The dark web is a term that refers to a series of encrypted websites that can only be viewed through specialized software, they note. The most prevalent types of content on the dark web include child pornography, illegal markets for drugs and weapons, and terrorism or extremist websites, they say.
The laptop also contained 68 online account names and passwords, according to the documents.
Three data storage devices were also found in the apartment but not examined at that time, given the limits of the warrant, the documents say. However, police found two of the devices had been connected to the laptop mere hours before the incident, with one disconnected only minutes before Veltman left his home, they say.
Veltman is accused of deliberately hitting the family with his truck as they were out for a walk that evening.
Salman Afzaal, 46, his 44-year-old wife Madiha Salman, their 15-year-old daughter Yumna and her 74-year-old grandmother, Talat Afzaal, were killed. The couples nine-year-old son, Fayez, was seriously hurt.
Veltman, who was 20 at the time of his arrest, faces four counts of first-degree murder and one count of attempted murder in what prosecutors allege was an act of terrorism. His case will be heading straight to trial without a preliminary inquiry.
The preliminary police search of the laptop is laid out in documents investigators filed with the court in seeking a broader warrant that would allow them to log in to Veltmans numerous online accounts using his passwords and collect any potential evidence stored there.
That application is part of hundreds of pages of court documents, portions of which have been made public. Many pages remain under publication ban or redacted in order to preserve Veltmans right to a fair trial.
The documents also include police information submitted to obtain an initial warrant allowing them to search Veltmans home, the laptop and phone, and his truck, which was taken to a secure storage unit after his arrest.
The information submitted for that warrant includes accounts from officers who responded to the incident. Among them is an officer who witnessed part of Veltmans arrest and described him as wearing a green helmet.
At the time of his arrest, Veltman did not have a phone with him, and he told police he didnt have one when he was given his right to counsel, the documents say.
Police sought to search Veltmans home and vehicle for electronic devices, among other items, they say. Investigators requested to examine the laptop and cellphone for motive evidence, as well as evidence that could indicate who had access to the devices, they say.
Data to be examined included web searches, communications, images and evidence that the TOR browser was installed, between Dec. 14, 2019 and June 6, 2021, the documents say. Data related to the devices location was limited to June 6, while password information wasnt subject to any time constraints.
In total, police obtained three warrants in connection with the case, though one was never carried out, the documents show.
The application to access Veltmans online accounts was initially rejected by the court, but a modified version was granted two weeks later on June 30, 2021.
That warrant permitted investigators to use the passwords they found to log in to Veltmans accounts and, if necessary, use the devices to clear two-factor authentication, the documents show. Investigators were also given the green light to change the usernames, passwords and any account recovery information so that the evidence contained within can be preserved.
The warrant granted permission to examine data as far back as Dec. 20, 2015, except for location data, which was limited to June 5 and 6, 2021. Passwords were again exempt from time limits.
It also increased the number of devices to include two other cellphones, one of them with a cracked screen, as well as the data storage devices found in Veltmans apartment.
In their application, police argued logging in to Veltmans accounts was necessary in part because data production orders may not be honoured by companies outside Canada.
And while Canada has treaties with other countries that could allow it to seek assistance in gathering data, that process can take up to two years in some cases, which could present problems with the required disclosure timelines, they argued in the documents.
Furthermore, one of the goals of this investigation is to protect Canadas national security and identify any entities that may have directed, assisted with, or benefitted from the attack that is the subject of this application, so that approach would not be viable, they wrote

