In the footsteps of Georgia’s gambling law amendments – international practices and experience shared by the Finance Ministry – Agenda.ge

The growing concern about gambling addiction, gambling advertising and harm often caused to vulnerable groups by the industry were the topic of agenda.ge interviews with international and Georgian officials and authorities on the subject, which shed a light on international practices and their adoption by local agencies working on the matter.
Why is gambling and online gambling so problematic, and why is it recognised as a threat to vulnerable groups, especially adolescents? Agenda.ge asked these questions to Ghassan Khalil, the UNICEF Representative in Georgia.

Gambling disorder is hidden addiction. Unlike substance abuse where physiological levels are quantified by the presence of alcohol or illicit drugs in the blood, there are no similar simple objective methods and indicators available for problem gambling, Khalil said, noting addiction to gambling among adolescents is a growing problem around the world, including Georgia.
It was the particular concept that related to the information he provided to agenda.ge on a study conducted by UNICEF in partnership with the Gambling Research and Ludomania Prevention Center in 2021. The organisations surveyed 1,000 adolescents aged 14-17 across Georgia to study their knowledge, attitudes and gambling practices.
The research aimed to determine the experience of adolescents in gambling for money, study their gambling-related behaviour, and identify adolescents motivators and attitudes towards gambling and ludomania. In the study, more than one in 10 adolescents said they practiced gambling with varying frequency, and over a quarter were actively involved in gambling with a frequency of at least a few days a week.
The survey also showed 22 percent of teenagers saying their first gambling experience had taken place at age 11 or earlier, while the majority - 78 percent - had started the practice at 12 or older. One in five teens in the study who gambled reported being in a depressed mood stemming from the activity, and two percent were involved in self-harm.
Adolescents susceptibility to the social environment was also identified by the study, which showed they rarely started gambling by themselves, usually getting involved with friends and peers (51 percent) or a family member (32 percent). In responses to the survey, 24 percent said they were involved because their friends were gambling, while 16 percent believed gambling to be an activity connected with status among peers.
Becoming initially involved in gambling, and continuing the engagement, was tied in the report to the desire to win money and have an outlet for spending free time. Other motivators included boredom and the perception that gambling is popular. Although minors in Georgia are not allowed to enter casino venues or register on online gambling platforms, 24 percent of the surveyed adolescents who gambled reported their first gambling to be at a casino, a slot club or a casino website. Further, 18 percent of the participants of the survey reported their parents knew about their practice. Only six percent of parents forbid their children from practising gambling, leading to household conflicts over the issue.
The study found that the level of awareness of adolescents about the risks associated with gambling and gambling addiction is low. The majority of adolescents who gamble do not talk to their parents about gambling and its risks. One third of adolescents report that if they become addicted to gambling, they would not turn to anyone for help but try to solve the problem alone, the UNICEF Representative said in comments to us, adding gambling prevention was most effective when initiated before the development of gambling habits among adolescents.
This could be achieved by awareness rising of the risks and consequences of at-risk gambling of the adolescents themselves, school-based education activities, informal education of adolescents, public health policy introduction and implementation. For gambling prevention among adolescents, it is also crucial to increase knowledge of the parents, teachers, communities and health workers in early identification of multiple signs of problematic gambling behaviour and in effective responding, Khalil also noted.
The position of UNICEF is in line with the contemporary approaches in leading countries for preventing problematic gambling. In the United Kingdom, precautionary measures include strict limitations on advertising space, while the "smartphone age" requires a completely different approach. A BBC article on March 8, 2022 cited the House of Lords on the figure of 300,000 people in the UK being problematic gamblers, with 55,000 being children. On average, a problematic gambler commits suicide every day, and about two million people are affected by the issue.
The chairman of Peers for Gambling Reform Lord Foster is calling for urgent changes to be made to the UK's 'out of date gambling laws. The peer said smartphones had led to absolutely massive growth in gambling but the current regulations were written before they were invented. He said: There are a lot of changes urgently needed, the article noted.
Speaking to the BBC, Lord Foster added it was "worth remembering that the legislation that provides the regulation around gambling was introduced before the first smartphone was invented.

It is important to note that drastic changes were recently announced in the UK that illustrated the impact of athletes, influencers, celebrities and their advertising activities on people's consciousness. Starting in October, gambling and betting companies will be banned from using advertising featuring top-flight footballers and other sports personalities, as well as reality TV and social media stars, under new rules designed to protect under-18s and other vulnerable groups, the Guardian said.
The article noted the changes, set out by the body responsible for the UK code for advertising, will mean that past betting and gambling marketing that features stars and celebrities such as Cristiano Ronaldo, Jos Mourinho, Michael Owen and Harry Redknapp, would not be allowed in the UK. The wide-ranging new rules also include a ban on showing specific teams football kit and stadiums in ads, as well as using video game content and gameplay popular with under-18s. No more top-flight footballers or other high-profile sportspeople promoting the latest odds, said Shahriar Coupal, the director of the Committee of Advertising Practice, which sets the rules enforced by the UKs advertising watchdog.

