DRIVING THE DAY: Lawmakers in Sacramento today are convening for a joint hearing on Gov. Gavin Newsoms prized Mental Health Services Act reform bill. The Assemblys Housing and Health committees, chaired by Buffy Wicks and Jim Wood, respectively, will hold an informational briefing before the Health Committee takes a vote later in the day.

THE BUZZ The future of Bay Area transit agencies is once again in limbo after an effort to bridge a gap in funding stalled Monday.

A bill by state Sen. Scott Wiener to temporarily raise tolls on seven area bridges by $1.50 was paused by the author this week amid discord in the Bay Area delegation. Wiener said he plans to work with his regional colleagues through the fall in hopes of a consensus.

But Mondays decision to hold the bill does mean delaying a solution to a problem that is already running up against the clock.

The hope was to use the increased toll revenue to keep the buses and trains running as federal funds dwindle and agencies recover from the post-pandemic ridership slump. But some lawmakers, including members of Congress, balked at the idea of raising costs for commuters.

And others simply said they refuse to fund the agencies until they agree to more oversight and accountability.

They dont deserve a bailout until they can get their act together, said Democratic state Sen. Steve Glazer, who represents much of Contra Costa County. I want the transit agencies to thrive, but you cant just keep giving them money when they refuse to adhere to any basic standards of responsibility.

For months, agencies like BART and MUNI have been sounding alarms about a rapidly-approaching fiscal cliff as emergency federal relief funding runs out and ridership remains low. The situation reached a crisis level earlier this year when Newsom proposed slashing $2 billion from their budget. Advocates and Bay Area lawmakers were able to turn that around, eventually securing $400 million over the next four years. But Wiener and backers say its still far too short of the $2.5 billion needed to keep the trains running on time literally.

Without more money from the state, they said, the Bay Area could see a reduction in services in the next year or two.

Its very disappointing, and its a blow to our efforts to maintain Muni service after federal pandemic relief funds run out next year, San Francisco Municipal Transportation Agency spokesperson Erica Kato said n a statement.

At its core, this is a question about San Franciscos future. The citys downtown and entertainment districts have struggled to recover after the pandemic. Empty office spaces, the loss of high-profile retailers and sprawl of homeless encampments and drug use have painted an unsavory picture of one of Californias crown jewels.

A loss of public transit would not only delay the recovery, Wiener argues, but could reverse it altogether.

No matter how upset any of us might be with a particular transit system, the question is will the Bay Area be a better or worse place if BART falls apart and MUNI has to slash service, he said in an interview. And I think the answer is, unequivocally, itll be a worse place.

Accelerating Results and Lifting Up All Virginians

Good morning, everyone.

Chair Barker, Chairman Knight, Co-Chair Howell, and Chairwoman Robinson, thank you for inviting me to address this body of legislators on issues of the utmost importance to Virginians and our Commonwealth.

Given that this is most likely the last formal opportunity to address many of you who are retiring, I just wanted to take a moment and honor your service.

The idea behind Virginias Citizen Legislature suggests it is a part-time job, but each of you knows it is a full-time commitment. I want to thank you for your dedicated service and commitment to our beloved Commonwealth of Virginia.

It was on January 17, 2022, that I first stood before the General Assembly and asked that we come together, not as Republicans or Democrats, but as Virginians.

I asked that we come together and deliver on a plan to unleash the full God-given potential of every man, woman and child across the Commonwealth in pursuit of their goals and aspirations.

At that time, Virginia was in the bottom 3rd in the nation for job growth. Over 142,000 Virginians had dropped-out of our labor force.

More Virginians were moving away from our Commonwealth than into it from the other 49 states a trend that persisted for 9 straight years.

Tax and fee burdens had climbed, job numbers had declined, and the murder rate hit a 20-year high. Student performance fell.

And yet, in January of 2022, because of high taxes and high fees, state government was flush with cash.

That profound disconnect...between families struggling with runaway prices at the gas pump or in the grocery aisle, a business owner not just worried they cant make payroll... but worried they cant reopen their doors...parents being told their child is proficient, when in reality they're falling further behind in school... all the while being told since government accounts were awash in resources, Virginia was doing well.

Bridging that gap is where our work began togetherand this is where our work must continue.

We began this journey to ensure Virginians keep more of their hard-earned money, jumpstart job growth, assure public safety, empower parents andrestore excellence in education and yes, to make Virginia the best place to live, work, and raise a family.

I asked that along the way we recognize the progress we are making and accelerate -- do more and do it faster.

That we accelerate not because we can, but because we must if we are to lift up every Virginian across the Commonwealth.

And that we carry out the task with a spirit of unbridled eagerness knowing it is possible.

We should all be proud of the work weve done not as Republicans or Democrats but as Virginians to deliver for Virginians.

Over the course of 18 months, we have witnessed existing businesses expanding, new businesses arriving, record job growth, and a record labor force.

Were growing.

Together, we passed the largest tax relief package in Virginia history.

Together, we also passed the largest education budget in history, providing $3.2 billion in investment for our public schools considering the recent JLARC report that noted prior administrations had underfunded education, this is something Republicans and Democrats should celebrate.

Together, we made critical, transformative investments of $430 million in behavioral health and $400 million in law enforcement.

If Virginians are in crisis, they should get the help they need, when they need it.

And yes, we are paying teachers more, and were also paying the men and women of law enforcement more.

The results speak for themselves.

As of last week, we celebrated nearly 220,000 more Virginians working versus January 2022.

We have the highest labor participation rate in over a decade, the highest employment since counting began 47 years ago.

Since then, were fourth in the nation for job growth. Virginia is on the move.

Recent data suggests weve reversed the trend of out-migration. Existing Virginians are staying and new Virginians are coming!

Our investment in site development and workforce development is working.New companies are choosing to move to Virginia and others are expanding their operations here. Since January of last year, weve welcomed 293 projects and over $58 billion in capital commitments, generating nearly 25,000 jobs over time as a result.

And when it comes to public safety, were also making progress recruiting and retaining talented law enforcement officers. Since January of last year, weve reduced Virginia State Police vacancies by over 12%.

But we still have significant work to do across all law enforcement agencies.

