Waterways in Ascension, Livingston reopened Tuesday evening – The Advocate

GONZALES All inland waterways in Ascension and Livingston parishes were reopened to recreational boat traffic at 6 p.m. Tuesday, five days after they were closed, Ascension officials said.
GONZALES The Amite River and all other inland waterways in Ascension and Livingston parish
Tropical Storm Cindy last week dropped rain while its winds pushed surge up waterways throughout the Lake Pontchartrain Basin, including those tied to Lake Maurepas, like the Amite River and Amite River Diversion Canal.
Local leaders closed the waterways to keep boat wakes from pushing high water into homes and to prevent boats from running into debris washed out from last week's storms.
Livingston and Ascension share the Amite, but other rivers and bayous also course throughout both parishes.
Ascension homeland security officials announced the planned waterway reopenings on Facebook Tuesday.
Blind River, which St. James Parish officials also closed last week due to high water, reopened Monday, Ascension officials said in the post.

Mosquitoes in Ascension, en garde: the ‘hunter-killer’ drone has … – The Advocate

GONZALES In the dystopian future portrayed by the movie franchise"Terminator," jet-powered drones with laser guns, known as "hunter-killers," scanned the planet from the skies to destroy the remnants of humanity.
Though Skynet, the artificial intelligence that controlled those fictional drones, may not yet be "self-aware," the drone future is now in Ascension Parish and under human control.
An $8,000, eight-propeller drone arrived Tuesday that parish government officials recently bought to spray and kill mosquito larvae in the waterways and other wet places where they grow in the parish.

"This is a great tool for us," said David Matassa, Ascension Parish's mosquito control director. "Because larvicide is the most important thing you can do for mosquitoes actually. You're at the birthplace of the mosquito. You're preventing them from becoming an adult."
Matassa and several parish employees were on hand late Tuesday morning at Lamar-Dixon Expo Center for a media demonstration of the drone that preceded a training session for workers in the Ascension Parish Mosquito Control department.
Adam Shaw, president and CEO of Maverick Drone Systems of Savage, Minnesota, and Logan Noess, company executive vice president, delivered the drone, unpacked it from its carrying case and extended the eight propeller arms until the tail-less craft reached its 4- to 5-foot width and was ready for flight.
The men then filled its three-gallon tank with bottled water, and Noess flew the drone with a remote control through several passes, spraying a small patch of a Lamar-Dixon field with the water.
Shaw said the drone, which is battery-powered and recharges in a regular electrical outlet, can cover seven to 10 acres in single battery charge.
Known as theDJI Agras MG-1,the drone was created for agricultural spraying. DJI is a Chinese drone manufacturer, and Maverick is the U.S. dealer for the Agras. Shaw said the craft has made spraying quicker, more efficient and more flexible than using planes or helicopters through traditional aerial spraying methods.
"The Agras has really revolutionized farming, agriculture and, certainly, the mosquito abatement community, which is why we're here," Shaw said.
While some parishes already use drones for mosquito surveillance, Matassa said Ascension is the first parish in Louisiana to use drones to kill mosquitoes or their offspring directly. But Matassa and Shaw said they expect the use of drones to expand quickly.
Shaw said he has received a lot of "really good feedback" from other parish governments in the state.
"I think this is something that is just going boom over here for the next three to five years," Shaw said.
He said his company has also been talking with law enforcement about using Maverick drones equipped with thermal cameras and other equipment that can be used for crime scene and car crash analysis. Shaw said company officials plan to meet with the St. Tammany Parish Sheriff's Office during their visit this week to Louisiana.
Shaw said his company has also gotten interest from the Louisiana Department of Transportation and Development for surveying and other uses.
Kyle Gautreau, Ascension Parish spokesman, said parish government could be looking at drones for other uses besides mosquito control, which he termed a pilot effort.
"If this works out really well, without a doubt, this will be explored by other departments for utilization," Gautreau said.
Ascension Parish's new drone doesn't have a camera, but flies by line of sight. Matassa said one parish employee is working on a federal license to fly the drone, and once the employee is licensed, spraying will start.
The parish will still use spray trucks and aerial spraying when needed to kill adult mosquitoes, but when the drone is in action, it will be spraying larvicide in hard to reach places.
"Next couple weeks, we'll be larviciding most probably area ditches, water lines and wherever there are low-lying areas that are hard to get to," Matassa said.

