Maine lawmakers consider expansion of tribal rights to online gambling, land-based casinos – Yogonet International

As Maine's federally recognized tribes enter their third month of offering online sports betting, state lawmakers are set to discuss proposals to extend tribal rights to encompass all forms of internet gambling, casinos, and electronic beano and harness racing.
Three bills, carried over from the previous legislative session, will face public hearings on the first day of the second regular session in Augusta, Portland Press Herald reported. While these proposals may encounter resistance from Governor Janet Mills, who has been opposing gambling measures for a long time, the bills mark the latest push in the ongoing effort to enhance tribal sovereignty in Maine.
The 1980 Maine Indian Land Claims Settlement Act currently treats the state's tribal communities more like municipalities than sovereign nations. Collaborating with community activists and bipartisan lawmakers, tribes seek rights and opportunities comparable to those enjoyed by the nation's other 570 federally recognized tribes.
Governor Mills, who has historically vetoed broad sovereignty restoration efforts, has expressed a preference for narrower changes to the 1980s agreement. However, a recent meeting between the governor and tribal leaders, although not resulting in breakthroughs, signaled a willingness to collaborate during this legislative session.
Bill L.D. 1777, sponsored by Rep. Laura Supica, D-Bangor, with the support of Democratic leadership, seeks to expand federally recognized tribes' internet gambling beyond sports betting to include various games of skill or chance. It also suggests a reallocation of online gambling revenue, directing 40% to the state's E-9-1-1 Fund, 20% to the Opioid Use Disorder Prevention and Treatment Fund, and another 20% to the Emergency Housing Relief Fund.
As per the bill, exclusive access to online gambling licenses through the Gambling Control unit in the Department of Public Safety would be granted to tribes, similar to the current online sports betting law. Proponents argue that the bill would increase investments in public services and support economic development for tribes and surrounding rural communities.
I dont see this as an irresponsible policy thats going to cannibalize our services, said Supica, as per the report. I think its something that could be very good for our services, especially in central and northern Maine where we are really economically depressed.
However, Steve Silver, chairman of the Maine Gambling Control Board, opposes the measure, expressing concerns about limiting licenses to tribes and potential negative impacts on groups receiving revenue from the state's existing casinos. According to Silver, the proposed legislation could result in a loss of approximately $2.4 million for public education and other services.
Maine absolutely should consider legalizing Internet Gaming (iGaming), Silver was quoted as saying in the report. Overall, LD 1777 needs more modification before moving forward. I urge you to adopt an open, free-market approach that includes the Tribes and the casinos while also reconsidering the proposed taxation and regulatory model.
Rep. Ben Collings, D-Portland, is sponsoring two bills, including L.D. 1944, which would require the state to negotiate with tribes interested in establishing a casino on tribal lands. Another bill, L.D. 1992, would allow electronic beano and historical horse racing terminals operated by federally recognized tribes, among other entities.
Since the launch of online sports betting in November, Mainers have wagered nearly $76 million, with Draftkings dominating the market by accounting for nearly $61 million of the total wagers.

Washington +11 vs Texas: 7:45 PM CT on ESPN
This Washington squad is feeling very disrespected for this game, and rightly so. Theyve played a gauntlet of a schedule this season, and coming out unscathed is very impressive. The Huskies offense is absolutely elite, and can attack in the perfect way today. While Texas is arguably the most complete team in the CFP, their biggest weakness is a secondary that wasnt great to start with and is dealing with injuries. Thats going to leave the back door wide open for the excellent Washington passing game if they do find themselves trailing. But consider the Huskies a live dog here, and getting this many points is great value in my book.
Washington/Texas Over 56.5
The Washington offense should have plenty of success against that vulnerable Longhorns secondary today, but dont forget about what Texas can do offensively. Their super-talented receiver duo of AD Mitchell and Xavier Worthy can easily torch a Washington pass defense that was 121st in yards allowed this season. Im seeing the kind of game here that could turn into both teams trading shots all night, and being able to discount this total out of the 60s is another great value proposition.