And since the start of Operation Bold Blue Line, weve seized over 2,000 pounds of illegal narcotics, including 47 pounds of deadly fentanyl enough to kill every Virginian multiple times over.

As we work to not just make our communities safer, but also to enable a brighter future for our students, the quiet heroes --our first responders, our healthcare workers and teachersare at the heart of these efforts.

Virginia and the nation continue to see a longstanding teacher shortage but we took an important step to support them when last year they saw a 5% pay raise, with another 5% this school year.

1,500 reading specialists and staff have received training as part of the Virginia Literacy Act.

And weve also awarded over $765 million of the $1.25 billion in grants and loans in school construction so that kids across the Commonwealth can learn in increasingly modern classrooms.

Recently, our first lab school was approved to start teaching classes this fall, with 22 more either having received, or applied for, grants.

I am very encouraged by the energy at our community college system....expanding pathways to careers with credentials and degrees for all Virginians...especially for our high school students.

And finally, we are making government work better for Virginians, and we are doing it for less.

Thanks to the work of our Office of Transformation, our DMV has significantly cut wait times, in some cases by more than 30 minutes.

Meanwhile, productivity at the Virginia Employment Commission has skyrocketed and slashed mountains of backlogs.

Were doing this at the Department of Education as well. Weve already cleared a backlog of over 4,700 teacher licenses that were just sitting there, waiting. Now we process more than 200 a day allowing much-needed, talented teachers to get in the classroom faster.

At the Department of Environmental Quality, weve launched the Permitting and Evaluation Platform (PEEP) -- reducing average permit times by more than 40% and there is more to go!

Were not just delivering better services to Virginians we're also doing it for less money.

Weve identified hundreds of millions in projected annual savings by asking the simple question: are we purchasing at the best price and at the right quantity?

Weve consolidated the states fleet of vehicles. When we got here, over half of the more than 4,000 cars owned by the Commonwealth were underused.

Weve since sold over 800 of these, bringing in $8 million.

Its the same story with the states real estate holdings. Compared to national standards, we have over 30% excess space.

We paused the $407 million construction of a new building in downtown Richmond because we dont need it.

Through the good work of our Chief Procurement Officer, we've already initiated actions that will save $20 million annually by Christmas that number will grow to $100 million, and by end of the fiscal year, we will have implemented actions to save taxpayers $200 million annually.

Folks, this is common-sense and it is just the beginning.

This culture of striving to improve, of carving out pockets of savings large or small empowers more investments to increase the effectiveness of government.

Friends, I say all this with great enthusiasm not because we are serving the government better; rather, we are serving Virginians better.

Serving as opposed to simply collecting their money.

We see this as more and more Virginians and Americans are betting their future on Virginias future.

This is a both/and moment, not an either/or moment. We can provide substantial tax relief and we can invest in law enforcement and we can invest in our schools, students and we can invest in behavioral health.

We have the funds to do it.

And when we reduce taxes, streamline regulations, restore excellence in schools, back the blue -- and guess what happens?

We know what happens: More people move to Virginia. Businesses stay. Businesses come. More people go to work.

Tax receipts for the state go up. We can then reduce taxes again and invest in these critical priorities.

This is how we fuel a truly virtuous, reinforcing cycle that makes Virginia competitive against our neighboring states.

Virginia does well when Virginians are doing well and all this notwithstanding headwinds pouring out of Washington with great bluster. Whether that is inflationary spending making gas or groceries more expensive...Or the response of the Federal Reserve to address inflation by raising rates, making it harder for families to buy a home.....or for businesses to expand.

Here in Virginia, our financial results have never been strongerrecord reserves, a Triple A Bond rating, and billions in surplus.

When we put the administrations budget together last December, we projected available resources would be $3.6 billion higher than the level assumed in the 2022 Appropriation Act.

Last fall, economists and our GACRE panel warned us of our expected economic slowdown, so we took a prudent approach and built into our assumptions a year-over-year decline in revenues of almost 8 percent.

We continue to believe its prudent to incorporate a recessionary case as our base case for Fiscal Year 2024.

However, Virginia outperformed and the recession that we had prepared for didnt happen. Additional revenues of $1.5 billion were generated above the December projections.

And thats not all. With commonsense management practices in place, our government actually spent $1.6 billion less than the amount authorized, and yet we accomplished more.

This unspent, yet appropriated $1.6 billion is on top of the $1.2 billion at the end of the Fiscal Year 2022.

The Commonwealth has substantial resources, and our balance sheet couldnt be stronger.

Our Rainy Day and Revenue Reserve Funds are expected to sit at a record $4.6 billion by the end of this fiscal year, far above the 15 percent cap provided by Virginias Code.

This is our moment to soar.

We must seize this opportunity to pursue the key priorities that are fueling our success to begin with and accelerate our efforts.

To reduce the cost of living, we must provide substantial tax relief.

To prepare our students for lives of unparalleled excellence, we must continue to raise the bar, fund the Literacy Act, support tax-driven scholarship funds and lab schools which had record participation last year.

And we specifically need to recognize that extended school closures caused significant learning loss...with alarming drops in math and reading levels, especially in 3rd through 8th grade.

I know we all agree that this requires us to come together and deliver a rapid, and forceful response to equip our children, families and teachers with the tools they need to reverse this learning loss.

When it comes to ensuring our streets and communities are safe, we must continue to invest in our law enforcement.

When it comes to addressing our current behavioral health crisis, we must get Virginians the Right Help, Right Now, when they need it otherwise, it translates into more violence, more self-harm. Everyone is touched by it.

When it comes to being good stewards of our natural resources, we must continue to fund our progress towards our environmental priorities, including innovating for our energy future and preserving the Chesapeake Bay.

And finally, this is a moment for us to drive efficiency and effectiveness in our state government. We must fully embrace a mindset of doing more for less, and the transformation process that enables it.

The best part is we can pursue all these priorities with fiscal discipline for taxpayers because its their money, not the governments.

This is a moment for us again to open the door and let commonsense values rush into the building, to further spur the engine of economic prosperity, to raise the ceiling and the floor when it comes to the quality of education in our schools.

