MEMPHIS, Tenn. Governor Bill Lee signed Senate Bill 0378 into law regulating certain hemp products like Delta-8 and Delta-10. From testing the product to increasing taxes on the product, the bill covers multiple changes to the selling of items with certain cannabinoids in them.

Tennessee House Rep. G.A. Hardaway is a sponsor of the bill on the House side.

This gives us a chance to take a serious approach to hemp and CBD oil, and in doing so, to kind of get our foot in the door to start a real discussion [an] intelligent discussion about marijuana, Hardaway said.

Once the bill goes into effect July 1, these products will have to be inspected by the Department of Agriculture, meaning dosages will be consistent each time someone buys a product.

Also, Delta-8 and Delta-10 can no longer be sold within a thousand feet of a K-12 school and must be behind the counter if people under the age of 21 shop at that location.

Local retailers say the increase in taxes may be a deterrent for some customers purchasing in stores, making it more dangerous in the long run.

We really do care about people out here, and you know, the farther away the community gets pushed from this, the more were gonna have to deal with problems of incarceration, Smokeology Smoke Shop employee Nathan Thomas said. Because of people turning to the black market. Because theyre gonna use some sort of THC anyway, and wed rather them do something thats legal rather than not.

Representative Hardaway said the fees associated with the new bill will be reassessed as soon as theyre able to get a look at how much revenue theyre bringing in from the fees and how much money is leftover.

I can tell you that folks like me sitting on the committee will make sure that our small business owners those who are in the retail end of it and those that are actually growing and in the wholesale end of it that those individuals arent unfairly put upon with the new system that we have put in place, Hardaway said.

Alabama lawmakers are debating an amendment to existing law that could stop an increasingly popular alternative to cigarette smoking, vaping.

State Senator Vivian Figures (D-Mobile) proposed amending Section 28-11-14 of the Code of Alabama 1975 making it illegal for anyone under age 21 to buy, use, possess, or transport any vaping devices or materials, including e-liquids, CBD oil, or nicotine salt, or any other substance that a person might inhale using vaping devices.

Figures told members of the Drug Education Council that she wants to keep minors healthy by eliminating underaged access to vaping devices.

Alabama has one of the highest incidences of vaping in the nation, which leads to higher healthcare costs, a loss of productivity, and a higher morbidity, said Figures.

The Senator told council members that nearly 20% of high school students in Alabama admit to vaping.

The Alabama Department of Public Health (ADPH) website reports that vaping or e- cigarettes are the most commonly used tobacco product among youth, and nicotine is highly addictive in e-cigarettes as well as regular cigarettes.

The most recent ADPH publication on the topic states that 8,823 deaths reported in Alabama in 2018 are linked to smoking related causes. Research shows vaping nicotine can slow brain development in teens and can affect memory, concentration, learning, self-control and mood. The ADPH website points to vaping among youth increasing risks to develop other types of addictions.

Viginia Guy is executive director of the council, and she said vaping by underaged residents is the single biggest crisis needing attention.

An alarming number of middle school students are beginning to vape, and were even seeing children as young as seven and eight years old vaping, Guy said. Children and teens are much more susceptible to nicotine addiction, and when you consider that a single vape cartridge contains as much nicotine as an entire pack of cigarettes, you can see the danger.

Guy compared Senator Figures bill to laws preventing underaged drinking.

Instead, cannabidiol oil, or CBD oil, is exposed to a number of chemicals and processes resulting in a reaction that produces Delta-8 THC. The active ingredient in just about every Delta-8 THC product sold to consumers including tinctures and gummies was produced in this manner.

What consumers are not aware of is the presence of residual metals, acids, unidentified compounds and other chemical reaction byproducts in Delta-8 THC products. Other additives, such as K2 or Spice, and cannabinoids not found in nature are also ingredients that have been found in these products,

Patients that we see who have a history of using Delta-8 THC have many of the same adverse psychiatric effects exhibited by individuals with a history of synthetic cannabis use, said Turiczek. We see a lot of aggression, worsened psychiatric conditions, suicidal ideation, psychosis and a host of other physiological symptoms associated with this substances use, and it seems as though users are unaware of these potential outcomes.

Unfortunately, experts at River Oaks Treatment Center believe the use of Delta-8 THC products can possibly get worse. A couple months back, there was a story out of Pennsylvania in which the district attorney asserted fentanyl and heroin were found in packaged Delta-8 products and my first thought was that its not that far-fetched, said Turiczek. Iso, nitazene analogs, xylazine, para-fluorofentanyl and many other substances are currently in the illicit drug supply throughout FL; with no oversight, whos to say these adulterants cant make it into Delta-8 products?

Is the sky falling on Thailands nascent cannabis industry? Not according to some of its biggest players.

After the votes were counted Sunday, cannabis entrepreneurs were even more confident that the future of weed is green, with most saying the outcome gave them more confidence that much-needed regulation will be rational and reasonable under a Move Forward-led coalition government.

Were super thrilled, said Benjamin Baskins, CEO of OG Canna Co., Panthera Groups cannabis arm that has sunk big money into large and colorful flagship stores across Bangkok and Thailand. Everything that they stand for is for a new Thailand. We think theyre going to make the right choices for medical cannabis. Its good for health; its good for the economy.

Going into Sundays election, in which progressive upstarts trounced both the odds-on opposition favorite and military proxies, most parties had taken aim at the backdoor decriminalization of weed orchestrated by ruling coalition member Bhumjaithai. But it turned out that voters were more enthusiastic about ousting the military and putting the country back on the right track than re-criminalizing cannabis.

If you cant take political messaging at face value, that is doubly true for electoral politics, when opposition forces will seize any opportunity to bloody the nose of the powers that be.

That is Politics 101, said Arun Avery of longtime cannabis advocacy organization Highland. They cant have a new law get passed by a new party on a new radical action. That would just give them too much credit.

Thats why the shrillest demands for a return to weed prohibition were disingenuous at best, Arun added. That and the fact theyre all getting their beaks wet.

Although Bhumjaithai historically prized pragmatism for power over ideology it was born in the noughties from the populist movement of Thaksin Shinawatra some believe it has been in bed with the conservative wing too long to accommodate some of Move Forwards policies; namely, abolishing the royal insult law of Section 112.

Nonetheless, Poonwarits Phuket Cannabis Association has tempered its own optimism by collecting signatures about 2,300 so far for a petition addressed to the public health minister currently Bhumjaithai head Anutin Charnvirakul against returning cannabis to the criminal before-times.