Ascension Parish Health Unit and St. Elizabeth Community Clinic … – Weekly Citizen

Three weeks ago, completed renovations at the Ascension Parish Health Unit resulted in newclinical space for the St. Elizabeth Community Clinic. Now, in one location, premium healthcare and wellness services can be provided to Ascension Parish residents.
Ascension Parish President Kenny Matassa oversaw the renovations at the Health Unit whichresulted in four exam rooms and one lab room for the St. Elizabeth Community Clinic.
Ourpartnership with St. Elizabeth is a treasure, said Matassa. Weve renovated a section of thehealth unit so that our partnership can grow even stronger through direct referrals and a closeworking relationship.
The St. Elizabeth Community clinic offers routine treatment for uninsured patients with commonshort-term health problems or long-lasting illnesses that can be managed on an outpatientbasis. Patients must be at least 10 years of age.
Some of our folks have visited the emergency room twenty times in a year, because that wastheir only source of medical care, said Robert Burgess, President and CEO of St. ElizabethHospital. Instead they come here in a much more pleasant environment and get the care theyneed.
The Ascension Parish Health Unit offers WIC nutritional services, immunizations, pregnancytesting, family planning services and sexually transmitted disease testing and treatment.Additionally, the Ascension Parish Counseling Center, a subset of the Health Unit, offersindividual and group counseling and treatments for addictive disorders.
Our mission is to serve those most in need, said Burgess. This partnership that we havehere is a great example of how to do that.
We are blessed to have a well-funded health unit and our great partnership with St. ElizabethHospital, added Matassa.

Third flood-damaged Ascension Parish public school ready for bid, if the district can find $6.7 million – The Advocate

DONALDSONVILLE With construction underway at two flood-damaged Ascension Parish public schools, with no word yet on federal reimbursement, the restoration project for a third school that flooded is ready to bid if the school district can find the funds for it.
The project at Lake Elementary, closed since last August, is ready to go out to bid, Director of Planning and Construction Chad Lynch told the School Board at a non-voting meeting Tuesday, but, he said, "We don't have a funding source yet."
State law requires that public entities must have funding budgeted before it can advertise for bids for a project.
The school district in recent months began restoration on St. Amant Primary, a $3.5 million project, while it waits to learn if the Federal Emergency Management Agency will approve grant money for reimbursement.
A $1.3 million project to repair St. Amant Middle, on the same campus as the primary school, is also underway, again without word yet on FEMA money. The middle school remained open last school year, despite its damage.

Last month, a FEMA spokesman said allocations on both of those school projects should be made some time in July.
The restoration project at Lake Elementary, for which FEMA has not yet allocated funds, is expected to cost $6.7 million, Lynch said Tuesday.
"Lake Elementary is ready to bid, but we don't have $6.7 million behind us yet," he said.
The school district will need to decide "how far do we stick our neck out," Lynch said.
"The message here is that we have projects ready to bid, with no funding," said Todd Mann, project manager with CSRS, the school district's flood recovery consultant.
Superintendent David Alexander has a formal request in hand, made recently by CSRS, on whether funding is available for the Lake Elementary project, Mann said.
Alexander, who is attending a school-related conference in Tennessee this week, will be bringing a recommendation on the funding issue to the board.
CSRS has estimated that total restoration costs for flood damage in the Ascension Parish school district come to approximately $108 million.
Taking into account optimum FEMA reimbursements, flood insurance, donations and other possible forms of funding, the school district's share of the costs is expected to be in the $25 million to $28 million range.

Ascension Parish Sheriff’s deputies looking for three trying to break … – The Advocate

DONALDSONVILLE The Ascension Parish Sheriff's Office is trying to identify three people two with handguns caught on surveillance video trying to break into vehicles in the Bun Hood subdivision in Donaldsonville early Monday, said Chief Deputy Bobby Webre.
The three fled the subdivision after triggering a motion-light detector, Webre said in a news release.

Investigators believe the trio also used a brick to break through the window of a residence on Woodland Drive in Donaldsonville, near the same time on Monday, Webre said.
A purse and miscellaneous items were stolen from the home, Webre said.
Anyone with information on the incident is asked to call the Ascension Parish Sheriff's Office at (225) 621-4636, text 847411 or call Crime Stoppers at (225) 344-7867.
If anyone recognizes the three in the video, they should not approach them but should call 911, Webre said.

Final Fantasy 15 features fun, fluid combat that's heavily influenced by action games, but at its heart is your party's progression as you level up, and here that's marked by the Ascension system. With so many categories of upgrades and pathways of nodes, though, it can be difficult to plan ahead and know what to work towards. Here's our Final Fantasy 15 Ascension guide to get you started on filling in the Ascension trees.

