Board grants lucrative sales license to operator of once-troubled Ascension cemetery – The Advocate

METAIRIE An ad hoc Louisiana Cemetery Board agreed to grant a lucrative sales license to the operator of the once financially troubled Oak Lane cemetery in Ascension Parish if he meets conditions of a settlement reached Monday.

A year and a half ago, the Cemetery Board refused to grant the same license to the operator, National Information Services Inc., as board Chairman Gerald Melancon then opined NIS's owner, Lawrence Dodd, didn't have his heart where it should be to run a cemetery.

But the agreement worked out primarily behind closed doors and ratified unanimously Monday at the board's Metairie office, over the objections of one gravesite owner, requires NIS to meet conditions before it can get the license.

"It allows a path forward to obtain a certificate of authority and allows everyone to take a deep breath and start from scratch," Jill Craft, NIS's attorney said.

If granted, the certificate would mean NIS, which does business as Oak Lane Memorial Park, could sell "pre-need" grave plots years before someone dies, a profitable side of the cemetery business but one that entrusts operators with significant sums of money.

Oak Lane is on a small part of 36 acres once owned by deceased dentist Carey "Doc" Phillips along La. 73 in Prairieville. The land has been recognized for years by Ascension residents for its majestic live oaks and old white home.

The current small cemetery of a few acres still part of Oak Lane no longer includes the old home, which was bought by a different cemetery operation a few years ago.

Oak Lane Memorial Park Cemetery once included the entire Phillips site under former owner George M. Bonfanti, but he ran into financial trouble and came under board scrutiny as regulators found trust accounts that customers paid into for perpetual care and other costs were in arrears tens of thousands of dollars.

Though he had been convicted of bank fraud in the 1980s, the Louisiana Cemetery Board granted Bonfanti a license in 2008, finding he had been rehabilitated.

After the board suspended that license, Bonfanti sold to NIS in 2014. NIS reapplied for a license while Bonfanti continued to sell "at-need" plots, which are bought after someone dies,on NIS's behalf.

At one point, board officials charged in court papers that the sale to NIS was a scheme to get around the license suspension. At the time denial of NIS in September 2015, cemetery board members and their attorney questioned NIS's links to Bonfanti.

But NIS, Dodd and Craft have disputed continuing links to Bonfanti and, since the denial, have called into question the cemetery board's independence and ability render fair decisions.

Though the board defended the decision and its motives, the board recused itself last year and Gov. John Bel Edwards appointed an entire ad hoc board in June.

Among the conditions under Monday's settlement, NIS must remain current with all perpetual care and trust fund accounts, acknowledge all contracts held by Oak Lane Memorial Park LLC and ratify all contracts that NIS had reached since the company took over from Bonfanti in April 2014. NIS must also get a required zoning plan from parish government and other local licenses and permits.

The agreement also bars NIS from employing convicted felons.

Craft said NIS has put thousands of dollars into Oak Lane trust accounts and said her clients immediately repudiated their connections to Bonfanti.

"My client, just like a lot of other people, got fugabooed by Mr. Bonfanti," she said.

Despite settlement conditions, the agreement carves out a contract dispute between NIS and the owner of the large family plot that is in court in Ascension.

Ryland Percy III, an attorney who represents Karen Sue Giles, the family plot owner, objected to the settlement before the board voted.

"All we were asking for is a complete hearing on the merits concerning this matter and what happened to Mrs. Giles and her family, and we were denied that opportunity by this board," Percy said in a later interview.

The board's agenda did not say members planned to meet in closed session, as state law requires when one is reasonably expected.

When questioned, George Papale, attorney for the ad hoc board, said shortly before the body headed back into closed session Monday afternoon, that litigation wasn't anticipated but came up in discussion of the settlement.

That litigation involved NIS, Giles and the Cemetery Board, Papale confirmed. Giles, Oak Lane and NIS have been engaged in litigation for more than three years.

