News Americas, NEW YORK, NY, Mon. Sept. 19, 2022: The Caribbean will be fully represented at the funeral today of the late Queen of England and former head of the Commonwealth, not just by regional leaders and representatives but by a Caribbean woman who is the head of the Commonwealth.
Dominica-born Baroness, Patricia Scotland, the 6th Commonwealth Secretary-General, will deliver the second reading at todays funeral. The first will be read by the Prime Minister of England, Liz Truss.
Countries that are now republics, including Barbados, will be represented at the funeral today. Barbados will also fly its flag at half-staff today while Grenada will observe two minutes of silence today. Several countries also declared national days of mourning.
The Caribbean leaders scheduled to attend the state funeral for the late Queen Elizabeth II at Westminster Abbey in London from 11:00 hours BST today are:
Barbados which ditched the Queen as head of state last year and is now a Republic is sending Dame Sandra Mason, its President, to the funeral and will also fly its flag at half-staff on buildings across the island today.
Antigua & Barbuda PM Gaston Browne will be attending along with Governor General Rodney Williams, despite a big announcement last week that he will be moving to make the country a Republic.
Jamaica The Governor General Sir Patrick Allen along Prime Minister, Andrew Holness.
The Turks & Caicos The Governor of the Turks & Caicos Nigel Dakin and Premier Charles Washington Misick.
The Cayman Islands The Governor of the Cayman Islands Martyn Keith Roper and Premier G. Wayne Panton.
Bermuda Governor General Rena Lalgie and Premier David Burt.
BVI Governor General John J. Rankin and Premier Natalio D. Wheatley.
Montserrat Governor General Sarah Tucker and Premier Easton Taylor-Farrell.
Trinidad & Tobago a Republic, will be represented by its President Paula Mae-Weekes.
St. Lucia Acting Governor-General of Saint Lucia, Errol Charles.
The Bahamas will be presented by Prime Minister of Bahamas, Philip Brave Davis and Governor General Sir Cornelius Smith.
Grenada will be represented by Governor General Dame Dr Ccile La Grenade and the country will observe two minutes of silence today as well.
St. Kitts and Nevis will be represented by new foreign affairs minister, Denzil Douglas.
Belize will be represented by its Governor General Dame Froyla Tzalam.
St. Vincent and the Grenadines St. Vincent and the Grenadines will be represented by its Governor General, Dame Susan Dougan.
Dominica Speaker of the House of Assembly, Honourable Joseph Isaac, will represent the Commonwealth of Dominica.
Guyana a Republic will be represented bv Gail Teixeira, of the office of minister of parliamentary affairs and governance.
Most of the leaders will be bussed en masse from the Royal Hospital site in west London. King Charles III will host a reception for all the overseas leaders at Buckingham Palace on the evening before the funeral service.
Visiting heads of state will be able to attend the lying-in-state of the queens body, and sign the condolence book at Lancaster House immediately afterward. While at Lancaster House, foreign leaders will be able to deliver a tribute to the late queen lasting up to three minutes, which will be recorded for the media.
After the funeral service, foreign leaders will be escorted on foot to Deans Yard, still within the grounds of the abbey, to attend a reception hosted by Foreign Secretary James Cleverly, after which they will return by coach to west London to collect their cars.

Royal Caribbean’s Voyager Returns to the United States After Ten Years – Cruise Industry News