Former England and Arsenal footballer Paul Merson, who became addicted to gambling himself, told BBC Sport it "sickens" him to see former players and managers in gambling adverts.
As for the Georgian reality, the difficulty of the situation with gambling in the country has been highlighted by studies indicating the activity has become a significant challenge for teenagers and the vulnerable groups of the society. Over the years, various non-governmental organisations, politicians and activists have called for stricter gambling laws, and urged the Government to take preventive and adequate steps.
On June 1, 2020, the EMC non-governmental organisation responded to the problem of juvenile gambling involvement by saying participation in child gambling remained a "serious challenge that increased the risk of chronic poverty and psychosocial problems. In efforts to ensure a safe environment and healthy development opportunities for juveniles, EMC called on the Georgian Government to develop strict gambling regulation mechanisms to prevent juvenile delinquency.
In early 2022, the initiative of Prime Minister Irakli Garibashvili on imposing restrictions on gambling and its advertising in the country was announced. The new legislative regulations for online gambling businesses banned online gambling for one million citizens starting March 1. Georgian nationals receiving social assistance from the state, citizens under the age of 25, public servants and individuals on blacklists following requests by their families have been prohibited from the activity. Gambling ads on TV, websites, and outdoors have been banned, with only sponsorship agreements allowed. Financial operations can be made only by registered users, while money transfers between gamblers are restricted. Restrictions were also imposed on citizens gambling through foreign online casinos, and. tax providers have been denied transfers to foreign gambling business accounts.
The head of the Government said lots of people - minors, young, vulnerable people were addicted to online gambling, and cited 1.5 billion ($312m/278m) being spent by citizens annually in online casinos in his announcement of the new regulations, adding the ban was now also placed on payments to gambling businesses abroad.

At the same time, it is important to know how the amended legislation is being implemented, what international standards have been adopted, and what data the Government has at its disposal at the moment. We directed these questions to the Revenue Service of the Finance Ministry, the body responsible for enforcing the new legislation. These questions also come at a time when critical opinions have emerged in parts of the public over the initiative, with speculation about a significant financial loss from limitations placed on gambling and related businesses.
Levan Dgebuadze, the Head of the Service Department of the Revenue Service, told Agenda.ge the Gambling Business Policy Division at the Ministry of Finance had studied and taken into account international practices and experience while amending the law.

Dgebuadze said while preparing amendments to the Law on Arranging Lotteries, Gambling and Gaming, representatives of the Division had studied a multilateral agreement related to online gambling in the European Union which covers a wide ranges of issues: harmonisation of third country legislation with EU laws; regulations for issuing individual permits, protection of users, minors and vulnerable groups, prevention of fraud and money laundering, and more.
The Gambling Business Policy Division of the Georgian Ministry also reviewed the 2017 EU Framework for Online Gambling, according to which a separate permit is required in EU countries to set up gambling platforms, with a fee required for the permit. The recommendation of a 2019 European Commission on Evaluation of Regulatory Tools for Enforcing Online Gambling Rules and Channeling Demand towards Controlled Offers was also studied, with the document envisaging establishment of permits for online gambling by national gambling services and online.
The amendments of the Georgian Law were also prepared in accordance with the 2012 Georgia report of the Committee of Experts on the Evaluation of Anti-Money Laundering Measures and the Financing of Terrorism of the Council of Europe, which noted there was no requirement for a separate permit for online gambling in the country. The report also said there was no mechanism to reduce the risks associated with online gambling.
Based on the above, the Revenue Service is "constantly analysing" the legal framework of foreign countries, proactively studying problematic issues and, if necessary, constantly developing legislative initiatives, said Dgebuadze.
When asked about enforcement, the Director of the Department said inspections of permit holders were carried out through a "selective inspection" of permit conditions.
"The Revenue Service is authorised to control implementation of permit conditions. For this purpose, at any time during the calendar year and without quantitative restrictions, the permit holder may be checked for compliance with the requirements established by the Law of Georgia on Lotteries, Gambling and Gaming and other normative acts. The Revenue Service also "responds promptly" to any information about regulatory offenses, the official noted, adding inspections of permit holders were carried out through a "selective inspection" of permit conditions," he noted.
Dgebuadze said in addition to the new regulations set for gambling businesses from March 1, the Revenue Service had identified facts of non-registration of gambling activities and admission of persons included in the blacklist to gambling venues as a result of inspections.

The Service has set up a register of individuals noted for gambling addiction, and those prohibited from the activity to "further help" gamblers and their families in overcoming problematic gambling. According to Dgebuadze, the list of those with addiction includes data on 694 individuals, and the roster of prohibited persons has information on 1,440,526 persons.
Finally, we spoke to a parent whose son became a victim of problematic gambling. Nino K. said the family had not been able to protect the child in time because they did not take his involvement seriously at first, with him becoming addicted to gambling as well as "imitation" of his gambling peers, desire to win money quickly, and wasting time on online gambling.
It is difficult to extricate yourself from this world [of gambling] [and] in the end, you have a person who can no longer perceive reality. We are on a very difficult path now. When there were advertisements for these games all around us - with even the celebrities that children watch and adore promoting not a healthy lifestyle but online gambling - it is very difficult to explain to a teenager that this is not the right way. Whether on the way to school or elsewhere, these colourful ads everywhere were reminding us how easy it is to win money. The children were able to play online without any serious restrictions, and we slowly came to a disastrous result.
At the end of the interview, the mother said she was happy with the change in the states gambling policy and believed the view would be shared by any parent.
Time will be the judge of the ultimate consequences of the changes to the Law on Arranging Lotteries, Gambling and Gaming in Georgia, but the countrys ongoing adaptation to an approach that reflects the state taking more responsibility over the matter is already apparent.