If we continue to invest wisely, and drive policies that lift up Virginians, this will not come at the expense of our financials or resources.

Virginians are talented people who are charting a path to a better future, with faith in God, devotion to family, and belief in the limitless possibilities of freedom.

It is their ingenuity, aspiration and hard work that will assure this collective prosperity.

Our only job is to empower their dreams and aspirations.

If we want our current moment of growth to continue...if we want our businesses, students, and communities to thrive our course for this current budget is clear.

So today, I end where I began. When I first spoke to the General Assembly in January of 2022, it was with the message that together, Republicans and Democrats can deliver a brighter future.

Weve achieved so much over the past 19 months. But were just getting started.

If we act with confidence, the Commonwealth of Virginia will continue on a path towards unbounded prosperity...towards limitless opportunity, lifting up all Virginians.

Together, I know we can make Virginia the best place to live, work, and raise a family.

May God bless our Commonwealth. Thank you.

But what's the ideal time for maximum benefits? Timing is everything! By strategically timing your CBD oil intake, you can optimize its effects on your body.

The onset of CBD's effects varies from person to person, so finding the right moment is key. Some people prefer taking it in the morning to kickstart their day with a sense of calm and focus. Others find that an evening dose helps promote relaxation and better sleep. It all boils down to what works best for you.

Remember, there's no one-size-fits-all answer. Experimenting with different timings will help you discover your sweet spot for reaping the full benefits of CBD oil. So why wait? Start exploring and find out when your body responds best to this natural wonder!

Penguin CBD Oil

Elm & Rye Full Spectrum CBD Oil

Everest Delta 8 Oil

Taking CBD in the morning can provide a natural energy boost without jitters. It's a great way to kickstart your day and feel more alert and awake. Unlike caffeine or other stimulants, CBD doesn't give you that jittery feeling or cause a crash later on. Instead, it promotes a sense of wakefulness and clarity that can help you tackle the day ahead.

Morning use of CBD may also help reduce anxiety and promote mental clarity throughout the day. Many people experience stress and anxiety upon waking up, whether it's due to work responsibilities, personal issues, or simply feeling overwhelmed. By taking CBD in the morning, you can potentially alleviate these feelings and start your day with a calmer mindset.

Starting your day with CBD oil can support overall well-being and enhance focus. CBD interacts with receptors in our brain that are responsible for regulating mood, stress levels, and cognitive function. By incorporating it into your morning routine, you're giving yourself an extra boost. This can lead to improved focus and concentration throughout the day.

In addition to these benefits, taking CBD in the morning has been found to have long-term effects on overall well-being. Regular use of CBD has been associated with reduced inflammation, improved sleep quality, and enhanced immune function. By starting your day off right with CBD oil, you're setting yourself up for better physical and mental health in the long run.

It's important to note that everyone's experience with CBD may vary depending on factors such as dosage and individual body chemistry. Some people may find that they achieve optimal results by splitting their daily dose between morning and evening.

Incorporating CBD into your workout routine can provide a significant boost to your energy levels and overall performance. Finding the best time to take CBD oil is essential. By strategically using CBD before and after exercise, you can optimize your workouts and experience improved results.

Using CBD before workouts may help reduce exercise-induced inflammation and muscle soreness. The anti-inflammatory properties of CBD have been widely recognized, making it an excellent supplement for athletes and fitness enthusiasts alike. When taken prior to a workout, CBD interacts with the body's endocannabinoid system, which plays a crucial role in regulating various processes such as pain perception and immune response. This interaction can help alleviate post-workout soreness and minimize inflammation, allowing you to push harder during your training sessions.

Incorporating CBD into your pre-workout routine could improve endurance and performance. Studies have shown that CBD has the potential to enhance stamina by interacting with receptors in the brain that regulate serotonin levels. Serotonin is a neurotransmitter known for its mood-boosting effects, but it also plays a role in regulating fatigue perception during exercise. By taking CBD before hitting the gym or engaging in physical activity, you may experience increased endurance and reduced feelings of fatigue, enabling you to work out for longer periods without feeling drained.

By taking CBD before exercising, you may experience enhanced recovery post-workout. One of the key benefits of using CBD oil is its ability to promote faster recovery from intense physical activities. During exercise, our muscles undergo stress and micro-tears occur within them. These tears are necessary for muscle growth but can lead to soreness and prolonged recovery time. However, when you incorporate CBD into your pre-workout routine, it aids in reducing muscle damage by promoting better blood flow and oxygenation to the muscles. This accelerated healing process allows you to bounce back quicker from intense workouts.

To optimize your workouts with CBD, consider the following tips:

Determine the best dosage for your body: Start with a low dose and gradually increase until you find the optimal amount that provides the desired effects.

Take CBD oil 30-60 minutes before your workout: This allows sufficient time for it to be absorbed into your system and take effect.

Experiment with different consumption methods: CBD can be taken orally, sublingually, or topically. Find the method that works best for you and aligns with your preferences.

Taking CBD before bedtime can have a significant impact on your sleep quality, helping you achieve a more restful night's sleep. CBD oil has gained popularity as a natural remedy for various ailments, and its potential to alleviate insomnia symptoms and encourage a deeper sleep cycle is one of its most sought-after benefits.

Incorporating CBD into your nighttime routine can provide relaxation and relief from the stresses of the day, allowing you to drift off into a state of tranquility. By interacting with receptors in the endocannabinoid system, CBD may help regulate sleep patterns and promote healthier sleep cycles.

Sleep disorders are a common issue that affects millions of people worldwide. Insomnia, characterized by difficulty falling asleep or staying asleep, can lead to daytime fatigue, reduced productivity, and impaired cognitive function. However, using CBD oil at night may offer an effective solution for those struggling with sleep disturbances.

CBD exhibits sedative effects that can aid in calming an overactive mind. It interacts with neurotransmitters involved in regulating stress hormones and promotes relaxation throughout the body. By reducing anxiety levels and promoting feelings of calmness, CBD helps prepare both the mind and body for restful sleep.

Furthermore, CBD's potential pain-relieving properties contribute to better sleep quality. Chronic pain often disrupts sleep patterns, making it difficult to find comfort in bed. By alleviating pain sensations before bedtime, CBD enables individuals to experience uninterrupted slumber throughout the night.