The Magic were a team who I loved to bank on when Wendell Carter Jr. was on the tip. He was hot early and, even though hes cooled off a bit, is still getting tipoffs at a 60.0% clip. However, theyve moved him to the bench and promoted Goga Bitadze to the starting lineup and, as a result, the tipoff. On the season, Bitadze has won 13.6% of the tips hes had. That number would put him at half the average of the worst team in the league. When you combine that with the shooting of the Warriors, you have to lean to Golden State here.
Jonathan Kuminga is pretty much only in the lineup in the place of the absent Draymond Green. However, hes found himself open plenty of times in the early game over the last three. He had four of their first ten points in Sundays game, so lets ride with him here.

You might look at the 25.8% tip percentage of the Kings worst in the league and assume that we should always lean away from them. However, their defense has held up extremely well early in the game. As a result, they actually have a 58.0% in the first field goal, which is good for seventh in the league. The Hornets might be noticably better on the tip, but are not converting anything. Their 38.7% first bucket percentage is good for 27th in the NBA.
Going into Monday nights game, the last four first buckets conceded by the Hornets had been to big men. Their are only two guys who have taken one of the first three shots for the Kings in more than one of the last three games; DeAaron Fox who is notably not a big man and Domantas Sabonis.

Lawmakers propose bills to expand tribal gaming – Press Herald

Federally recognized tribes in Maine have been offering online sports betting for about two months, and some state lawmakers now want to expand tribal rights to include all internet gambling, casinos, and electronic beano and harness racing.
Public hearings on three such proposals will be held Wednesday as lawmakers return to Augusta for the first day of the second regular session.
The bills were carried over from the previous session and will likely face resistance from Gov. Janet Mills, who has long opposed gambling measures but relented in 2022, negotiating and signing a bill that gave tribes exclusive rights to online sports betting. Mills aides did not respond to questions about whether the governor would consider expanded gambling.
The gambling proposals represent the latest front in the push for enhanced tribal sovereignty in Maine. The states tribal communities are treated more like municipalities than sovereign nations because of the 1980 Maine Indian Land Claims Settlement Act. But they have been working with community activists and a bipartisan group of lawmakers to win some of the same rights and opportunities extended to the nations other 570 federally recognized tribes.
Mills has voiced opposition to and vetoed sweeping efforts to restore comprehensive sovereignty rights and has preferred narrower changes to the 1980s agreement. She met with tribal leaders at the Blaine House in late November. Although the 3.5 hour summit didnt result in any breakthroughs, the two sides agreed to work together this session a change from the previous session when tribal leaders worked around the governor.
A bill sponsored by Rep. Laura Supica, D-Bangor, has the backing of Democratic leadership, with Senate President Troy Jackson, D-Allagash, and House Speaker Rachel Talbot Ross, D-Portland, signing on as co-sponsors.
Supicas bill, L.D. 1777, would allow federally recognized tribes to grow their internet gambling beyond sports betting to include other games of skill or chance offered through the Internet in which an individual wagers money or something of monetary value for the opportunity to win money or something of monetary value.
The bill would also reprioritize how the state uses its online gambling revenue. The state would continue to receive 10% of the adjusted gross receipts, but lawmakers would have less discretion over its uses.
Currently, 65% of the revenue goes to the General Fund while the states Sire Stakes Fund and the Maine Harness Racing Commission each receive 5.5%. But Supicas proposal would allocate 40% to the states E-9-1-1 Fund to support the emergency communications system, 20% to the Opioid Use Disorder Prevention and Treatment Fund and 20% to the Emergency Housing Relief Fund.
The state would continue to receive 10% each for its administrative services and for its Gambling Addiction Prevention and Treatment Fund.
Like the current online sports betting law, the bill would grant tribes exclusive access to licenses for online gambling through the Gambling Control unit in the Department of Public Safety.
Supica said she sponsored the bill at the request of lobbyists working on behalf of the tribes and said it would increase investments in public services, while supporting economic development for the tribes and the surrounding rural communities.
I dont see this as an irresponsible policy thats going to cannibalize our services, said Supica, whose district includes Hollywood Casino. I think its something that could be very good for our services, especially in central and northern Maine where we are really economically depressed.
The measure is opposed by Steve Silver, chairman of the Maine Gambling Control Board, who argued that licenses should not be limited to tribes and raised concerns about the proposals impact on the 19 groups that received more than $69 million in revenue in 2022 from the states two casinos, which could lose business as a result of the bill.
Silver said in written testimony that the current proposal could result in the loss of about $2.4 million for public education and other services. And the laws broad definition of internet gambling could impact other businesses that offer sweepstakes, including online trivia, soda bottle promotions and the Maine Lotterys second chance drawings.
Maine absolutely should consider legalizing Internet Gaming (iGaming), Silver said. Overall, LD 1777 needs more modification before moving forward. I urge you to adopt an open, free-market approach that includes the Tribes and the casinos while also reconsidering the proposed taxation and regulatory model.
Rep. Ben Collings, D-Portland, is sponsoring two bills to expand tribal gambling rights, including a bill similar to one previously vetoed by Mills that would allow tribes to operate a casino.
L.D. 1944 would require the state to negotiate with one or more tribes interested in establishing a casino on tribal lands. The state may also negotiate with all of the federally recognized tribes for a casino on nontribal land in any county besides Penobscot or Oxford counties, which already have casinos.
And L.D. 1992 would allow electronic beano terminals and historical horse racing terminals to be operated by federally recognized tribes, off-track betting facilities, commercial tracks, slot machine facilities and casinos. That bill calls for 10% of the net revenue from electronic beano machines or a historical horse racing terminal to be directed to the state.
Online sports betting launched in November, with Caesars Sportsbook partnering with the Penobscot Nation, Houlton Band of Maliseets and the Aroostook Band of Mikmaq Nation, and Draftkings partnering with the Passamaquoddy Tribe.
Through Dec. 28, Mainers have made nearly $76 million in wagers and have received $67.5 million back in winnings, while the state has received about $887,000 in tax revenue. Draftkings currently dominates the market, accounting for nearly $61 million of the total wagers.