Hannah Walker: Gambling addiction has nothing to do with someones character – The Guardian

Hannah Walker first noticed her partner liked to gamble when they would go to the pub together: he would make a beeline for the fruit machine, while shed play quizzes and card games on itbox machines. But hed stay on the fruit machine a lot longer, and Id leave the itbox to continue my glass of wine, she recalls. She thought nothing of it at the time. Just like her enthusiasm for a few glasses of wine, she saw casual gambling as a vice, but one that was fun and easily managed.
Over the next few years, though, unexplained money troubles became an increasing feature of the couples life together. Walkers partner was constantly glued to his phone, until one day in 2017 he left it at home by accident. I knew something wasnt right, so I logged in, and discovered that so much money had been going into online gambling. Her initial reaction was shock, but also shame. I didnt want to tell family and friends about it because my partner is the most wonderful man in the world ever, but I knew they would judge him for it.

Like many partners of gambling addicts, Walker was perplexed by the gulf between how she perceived her partner kind, caring, responsible and how addicts are typically portrayed: as people who are out of control, and who dont follow the advice of one discontinued industry-funded slogan, When the fun stops, stop.
As a performance artist, Walkers remedy was to turn her experience into a piece of multimedia theatre, drawing on hours of interviews with addicts, their partners and clinical experts to help her understand how someone she so admired could be drawn into an expensive compulsion. What she took away from those conversations is the central message underpinning her new show, Gamble: Ive learned that gambling addiction has nothing to do with someones character.
Opening at the Northern Stage theatre in Walkers home town of Newcastle upon Tyne on 19 May, Gamble focuses on how websites use manipulative techniques to lure people in. Using video, lights and music, Walker creates a sinister, DayGlo dreamscape evoking the flashy colours of sites that promise punters harmless fun. Walker, dressed in a suit covered in dollar bills, casts herself as an industry gatekeeper. We love looking after our new customers, she purrs while offering free bet promotions, which is where many addictions start.
For much of the show, Walkers co-creator, Rosa Postlethwaite, sits silently on a sofa turned away from the audience. A projection shows her compulsively gambling on her phone, reflecting how online platforms have made addiction a solitary, 24/7 experience.
Gambles main plot line is autobiographical, charting Walkers experience with her partner, from the moment of discovery I want my 100,000 back! she shouts to the process of coming to terms with her partners condition. She describes how although he leaves Gamblers Anonymous meetings feeling proud of his progress, she feels awful, anxious about the money thats been spent and uncertain how to deal with her own feelings.
She and her character are not alone in that regard. Walker learned that many addicts and the people close to them are crying out for a space to share experiences. Unlike alcohol and drug addiction, which are better understood, there are far fewer support groups available.
There is such a stigma around addiction, and I dont know why that is, but all I know is that the more I talk about the fact my partner has gambled, the more people talk to me about their experience, and share that a family member or someone they know has gambled, she says.
Every performance of Gamble will be followed by a Q&A with Matthew Gaskell, a psychologist, gambling expert and clinical lead on addiction for the NHS Northern Gambling Service. Walker is also organising coffee and cake mornings for people to exchange stories. She and Gaskell believe that the shame associated with addiction is a deliberate strategy employed by gambling firms to distance themselves from its harms, and shift the burden of responsibility on to individual players so as not to jeopardise the industrys 5.9bn annual profits.
Theyre conveying the message that addiction has nothing to do with us: youre the one with the problem, you need to take responsibility and control yourself. Its no accident that they employ those tactics, Gaskell says. Whats been handed down to us through the years is the idea that addiction is a moral failing, a weakness of will. Even though this is undermined by science, it pervades the public discourse. This is compounded for gambling because less is known about it; its portrayed as everyday, harm-free, fun entertainment.
According to Gaskell, just 2 to 3% of people with a gambling addiction come forward for support. His patients say this is because they have no idea it is a health problem akin to drug or alcohol addiction. This is partly due to the increased societal acceptability of gambling, so its not seen as a problem, but also a lack of public health messaging showing people how to get help.
Gaskell thinks this is because the government is in thrall to the gambling industry, labelling it a leisure pursuit and placing it under the control of the Department for Digital, Culture, Media and Sport rather than the Department for Health and Social Care, which would shift the emphasis towards harm reduction. Public health messaging is typically funded by the gambling industry, leaving the public ignorant to its dangers and harms, he says.
This, says Gaskell, is in keeping with a culture shift that has taken place in recent years, and which he attributes to how online platforms have reinvented gamblings image. When I was growing up, gambling was seedy, behind frosted glass, something middle-aged men did with the Racing Post under their arm. It certainly wasnt something young football supporters did; its changed theyve hijacked youth culture and made it a cool thing.
He sees irony in the resistance to supercasinos in the 2000s, which were halted following a public outcry. Fast forward a few years and everyones got a supercasino in their pocket Rapid, continuous forms of gambling are where the harm is, he explains. This is because slow-moving events buying a national lottery ticket, for example are less likely to push people into a hot state in which they lose control and continue to bet, even though theyre losing money.
Walkers play coincides with a pivotal moment for the industry. This month, the government is expected to publish a long-awaited white paper on gambling, which addiction experts hope will introduce stronger regulation of the online market, including curbs on advertising and affordability checks, as well as preventing the industry from funding research and public health messaging, as big tobacco did in the past. The whole thing almost needs to be ripped up and started again, says Gaskell. The harm is so severe and pervasive, the previous laws just arent fit for purpose.
The power of Walkers show lies in her own emotional journey. When I first found out [my partner was gambling], I was shocked, and in my head I was like: If this ever happens again, Im gone, Ive got a baby. But when my partner relapsed it was so different, my emotional state in that moment. I felt: OK, thats happened, but the way you feel now must be so shit and so low that I completely empathise with you, and we will get through this.
I think if I hadnt began making the show, or doing any of the research, we potentially wouldnt be together.