Supplements like melatonin have long been used as aids for achieving better sleep. However, unlike melatonin supplements which primarily focus on regulating circadian rhythms, CBD tackles multiple aspects that affect overall sleep quality. It addresses not only physical discomfort but also mental stressors that keep individuals awake at night.

When taken before bed regularly as part of your nighttime routine, CBD oil can help establish healthy sleeping habits by improving the duration and depth of your slumber. Instead of tossing and turning, you can wake up feeling refreshed and rejuvenated, ready to take on the day.

Finding the right dosage of CBD is crucial for optimal results. The effectiveness of CBD can vary depending on factors such as body weight, the severity of the condition being treated, and individual response to the compound. To determine the appropriate dosage for you, it is advisable to consult with a healthcare professional who can provide personalized guidance based on your specific needs.

Starting with a low dose of CBD is generally recommended, especially if you are new to using this natural remedy. This allows your body to gradually adjust to the compound and helps minimize any potential side effects. Begin by taking small doses and observing how your body responds. If you do not experience the desired effects after a certain period, you can gradually increase the dosage until you achieve the desired outcome.

The endocannabinoid system (ECS) plays a vital role in regulating various physiological processes in our bodies. It consists of cannabinoid receptors that interact with cannabinoids like CBD to promote balance and overall well-being. Different dosages of CBD can have varying effects on these receptors, which in turn affects how effectively it addresses specific conditions.

Microdosing is another approach that some individuals find beneficial when incorporating CBD into their daily routine. This involves taking very small doses of CBD throughout the day rather than one large dose. Microdosing allows for consistent levels of CBD in your system, potentially providing more sustained relief from symptoms associated with anxiety or other conditions.

There is no one-size-fits-all answer. Some people may require higher doses due to factors such as tolerance or severe conditions, while others may respond well to lower doses. It's important to note that full-spectrum CBD products contain trace amounts of THC, which could affect individuals differently depending on their sensitivity.

Consistency is key when using CBD as an effective treatment option. Establishing a regular dosing schedule can help maintain steady levels of CBD in your system, allowing for more predictable results. Taking CBD at the same time each day can also help you incorporate it into your routine and ensure you don't forget a dose.

It's worth noting that the effects of CBD can vary from person to person. Factors such as metabolism, individual body chemistry, and the specific condition being treated can influence how quickly you may experience the benefits of CBD. Patience is essential when starting a CBD regimen, as it may take some time to find the optimal dosage and frequency that works best for you.

Deciding when is the best time to take CBD oil can vary from person to person, depending on individual preferences and desired outcomes. Some individuals find that taking CBD oil in the morning provides them with increased focus and energy throughout the day, while others prefer taking it at night for its relaxation properties. Ultimately, finding the right time for you may require a trial-and-error approach.

Taking CBD oil in the morning can be beneficial if you are looking for an extra boost to start your day. Many people find that it helps them feel more alert, focused, and ready to tackle their daily tasks. The bright days ahead can become even brighter with a dose of CBD oil in the morning.

On the other hand, some individuals prefer taking CBD oil at night as part of their evening routine. It can help promote relaxation and unwinding after a long day, making it easier to fall asleep and improving sleep quality. If you struggle with insomnia or have difficulty winding down at night, taking CBD oil before bed might be worth considering.

It's important to note that everyone's body chemistry is different, so what works for one person may not work for another. That's why it's crucial to experiment and find out what timing suits you best when incorporating CBD oil into your routine. Here are some factors to consider:

Personal Preference: Pay attention to how your body reacts when taking CBD oil at different times of the day. Do you notice any changes in energy levels or sleep patterns? Listen to your body and adjust accordingly.

Desired Outcomes: Reflect on why you are using CBD oil in the first place. Are you seeking increased focus during the day or improved relaxation at night? Understanding your goals will help guide your decision-making process.

Lifestyle Factors: Consider your daily schedule and activities. If you have a demanding job that requires mental clarity during office hours, taking CBD oil in the morning might be more beneficial. Conversely, if you have a hectic evening routine and struggle with winding down, taking it at night could be more suitable.

Dosage: The dosage of CBD oil can also impact when to take it. If you are taking a higher dose that tends to make you feel sleepy, nighttime might be the better option. However, if you are on a lower dose that provides more subtle effects, morning usage may work well.

Remember that finding the best time to take CBD oil is a personal journey. It's essential to give yourself time to experiment and observe how your body responds. Whether you choose to start your day off with an energizing boost or wind down with relaxation in the evenings, incorporating CBD oil into your routine can potentially enhance your overall well-being.

Analyzing CBD studies: Health concerns, health claims, populations … – Nutritional Outlook

Posted: at 4:07 am

Vedic Lifesciences is a contract research organization based in Mumbai, India. We recently examined clinical trials conducted in the hemp and cannabinoid space. We analyzed a total of 27 studies whose investigational product included cannabinoid or other hemp products. This report is intended to cover nutraceutical-centric studies that incorporate cannabidiol (CBD) and its derivatives like hemp and CBD oil (different extracts and forms) as the investigational product.

This report describes our findings regarding:

Our findings will interest a broad range of industry professionals:

By attempting to identify the innovative health claims being investigated for specific forms of CBD, this report aims to help R&D teams formulate their functional ingredients or branded supplements using various CBD types and doses, and design unique trials with trending objectives. It also aims to help company managers make informed decisions about marketing their products and planning their growth and to provide companies looking to enter the CBD market with more information on results of recent clinical and preclinical studies.

In terms of our search methods, we used the clinical trial registry http://www.clinicaltrials.gov instead of a search engine like PubMed, which would only have yielded trends from published studies initiated more than two years ago. By contrast, a clinical trial registry provides more current data, including data on studies not yet completed.

Here are the filters we used in our analysis:

Health Area

Which health concerns is CBD being studied for?As Figure 1 shows, the majority of CBD research is on cognitive support. The primary objective of more than one-third of the studies we analyzed was some aspect of cognitive health. Secondary outcomes included changes in sleep, quality of life, physical activity, and behavioral patterns at baseline and end of the study. Figure 1 also shows that CBD is now being studied for metabolic health (weight management, glucose levels, lipid profiling).