Illinois Casino And VGT Revenue Bounces Back In February – US Bets

After an unexpectedly soft start to the year, revenue generated by casinos and video gaming terminals across Illinois bounced back slightly in February, but still fell short of late 2021 numbers, according to figures released by the Illinois Gaming Board.
Casino revenue excluding sports wagering at the states 11 venues totaled $93.6 million, an increase of 6.7% from Januarys total of nearly $87.8 million, but also 14.7% lower than the $109.8 million generated in December. Net terminal income from VGT play rose 3.4% compared to January to slightly more than $202 million, which was 6.8% off the December 2021 figure of $216.8 million.
Revenue from both gaming disciplines, however, showed year-over-year improvement, as the state continued to deal with the effects of the COVID-19 pandemic in early 2021. Casino revenue increased nearly 20% compared to February 2021, while VGT net terminal income rose 17.8%.
The state received $11.5 million in tax receipts from casino revenue and $58.6 million from VGT revenue. Sports wagering revenue and tax figures for February are not available, as reporting deadlines for sportsbook operators are different.
There were two positive signs for casino operators in Illinois in February. With nearly 610,000 admissions reported, attendance picked up by 6.6% compared to January. Additionally, the average revenue per admission ticked higher to $163.71, an increase of more than $10, or 6.7%.
Table games revenue was practically flat at $21.6 million, with Rivers Casino in Des Plaines outside of Chicago again accounting for more than half of that total with nearly $11.4 million. That figure, however, was down 5.7% from the nearly $12.1 million generated in January.
Harrahs Joliet backfilled that shortfall and added a little extra with a 63.7% increase to nearly $1.8 million from its table games, a gain of nearly $700,000 from January. Grand Victoria Casino in Elgin was the only other venue to account for more than 10% of the states table games revenue, totaling $2.4 million.
On the slots and electronic gaming device side, Rivers reported a revenue increase of 15.8% month-over-month to more than $20.4 million. The improvement of $2.8 million accounted for nearly half of the $5.7 million rise in overall EGD revenue in February to $72 million.
Rivers was again the only venue to report more than $10 million in EGD revenue, with Grand Victoria finishing less than $128,000 shy of eight figures. Hard Rocks temporary venue in Rockford, which is exclusively slots and EGD play, reported a 7.7% increase from January to $3.6 million as admissions surged more than 15% higher to over 28,000.
Rivers easily had the highest table games revenue per admission at $73.32, more than double the state average of $35.43 and the closest competitor, Harrahs Metropolis, at $34.89. Harrahs Joliet posted the best EGD revenue per admission at $155.51, followed by Grand Victoria ($135.20) and Rivers ($131.74), as the state average for that discipline was $118.17.
Overall, Rivers was the only venue to clear $200 in revenue per admission at $205.06, but that was also 4.3% lower than Januarys average of $214.21. The $163.71 overall average per admission for February represented a 5.6% year-over-year decline from the 2021 average of $173.48.
There were 7,840 establishments offering VGT play in February, an increase of 56 compared to January. The 42,061 machines in play for the month were 404 more than the previous month and 3,658 more compared to a year ago.
More than $2.4 billion worth of games were played, an increase of more than $801 million compared to January. Funds in, the amount of money people put into the machines to wager, totaled close to $788 million, representing a 3.4% increase from the previous month and 19.6% higher than February 2021. The percentage of funds in to amount played was practically unchanged from January at 32.5%.
Local municipalities received $10.1 million in tax receipts for February, and their share of close to $19.9 million through the first two months of 2022 is running 57.6% ahead of last years pace.
Danville, which was one of six locations approved for a casino license in the 2019 gaming expansion bill that also legalized sports wagering in Illinois, was deemed preliminary suitable by the state gaming board to receive a casino license at last weeks meeting.
The city, located 150 miles south of Chicago, has teamed with New York-based Wilmorite Management Group, which will run the Golden Nugget Danville. Its the second casino partner for Danville, with a previous application from Haven Gaming withdrawn in July 2020 after the IGB found it to be incomplete and missing pertinent information.
The Golden Nugget Danville is expected to have more than 40,000 square feet of gaming space and more than 500 gaming positions. It will also face competition just across the state line from Indiana, where Churchill Downs Inc. is in the early stages of constructing a venue in Terre Haute.
Danville is the last of the non-downtown Chicago locations to be deemed preliminary suitable, as Rockford, Williamson County, Waukegan, and south suburban Cook County have all taken this step. Of the five, Rockford is the furthest along, as Hard Rock opened a temporary venue there last November. Meanwhile, Full House Resorts is on track to open its temporary casino in Waukegan this summer.
Chicago Mayor Lori Lightfoot is expected in the spring to narrow down to two the citys choice for a downtown casino from among five bids submitted.