Man accused of kidnapping, arrested in Ascension Parish – The Advocate

DONALDSONVILLE A Baton Rouge man was arrested on a count of second-degree kidnapping late Saturday, accused of giving a woman a ride to Donaldsonville and then not letting her out of his vehicle, Ascension Parish sheriff's Chief Deputy Bobby Webre said.

Webre said Darren Harris, 35, drove the woman to Donaldsonville and showed her his gun, Webre said. Harris, however, let the woman go into a Walgreen's in Donaldsonville for a quick errand and the woman was able to get help from a sheriff's deputy on patrol duty who had just stopped in at the drugstore, Webre said.

Harris was booked on second-degree kidnapping, possession of a firearm by a person convicted of certain felonies, illegal carrying of weapons, distribution/possession with intent to distribute marijuana or synthetic marijuana, and fugitive from another jurisdiction, according to the Sheriff's Office jail book.

Bail was set at $185,000, according to the jail book.

Ascension student from Clarke’s Beach wins zone level speak off – The Compass

In the future, Dove says shed like to become an advocate for whales and other sea creatures in captivity, travelling the world to spread the message she feels so strongly about.

Placing in second was Aileen Pike of Carbonear Collegiate, who spoke about the impact technology has on society. Third place winner was Luis Garia of Spain, who is studying abroad at Ascension Collegiate. Garcias speech covered both the positive and negative aspects of going to school in another country.

The Lions Club was full of family and friends of contestants, as well as Lions Club members, judges, and questioners. Contestants all took turns giving speeches on varying topics, including influence, kindness, technology and orca whales.

The contestants were judged in several areas, such as eye contact, emphasis and enunciation, and how often they referred to their notes, if they had any at all. Each speaker had anywhere between four to six minutes to give their speech, and was docked points for every 10 seconds they went above the time limit.

Eagles compete in Ascension Catholic Tournament – Post South

St. John Eagles recently competed in the annual Ascension Catholic High Tournament over the weekend where they faced Catholic P.C., Dunham and University High. Before they hit the road, however, SJHS faced off against French Settlement at home and came away with a 5-1 victory.

St. John and visiting French Settlement each blanked the first three innings of their March 14 bout, and it wasnt until the top of the fourth that the first run was scored.

FS scored their first and only run of the game early in the fourth, but St. John tacked on two of their own in the bottom of the fourth, two more in the fifth and one in the sixth. FS was held scoreless through the final three.

Tre Dupont led the Eagles with three hits in the win, followed by Justin Rivet with two. Rivet racked up a pair of RBIs. Landon LeBlanc pitched all seven innings and racked up five strikeouts.

After the win, SJHS hit the road to compete in the Ascension Catholic Tournament where they opened round one with a 5-1 victory over Catholic P.C.

CPC scored their only run in the first inning and held St. John scoreless through the first four. The Eagles did not put up any runs until the top of the fifth (three) and added two more in the sixth.

Grant Blanchard and Collin Barbee each totaled a pair of hits, Dupont with one. Barbee also totaled a pair of RBIs, Blanchard and Dylan Hurst each earned one.

Hurst was the winning pitcher for the Eagles and totaled three strikeouts and 13 first pitch strikes.

SJHS advanced to take on Dunham in round two of the tournament, but were trounced 13-2 after five innings of play. St. John put up one run in the first and one in the fourth, but could not find a way to keep pace with the Baton Rouge club.

Tre Dupont and Grant Blanchard split pitching duties in the loss. Dupont threw 14 first pitch strikes, Blanchard threw nine. Dupont racked up a pair of strikeouts.

St. John looked to close out the tournament with a win over University High, but came up just short, 1-3.

Dupont was the teams hit leader with three, followed by Landon LeBland with two. Reese Barrilleaux knocked in an RBI.

Barrilleaux also pitched for the Eagles and totaled six first pitch strikes and two strikeouts.

The Eagles will continue district play this week on the road against Ascension Christian on Tuesday and again at home on Thursday.