Study Endpoints

Which study endpoints are these CBD studies focusing on? Table 1 provides a detailed look at some of the most common endpoints for health concerns ranging from cognition and metabolism to immunity, heart health, joint health, sleep, sports performance, and more.

Tools and Biomarkers

Which tools and biomarkers did these CBD studies use? Table 2 provides a detailed look at some of the most common tools and biomarkers used in studies for health concerns ranging from cognition and metabolism to immunity, heart health, joint health, sleep, sports performance, and more.

Sample Size

Interest in CBD has led to more than 150 proof-of-concept studies. Approximately 58% of the studies we analyzed had a sample size of fewer than 50 subjects. (See Figure 2) More companies and research institutes are initiating proof-of-concept/pilot studies on CBD. This would be a space to watch out for. Large-sample-size studies should follow suit based on the data obtained in the studies.

Completion Status

Interestingly, while more than 42% of the studies we analyzed had been completed, no results were highlighted in the clinical trials registry. (See Figure 3) Another fact we noticed is that close to 31% of the studies are currently recruiting. This means that the research on CBD has gained momentum in the last five years. Finally, both types of studiescompleted and in progressencompass a range of health areas, meaning several health claims are substantiated.

Study Duration

More than 53% of the total studies we analyzed had a duration of less than 12 monthswith some still in the recruitment phase in terms of their completion date. (See Figure 4) This fact, combined with a trend observed of smaller study sample sizes, indicates that several companies are interested in faster substantiation of their health claims. This may then lead to large-sample-size studies in the next couple of years and faster market inclusion of their products.

Safety vs. Efficacy Studies

While there are more of proof-of-concept studies, close to 77% of studies are efficacy studies rather than safety studies. This indicates that companies may be directly jumping into substantiating health claims rather than performing the quintessential safety assessment of different extracts of CBD.

Other Interesting Insights

When we analyzed the studiesexcluding those whose status was either withdrawn or unknown, two studies caught our attention, for different reasons.

First, in the study NCT05108220, 1350 female subjects aged 24-44 (working population) were recruited in order to investigate the effect of CBD on subjects anxiety levels. The dose-ranging study included CBD oil and capsules with 0.0%-0.3% THC content. In-Home Usage Tests (IHUT) were done to understand the different CBD compounds effects on anxiety in women.

Second study NCT04777981 was interesting. The focus was the effects of CBD, in combination with red algae, on symptomatic improvement in COVID-19 patients.

Other key takeaways is that interest in CBDs benefits is not just limited to cognition. While cognitive support is a known area of CBD research, interest in other health areas like heart health (hypertension), cancer (symptomatic improvement), sleep quality, immune health, and metabolic health demonstrate broad interest in CBD inclusion in the nutraceutical industry.

Recommendations for Research from a Regulatory Perspective

According to certification and testing firm FoodChain ID, both preclinical and clinical studies are mandated for regulatory submission for any novel food. These include the bacterial reverse mutation test, in vitro micronucleus test in mammalian cells, and a 90-day study. Also for CBD, global standardized guideline tests to be done would be OECD 451,452, 443, and 422.

After preclinical studies are concluded, a safety study in healthy individuals is needed. Safety can be analyzed by assessing the comprehensive metabolic panel, which tests the levels of electrolytes and kidney and liver parameters. Tests can also include lipid profile, hormone profiling for men and women, semen analysis, and inflammatory biomarkers.

Another good practice is understanding the sleep quality, cognitive health, and gut parameters using questionnaires. This data can then be studied in conjunction with the safety tests to draw final conclusions about the effect of CBD in humans.

USDA Doubles The Number Of Hemp Professionals Serving On … – Marijuana Moment

Posted: at 4:07 am

The U.S. Department of Agriculture (USDA) and the Office of the U.S. Trade Representative (USTR) are again expanding representation of the hemp industry in federal trade advisory committees, doubling the number of officials who will help bolster cannabis commerce.

On Thursday, USDA and USTR announced the appointments of two more hemp officials: one a top regulator for the crop in Oregon and the other a member of the National Industrial Hemp Council of America (NIHC). That raises the total number of federal hemp trade advisors to four.

Eric Pike, a member of the Oregon Hemp Commission and founder of the CBD company Root Origins, and NIHC board member Patricia Sheikh will be joining the Agricultural Technical Advisory Committee (ATAC) for Trade in Tobacco, Cotton, Peanuts and Hemp. Its one of six ATACs that offer the government technical advice about specific agricultural commodities and products.

USDA and USTR have been adding hemp officials to committee rosters for the past few years, starting with Kevin Latner, a former marketing executive at NIHC, who was made part of an ATAC focused on processed foods in 2020. In 2021, NIHC President Patrick Atagi was appointed to the ATAC dealing with hemp. All together, NIHC members have been selected for three out of four of the hemp appointments to date.

Now, the number of members of the Tobacco, Cotton, Peanuts and Hemp panel with hemp in the name of the organization they representthreeis the same as the number from groups with peanut or cotton in their names and is one more than the number of representatives from tobacco organizations.

The latest announcement shows the commitment the federal government has in hemp, Atagi told Marijuana Moment on Thursday. He added that the latest NIHC addition to the committee, Sheikh, has extensive experience in agriculture and trade, including a long career at USDA in many roles, including USDA deputy administrator.

The newly appointed members will serve until August 2027 and the committees will be supplemented by additional appointments over the next four years, the government agencies said. People are encouraged to apply for committee membership at any time and applications will be reviewed periodically.

In further recognition of hemps growing role in the agriculture sector, USDA and USTR formally renamed one of the ATACs in June to include the name of the crop. Previously, the first hemp appointees served on what was then called the ATAC for Trade in Tobacco, Cotton and Peanuts.

While USDA has worked to promote the hemp industry since the crop was federally legalized under the 2018 Farm Bill, the sector has faced a downturn in recent years as the production value of hemp has plummeted. Stakeholders largely attribute the problem to an ongoing lack of Food and Drug Administration (FDA) regulations to allow for the sale of derivatives like CBD in food products or as dietary supplements, as the Congressional Research Service (CRS) noted in a recent report.