El Cortez Hotel and Casino to be 21 and over property – KLAS – 8 News Now

LAS VEGAS (KLAS) The El Cortez Hotel and Casino in Downtown Las Vegas announced that it will begin its transition to being a 21 and over only property on Apr. 1.
The rollout of the change will come in two phases, starting with hotel guests. In phase one, all hotel stays booked on and after Apr. 1 will require all guests to be at least 21 years old with a valid state-issued ID.
In phase two, the entire property will be limited to guests aged 21 and older, including all food and beverage outlets. Identification checks will be performed at every entrance.
The change comes during the final stages of the casinos $25 million property remodel.
This transition comes after careful consideration and decades of trying to accommodate minors in a property that is focused primarily on gaming and popular casino bars, said El Cortez Hotel & Casino General Manager Adam Wiesberg.

Work on another nearby casino project moves forward – WTHITV.com

DANVILLE, Ill. (WTHI) Many people are focused on plans to bring a casino to Terre Haute, Indiana but work on another casino, not too far away, is also moving forward.
Getting a casino in Danville, Illinois has been years in the making and the mayor says the project just cleared another hurdle.
Mayor Rickey Williams, Jr. says the Golden Nugget Danville project recently got unanimous suitability approval by the Illinois Gaming Board. Construction permits have also been submitted and groundbreaking could happen within the next month.
He says he thinks the Danville and Terre Haute casinos can be good for each other.
It's my hope that both of our casinos are close enough that folks who are in to casinos and gaming and such, maybe they'll try one and then try the other."
Phase one of the Danville casino includes 14 table games and five hundred slot machines. It will be located off Interstate 74 and include a steakhouse and other restaurant. The mayor says the casino will create three hundred full time jobs and bring in $4 to $6 million in revenue. It could open 9 to 11 months after groundbreaking.

Rita's Italian Ice & Frozen Custard will open its first casino shop at the Rivers Casino Philadelphia on March 20, as part of Rita's strategy to expand into non-traditional locations, according to a press release.
The Rita's opening at Rivers Casino Philadelphia will be take place during the casino's St Patrick's Day weekend celebration. Casino guests stopping by will get to celebrate the 30th anniversary of Rita's First Day of Spring promotion with a twist on its free Italian Ice giveaway.
To participate, casino guests need to download Rita's mobile app by March 20 to receive a First Day of Spring free Ice offer that can be used one time over the period of a week, between March 20 27.
"As a Philly favorite, we're excited to open within Rivers Casino Philadelphia to create more opportunities for guests to experience Rita's, especially in a non-traditional, entertainment-filled atmosphere like a casino," Linda Chadwick, CEO of Rita's Italian Ice & Frozen Custard, said in the release. "The Rita's model lends itself well to compact, high-volume spaces, so we expect this new shop will be a positive addition to the casino's food line up and a big hit with guests."
While this opening marks Rita's first entrance into casinos, the location will join a variety of existing non-traditional units in theme parks and stadiums, and a first airport location coming soon.

Casino slot-machine revenues were up in February compared to the same month a year ago, data released Tuesday show.
Mohegan Sun reported it won, or kept, $40.4 million in slots revenue after paying out prizes, a 23.3% increase over the $32.7 million it kept in February 2021. Foxwoods Resort Casinos numbers, posted on the website of the state Department of Consumer Protections Gaming Division, show it kept$28 million in slots revenue, a24.4% increase over the $22.5 million it kept the same month theprevious year.
The results of year-over-year comparisons havefluctuated erraticallyover the last couple of years due to variations in the COVID-19 pandemics effect on the casinos business.
The casinos contribute 25% of their monthly slots wins to the state. In February, Mohegan paid $10.1 million and Foxwoods paid$7.1 million.
In February, the casinos, which pay 18% of their gross online gaming revenue to the state, anted up another $3.1 million, with Foxwoods paying $1.9 million and Mohegan Sun, $1.2 million. The total was down from the $3.4 million the casinos paid the statein online gaming revenue in January.
Sports betting revenue also was down in February compared to the previous month. Foxwoods, Mohegan Sun and the Connecticut Lottery Corp. combined to pay the state slightly more than $500,000, a sum that's 13.75% of their gross sports betting revenue.
In the first four full months of online gaming and sports betting in Connecticut November through February related payments to the state have averaged a little more than $4 million a month. In the same period, the casinos' slots payment have averaged about $16.7 million a month.