To predict the targets of Chinese malware, look at the target of Chinese laws – The Register

Black Hat Asia Keep an eye on new Chinese government policies, if you want to anticipate malware attacks, a threat intelligence analyst suggested at the Black Hat Asia conference on Thursday.
In a presentation about an emerging China-nexus modular trojan named "Pangolin8RAT", Taiwan-based cybersecurity firm TeamT5's Silvia Yeh noted that attacks on online gambling operators occurred around the same time that China announced action against such outfits.
While Yeh said the timing could be coincidental attacks on gambling and online gaming companies are not exactly new Pangolin8RAT appears to be a weapon of choice for Chinese state-sponsored cyber operations.

Yew later told The Register the attacks against foreign gambling firms might also be attempts to collect data for the crackdown campaigns.
"In our opinion, we surmise that the COVID-19 pandemic and China's crackdown on casinos (ie, crackdown against casinos in Macau) have made the online gambling industry become prosperous. So, these online gambling firms which possess an abundant amount of money and data have become top targets of threat actors," said Yew.
"Our opinion is that the Chinese policies will affect the cyber threat landscape in the region as we observed some crackdown campaigns were followed by cyber operations," added the threat intelligence analyst in an email.
"Pay attention to Chinese policies they may have an effect on the malware you see in your region," she warned.
Pangolin8RAT is modular malware that emerged in 2019 and is regularly updated. It is believed to be the successor of the PlugX and ShadowPad malware families, and has been used to target industries beyond gambling transportation, telecom and governments have all been attacked.
TeamT5 believes Pangolin8RAT is likely shared or traded among Chinese threat groups, for attacks aimed at espionage and/or financial gain.
But to date, Pangolin8RAT has mainly been used by one threat entity: the Chinese APT group Team5 has labelled "Tianwu". Its namesake is a mystical creature with eight human heads, eight feet, and eight tails. Team5 feels the malware may be an amalgam of efforts by many different actors.
Team5 hypothesizes the collaborative development process used to create Tianwu may represent a new mode of APT operations. The security company also feels that Tianwu could be a collaborator or subgroup of Chinese attack gang APT41, also known as Amoeba. Or perhaps Tianwu is a supplier of tools and infrastructure to others.
Pangolin8RAT has been used in a targeted fashion, which lends credence to the assertion that it may be used to achieve regulatory or political means. For instance, an attack launched on Kazakhstan's KZ Telecom may have been used to infiltrate associated carriers across Eurasia, and the threat actors have employed social engineering tactics in forums to lure dissidents into the open.
TeamT5 also found threat actors collect and store victim credentials, software source code and business info for future use. However, there also seems to be no consistent target, and TeamT5 had difficulty pinning down the threat actor's motive.

Board games are an excellent way to spend an afternoon or evening socialising with friends around a table. No doubt their popularity has skyrocketed in recent years, not just because of the pandemic but because theres been plenty of new and familiar classics hitting the shelves.
There really is something for everyone, with games ranging from traditional world-conquering strategy or even ones themed around niche hobbies, like bird watching. But, while there are board games aplenty, it can be difficult to find enough people to play with.
As a social in-person event, rounding up enough players for a quick game can be a painful exercise and thats before youve even had a chance to read the rulebook.
Even if you rally the troops, trying to recount complex turn movements or keep people engaged enough to play can be a challenge in itself, especially for tabletop games that can take hours to work through. So maybe you want to find a game that you can play through by yourself?
Thankfully, there are plenty of tabletop experiences that now come included with a single-player element. Whether you want to play through solo to teach yourself the rules or just want a quiet night in, these are some of our favourite board games that can be enjoyed with just one player.

Weve tried to include a variety of different challenge levels and prices so that players new to tabletops can start things off easy before throwing themselves into more complex games. Rating: 10/10
Gloomhaven has been cited as one of the best board games ever made, and for good reason. Its deep, player-driven campaign goes far beyond most other role-playing board games and an evolving narrative gives plenty of reasons to keep returning. Players will make choices along the way, fight stronger enemies improve the towns prosperity, and even retire their characters once theyve completed their story arc before taking on a new role.
Its certainly a good fit for a party of would-be adventurers but it works equally as well as a single-player experience with one person controlling two characters. Each game session can be broken down into a single scenario which makes it much less daunting than the number of pieces would have you believe. Like all good adventure games, it will take time to complete but players will be grateful for the journey.
Best: Easy set up
Rating: 8/10
Assemble a quilt that will attract the most cats by laying hexagonal tiles on a small board. Points can be gained for matching pattern-types with a particular cats preference or simply having three adjacent colours.
Its an easy game to set up with tiles being stored in a drawstring bag before being laid on the table for players to choose to add to their quilt. Single-player mode works by having each of the tiles moving out of the game like a production line and means there is a constant fresh supply to choose from. Calico is easy to learn and challenges a players spatial reasoning and pattern recognition.
A fun little note, the cats featured in the game are based off of each of the game designers real-life pets, which is just lovely.