As lawmakers work to resolve the issue, USDA has sought to support the industry in other ways, such as releasing an informational video encouraging hemp growers to construct a backpack vacuum that allows them to collect up to 10 grams of cannabis pollen in less than a minute. Thats part of an effort to build a national genetic repository for hemp that will be available to international researchers and breeders.

Earlier this month, USDAteamed up with the Pennsylvania Department of Agriculture to host farmers for an educational eventfocused on cultivating cannabis in a bio-based economy.

The department also recently shared the success story of an Indiana-based hemp farm, touting how the agency offered financial and technical assistance to help the business to maximize its output of high-quality CBD oil.

I was a National Champion with the Florida Gators and played in NFL now I run my own CBD oil business… – The US Sun

Posted: at 4:07 am

AFTER winning two National Championships and spending six seasons in the NFL, a former Florida Gator has kickstarted his own business.

One of the stars of the long-awaited Netflix Untold docuseries on Urban Meyers' Florida Gators, titled Swamp Kings, former linebacker Brandon Spikes has lived a remarkably varied post-NFL life.

3

3

Originally from North Carolina, football offered Spikes a path toward a brighter future.

In the documentary, Spikes discussed his tough childhood, explaining how "Football was my way out. Out of it all."

In 2006 he headed for Florida, joining a Gators program that was on the rise under their young head coach.

Spikes went on to solidify himself as a legend down in Gainesville, winning two BCS National Championships while being named a Consensus All-American twice, and an All-SEC First-Teamer three times.

Come 2010, it was time for Spikes to take the next step, ultimately being selected in the second round of the NFL Draft by the New England Patriots.

He spent four seasons with the Patriots, starting 39 of his 51 appearances, racking up 286 tackles, twelve defended passes, and four forced fumbles.

In 2014, Spikes headed for the Buffalo Bills where he'd go on to play in all sixteen games that season, starting ten.

He subsequently returned to New England, although this proved to be an ill-fated move as he was released less than a month later after running into trouble with the law.

Spikes eventually pled guilty to having left the scene of an accident, as per The Athletic, and went on to miss the 2015 season.

The following year, while working as a certified credit investor, he reached out to his former head coach Bill Belichick for help.

"I wanted to give up. I really did until I reached out to Bill," he told The Athletic.

"I reached out to everybody, people I trusted and loved, and they just couldn't give me an answer why I wasn't in the league.

"So I was like, 'F**k it, I'm about to call Bill.' So I called Bill Belichick, and of course, he answered on the first ring."

Belichick put Spikes in touch with an agent, David Canter, who managed to get him a one-year deal back in Buffalo.

Eleven appearances later, and his time in the NFL came to an end.

Spikes' next career venture took him to Canter's agency where he worked for the post-career affairs department.

Meanwhile, he also founded SpikesCBDX, which produces CBD-infused creams, oils, and gels.

"Throughout my career in the NFL, I always wanted to help myself and other athletes avoid injuries and recover quickly, without medications and their side effects," Spikes wrote on their website.

"This was the driver behind the Spikes CBDX product line, creating products all athletes could benefit from."

Fast forward to 2023, and Spikes has gone on to enter a new chapter of his post-NFL career, as a student assistant coach for the Gators.

Speaking to FloridaGators.com, he explained: "I just want to bring value and basically get this thing back to how we left it. I've seen how it should be done.

"You don't come to Florida to be mediocre. The bar is set, and I will do everything in my power to enforce what is set here."

The ABCs of CBD: Cannabinoids in Dermatology and Skin Care – Dermatology Times

Posted: at 4:07 am

Cannabinoids (CBDs) are gaining popularity in both the skin care industry and the dermatology drug market and are becoming increasingly available to physicians and consumers. Cannabis-based personal care products suddenly seem ubiquitous all over the market, where CBD is a featured ingredient in everything from moisturizers and lotions to makeup.1 In medical dermatology, CBD has been studied in acne, eczematous disorders, lichen planus, melanoma and nonmelanoma skin cancer, melasma, prurigo, pruritus, psoriasis, scleroderma and systemic sclerosis, and seborrheic dermatitis.2

Although some of these studies indicate a potential therapeutic benefit in skin disease, existing studies are, unfortunately, underpowered and lack rigorous design. Making matters worse, the federal government lists cannabis as a schedule I substance (defined as drugs with no currently accepted medical use and a high potential for abuse), which makes it very difficult to study CBD for medical purposes. In its last communication on CBD products in the current market, the FDA stated that the existing regulatory framework for CBD is not appropriate and that it will work with Congress to develop a safe and effective regulation strategy. Despite these issues, CBD may offer a promising new area of pharmacology for skin disease and skin care. Even if dermatology providers choose not to use or recommend these products, patients are asking about them during their office visits. Therefore, it is important to review the current evidence on CBD use in dermatology to understand its potential for treating skin diseases. It is also important to learn about the potential benefits of CBD in dermatology to better counsel patients in the office.

What Are CBDs?

CBDs are chemicals that exert their effects through cannabinoid receptors (CBRs). Multiple ligands exist for CBRs including endogenous endocannabinoids (such as AEA, 2-AG, PEA, and OEA), phytocannabinoids (produced in plants), and synthetic CBDs. The most notorious and well-known phytocannabinoid is delta-9-tetrahydrocannabinoil (THC), which is the psychoactive component of cannabis responsible for the feelings of euphoria, relaxation, heightened sensory perception, altered perception of time, and increased appetite.

Most CBDs are not psychoactive in the traditional sense. For example, many beauty products contain hempseed oil (cannabis sativa seed oil), which contains no THC. This is an important distinction to make because skin care products labeled cannabis can be misleading.

Not only are consumers confused on this topic, but health care providers are as well. A survey of 531 dermatologists found that 64% of respondents did not know that CBD is not psychoactive and 29% did not know that THC is psychoactive.3 Only half of the dermatologists on the Medical Advisory Board for the National Psoriasis Foundation believed that medical cannabis is safe for patients.4

CBRs have been discovered to exist on cutaneous nerve fibers, mast cells, and keratinocytes, and some evidence has shown that CBDs may directly stimulate keratinocytes and act on other important receptors such as PPAR-g (which regulates fatty acid storage and glucose metabolism).5 CBD has also been found to enhance adenosine A2A receptor activity, which downregulates hyperimmune states and decreases tissue inflammation.6

These basic science findings are encouraging and suggest that CBDs may be of benefit in a number of dermatological diseases, as well as for use in personal care products.