Record online casino revenue powers Italy to January GGR of 324.9m – iGaming Business

Italian igaming revenue reached 324.9m, the highest total in eight months, thanks mostly to record high revenue from online casino games.
Revenue across all online verticals came to 324.9m, the fifth-highest figure ever recorded in a month. However, this was still 3.3% below the total recorded in January 2021.
The month-on-month growth was mostly thanks to another record high in online casino revenue, which reached 171.0m in January, 5.0% more than in January 2021 and breaking the record of 165.5m set the previous month.
January 2022s online casino revenue was also well over double the figure recorded just two years earlier.
Online sports betting GGR, meanwhile, ticked slightly up month-on-month to 128.8m, but this was well below the 143.6m recorded in January 2021.
When the retail sector is also included, overall sports betting revenue came to 211.0m, which again was slightly more than December 2021. However, with the retail sector locked down for the entirety of January 2021 and therefore contributing no revenue, combined sports betting revenue was up 46.9%.
Poker revenue increased month-on-month, with 11.4m from tournaments and 7.5m from cash games, but both of these figures were a long way behind the totals achieved during 2020 and early 2021 as the Covid-19 pandemic led to a poker resurgence.
Bingo revenue also rose slightly month-on-month, to 6.1m.
Looking at the dominant operators, PokerStars continued to lead the way in online casino, but with a market share of less than 10%.
Following behind were two business that may change hands soon. Snai owned by Playtech, which is subject to a bid from TTB Partners held an 8.79% share. In third position was Sisal, which PokerStars owner Flutter has agreed to acquire, with a 7.93% share of the market. Fourth-placed Lottomatica, meanwhile, had been sold by former owner IGT last year.
In online sports betting, the market leader was Snai with 13.7% of revenue. Sisal followed with 13.3%, while Bet365, PlanetWin365, Goldbet and Eurobet all continued to hover around the 10% mark.
When retail is included, Snai and Goldbet led the way, with 15.2% and 15.1% of the market, respectively. Sisal had a 13.1% marketshare while Eurobets was 11.7%.
Pokerstars continued to dominate in poker, as its share of tournament play revenue crept back above the 50% barrier. For cash games, its market share was slightly lover, at 42.74%.

Formed in Birmingham in 1978, Duran Duran found huge success in the early 80s thanks in part to the bands embrace of the then-new world of music videos. Girls on Film, Hungry Like the Wolf, Rio, Is There Something I Should Know, The Reflex and The Wild Boys all landed in heavy rotation on MTV.
After a massive global tour in 1984, which saw them play the St. Paul Civic Center that February, the band took a break to work on the side projects Arcadia (vocalist Simon Le Bon, keyboardist Nick Rhodes) and Power Station (guitarist Andy Taylor, bassist John Taylor), with drummer Roger Taylor contributing to both acts.
When Duran Duran got back together, Roger Taylor announced he was retiring and Andy Taylor quit during the recording of 1986s Notorious. The title track was a hit and Duran Duran went on to score further success with All She Wants Is, Ordinary World, Come Undone and Too Much Information.
In 2003, the original lineup reunited for a world tour and, the following year, released their 11th album, Astronaut. Andy Taylor left the band for a second time in 2006, but the remaining four members have continued to record and tour. In October, Duran Duran issued their 15th album, Future Past, which features producers Mark Ronson and Giorgio Moroder and Blurs Graham Coxon on guitar.
Last month, Duran Duran was announced as one of 17 nominees to the Rock and Roll Hall of Fame, alongside Eminem, Eurythmics, Judas Priest, Beck and Dionne Warwick. The list of inductees will be announced in May.

It's part of the "Student DoorDash" program and is funded by Potawatomi's "Heart of Canal Street" campaign, with a $100,000 gift.
Up to 350 kids who live in a food desert, or have difficulty getting to food pantries, will get a box of food each week.
