Tacarre Harper, Alleged Leader Of Smash-And-Grab Burglars That Targeted Stores On Mag Mile And Around City, Arrested And Charged – CBS Chicago

CHICAGO (CBS) The accused ringleader of a group that pulled off nine smash and grab burglaries on Michigan Avenue and the elsewhere around the city, is under arrest.
As CBS 2s Suzanne Le Mignot reported Tuesday afternoon, Tacarre Harper, 24, of Maywood, was charged Tuesday with nine felony counts of burglary, according to the Cook County States Attorneys office.
Harper was taken down Monday evening at a house in the 600 block of North LeClaire Avenue in the South Austin neighborhood by the elite Great Lakes Regional Fugitive Task Force.
A source tells the CBS 2 Investigators that Harper may have overseen 100 smash-and-grab burglaries and we are told that number may be conservative.
Prosecutors say he not only admitted to the most recent crimes with which he has been charged, but also pointed himself out in still photos taken from store surveillance video.
His two biggest heists totaling $150,000 came from two burglaries at the Michigan Avenue Burberry store on Jan. 4 and Jan. 6, prosecutors said.
On Jan. 4, Harper along with two other people pulled on the door of the luxury retailers Magnificent Mile location until the front door popped open, prosecutors said. They stole shoes and purses from the display, totaling $70,000.
On Jan. 6, Harper returned to Burberry, opening the front door the same way pulling on it until it popped open, prosecutors said. On that occasion, Harper came with two to three other people and grabbed purses, handbags, and coats totaling $80,000, prosecutors said.
In addition to the Mag Mile Burberry store thefts, Harper is accused in numerous other retail thefts that targeted game and liquor stores in various parts of the city including East Lakeview, Logan Square, Wicker Park, Belmont Cragin, Belnont Central, and North Austin. Besides the Mag Mile thefts, the other thefts in which Harper is charged happened at the following locations and dates:
Nov. 26, 2021, in the 6100 block of West Diversey Avenue; Nov. 26, 2021, in the 1500 block of North Cicero Avenue; Nov. 26, 2021, in the 2000 block of West Division Street; Nov. 26, 2021, in the 3900 block of West Diversey Avenue; Dec. 28, 2021, in the 4900 block of West Fullerton Avenue; Jan. 6, 2022, in the 2900 block of North Broadway; Jan. 26, 2022, in the 400 block of West Belmont Avenue.
A search warrant for Harpers phone showed images of the stolen merchandise. Prosecutors say Harper even posted videos of himself along with co-defendants on Facebook.
Prosecutors also said Harper not only wore very distinctive clothing during the crimes a Hood Rich sweatshirt during some of the burglaries and a Mickey Mouse T-shirt in others.
Harper has a criminal record dating back to 2013. He has been charged in the past with domestic violence, identity theft, and retail theft, and there were already four arrest warrants out for him when he was picked up.
At a news conference Tuesday afternoon, police Supt. David Brown said the collaboration between Chicago Police officers from the Organized Retail Theft Crime Task Force, the Cook County States Attorneys office, and other law enforcement partners is to credit for the arrests and charges in the case.
They followed every lead, and utilized every tool at our disposal including technology resources and POD video cameras to track these offenders, Brown said.
Police are also working closely with the business community to prevent crime, Brown said.
Its quite satisfying that we are working these cases from the jump, and we are putting together the pieces of technology, video, and license plate readers, Brown said.
Some people mistakenly think these are victimless crimes, but these crimes have real victims the employees and customers physically present in stores during crimes who are put in harms way, added Kimberly Bares, President and Chief Executive Officer of the Magnificent Mile Association.
A judge on Tuesday Harpers bond at $200,000 saying the amount equals the total value of all of the merchandise Harper and his crew stole in the last two months.