Cannabinoids continue to be of interest as they possess many characteristics that would seemingly make them a great fit for multiple dermatologic conditions: They are potentially anti-inflammatory, anti-pain, and anti-itch; can alter hair growth; can regulate epidermal proliferation; and can even decrease sebum production. In atopic dermatitis, acne, psoriasis, and hidradenitis suppurativa, there is a potential role for them, at least in theory, said Peter A. Lio, MD, clinical assistant professor of dermatology and pediatrics at Northwestern University Feinberg School of Medicine in Chicago, Illinois, and also the author of the article Cannabinoids in Dermatology: Hope or Hype? featured in the Journal of Cannabis and Cannabinoid Research.

CBD and Acne

The pathophysiology of acne is a permutation of follicular hyperkeratinization, microbial colonization, sebum production, and inflammation. The endocannabinoid N-arachidonoylethanolamine glycerol (AEA) has been shown to cause sebocyte apoptosis at higher levels, thus targeting one of the key pathophysiological mechanisms of acne.7 Several in-vitro studies indicate that CBD could be a possible treatment option for acne through its regulatory effects on sebum production and sebocyte proliferation.8

One key study, conducted by Olah et al, investigated the effects of CBD on sebaceous glands in vitro.9 The researchers found that AEA (a type of endocannabinoid) was able to inhibit lipogenic actions of sebaceous glands in a dose-dependent manner by inhibiting lipogenic compounds such as arachidonic acid and a mixture of linoleic acid and testosterone. CBD was also found to prevent pro-acne mediators from elevating TNF-a mRNA expression and normalize the lipopolysaccharide-induced expression of IL-1 and IL-6. Furthermore, in a small, split-face study, male subjects applied 3% cannabis seed extract cream to 1 side of their face twice daily for 12 weeks. At the end of the study, researchers found skin sebum production and erythema were significantly decreased compared with placebo, with no notable adverse effects.10

Although larger-scale human studies and randomized, controlled clinical trials are needed in the treatment of acne with CBDs, these preliminary studies show promise in the use of CBD as an individual or adjunctive therapy for acne vulgaris. This may prove popular with patients who are seeking alternative, complementary, or natural therapies.

CBD and Atopic Dermatitis/Eczema

CBDs have been studied for the treatment of eczema and atopic dermatitis, which affects about 10% of the US population.11 Eberlein et al studied more than 2000 eczema patients in a large, multinational cohort study and found that applying a cream containing palmitoylethanolamide (PEA) resulted in a significant reduction in dryness, excoriation, pruritus, and erythema across the population. Impressively, 56% of patients stopped using topical corticosteroids by the end of the study.12 It is important to note that this study lacked a placebo group. Therefore, it is difficult to ascertain the therapeutic benefit of the PEA vs the emollient effect of the vehicle. Nevertheless, this study is promising for the use of PEA in the treatment of eczema, as another randomized, double-blind, comparative trial of 60 patients with eczema found that PEA/AEA emollient was associated with improved scaling, dryness, and itching at day 28 of therapy.13

Oral CBD has also been studied for this inflammatory skin disease. Callaway et al found that oral hempseed oil improved AD in a randomized crossover study demonstrating a significant decrease in skin dryness, itchiness, and use of topical medications compared with olive oil.14

CBD: Emollients and Skin Care

CBD has been gaining popularity as a cosmetic material because of its reported emollient and anti-inflammatory properties. Through an examination of online search trends, a 2019 study found that consumer interest greatly increased in topical CBD products from 2015 through 2019.15 CBD has been shown to increase dermal water content and skin turgor.16 CVS.com lists nearly 50 personal care products with CBD, including muscle relief creams, moisturizers, massage oils, facial cleansers, facial masks, antiwrinkle creams, bath salts, and eye serums.17 Sephora.com lists a $125 full-spectrum CBD luxury beauty serum, whose description states that whole plant cannabis molecules penetrate quickly to visibly calm redness, clear blemishes, and deeply restore.18

Research may support its use here, as well. A mouse model investigating the emollient effect of CBD found that a 1% CBD solution applied to the skin increased the dermal water content through upregulation of aquaporin-3.19 An in vitro study using normal human epidermal keratinocytes found that CBD is able to penetrate keratinocytes and reduce the oxidative stress caused by UVB irradiation and hydrogen peroxide.8

An ideal property of a moisturizer is to treat the pruritus associated with xerosis, and multiple studies have found that anandamide, an endocannabinoid, possesses antipruritic properties via inhibition of TRPV1 (an ion channel expressed mainly in nociceptive neurons of the peripheral nervous system).20

Future Directions

CBD represents an exciting area of pharmacology in the treatment of skin disease and for use in skin care and cosmetics products. CBD has been studied for the treatment of eczematous eruptions, skin cancer, pruritus, fibrotic skin diseases, acne, seborrheic dermatitis, psoriasis, and skin rejuvenation.20 However, most studies are either in vitro studies or clinical studies with only a small number of patients. Currently, double-blind, randomized, placebo-controlled clinical trials for the use of CBD in dermatology are lacking. Preliminary studies show potential benefits but more, well-conducted trials are needed before we can offer definitive recommendations to patients. It is certainly possible that formulations of cannabinoids can be highly effective, and I remain cautiously optimistic about this. However, that means for nowwe are in a tough place and are not really able to recommend cannabinoid products routinely, in my opinion, Lio concluded.

In our fast-paced modern world, the spotlight on mental health and overall well-being is shining brighter than ever. Among the intriguing topics of discussion, CBD's potential role in easing symptoms of various disorders has captured significant attention. A burning question that's on the minds of many is: Can CBD really make a difference in managing depression? In this comprehensive guide, we're embarking on a journey to explore the potential link between CBD and depression. We'll dive into ongoing research, hear from those who've experienced it firsthand, and uncover how CBD might offer a helping hand to those facing the challenges of this pervasive mental health battle.