Rating: 8/10
As a cooperative board game, players assume different roles such as a cook, soldier and explorer. They are stranded on a deserted island and must build shelter, hunt/forage for food and gather resources to survive long enough to be rescued. The survival element is what makes it a worthy solo experience if not for the added authenticity.
There are a number of different scenarios that players can choose from, starting with a basic castaway premise all the way up to escaping an island of cannibals. As more of the island is explored, players can re-establish their base camp to make the most of their new surroundings but tropical storms blowing in or wandering apex predators can easily undo a lot of progress.
Best: Engine builder
Rating: 9/10
About as wholesome as a board game can get, players are tasked with attracting birds to their aviary to score points. Birds can be summoned based on their preferred habitat and as the number of birds start to grow, players can use their abilities to create a chain reaction that benefits them such as laying more eggs or gathering more food tokens.
The single player component works against an AI opponent known as Automa so while there is still a competitive element, players can use a separate deck of cards to determine their counterparts moves. Players can even determine how much of a challenge Automa will put up, so theres plenty of opportunities for replayability.
Best: Sci-fi
Rating: 8/10
In Terraforming Mars, players take control of a corporation as they go through the process of making the red planet inhabitable. This is achieved by creating oceans, building greenhouses and raising the temperature of the planet so that it is liveable. Each turn (or generation) gives players a chance to move one step further towards achieving a sustainable space colony.
While a group-based game requires players to score points and complete objectives, the single-player experience is a simple race against the clock, with all parameters (oxygen, temperature and oceans) needing to be completed by the end of the fourteenth turn to achieve victory. Each corporation plays differently, so its worth replaying as each one to get a feel for their strengths and weaknesses.
Best: Town builder
Rating: 8/10
In Tiny Towns players build, well, a tiny town. Each player has a four-by-four grid that they place resource cubes on to create a new building for their town. Once a building is complete, the tile it is located can no longer be used for construction so the grid gradually gets smaller as the game goes on and players finish when theres no space left to build.
Its single player variant requires players to draw from a deck of cards rather than choose resources themselves, with players tallying their scores at the end to determine their success in miniature city planning. Its a game that requires a careful balance of forward planning and resource management with players needing to adapt their strategy based on what resources are available.
Best: Strategy
Rating: 9/10
In an alternative 1920s post-war landscape on the fictional continent of Europa, different factions are all vying for control of resources to rebuild their economy using workers and giant mechs. Players win by having the most money by the end of the game which can be achieved through a number of different objectives, such as controlled resources and even their popularity with the common people. Its a game with a lot of depth and interlacing systems but it is much easier to follow than its set up would have you believe.
Like Wingspan (42, Amazon.co.uk), single-player games are played against our old friend, Automa. Difficulty levels will differ based on what deck of cards are being dealt, with Automas turns determining everything from worker movements to combat. It may take a bit more time to adjust to the updated rules the AI has to follow in order for it to work, but it makes for a decent adversary when the ball gets rolling.
Best: Horror
Rating: 9/10
Mansions of Madness sees characters exploring creepy houses in a Lovecraftian setting to reveal the Eldritch horrors therein. The board game works with an app that dictates what happens next in the story, such as what new rooms, non-playable characters and enemies are revealed.
Players move their characters figurines around the board to explore different rooms, escape monsters and gather clues hidden around each mansion. As the app is doing a lot of the heavy lifting, its a fairly simple board game to learn and makes a one-person game move quite quickly if youre using it on your phone.
Best: Fantasy
Rating: 8/10
If youre looking for a similar experience to that of Mansions of Madness (72.99, Amazon.co.uk) but without the horror, then the official Lord of the Rings: Journeys in Middle-Earth is a great alternative. It has similar rules and a familiar fantasy setting but there are a few mechanical differences, for example, the roles that each character can choose at the start of each game. However, exploration takes much the same form, using a companion app to dictate where enemies come from and what new areas appear in each scenario.
If you are already a Tolkien fan, then this will clearly be the better choice to showcase your devotion and offers enough deviation from Mansions of Madness to be considered in its own category for its simple set up and the quality of its miniatures.
Best: Escape room
Rating: 7/10
Boiling down the experience of a timed escape room into a deck of tarot-sized cards is a great way to spend an hour at home. The first card drawn gives a detailed description of each scenario before an in-app timer is started and the card is flipped to reveal the room.
Players draw numbered cards from the deck according to different points of interest in the room and must use them to find a means of escape. When two corresponding cards (such as a key and a door) have their numeric values added together, another card is drawn to reveal the result, which may not always be the correct solution and can cost you time if you get it wrong. The app can also be used to solve other puzzles such as a opening a padlocked box or finding the right button combination on an electronic door.
Most of the scenarios available in this box of three can be played with just one player but The Island of Doctor Goorse will require at least two players. The only drawback is that once a scenario has been completed, the mystery is revealed so it can really only be played once (unless you really like solving puzzles you already know the answer to).
Best: Choose your own adventure

