As has been the case for years, a handful of American states tossed around the idea of legalizing online poker in 2021, most often alongside online casino games and/or sports betting. Most of those bills die a few months into the year with no progress.

Connecticut, however, is a different story in 2021. Native American tribes (Mashantucket Pequot and Mohegan) have long wanted the opportunity to offer online poker and casino games to complement their land-based gambling revenue. But Governor Ned Lamont declined in past years due to concerns regarding MGM Resorts legal action and general perceived igaming difficulties and complications.

This year is different, though, and agreements among all parties seem to be pushing the Connecticut bill forward with approval from the Connecticut House.

In Illinois, members of its legislature continued to consider igaming as part of its larger efforts to expand gambling in the state. However, instead of doing so with the information available, a new Senate bill proposed a study due later this year to examine revenue potential.

Meanwhile, Florida dismissed the opportunity to legalize online gaming alongside sports betting via a new tribal compact.

The Connecticut legislature was all over the place at in 2021 with bills regarding gambling expansion. State Senator Catherine Osten put forward SB.146, which seemed to be the most comprehensive bill and the one that specifically included online poker and casino games.

However, Governor Lamont emerged from intensive talks with tribal leaders this year with a bill of his own HB.6451. There are other associated bills, but Lamont specifically touted his legislation, which passed the Connecticut House of Representatives last week. It sailed through the Committee on Finance, Revenue and Bonding before hitting the House floor on May 18.

The House needed 72 votes to pass the bill but received 122 yea votes as opposed to only 21 nay votes. Eight members were absent or chose not to vote on the measure.

After that May 20 vote, the House sent the bill to the Senate the next day.

In his press release touting the move, Governor Lamont focused heavily on sports betting and urged action. I look forward to this measures swift passage in the Senate, he said, so we can start the federal process of ensuring this legislation and agreement is authorized.

The title of the HB.6451 reported that it is an act concerning the authorization, licensing and regulation of online casino gaming, ,retail and online sports wagering, fantasy contests, keno and online sale of lottery tickets.

The word poker did not appear in the original iteration of that bill. The first full substitute bill did mention online poker in the following contexts:

Online casino gaming means slots, blackjack, craps, roulette, baccarat, poker and video poker, bingo, live dealer and other peer-to-peer games, and any variations of them, and any games authorized by the Department of Consumer Protection, conducted over the internet

Authorized games means any game of chance, including, but not limited to, blackjack, poker, dice money-wheels, roulette, baccarat, chuck-a-luck and any other game of chance authorized by the Commission or Consumer Protection.

Gambling means risking any money, credit, deposit or other thing of value for gain contingent in whole or in part upon lot, chance or the operation of a gambling device, including the playing of a casino gambling game such as blackjack, poker, craps, roulette or a slot machine.

The final bill passed by the House included the same language. It is unclear, though, what the authors mean by poker. If they mean true, peer-to-peer online poker online, then all is well for poker players. There is a chance, however, that they could mention poker as a table game, such as Three-Card Poker.

As it stands, the legislation does not specifically mention online poker.

(Authors note: If only there was an organization of some sort that could represent online poker and its players in situations like this, something like the Poker Alliancebut I digress.)

There has been chatter for years that the Seminole Tribe of Florida wanted to expand its gambling beyond land-based casinos. They specifically wanted to offer online poker and casino games. This year was the first that it had the chance to do so with any seriousness, as tribal leaders worked with Florida Governor Ron DeSantis worked on a new compact.

In April, the Seminoles and DeSantis finalized that new gaming compact to the tune of $500 million. This means that the tribe will pay the state at least $500M in annual payments. The focus was on sports betting via a mobile app, and the new compact authorizes betting on sports, including collegiate and individual events and Olympic competitions. And the Seminoles now have an exclusive hold on the market for 30 years.

Online Poker Report pointed out that there had been a clause in that new gaming compact to allow good faith negotiations to consider amending the compact to include more online games. This could have, theoretically, included online casino games and online poker.

As the State Senate took up the bill, lawmakers in both houses agreed to remove that clause. House Speaker Chris Sprowls noted, Some language in the compact could be construed to lead to the backdoor expansion of online gaming. Even the mere possibility of this was unacceptable.