On behalf of the Jackson Primary School staff and students, we would like to extend our sincere appreciation and gratitude to Father David Glassmire and Ascension Parish.

On Wednesday, March 8th, the school needed to evacuate all students quickly due to a serious house fire, across the street from the school. It was a very cold and windy morning as 350 primary students walked to the Ascension Parish parking lot in evacuation protocol.

Within minutes, studentswere able to enter the Sacred Heart reception hall and knew they were safe and warm. Father Davidwelcomed us immediately and quickly supported our needs in order for the school to operate an efficient evacuation dismissal plan.

Additionally, we would like to thank Sherry Otto who saw us coming and quickly communicated this to Father Glassmire, Dave Fasano, and the City Police Department for assisting us that morning.

The overall support from Ascension Parish is a true reflection of the wonderful and compassionatepeople that make up Batavias community.

Talking to reporters at Raj Bhavan, he said, he would follow Prime Minister Narendra Modis slogan Sab ka saath, Sab ka vikas and ensure all round development of the state.Senior party leader and Union Minister M. Venkaiah Naidu, who was the central observer at the Legislature Party meeting, said it was a watershed moment for the BJP and it has become a common mans party. He said, the mandate is for development, and against corruption and black money.

In the recently held polls in the state, BJP had bagged 312 seats, and its allies 13, taking the alliances tally to 325 in the 403-member Assembly.Meanwhile, Adityanath has called on his followers and admirers to maintain law and order during their celebrations, while giving full freedom to the state police to take action on those who create ruckus.There should be no chaos in the name of celebrations. Police must deal swiftly and firmly with miscreants, he said.Following the Chief Minister designates orders, all the District Senior Superintendent of Police (SSP) has been called to ensure law and order is maintained. Lutcher, Ascension Catholic girls extend powerlifting title streaks – The Advocate

MONROEThe saga continued for the Lutcher and Ascension Catholic girls powerlifting teams.

Lutcher claimed its 11th straight state title in dominant fashion by winning seven of the 11 weight classes in Division III to help open the Allstate Sugar Bowl/LHSAA Powerlifting Championships on Friday.

The girls didnt perform as well as we thought they could at the regional meet, Lutcher co-coach Kelly Magendie said. And to have them all come out perform this well today was amazing. We only missed less than 10 lifts for the entire meet."

Ascension Catholic won its third consecutive girls title in Division V. The ACHS boys placed third. Slidells Pope John Paul II swept the titles in Division IV.

It really couldnt have gone any better for the girls, ACHS coach Joe Ryan said. I think we were projected to score 67 points, and we scored 64. They came out and performed. And so did our boys. It is the first time the ACHS boys team placed in the top three since 1992.

The two-day meet at Louisiana-Monroes Fant-Ewing Coliseum featured competition for the LHSAAs smaller schools competing in Divisions III, IV and V. The meet concludes Saturday with sessions for Divisions I and II. Girls compete at 9 a.m. with the boys competition set for 3 p.m.

Shayanne Naquin (148 pounds) and Paige Bovina (165 pounds) swept the Outstanding Lifter honors for LHS. Lutcher had 59 points, while Port Allen was second with 28.

Naquin finished 150 pounds ahead of the second-place competitor with a three-lift total of 920 pounds. Bovina had an 855-pound total.

Lutchers other individual champions were Quamecca Stafford (105), Shay Naquin (132), Melanie Louque (198), Macy Lambert (220) and Jaydah Young (super heavyweight).

The top individual honors and point totals were just as impressive for Ascension Catholic. The girls tallied 64 points to finish well ahead of Delhi with 37 points.

Like Lutcher, the ACHS girls won seven weight classes and claimed the top two places in three weight classes. Delhi Charter won the Division V boys title with 44 points. Delhi was next with 31, just one point ahead of Ascension Catholic.

ACHS Michalyn Daigle (123 pounds) and Elizabeth Latino (165 pounds) received the top girls lifter awards in Division V. Daigle had a 685-pound total. Latino total lift was 750 pounds.

