsible, and that it breached BCAP Code rule 1.2, which states that ads must be prepared with a sense of responsibility to the audience and to society, and rules 17.3 and 17.3.1 which state that ads cannot portray, condone or encourage gambling behaviour that is socially irresponsible or that could lead to financial, social or emotional harm.

The in-app ad for the Wolf Gold mobile app casino game was shown in the Lucky Night app. The ad featured an image of a prize wheel and a wolfs face, with two women at the top of the page. The text stated Everyone wants to solve theirs [sic] financial problems Click the DOWNLOAD button right now and start to earn In fact, its all very easy to do with our application pay off loans, buy a car and a nice house and make a lot of money! Text beneath this stated WELCOME BONUS 400.
The ad was reported to the ASA on the basis that it was irresponsible for suggesting that gambling could provide a solution to financial concerns and provide financial security.
Rank agreed with the complainant and explained that the ad had been designed by an affiliate organisation (WakeApp) without Ranks knowledge. Rank accepted that, had they been aware of the ad, they would not have approved it. After being made aware of the ad, Rank had terminated its relationship with WakeApp. WakeApp explained that the ad had not complied with its own internal policies either, however did not clarify why the ad had therefore been published.
As the ad clearly suggested that players could use the game to make money and to alleviate financial concerns, the ASA ruled that it was socially irresponsible and that it breached rule 16.1 of the CAP Code, which requires gambling ads to be socially responsible, especially with regard to ensuring vulnerable people are not harmed or exploited, and that rules 16.3.1 and 16.3.4 had also been breached due to the ad encouraging socially irresponsible behaviour which could lead to financial harm, and by suggesting that gambling could be a solution to financial concerns.
Conclusion
The Coral ruling arguably takes an extreme position by suggesting that the ASA will regard gambling ads which are exhilarating and which focus on the excitement of placing a bet as being dangerous for those who are vulnerable, especially where those customers have decided to try and abstain from betting. This is a difficult line for operators to draw because, applying this ruling, many gambling ads will likely pose at least some risk to vulnerable customers. Operators have an interest in showing the anticipation of placing a bet and watching a race, and many viewers would probably not associate this behaviour with having any sort of gambling addiction or problem.
Following this ruling, operators should undertake a holistic review of their ads to make sure that the context of the ad and the various elements of the ad, when taken together, do not cause it to be deemed socially irresponsible.
The Rank ruling should be taken as a reminder about the scope of responsibility operators have for the actions of their affiliates. Whilst Rank had not been made aware of the ad, it was held by the ASA as being responsible for the ads content. In addition to the ASAs ruling, the Gambling Commission of Great Britain would also hold Rank accountable for this breach on the basis that Social responsibility code provision 1.1.2 of the Licence Conditions and Codes of Practice (LCCP) provides that operators are responsible for the third parties with which they contract for the provision of any aspect of their business related to gambling, meaning that such third parties must comply with the LCCP as if they were bound by the same conditions. In particular, licensees (and therefore, their affiliates) are bound to comply with the CAP and BCAP advertising codes, as per Social responsibility code provision 5.1.6 of the LCCP.
Operators should ensure they have robust advertising policies in place for their affiliates to follow, as well as contractual obligations which require affiliates to comply with applicable advertising regulation. Operators should also ensure they are aware of the activities of their affiliates and that they have adequate oversight of any advertising.