If you remember choose your own adventure books, where different pages take you down different paths of a branching narrative, then What Next? works in much the same way. There are three decks of cards each with their own story of varying difficulty. Once the first card is drawn, each new card directs players through the deck until the story is resolved, but there are a few twists.
At certain points, each card will task players with completing a mini-game of sorts, such as assembling puzzle pieces in a set amount of time, locating different-shaped items in a blind bag or pushing a puck on a miniature shuffleboard. Players also have to be wary of peril pieces essentially stackable cairn stones and if players knock them down, its game over.
Certain mini-games must allow for at least two players but there are variations that can be undertaken if played solo. Naturally, the different story paths players can take also means that each of the three campaigns can be replayed to explore different options but this can only be done a finite number of times before repetition will set in. The mini-games also offer a more dextererous challenge that gives the game some added flare. Its fun alone but also works well in a group of four as an accessible party game thats simple to set up.
Our pick for our favourite board game that you can play solo is Gloomhaven, a deeply expansive RPG that will give players plenty of reasons to return just to see their characters grow as the campaign unfolds. It consistently tops the list of best board games ever made for a reason and it really is worth the journey.
If you are completely new to the world of designer board games, then Calico is also a good place to start, if only to prove that tabletop games dont need to be gritty, complicated affairs in order to be enjoyed. It also helps that it comes in a relatively small box and can be set up and put away in just a few minutes without much fuss.
If youre looking for a good middle ground between those two extremes, then something like Wingspan or Terraforming Mars are also good games to delve into deeper once youve caught the board game bug. Theyre both quite popular and can easily be found online and in stores.

Russia threatens to retaliate as Finland seeks NATO membership

STORY: Finland must join the NATO military alliance "without delay", the country's president and prime minister confirmed on Thursday (May 12).
In a major policy shift for the country - triggered by Russia's invasion of Ukraine.
Moscow said the move was "definitely" a threat and that it was ready to respond.
Having long warned Finland of consequences should it choose to join NATO, the Kremlin added that the expansion of the military bloc would not make Europe or the world more stable.
But Finland's neighbor Sweden is also close to a decision on asking to join NATO after decades of following a neutral path.
The announcement represents a huge setback for Russia, which had partly attempted to justify its invasion of Ukraine as a means to protect itself from NATO's eastwards expansion.
The Finnish parliament will debate the announcement on Monday (May 16).
Foreign minister Pekka Haaviston told EU lawmakers the move would improve security in the Baltic Sea region.
"Russia's invasion of Ukraine has altered the European and Finnish security environment. However, Finland is not facing an immediate military threat."
Kremlin spokesman Dmitry Peskov told reporters that Russia wanted to avoid a direct a clash with NATO.
But that Moscow was prepared to make a "decisive response" to anyone that tried to hinder Russia's "special military operation" in Ukraine.
Finland shares an 810 mile border with Russia that would more than double the current frontier between the U.S.-led alliance and Russia.
And put NATO guards a few hours' drive from the northern outskirts of St Petersburg.
Finland has gradually stepped up its cooperation with the North Atlantic Treaty Organization since Russia annexed Crimea in 2014.
But it had resisted joining NATO in order to maintain friendly relations with its eastern neighbor - until Russia's invasion of Ukraine in February .
Ahead of Thursday's joint statement Finnish President Sauli Niinisto said its move to join NATO deomstrated that Russias actions had backed it into a corner.
"If that would be the case, if we join, my response would be that you caused this. Look at the mirror."