Ten years after its last visit to the country, the Voyager of the Seas is returning to the United States today.
Docked in Boston, the 1999-built ship is concluding a transatlantic crossing ahead of a series of Canada and New England cruises.
Extending through October, the fall program includes six week-long cruises departing from the Flynn Cruiseport Boston.
With different itineraries, the sailings include visits to several ports, including Halifax, Saint John, Bar Harbor, Charlottetown, Portland and others.
Voyagers last visit to a stateside port took place on April 12, 2012. At the day, the vessel departed New Orleans on a repositioning voyage to Spain.
Following a long period sailing exclusively in the Asia-Pacific region, the Royal Caribbean International vessel returned to the Western Hemisphere earlier this year.
Resuming service for the first time since the beginning of the COVID-19 pandemic, the 142,000-ton ship offered a summer season in Northern Europe that marked its debut in the region.
The program featured seven- to 11-night itineraries to Scandinavia and the Baltic visiting Sweden, Estonia, Denmark, Finland, Poland and more.
In November, the Voyager is also set to return to the Caribbean for a winter season sailing from San Juan, Puerto Rico.
Once the worlds largest cruise ship, the Voyager of the Seas is the lead vessel in a series of five ships known as Voyager-Class.
After originally entering service in 1999, the 3,100-guest vessel spent most of its time cruising in the Caribbean before being transferred to the Far East in 2012.
As part of Royal Caribbeans investment in the region, the vessel sailed from several local homeports, including Hong Kong, Shanghai, Tianjin and Yokohama.
The Voyager also sailed in Southeast Asia and Australia during the period, with cruises departing from Singapore, Sydney and more.
Extensively refurbished over the years, the ship underwent a major renovation in 2019.
As part of the Royal Amplified program, a fleet modernization effort, the $97-million refit added new features, redesigned spaces and new cabins to the ship.

Invest 96L could become a tropical depression as it approaches the Caribbean islands, Puerto Rico – Fox Weather

The tropical disturbance in the central Atlantic has now been given a high chance of development by the NHC with a 70% chance of development over the next five days.
As is typical for the peak of hurricane season, the FOX Forecast Center is tracking a robust disturbance moving across the central tropical Atlantic that could develop into a tropical depression as it eyes the northeastern Caribbean islands and Puerto Rico late this week.
The tropical disturbance is centered less than 800 miles east of the northeastern Caribbean islands and is producing a large area of showers and thunderstorms. Satellite observations indicate this shower and storm activity is showing signs of organization after finding a pocket of favorable environmental conditions on Wednesday morning.
ATLANTIC HURRICANE SEASON REACHES CLIMATOLOGICAL PEAK SEPT. 10
This disturbance has been dubbed Invest 96L by the National Hurricane Center. An invest is simply a naming convention used by the NHC to identify an area of weather that it is investigating for possible development into a tropical depression or tropical storm within the next five days.
WHAT IS AN INVEST DURING HURRICANE SEASON?
According to the FOX Forecast Center, upper-level winds are not particularly conducive for additional development, but only a slight increase in this disturbance's organization would result in the formation of a tropical depression as it generally moves westward over the central tropical Atlantic during the next day or so.
The NHC currently gives Invest 96L a high chance of development.
The tropical disturbance is expected to move near or over the northeastern Caribbean islands, including the U.S. Virgin Islands and Puerto Rico, on Friday and Fridaynight.
"What that means is the northern islands of the Lesser Antilles, (including) Puerto Rico, need to be on alert now because we are expecting to see showers and thunderstorms start to increase in that activity, and we could see some pretty strong wind gusts out of these thunderstorms that are again intensifying in these warmer waters of the Atlantic," FOX Weather meteorologist Jane Minar said.
Recent rainfall has saturated the soils in Puerto Rico, so any additional heavy rain from Invest 96L between Friday and Saturday could lead to flooding in urban areas and small streams, as well as trigger mudslides in the archipelago's mountainous terrain.
WHERE TROPICAL STORMS AND HURRICANES TYPICALLY OCCUR DURING EACH MONTH OF ATLANTIC HURRICANE SEASON
Early to mid-September is the time of the season when sea-surface temperatures are the warmest, upper-level winds relax and drier air is typically not widespread.
Unlike recent active years, dry air has been more dominant than usual across the eastern parts of the Atlantic Basin, which has stunted the organization and development of tropical cyclones.
August ended without seeing a single tropical cyclone in the Atlantic Basin for only the second time in the satellite era.
HURRICANE SEASON 2022: AUGUST FINISHES WITHOUT ANY NAMED STORMS FOR FIRST TIME IN DECADES
During an average year, eight named storms and three hurricanes have typically already formed by now, but so far in 2022, the tally stands at only five named storms and two hurricanes.
The next system to organize into a tropical storm with winds of at least 40 mph will be called Fiona.