Like most Final Fantasy games, you still get experience which lets you level up and increase your stats, but you also get AP which you can use in Ascension, a skill tree system similar in concept to Final Fantasy X's Sphere Grid, but a lot less constrained. It's divided into eight categories: Armiger, Magic, Recovery, Techniques, Combat, Teamwork, Stats, Exploration, and Wait Mode. You can truly tailor your character growth to your playstyle, but let us walk you through where you should get started.
You're going to want to first get some basic battle functionality up and running. Blink and Airstep under the Combat grid are absolute musts, as they help you stay more nimble and defensive in combat. Airstep in particular works extremely well with polearms, resulting in combos that feel a lot like the Jump Dragoon ability from previous Final Fantasy games when combined with Death Drop, which is in a neighboring node. In the Teamwork grid, get Link Up to boost link-strike damage, but more importantly, to get access to Deathblow, which lets you close out battles faster after you leave an enemy Vulnerable. Also make sure and grab Analyze right away so you can use Libra in battles to learn enemy weaknesses. Boosting your HP in the Stats grid is a good idea, but it's even more vital to give your party access to two accessories as soon as possible.
One thing you're going to want to heavily prioritize, though, is getting more techniques for your characters. Their initial ones, Piercer, Mark, and Tempest, all do damage in slightly different ways, but end up being somewhat redundant quickly. Prompto should switch over to Starshell as soon as possible, as it makes for an excellent distraction/debuff that can turn the tide of battle against daemons. Ignis needs to go a little deeper to get Enhancement, but it's worth it, as it allows him to infuse Noctis's attacks with whatever element the current enemy is weak against, which is huge considering you only have limited quantities of magic spells to work with. Gladiolus should stay the course when it comes to damage-dealing Techs, so start by getting Cyclone and working your way up the branches to see which one works best for you. Lastly, don't forget that you have to equip new techs to your characters in the Gear menu.
Don't neglect the Exploration grid, as the earlier you can get some nodes on there going, the sooner you can start to rake in more and more AP to use on even more nodes. Roadrunning, Happy Camping, and Appetize are the three that you're going to get the most use out of. Aside from those, focus on getting nodes of things that you like doing more of. If you like fishing, go down the Angler Action branch. If you're going to be riding on chocobos a lot, get Chocobump. If you like racing chocobos, get Chocojockey. There's even one for using elemancy, Magic Action, but it's on the Magic grid. It's worth getting, though, as the node before it, Powercraft, gives you a nice head start when crafting new magic. Finally, when you get access to the Armiger grid, get Iron Armiger right away, as it will make your Armiger attacks last longer.

Lamar-Dixon Expo Center gym back in play after renovations – The Advocate

GONZALES The 36,000-square-foot gym at the Lamar-Dixon Expo Center has gotten new life in a renovation that not only expands its sports capacity but broadens its appeal for other events.
"It's going to be a great asset for the community," said Travis Turner, Ascension Parish councilman and head of the council's recreation committee.
By removing space-consuming wooden bleachers andreplacing them with portable ones and by rearranging basketball goals, workers transfigured the gym's previous lone basketball court into two; the space has been reworked to add a second volleyball court, as well.
A new public address system, laminate wood floors and fresh paint make the gym, a free-standing building on the Lamar-Dixon grounds, almost like a new venue for all types of events.
"It will provide us with another opportunity to attract a diverse calendar of events to Lamar-Dixon that will appeal to a broader audience," Parish President Kenny Matassa said.
The $339,000 gym project came in early in May instead of July and about $10,000 under budget, said Martin McConnell, public information officer for the parish government.
Last month, the popular Senior Sock Hop dances the parish throws for older adults returned to the gym for the first timesince its upgrade.
A second, still unfunded phase, would expand the size of the gym building and add a third court.
"We'll keep working toward that end," Turner said.
Three years ago, Ascension Parish voters rejected by a large margin a proposed 10-year, 5-mill property tax that would have funded a new recreational complex at Lamar-Dixon, a new performing arts center and upgrades to all parish parks.
In the wake of the tax's failure, Turner pushed for funding for improvements to the gym alone.
Turner had originally sought funding for a $2 million renovation and expansion of the gym, but a budget amendment he proposed in late 2015 for the project died in committee, as Parish Council members wrangled over funding for recreational needs elsewhere in the parish.
Turner returned with a scaled-back version of the original gym plan, opting for a first phase that renovated the existing gym building with new courts for basketball or volleyball.
"The gym was inadequate," Turner said. "Individuals who wanted to play basketball and volleyball were underserved."
The renovation of the gym was due to begin last fall, but the August flood changed those plans, and the facility served as a major distribution center for meals after the disaster.
Work on the gym, which is called the Ascension Gym and has a lobby and concessions area, began in January.
The Lamar-Dixon Expo Center, off La. 30 just outside the Gonzales city limits and not far from the Tanger Outlet shopping center, has 90,000 square feet of air-conditioned display space in two other large buildings on the site, two open-air arenas and two recreational vehicle parks.
The renovated gym enhances "Lamar-Dixon's capacity as a general entertainment center in the parish and the capital city region and Gulf coast," said Kyle Gautreau, chief of staff for the Ascension Parish government.