Hannah Settoon (105), Mallory Cavalier (114), Ceily Grisaffe (132), Camille Lemann (148) and Kenshell Davis (198) also were individual winners for ACHS.

Nick Milano at 132 pounds and Robert Lemann at 198 were individual champions for the Ascension Catholic boys. Milano broke his own meet record with a bench press of 230 pounds.

GONZALES A controversial three-person panel appointed by the parish president that has served as the final arbiter of some of Ascension Parish's growth disputes is no more.

The Parish Council will be the final word if the parish Planning Commission rejects plans for new subdivisions and a developer appeals the decision.

Shortly before the Parish Council called for Parish President Kenny Matassa to resign Thursday night over bribery allegations, the council put an end to the appeals board in an unopposed vote with one member absent.

Once rarely used, the appeals board three times since early 2016 has overturned Planning Commission decisions to reject new subdivision plans over growth and infrastructure concerns.The decisions, and the subsequent criticism of the board for those decisions, have stirred hard feelings in recent months.

Dubbed a "kangaroo court" by Parish Councilman Daniel "Doc" Satterlee last month, the appeals board also has been used by Matassa's critics as a cudgel against administration development policies they see as stacked for developers.

But many, including several council members, questioned the basic development review structure. The three-member panel essentially appointed by the parish president was overturning a seven-member commission appointed by the council.

"The appeals board did need to go," Parish Councilman Travis Turner, a sometime ally of Matassa, said Friday. "I would agree with that 110 percent."

By the time of the council vote Thursday, all three appeals members had already resigned, although one of the members was appointed to the Planning Commission.

The council also refused to reappoint two commissioners who were key "no" votes on subdivision projects that had forced the appeals board into action, including one commissioner who charged the appeals board process "stinks with the stench of corruption."

Then-Planning Commissioner Douglas Foster's "stench of corruption" comments in January drew harsh criticism from appeals board members and helped roil a contentious Parish Council meeting in early February in Donaldsonville.Former appeals board member James Russo called the allegation "scandalous" and without proof and demanded an apology. Russo also took issue with the council's failure defend appeals board members, all volunteers.

"There are people on the planning and zoning board who are sitting right over here," Russo said pointing at the commissioners at the meeting, "who called us 'corrupt,' who called us 'in the tank for developers,' perceived as (stinking) 'with the stench of corruption.' I heard nobody speak up. Not one of yall. Nobody."

Foster has clarified that he was commenting on the perception of the appeals process, not individuals, and offered his apology to Russo and others at the February meeting.

Fast forward to March, though, and Foster and fellow Commissioner Edward Dudley, who had joined Foster in "no" votes on new projects, failed to get top rankings from a key council committee that vets candidates to the commission and other appointed boards.

Following the recommendations from the Personnel Committee, the council on Thursday reappointed Planning Commission Chairman Matthew Pryor and appointed former appeals board member Ken Firmin and newcomer Wade Schexnaydre, the son of a former councilman, to the Planning Commission.

Foster acknowledged Friday he may not have wanted to use words like "corruption," his point remains. He thinks the votes Thursday night telegraphed the council majority's view on development, which he says is for more growth and less infrastructure.

"I mean to me it just proves the council is who I thought they were," Foster said.

While Satterlee questioned whether the whole process was just a game of "musical chairs" Thursday night, other council members disputed the appointments were an indication of growth policy or pay back for Foster's comments.

Councilman Dempsey Lambert, who supported the appointments, said that for him, it boiled down to backing committees that do the leg work.

Turner, who sat on the Personnel Committee, said Pryor, Firmin and Schexnaydre gave the best interviews of the six candidates, beating Foster and Dudley.

Turner said neither Foster's "corruption" comments nor his and Dudley's votes were reasons he ranked them lower. Turner said he doesn't have a problem with commissioners' voting down projects based on traffic and drainage.

"At the end of the day, it's going to come to us, so I feel if it's not a good subdivision, I'm going to vote it down myself," he said.