Here’s why we age – Hindustan Times

Why do we get old? This question has been troubling humans for thousands of years. Sadly, there is no definite answer yet but here's what we know so far. (Also read: 4 daily habits that are making you age faster)
System breakdown
As we age, many of the systems in our bodies begin to deteriorate: Our vision gets worse, our joints weaker and our skin thinner. The older we get, the more likely we are to become ill, break bones and eventually die.
Our reproductive success, which describes an individual's production of offspring per lifetime, also declines as we age, Thomas Flatt, a professor of evolutionary biology at the University of Freiburg, told DW. "This is what happens to most organisms," he said.
"Evolution by natural selection is very much about how many viable offspring you can produce," said Flatt. The more viable offspring you produce, the more genes will be passed on it's all about maximizing reproduction.
Better genes are those that increase your reproductive sucess. Over generations, those genes are likely to become more common in the population.
Natural selection gets weaker as organisms age
This means that whatever happens after you reproduce has little effect on how well you pass on your genes to the next generation, which is key to understanding evolution.
Whether you are in a good or bad state when you get old doesn't really matter, because you won't be able to produce offspring.
Humans in the past, and most organisms that live in the wild, typically don't reach old age because of the dangerous environments they grow up in.
This means that natural selection gets weaker in organisms as they age.
"To put it bluntly, organisms that are very old are, from an evolutionary perspective, worthless," said Flatt.
Accumulating mutations
Now imagine that by pure chance you inherit a dangerous mutation that will cause negative effects as you age. Although you most likely wouldn't live long enough to experience those bad effects, the mutation would remain in your genome, so you would still be able to pass it on to your offspring.
This is happening all the time. Over generations, many mutations that make old age worse are accumulating in our genomes.
Huntington's disease is thought to be an example of this accumulation of negative mutations. This deadly disease has an onset age of around 35 years.
There is also evidence that natural selection can favor some mutations that can have a positive effect at early age but negative effects when you get older, according to an article published by Flatt and Linda Partridge in BMC Biology.
An example of this includes mutations in the BRCA1/2 gene that increase a woman's fertility and the risk of women developing breast and ovarian cancer.
So what happens when modern medicine and improved diets, hygiene and living conditions allow us to live much longer? We live to ages in which we can experience all those negative effects.
Why do some organisms live longer than others?
If we look at nature, aging is a very diverse process. Some organisms simply don't seem to get old at all. Hydras are freshwater polyps, related to jellyfish and corals, that never seem to age and are potentially immortal.
There are also many plants that don't show any signs of aging, and some trees, like the Great Basin bristlecone pine, that can live for thousands of years. One of these pines, named Methuselah, is almost 5,000 years old.
Another fascinating example is the Greenland shark. It reaches sexual maturity at age 150 and can live up to 400 years, giving it the longest lifespan of all vertebrates.
On the contrary, and perhaps to the delight of many, a female mosquito the kind that bite you in your sleep only lives about 50 days.
We still don't know why these huge differences in aging and lifespan exist, but part of the answer is related to evolution. For different organisms, environmental pressures might have favored faster maturity and reproduction and shorter lifespan, while others favored the contrary.
"Animals that have a high risk of dying normally have a short lifespan, which of course makes sense, because if you have a very high risk to die anyway, you don't need to invest in living very long," Sebastian Grnke, a post-doctoral researcher at the Max Planck Institute for Biology of Aging, told DW. "You rather invest in reproducing fast so that you can reproduce before you die."

The blind clairvoyant, known globally as Baba Vanga, who allegedly predicted 9/11 and Brexit had made five terrifying prophecies for 2023 before her death.
The blind mystic, who lost her sight at the age of 12, envisaged disastrous solar storms, a nuclear explosion, and an end to natural births in 2023.
After going blind, the Bulgarian woman claimed she became aware of a rare gift from God that enabled her to see into the future.