Finland and Sweden are on the verge of joining NATO – Vox.com

Finland and Sweden are on the verge of seeking membership to the North Atlantic Treaty Organization, a historic shift for two traditionally non-aligned countries and a major expansion of the Western alliance as war wages in Europe.
On Thursday, Finlands President Sauli Niinist and Prime Minister Sanna Marin strongly backed Finlands NATO membership. NATO membership would strengthen Finlands security, they said in a joint statement. As a member of NATO, Finland would strengthen the entire defense alliance. Finland must apply for NATO membership without delay.
What happens in Helsinki is being closely watched in Stockholm. Swedens parliament issued a report Friday that said joining NATO would raise the threshold for military conflict. Swedens ruling party, the Social Democrats, are having internal debates about reversing their long-held stance opposing NATO membership, paving the way for Sweden to make its NATO aspirations known within the coming days. Finland moved first, but the two are closely coordinating, and will likely apply for NATO membership in tandem.
This is a dramatic turn for two countries that have defined their geopolitical identities around nonalignment Finland, for decades, and Sweden for two centuries. It will bring close partners into alliance, strengthening NATOs presence in Northern Europe and putting more pressure on Russias borders. After resisting NATO membership for so long, it is a signal from Finland and Sweden they are united alongside Europe, the United States, and its allies during a crisis moment for the continent.
This is pretty monumental, said Katherine Kjellstrm Elgin, a fellow at the Center for Strategic and Budgetary Assessments. Its a fundamental change to the European alliance structure.
Finland and Sweden already closely cooperate with NATO, but eschewed formal membership, a stance that worked both politically and strategically. But Russias full-scale invasion of Ukraine changed everything.
Popular opinion, and the way Finnish political decision makers see this, turned around very rapidly after Russia attacked Ukraine in February, said Janne Kuusela, Director General of Defense Policy at the Finland Ministry of Defense. It changed dramatically the security situation in Europe, and the way most Finns see how we best take care of our own defense and security, and how we contribute to the overall stability in northeastern Europe.
That swing in public opinion there is now majority support for joining NATO in both Finland and Sweden reflected a broader awakening that the status quo with Russia would not hold. Finland felt the shock most abruptly because of its geography (it shares an 800-mile border with Russia), and its history. Joonas Kntt, a member of parliament from Finlands Center party who serves on the defense committee, said the common memory of the Soviet Unions attack on Finland in 1939 led to a logical answer: Finns realized that it could happen to us.
Finlands resolve is, in some ways, pulling Sweden along with it, which experts said is a bit more politically divided on the issue, and is reckoning more deeply with its long-standing tradition of non-alignment. We will never have this sense of urgency, in the same way as Finland because of its history, its proximity to Russia, said Anna Wieslander, the Stockholm-based director for Northern Europe at the Atlantic Council.
But Sweden and Finlands close partnership means they are expected to move together. NATO and its members are expected to openly welcome them. There is also a sense of urgency. Finland and Sweden are not formally protected by NATOs mutual defense guarantees until they are actually in the pact.
Russia, of course, is not thrilled. Moscow has repeatedly warned against NATO membership once it became clear these two were on the path toward it. On Thursday, Russias foreign ministry said that Helsinski must be aware of the consequences, of its move, and Kremlin spokesperson Dmitry Peskov threatened a corresponding symmetrical response. Russias struggles in Ukraine, among other factors, make a military attack against Finland or Sweden unlikely, though experts and officials believe other types of hybrid warfare are possible, like disinformation campaigns or cyberattacks.
But Finland and Swedens prospective NATO membership is ultimately a defeat for Putin. The war in Ukraine is about more than NATO expansion, but if Putins sought to curtail the alliances influence in Europe, he has only managed to broaden and deepen it. Or as the Finnish President Niinist said Wednesday, when asked how Putin would respond to his countrys NATO decision: You caused this look at the mirror.
Sweden and Finland joined the European Union in the post-Cold War 1990s, but continued to embrace a policy of military nonalignment. That is, no official NATO membership.
Sweden has practiced a version of nonalignment since the 19th century. Finlands story is a bit more complicated. The then-Soviet Union invaded Finland in 1939, and while the Finns fended off a full-on takeover in the Winter War, the threat from their neighbor persisted. That forced Finland to adopt a stance of nonalignment during the Cold War, although with quite a lot of Soviet meddling and domestic political influence.
Finland has since maintained nonalignment out of pragmatism. It shared this 800-mile border with Russia, and the two governments maintained neighborly relationships, even as it invested very seriously in its defense, including maintaining a conscription army.
Especially in recent years, Finland and Sweden have become strong partners with NATO they are basically as close as a country can get to the alliance without formally being in it. They do military exercises together and share some intelligence; both Sweden and Finland supported NATOs mission in Afghanistan. And NATOs open door remained, well, open to both Sweden and Finland, but it was not something either had to pursue unless the security situation in Europe drastically shifted. Which is exactly what happened when Russia began to threatening Ukraine.
Last December, as Russia built up troops along Ukraines border, Moscow issued ultimatums that sought to remake the European security architecture demands like no NATO enlargement, and a Russian sphere of influence. That rattled Sweden, but it really shook Finland. Wieslander, of the Atlantic Council, said, for Finlands leaders, it was a reminder of the very limited space Finland had to operate during the Cold War, both internationally and domestically. Moscows demands created this feeling that Finlands road to be part of the West could not be jeopardized, and that the informal position that Finland could have in relation to NATO was not strong enough.
That kicked off the soul-searching in Helsinki; Russians Ukraine invasion delivered the shock. In Finland, support for NATO typically hovered in the 20 or so percent range. In January 2022, less than 30 percent of the Finnish public was in favor of NATO membership. After Russias invasion it rose to 53 percent, to an incredible 76 percent in May.
As extraordinary as the swings in public opinion were, Finlands already close ties with the West and with NATO helped make the possibility of membership more palatable. Its still much more an evolution rather than revolution, in a way, the attitude towards NATO, said Sinikukka Saari, a Leading Researcher on Russia and Foresight at the Finnish Institute of International Affairs.
Finland and Sweden, as EU members, joined the strong sanctions against Russia, and both sent military equipment to Ukraine. They were united with the West, except actually being part of NATO, and after Russias invasion, it exposed a vulnerability, especially for Finland.