The bill is now likely to pass with regard to sports betting only.

There are hurdles, though. Not only did the Florida legislature need to approve it, the US Department of the Interior must do the same. In addition, a group of business leaders and others who oppose gambling expansion in Florida plan to sue. They claim that the 2018 ballot measure (Amendment 3) gave the right to authorize gaming compact changes solely to the voters of the state. The lawsuit will be based on DeSantis violating that law, changing the compact without voter approval.

Sports betting may be tied up in court for years. And it looks like lawmakers are miles away from even considering online poker and casinos for the state of Florida.

Russian aircraft are rehearsing for what is shaping up as one of the most unique Victory Day Parade flypast performances in recent years.

A slew of Russian planes and helicopters recently practiced their routines in anticipation of the upcoming May 9 Victory Day parade, commemorating the Soviet Unions victory over Nazi Germany in World War II.

The flypast rehearsal included as many as seventy-six aircraft, comporting with the seventy-six years that elapsed since the end of World War II. Fifty-three planes and twenty-three helicopters are set to take part in the event. The latter includes three Soviet-era Mi-26 transport helicopters, which will open the parade. These will be followed by Mi-8, Mi-35, and Ka-52 helicopters, as well as the Berkuts Mi-28N aerobatics demonstrator team. The Berkuts, which hadpreviously used Mi-24 helicopters before switching to Mi-28Ns, performed at previous Victory Day parades going back to the 1990s.

The flypast introduction is a rather standard fare for these types of events, but what happens next is not: for the first time, a Tu-160 Blackjack strategic bomber will fly over the Red Square while being escorted by a wing of Su-35S fighter jets. We are planning a flight in a traditional formation over Red Square but this year a group of a Tu-160 aircraft escorted by four Su-35 fighters of the Russian Knights aerobatic group has been added, Alexander Ivashkin, the Aerial Weapons and Tactical Training Chief of the Aircraft Demonstration Center, told Russian media. The Tu-160 is a somewhat curious choice for a flypast showpiece at one of Moscows largest annual military exhibitions; though it is among Russias latest dedicated bombers, the Blackjack of the 1980s era can hardly be considered new. There are reportedly several upgraded Tu-160 variants in the works, including the upcoming Tu-160M that embarked on its maiden flight in 2020; it is apparently not being displayed at this years parade, likely because it is not yet ready to enter service. Then there is the deeply modernized Tu-160M2 revision, which is expected to be delivered to Russias Air Force in 2023.

So why, then, is a forty-year-old bomber being given such a prominent place in this years flypast roster? The answer will be revealed in several days, but one working assumption is that the Kremlin seeks to show off a new airborne weapon. This could be the hypersonic, nuclear-capable Kh-47M2 Kinzhal ballistic missile, unveiled with great aplomb during Russian President Vladimir Putins 2018 annual state-of-the-nation address. The Kinzhal missile made its Victory Day parade debut that same year aboard a MiG-31 interceptor. It was previously confirmed that Russias military is assessing the possibility and usefulness of fitting the Kinzhal onto the Tu-160; it is difficult to think of a better way of making it official than by flaunting a Kinzhal-equipped Blackjack at this years parade. The Kinzhal appears to have a shorter range than theTu-160s Kh-55SM cruise missiles, but is exponentially faster at a speed of up to Mach 10 and would grant the Tu-160 platform the means to penetrate U.S. missile defense networks in ways that it previously could not.

The Su-57 fifth-generation air superiority fighter jet, along with such Russian military aviation staples as the Su-35S and Su-34, will be making an appearance toward the end of the flypast event. In addition to the flypast section, the parade will involve a mechanized column of over 190 vehicles that includes thirty-five types of new and modernized military hardware. A total of over twelve thousand servicemen, spread across thirty-seven units, are expected to march across the Red Square.

For several decades, the Sea Services have sought to use UASs to supplement their fleets of manned platforms. UASs, or drones, are particularly useful for conducting routine missions that require a long time on station, such as maritime ISR. While quite capable, platforms such as the MQ-4C Triton, the new MQ-25 Stingray, and the proposed SeaGuardian variant of the MQ-9 Predator B, are big undertakings requiring a lot of personnel. This limits their deployments to airfields or ships with large decks such as aircraft carriers. In addition, these systems are expensive to operate, albeit less costly than most manned platforms.