Nicknamed the Nostradamus of the Balkans, her visions are said to be 85% correct and include the Chernobyl tragedy, the death of Princess Diana and the dissolution of the Soviet Union.
While many will be hoping for some good news as we head into 2023 in a matter of months, Baba Vangas predictions are full of doom and gloom.
Baba Vanga predicted that in 2023 the Earth would experience a change in its orbit somehow - although the details of such were not given.
No matter what that change may be, it could have devastating consequences if it does in fact occur.
The planet is positioned in perfect balance and so even the slightest shift could bring about unwelcome and extremely damaging changes to the climate and sea levels.
Should the Earth move any closer to the sun, our home would be faced with increased radiation and temperatures jumping to new heights.
This would result in the glaciers rapidly melting, sea levels rising and there would be a global emergency to try and cope with the change.
However, if the planet moved any further away from the sun, we would be raced into an ice age with long hours of darkness, causing a whole different array of disastrous effects for life on Earth.
Vanga is also claimed to have predicted that a "big country" will carry out bioweapons studies on humans, which would result in the deaths of thousands of people.
However, at this point in time, the Biological Weapons Convention of the United Nations bans these types of experiments from being carried out.
Despite this, there are some countries - such as China - that are thought to be running potential bioweapons divisions in the background already.
Among her many predictions for 2023, it is claimed that Baba warned of a potential nuclear power plant explosion. This eerie prediction comes after her alleged prediction of the Chernobyl disaster.
This prophecy will come as alarming as worries grow among country leaders over a nuclear disaster in Ukraine.
Russia remains in control of the Zaporizhzhya Nuclear Power Plant (ZNPP) as the war continues to unfold around them.
A minor mistake at the plant by Russian occupiers could result in a disaster that would have dire consequences for many European countries.
Another prediction, although rather vague, is the arrival of a massive solar storm on a scale never before seen on planet Earth.
Solar storms occur when a burst of energy is released from the sun, sending electrical charges, magnetic fields, and radiation hurtling towards Earth.
While these have been experienced on many occasions, they have only been seen as a phenomenon in the sky - like the green hue of the Northern Lights.
These more powerful solar storms predicted by Baba Vanga would result in damage to technology, and could even lead to mass blackouts and communication failures - which could stir up a whole host of issues.
Some separate warnings from futurists describe such events as the moment when we will be thrown back to the "Dark Ages".
The final claim for 2023 involves the end of natural human births, which she predicts will be banned.
The dystopian projection would come as government leaders allegedly ban births, and call for all human life to be grown in a lab.
Leaders and medical experts would be able to decide who is born while parents would be able to customise their traits and appearance - like hair colour and eye colour.
This is definitely one of the more outlandish predictions from Baba - and feeds into fears some have about slowing birthrates.
Her prophecies dont end here either, Vanga's so-called predictions look much further into the future - as far as 4599 when she believes mankind will have achieved immortality, followed by a 5078 claim that humanity will leave our universe for greener pastures.

President Biden Says Covid-19 Pandemic is Over in the US – Slashdot

President Joe Biden has declared the pandemic over in the US, even as the number of Americans who have died from Covid continues to rise. From a report: Mr Biden said that while "we still have a problem", the situation is rapidly improving. Statistics show that over 400 Americans on average are dying from the virus each day. The head of the World Health Organization (WHO) said last week that the end of the pandemic is "in sight". In an interview with 60 Minutes on CBS, Mr Biden said that the US is still doing "a lot of work" to control the virus. The interview - aired over the weekend - was partly filmed on the floor of the Detroit Auto Show, where the president gestured towards the crowds. "If you notice, no one's wearing masks," he said. "Everybody seems to be in pretty good shape...I think it's changing."
In August, US officials extended the ongoing Covid-19 public health emergency, which has been in place since January 2020, through 13 October. To date, more than one million Americans have died from the pandemic. Data from Johns Hopkins University shows that the seven-day average of deaths currently stands at over 400, with more than 3,000 dead in the last week. In January 2021, by comparison, more than 23,000 people were reported dead from the virus over a single week-long span. About 65% of the total US population is considered fully vaccinated. Some federal vaccine mandates remain in place in the US - including on healthcare workers, military personnel and any non-US citizen entering the country by airplane.