The tip data shows a clear advantage for the Suns on Wednesday. They currently rank first in the league in tip percentage, thanks to Jusuf Nurkic getting two-thirds of his jumps. While the Suns dont have a great first bucket percentage, considering all their tip wins just 51.5% its far better than the Clippers. The Clippers rank 29th in the league in getting the first field goal at 31.3%. Lets lean to a Suns player as a result.
With Kevin Durant out, a lot of the early action went to Nurkic himself and Bradley Beal. However, when you take a look at the first buckets that the Clippers are conceding as of late, its all on the outside shot. While Nurkic could always pull up from outside, I like Beals chance to get on the board first.

I mentioned that the Clippers were 29th in the league in getting the first bucket to fall. The only team worse than them is the Utah Jazz. At just 26.5%, the Jazz start three of every four games down a hoop. That doesnt bode well against the Pistons, who are fourth in the league with a 60.6% average. That number is also climbing with Jalen Duren back on the tip. Hes getting 70.6% of the jumps hes taken this year.
Kevin Knox II sort of surprised everyone with a first bucket last game. He sprinted down the lane on a nice feed from Bojan Bogdanovic and sunk a floater. While he got things started on Monday, I dont expect the same on Wednesday. In fact, I like the man grabbing that assist last time out. Bogdanovic actually took the next two shots. He also had the first shot in the prior game as well.

Best of all, fans don't even have to own a Super Bowl ticket to attend. When speaking with PEOPLE in December 2023, Guy explained his thought process. "Why don't we throw a party for them, to let them come, and really get an experience, feel the energy of the Super Bowl?" he said.
"This tailgate really is a dream come true," he told PEOPLE. "I'm so passionate about football... I look forward to football season. I wish we could just have it all year round. I'd be the happiest person in the world."
Guy's Flavortown Tailgate 2024 will feature musical performances from country superstar Dustin Lynch and Diplo, who Fieri says "crushed it last year in Arizona."
"So we've got the country music. We've got the mixed music. We've got interactions. We've got activities. We've got great cocktails. We've got a VIP section overlooking the entire event," said Fieri. "There's so much cool stuff happening and it's right off the strip in Vegas, behind the big Ferris wheel."
Guy's Flavortown Tailgate takes place from 10:30a.m. to 3:30p.m. on Sunday, Feb. 11, 2024. It will be held at in the heart of the Las Vegas Strip, behind the High Roller & The LINQ Promenade.