Depression isn't just a fleeting sense of unhappiness or letdown. It's a sophisticated mental health condition that has the power to impact every aspect of a person's life. Symptoms span a wide spectrum from persistent feelings of sadness and fatigue to a waning interest in activities that once sparked joy. In more severe cases, it can even lead to distressing thoughts of self-harm.

In the pursuit of effective treatments, researchers and healthcare experts are continuously seeking better ways to combat this multifaceted challenge. As a result, alternative remedies like CBD for depression have been gaining traction.

CBD, often referred to as cannabidiol, is a natural compound extracted from the cannabis plant. While it shares a connection with THC the compound responsible for that euphoric sensation CBD doesn't deliver the same intoxicating effects. Instead, it engages in a friendly chat with our body's endocannabinoid system, a complex network that orchestrates various bodily functions.

The intrigue around CBD's potential to help with depression stems from its interaction with this system. However, as with any exciting prospect, it's vital to delve into the research, step by step, before jumping to any conclusions. The journey of understanding CBD's role in managing depression is a thorough and evolving one.

The mechanisms through which CBD might address depression are diverse and still a subject of ongoing research. Experts have highlighted several potential avenues in which CBD could influence depression symptoms, emphasizing the need for further exploration into how exactly it might help.

The endocannabinoid system (ECS) plays a role in mood regulation and emotional responses. CBD is believed to interact with ECS receptors, potentially influencing the release of neurotransmitters associated with mood. By modulating the ECS, CBD might contribute to a sense of balance and well-being.

Imbalances in neurotransmitters, such as serotonin and dopamine, are implicated in depression. Some studies suggest that CBD may impact these neurotransmitter systems, potentially promoting a more stable mood. However, the exact mechanisms are still under investigation.

Chronic inflammation has been linked to various mental health conditions, including depression. CBD has demonstrated anti-inflammatory properties in preclinical studies, leading researchers to speculate that its anti-inflammatory effects might contribute to its potential as an antidepressant agent.

While the potential mechanisms of CBD for depression are intriguing, it's essential to evaluate the scientific evidence through a critical lens.

Numerous preclinical studies using animal models have explored the effects of CBD on depression-like behaviors. These studies have shown promising results, suggesting that CBD might exhibit antidepressant effects by modulating neurotransmitter systems and reducing stress-related responses. However, translating these findings from animal models to human experiences is a complex process that requires further investigation.

Human research on CBD's effects on depression is still in its early stages, but initial findings are encouraging. Some small-scale clinical trials and observational studies have suggested that CBD may help alleviate symptoms of depression. However, more rigorous research with larger sample sizes and placebo-controlled designs is needed to draw definitive conclusions.

Before considering CBD as a potential treatment for depression, it's crucial to keep certain considerations and precautions in mind.

If you or a loved one is considering using CBD for depression, it's imperative to consult a qualified healthcare professional. A mental health provider can assess your individual circumstances, discuss potential risks and benefits, and help you make an informed decision. CBD should not be used as a substitute for evidence-based treatments, and its use should be integrated into a comprehensive mental health strategy.

Not all CBD products are created equal. When selecting a CBD product, consider factors such as the source of CBD (hemp-derived CBD is preferable), third-party lab testing, and the presence of other ingredients. Reputable manufacturers provide transparency about their products' potency and purity.

CBD is generally well-tolerated, but some individuals may experience side effects. These can include dry mouth, changes in appetite, diarrhea, and fatigue. It's essential to start with a low dose and monitor your body's response. If you experience any adverse effects, discontinue use and consult a healthcare professional.

One of the most popular methods, CBD oil or tinctures, can be taken sublingually (under the tongue) for quick absorption. They're available in various concentrations, allowing users to adjust the dosage based on their needs.

For those who prefer a more traditional method, edibles, and capsules provide a convenient way to consume CBD. Do note that these methods might take longer to manifest effects due to the digestion process.

While more commonly used for pain or skin conditions, some individuals opt for CBD-infused creams or balms, applying them to specific areas for localized relief.

Starting with a low dose and gradually increasing is typically advised. Monitoring effects and maintaining consistency can be pivotal in determining if CBD is a beneficial adjunctive treatment.

So, does CBD help with depression? This question is one that continues to intrigue researchers, clinicians, and individuals seeking alternative approaches to mental health. While preliminary evidence suggests that CBD may hold potential as an adjunctive treatment for depression, more rigorous research is needed to establish its effectiveness and safety. If you or a loved one is considering CBD for depression, consultation with a healthcare professional is essential. As science advances and our understanding deepens, CBD's role in the realm of mental health may become clearer, offering new possibilities for those seeking relief from the burdens of depression.

Hulk Hogan reveals why he quit drinking alcohol – Yahoo Eurosport UK

Posted: at 4:07 am

Hulk Hogan has opened up about his decision to become sober.

The retired WWE wrestler recently spoke to Muscle and Health, telling the publication that after decades of drinking, he's finally "done".

"I've had a lot of practice drinking because I wrestled for about forty years, so those guys have a beer every once in a while," the 70-year-old star shared. "But about seven months ago, I decided not to drink any more alcohol. I was at a New Year's Eve party and saw a bunch of stuff that I didn't condone or like. I saw myself in this environment, and I went, 'You know what? I don't know how I got here, but I'm done.' It was just that one thing."

"It feels much better to be so clear-headed," the WWE Hall of Famer continued. "I'm no longer tempted to drink alcohol. I don't have an addictive personality. I mean, with anything. It can be business or people or alcohol or drugs. When I'm done, I'm done."

The former wrestler revealed he now favours CBD (cannabidiol oil), which he was introduced to by Ric Flair and Mike Tyson.

"It took me a while to figure it out because I am a little slow," he explained of using the substance. "I had to do a lot of research and do my due diligence," before adding, "I figured this was something that really would benefit a lot of people that needed help - and I know it will."

He added he believed CBD products could help people with their health, especially those returning from war, drug addicts, or "people who've got themselves into the prescription trap following illness or anxiety".