Goatwhores latest release is everything one would expect from the New Orleans extreme metal giants. The introductory track, Forsaken, kicks off the album in a manner that is almost overwhelming to the senses. The guitar is persistent throughout the entire song and serves as a foundation for the sonic tomfoolery that surrounds it; the drums are seemingly everywhere, following no clear-cut path; and the ever so familiar over-the-top vocals add to the chaos but its awesome.Its almost as if this was set as the introductory track to weed out those that would be faint-hearted enough to falter and hit the stop button as opposed to continuing on through the rest ofVengeful Ascension. Soon,the album begins to take a more structured approach into the fray,seemingly fueled by purespeed and hatred, with emphasis on the latter.
Several tracks could be usedtoexemplify the character and musicianship found throughout the album, but Chaos Arcane comes first to mind. Itis a rich example of what Goatwhore have to offer musically and does not fail to leave the listener in awe by its end, whether it be from admiring or admonishing the composition. The persistent double bass onslaught in tandem with the masterful riffing from the guitars provides a sense of urgency that almost forces a physical response from the listener throughout.
Along with other songs such as Drowned In Grim Rebirth and Mankind Will Have No Mercy,Vengeful Ascensionexhibitsan incredibly strong foundation of skill, urgency and vulgarity wrapped in an easy to ingest form. As a whole it is an excellent album, as well as a great offering to the metal community in a year that has consistently set the bar high in terms of itsreleases thus far.

Ascension is a recurring temporary game mode originally made for the Shuriman event available from September 10 to 25, 2014. On April 8, 2016, it was added to the list of Rotating Game Modes. It is exclusive to the Crystal Scar.
Ascension Loading background
A sandstorm rages around the Crystal Scar, significantly reducing vision. It is not possible to leave the fountain on foot. Instead, players must teleport onto one of the ports (originally the capture points in Dominion) via a game mode-exclusive trinket: the Golden Transcendence. First use of the trinket may be used 30 seconds after the players enter the game. Each team has the nearest center and lower ports exclusively and the top center port is open to both teams. In addition, recalling to base has been disabled, so players can't buy new items until they die and respawn at the fountain again. The outer circular lane of the Crystal Scar is not open. Players begin play at level 3, with 1300 starting Gold and 56 per 10 seconds. Ascension features a Shuriman-themed user interface, which displays the team scores and the current Ascended. This mode uses all the items and champion changes of Dominion.
At the center of the map resides Xerath as an Ancient Ascendant: a stationary neutral monster. Killing him bestows the "Ascension" buff, which significantly empowers its bearer. Champions can only ascend by killing the monster and not by killing another Ascended; the Ancient Ascendant must be slain again, who reappears shortly after the last Ascended champion dies.
The first team to 200 points wins:
When the Ancient Ascendant is killed, it will leave behind a circle. After ~3 seconds, any champion inside the circle will become eligible to gain the Ascension Buff. Note that if there are champions from both teams inside the circle, neither team will be able to claim the buff. Upon claiming it, the champion enters a stasis mode (like Zhonya's Hourglass). After ~5 seconds, the champion will come out, fully healed, enlarged ~20%, and a knock back shock wave will discharge, sending all enemy champions ~600 units away and cause them to be dazed for 1 second. The Ascended champion has no Mana and Energy costs, and their Health costs are reduced by 50%. They also receive (50*level) bonus health, (12*level) bonus attack damage and ability power, +15% armor penetration & magic penetration and +25% Cooldown reduction (maintaining the 40% cap). However, all incoming healing effects are reduced by 50% and the Ascended is always visible even while stealthed or in brush.
There are 3 Relics of Shurima in Ascension; top right, top left, and lower center in a circular pattern. Relics provide reveal for ~300 range and are over a speed boosting aura. Relics are captured by standing within 200 range of the item, right clicking, and waiting for the progress bar to deplete. If a capturing champion receives any non-DOT damage, is displaced, or moves willingly before the progress bar is depleted the relic will reset. Multiple champions can capture at the same time increasing the rate of capture. When multiple champs are capturing and one cancels his capture, his progress is maintained by the other capturing champions. Once a relic is capture, the map fog will conceal the area until it respawns ~30 seconds later.
The Shurima event comes with special summoner icons if the player achieves a minimum number of wins or gets a perfect ascension game.