One woman is learning the hard way Reddit might not be the best place to receive vanilla advice on Las Vegas.
As OutKick readers are aware, Im a huge fan of Las Vegas. I go at least once a year, and have been doing so for years. Sin City never disappoints.
Its a city crafted for people who love gambling, sports and degeneracy. If you come back from Las Vegas well-rested and ready to crush a new week, then you did it all wrong.
Just to satisfy my own curiosity, Ill often cruise Vegas subreddits. The content is almost always gold. Whether its drink suggestions, dive bar tips or anything else you can think of, r/LasVegas and r/Vegas never disappoint.
I stumbled across a true doozy today. A woman wanted to know what advice people had to surprise her man on his bachelor party.
Now, whats something that might get the boys going on a bachelor party? Some iced down beers? A trip to a club (I hate clubs for the record)? Strip club? El Cortez for some true debauchery?
This unnamed woman wanted advice for a bachelor party surprise and wrote, Anything I can gift him as a surprise? Was thinking about having pizza delivered to him or seeing how much a Mirage upgrade is. Thanks in advance for ideas! Hes not a drinker or partier but he does appreciate a good pizza!
First off, why is he in Vegas if he hates drinking and partying? This is Sin City. I know people who crack open $1 beers at Stage Door before the sun is up that person is me. I did that.
If you hate booze and parties, then youre in the wrong city. Having said that, the responses didnt disappoint to in reaction to her borderline insane question.

Nobody in Las Vegas wants surprise pizza during a bachelor party. People might want pizza, but surprise pizza? Whats the good in that?
Heres some more free advice for this unfortunate woman, dudes want to be left alone when theyre out with the boys in Las Vegas.
My girlfriend is a saint, and shes still lucky to get a few text messages a day while were riding the wave that is Sin City. Operational Security from the moment we board the plane puts Delta Force to shame.
Send a pizza? My girlfriend and the significant others of everyone else couldnt find us at any given time if their lives depended on it. Now, for the record, Im not a big fan of strip clubs or drugs as Reddit is obsessed with, but youll never find me saying no to a cold beer, a nice rum drink or margarita while in Vegas. Now, if a woman wants to surprise the guys with a cart of tequila, then wed have a plan.

It was hard to pick one favorite from all the high-heat product showcased during the brands Nike 2024 preview on SNKRS. Fans of Air Max have the forgotten Sunder to look forward to, while ACG nuts are pleasured by the re-release of the Exploraid. But for the larger Air Force 1 community, Nike came correct with its latest City Pack, continuing a tradition of regional-inspired concoctions that dates back decades.
Nike confirms three cities to be part of the exclusive group: Shanghai, Seoul, and Las Vegas. The last of the three shouldnt be much of a surprise; while the desert was once known for high-stakes gambling and shotgun weddings, Sin City is now one of the fastest-growing areas in the West. American sports franchises continue to set up shop on the strip, globally relevant occasions such as the F1 Grand Prix touch down on an annual basis, and now Nike is putting it on the sneaker map with this decorative Air Force 1 Low.
Arriving loud and proud, the Vegas AF1s feature two tones of bright pink, mimicking the attractive neon lights that dot the strip at nighttime. Appropriately, Nike adds some glamour via the golden stars as lace dubrae. Keeping to the roots of the citys history in gaming, golden dice are embroidered on the back side of the tongue alongside Since 82 a nod to the Air Force 1s origin year. Just behind the heel, Nike chants Read em and weep, claiming a winning hand with this design.
Again, Las Vegas is one of three Air Force 1 City Pack drops arriving in Spring 2024; stay tuned for a first detailed look at the Shanghai and Seoul pairs.