One challenge to deploying UASs on surface ships has been the lack of space for them. Even ships designed with a flight deck and hangar, such as the Navys Arleigh Burke destroyers and Littoral Combat Ships and the Coast Guards National Security Cutters (NSCs), have limited space for which UASs must compete with manned helicopters.

Today, both the Navy and Coast Guard are deploying a set of small ship-based UASs to supplement manned assets, performing many of the same roles that they do to support military and law enforcement missions. Two UASs that provide all the advantages of operating drones from surface ships while reducing their impact on other activities are the ScanEagle and the Blackjack. With their unique launch and recovery systems, these UASs permit expanded at-sea operations with minimal impact on ship efficiency.

Designed to be low-cost, easily repairable, rapidly modified, and with moderate manning requirements, the ScanEagle has proven a remarkable success since the first version was deployed to support the U.S. military almost twenty years ago. With its stabilized turret housing an advanced electro-optical or infrared sensor, ScanEagles conducted hundreds of thousands of hours of airborne surveillance in support of U.S. Marines in Iraq, transmitting high-resolution day/night images. While it operates at low altitude, the ScanEagle is so small and its engines so quiet that it is virtually undetectable to human observers. The ScanEagle family has logged more than 1.3 million operational hours supporting the U.S. military and numerous friends and allies.

The current version of this UAS, the ScanEagle 3, has a new design, better engines, improved power generation, and a greater carrying capacitynineteen poundsthan its predecessors. As a result, it can launch with multiple payloads simultaneously while staying in the air for up to 18 hours. Depending on the mission and desired range at which the platform will operate, the ScanEagle 3 can carry a sensor package consisting of an electro-optical/infrared camera, a laser pointer, a communication relay, an Automatic Identification System interrogator, and Vidar (visual detection and ranging, a surface search capability).

ScanEagle uses a unique launch and recovery system. It is launched via a pneumatic launcher and is recovered using a hook on the end of the wingtip to catch a rope hanging from a thirty-to-fifty-foot pole. This system is particularly well-suited to operations from unimproved land locations or surface ships with limited open spaces. It also requires a small launch and recovery crew.

The ScanEagle is currently aboard all nine of the Coast Guards new Legend-class NSC. ScanEagle more than doubles the range at which an NSC can conduct ISR relying solely on its onboard sensors, from thirty-five miles to as much as seventy-five miles. This represents a total area search volume four times greater than would possible in the absence of ScanEagle.

Coast Guard Commandant Karl Shultz has effusively praised the ScanEagle: ScanEagle is truly a game changer for our crews and Im proud to report that this technology is coming to every National Security Cutter in our fleet. But, and theres always a but, not quickly enough. Id like to accelerate the fielding of this technology, doubling the delivery schedule of this key enabler from two to four systems per year. At that rate, by the end of my tenure as commandant, we will field full ScanEagle capability across our entire National Security Cutter fleet.

Insitus newest entry in the small UAS market is the RQ-21A Blackjack. Derived from the ScanEagle, and originally called the Integrator, the Blackjack won the competition to be the U.S. Navy and Marine Corps next-generation Small Tactical UAS. Larger than the ScanEagle, it is capable of flying farther, faster, and at higher altitudes. It has an operating range similar to that of the ScanEagle. The Blackjack has a payload of about fifty pounds, allowing it to carry a multi-intelligence sensor package that currently consists of electro-optical zoom and mid-wave infrared cameras, plus an infrared marker and a laser rangefinder. The Blackjack can remain airborne for up to twenty-four hours. Launch and recovery methods for the Blackjack are the same as that used for the ScanEagle and employ the same equipment.

New communications technologies could radically expand the search envelope of the Blackjack by no longer requiring the UAS to operate within its pilots line of sight. By employing a lightweight satellite communications system, the Blackjacks operational range could be increased to more than three hundred miles from its launch location while remaining on station for about fourteen hours. This would increase the area a Blackjack-equipped ship could search by nearly an order of magnitude. With an extended-range Blackjack, a handful of Navy destroyers or Coast Guard NSCs could provide blanket ISR coverage of the western Pacific.