The Macau Grand Prix Is Back On The Calendar, Bikes To Return? – RideApart

The 69th Macau Grand Prix is back on the map as the Sports Bureau, Pun Weng Kun stated to the media in a Sports Bureau meeting.
As such, the development marks the return of the GP, however, motorcycle racing hasnt been 100 percent confirmed yet by the council, but there is a chance that two-wheelers will make a return should negotiations go well.
Our plan [for this years GP] is still the four-day event and we forecast that it will include seven [different] racing events. We hope that with a four-day event we can attract tourists to Macau to enjoy the whole event and stay for around six to seven days, Pun said.
The event will be held from November 17, 2022, to November 20, 2022. The motorcycle races were suspended for the past two years due to the COVID-19 Pandemic, but it is likely to come back as sources have stated that the foreign racers have already been contacted to participate in the event.
The organizing committee wants to have this race back and the racers also want to come, Pun added.
Furthermore, Pun stated that we know that some racers were available to undergo a quarantine period of two weeks [in the past] so now with the 7+3 measure I think we have a better chance of negotiating with them. Our policies already allow the entry of foreigners, but we still need to follow the quarantine rules. If there are sportspeople who have already entered the mainland from other places, they can potentially enter Macau without quarantining according to the rules. But we need to analyze these on a case-by-case basis. As a general rule, they need to undergo quarantine if they arrive from medium and high-risk areas. We need to follow these guidelines because our main principle while organizing these events is safety.

There isnt a concrete idea yet but we are already planning and preparing this 70th edition. We are thinking that maybe we can have some different races using different types of vehicles, Pun said, adding, We are already negotiating with different entities. We know that for this year, we cannot organize the three world cups [FIA World Touring Car Cup, FIA GT World Cup, and FIA Formula 3 World Cup]. We do not have much to announce at the moment but I can say that we are negotiating [for the return of these three racing events in 2023], stated Pun.

Gregory May Takes Office as Consul General of the U.S in Hong Kong and Macau – The Epoch Times

Gregory May, the new Consul General of Hong Kong and Macau of the United States, arrived in Hong Kong on Sep 16. He takes office after Hanscom Smith, the former US consul general for Hong Kong and Macau left in July.
I am honored to represent the people of the United States here in Hong Kong and Macau, said May. I look forward to getting to know the diverse people who live in Hong Kong and Macau and building on our longstanding relationships, shared interests, and values.
According to the U.S. Consulate General Hong Kong and Macau, May is from Texas. He is married and has three children.
He holds a masters degree in China studies from Johns Hopkins Universitys School of Advanced International Studies.
Gregory May worked as a journalist in Taiwan in the 1990s. He served as the Assistant Director and Research Associate in Chinese Studies at the Nixon Center, a foreign policy think tank in Washington, D.C.
Prior to his appointment to the position of Consulate General of Hong Kong and Macau, May served as the Deputy Chief of Mission at the U.S. Embassy in Ulaanbaatar, Mongolia.
May once served as Consulate General at the U.S. Consulate General in Shenyang, China. He worked at the U.S. Consulate General in Guangzhou and at the U.S. Embassy in Beijing.
He also served as a Special Assistant to the Under Secretary for Political Affairs and held various positions focusing on China, Vietnam, and the State Departments Executive Secretariat.

Retail and F&B with considerable drop in receipts in July – Macau Business

The local retail and food & beverage sector have reported considerable decreases in their receipts in July of this year due to the local outbreak, the most serious in the city so far, data published by the Statistics and Census Bureau (DSEC) shows.
The sample of the DSECs Business Climate Survey on Restaurants & Similar Establishments and Retail Trade comprises 229 restaurants & similar establishmentsand 161 retailers, which accounted for 53.5 and 70.6 per cent of the respective industrys receipts in 2019.
In comparison with June, receipts of the interviewed restaurants & similar establishments dropped by 71.4 per cent year-on-year.
Compared to the previous month restaurants & similar establishments saw their income drop 52.5 per cent, but 80 per cent of the interviewed expected their receipts to grow month-on-month in August as the outbreak was controlled.
Besides, sales of the interviewed retailers decreased by 66.4 per cent month-on-month in July with Leather Goods Retailers, Watches, Clocks & Jewellery Retailers, Cosmetics & Sanitary Articles Retailers and Department Stores all showing aa notable drop in sales between 80 to 90 per cent.
In fact, during July only supermarkets recorded a rise, some 28.7 per cent, as some of the only retail facilities allowed to operate during the local lockdown.