In Sweden, experts said, the calculus is a bit more complicated. Support for joining NATO has jumped by double digits since January to about 57 percent, according to recent April polls. But the backing does not yet appear as dramatic as in Finland. Sweden holds tightly to a perception of itself as a neutral country, an identity it has preserved throughout major conflicts in Europe, including two World Wars and the Cold War. The decision not to join NATO for Sweden, more so than Finland, was rooted in the neutral, non-aligned identity, Elgin said.
The Social Democrats, who run Swedens minority government, have traditionally been opposed to NATO membership; a position they reiterated in November. In March, Swedish Prime Minister Magdalena Andersson on Tuesday rejected the oppositions calls to join NATO, saying it would destabilize Europe even more. She only proposed reviewing the security situation last month. The Green and Left parties are still opposed so far. Swedens right-leaning opposition parties have tended to be more supportive of NATO membership, and are backing a current bid. Adding to the tension are national elections in September. The question about NATO membership has been deeply polarized between the parties, Wieslander said, adding that that has slowed the debate, even if Sweden is likely to end up in the same place as Finland.
Finland and Swedens strong bilateral partnership almost guarantees neither would make a move if they thought the other would balk. I would stress that we are doing this together, Erkki Tuomioja, a Social Democrat in the Finnish Parliament, who previously served as a foreign affairs minister.
Finlands push for NATO membership was also a process. Kntt, who is on the defense committee, said when he ran for Parliament he stated Finland had no need to join the alliance. In December, he began privately reassessing his views. In March, he announced his change of position.
Tuomioja, meanwhile, said that he would support Finlands NATO path, but he still is somewhat skeptical. He said he still would have liked to consider other options, but in the public, and in parliament, NATO is seen as the strongest security guarantee.
Whether or not you think this is the best idea to join NATO, he said, its always better that Sweden and Finland do things together.
Theres another benefit of Finland and Sweden going in together: It reduces some of the risk of announcing youre going to be in NATO.
The risks likes largely in how Russia reacts. Moscow has already threatened Sweden and Finland over NATO membership. This week, the Kremlin warned it would take military-technical steps if Finland sought to join the alliance.
Putin has blamed the West for the war in Ukraine, and NATOs likely expansion along those 800 miles at Russias border certainly plays into that narrative. If Finland and Sweden actually also joined NATO, then that will just be a detail that somehow proves that the Russians were right, said Martin Hurt, a research fellow at the International Centre for Defense and Security and a former Estonian defense official. But the rest will still be made up of lies and disinformation.
Even so, Finland or Swedens NATO membership likely would not resonate for Putin the same way as, say, an ascension of a former Soviet republic. Finland may sting a bit more, but as an EU member and NATO partner, Moscow likely already sees them tied to the West. Russia will see Finlands NATO membership as some sort of defeat and betrayal, but it is or should be much easier to accept than ... for example the membership of the Baltic states in the alliance, Tuomas Forsberg, a professor of international relations and the Director of the Helsinki Collegium for Advanced Studies, wrote in an email.
It seems like if youre going to join a military alliance the Kremlin sees as an existential threat, you should do it while Russias military is bogged down in a protracted war in Ukraine. Still, there is no doubt that Finland and Sweden are at their most vulnerable right after they announce their NATO intention, but lack its formal protections. There is a general feeling that this kind of gray period should be kept as short as possible, Saari said.
NATO will likely make an effort to keep that window as short as possible, though the timeline is still a little bit fuzzy. Of recent ascensions, it took Montenegro 18 months, but theres a general expectation that Finland and Sweden will proceed even more rapidly.
Both meet the political criteria, as strong, established democracies, and the close cooperation with NATO means they already have a high level of interoperability military speak for their systems and tactics being in sync. In that sense, theres very little of a delta that they have to step up to achieve, said Steven Horrell, a nonresident senior fellow at the Center for European Policy Analysis. Finland already spends close to the 2 percent NATO targets for its members, and Sweden already planned to increase its military spending over the next decade.
NATO members, even before Russias war, made it pretty clear that if Finland and Sweden wanted in, NATO would eagerly have them. NATO Secretary General Jens Stoltenberg said in a statement Thursday that should Finland apply, they will be warmly welcomed.
Still, each NATO member does have to approve the bids, and while it might be tougher in some countries than others, all NATO members are expected to back their ascension. In the meantime, NATO and its members are offering some assurances during the application period. A White House spokesperson told Vox the US is confident that we could find ways to address any concerns either country may have about the period of time between a NATO membership application and their formal accession to the Alliance. The United Kingdom offered more formalized security guarantees this week.
Finland and Swedens ascension to NATO will also likely reshape the alliance, even in subtle ways. Inclusion of Finland and Sweden will transform how it does its military planning in the Nordic, Arctic, and Baltic regions. NATO will expand its boundary with Russia, accessing a new front from which to pressure Russia, but also one it is now obligated to protect.
NATO still faces some very real strategic challenges, with or without new members. But Finnish and Swedish membership is politically symbolic for the alliance. Putin talked before this third invasion of Ukraine about redrawing the global security architecture, Horrell said. And, well, thats one thing hes achieved, but I think not quite the way he wanted to.

STOCKHOLM (AP) Finland and Sweden are nearing decisions on whether to ditch their long-standing policy of military nonalignment and join NATO in the wake of Russias invasion of Ukraine.
They would become the 31st and 32nd members of the trans-Atlantic alliance, which was founded by the U.S. and 11 other countries following World War II. Heres a timeline showing key developments in NATOs history.

1949: The North Atlantic Treaty Organization is founded to deter Soviet expansion and a revival of European militarism. The 12 original members are the United States, Canada, Britain, Belgium, Denmark, France, Iceland, Italy, Luxembourg, the Netherlands, Norway and Portugal.
1952: Greece and Turkey join in the alliances first expansion.
1955: West Germany joins NATO. In response, the Soviet Union and seven countries in Eastern Europe form the eight-nation Warsaw Pact.
1982: Spain becomes the 16th member of NATO.
1991: The Soviet Union collapses and the Warsaw Pact is dissolved.
1994: Finland and Sweden join NATOs Partnership for Peace program. The following year they join the European Union, effectively ceasing to be neutral, but remaining military nonaligned.