What Homeland Security Will Be on Prowl for at Super Bowl – Newsweek

Authorities with the Department of Homeland Security and local law enforcement organizations are teaming up to crack down on counterfeit merchandise as Americans across the country travel into Southern California for Super Bowl LVI.
Eliminating counterfeits is vital because, according to authorities, profits made from sales of fake merchandise are often funneled into other criminal activities. This year's efforts to combat illegal product sales come in the wake of a record-breaking amount of counterfeit merchandise valued at $123 million that was seized leading up to Super Bowl LIV in Miami Gardens, Florida in February 2020.
Officials are now focused on the final days leading up to Sunday's game between the Cincinnati Bengals and the Los Angeles Rams at SoFi Stadium in Inglewood, California.
"HSI, in cooperation with Inglewood Police and our other partners, will be out in full force at hotels, swap meets, pop-up stands, and other locations where this illegal activity takes place," Homeland Security Investigations (HSI) Acting Special Agent in Charge Eddy Wang said in a news release.
Authorities seized counterfeit products worth an estimated $60 million in the 10 days leading up to last year's Super Bowl in Tampa, Florida, according to HSI.
The products were confiscated as part of Operation Team Player, an effort focused on counterfeit sports-related merchandise that the National Intellectual Property Rights Coordination Center (IPR Center) launched in 2013. Operation Team Player's goals are to "target the manufacturers and sellers of these itemsshutting them down and bringing them to justice," according to the IPR Center.
According to a release from HSI, preparations for each Super Bowl begin a year in advance as agents met with the NFL and other partners to begin working on supporting investigations.
As the game gets closer, the efforts intensify.
"HSI, in cooperation with Inglewood Police and our other partners, will be out in full force at hotels, swap meets, pop-up stands, and other locations where this illegal activity takes place," said Wang.
In addition to counterfeit items, authorities said they will also keep an eye out for signs of human trafficking "and anyone else threatening public safety," Wang added.
Speaking with Los Angeles-based news station KTTV, U.S. Customs and Border Protection officers said some specialized teams were focusing on Los Angeles International Airport and the local seaport to look for U.S.-bound counterfeit items. While counterfeit jerseys and tickets are commonly sold, officials said they also found a fake Vince Lombardi trophy and fake Super Bowl rings.
HSI Assistant Special Agent in Charge Lamar Jackson told New York-based news station WPIX the money that sellers of counterfeit items get for their fake products "are often used to fund other crimes" and said counterfeit sales are thus "not simply a victimless crime."
Jackson recommended consumers be on the lookout for sports jerseys that appear to be poorly made, missing an official NFL logo tag or made with the wrong colors.
HSI Los Angeles tweeted a similar recommendation while raising awareness about the prevalence of counterfeit products earlier this week.
"Support your team," the agency's tweet said, "but buy from legit dealers."

Ice hockey has widespread support throughout the Empire State. The National Hockey League is another major league where New York has a larger presence than many other states; they have two NHL teams.
New York Rangers
The New York Rangers started in 1926 and are members of the East Division in the National Hockey League. Like its NBA counterpart, the New York Knicks, they play home games at the world-renowned Madison Square Garden.
In recent years, their success has been minimal, with the Rangers last title win coming in the 2014-2015 season. That year saw the team win both the division championships and the Presidents Trophy.
New York Islanders

Mobile or online sports bets can be placed in New York beginning Saturday morning, the state Gaming Commission announced Thursday.
That means bettors could place wagers for the last week of regular season games for the National Football League and certainly for the upcoming playoffs and Super Bowl the biggest American sporting event.
The Gaming Commission said four licensed Mobile Sports Wagering Operators Caesars Sportsbook, DraftKings, FanDuel, and Rush Street Interactive have been approved to accept sports bets after 9 a.m. Saturday.
All four operators said they will accept wagers Saturday.
Caesars has bankrolled a TV ad blitz to alert New Yorkers its primed to play mobile sports bookie.

New York expects $10 billion in sports betting each year, with the nearly $1 billion in expected profits split between the state and the operators.

Proponents of mobile sports betting said theyre thrilled New York will have the program up and running well before the Super Bowl.
Until now, New York state gamblers could only place wagers at upstate casinos, an inconvenient trek for many downstate residents. Many city residents simply set up mobile accounts and cross the Hudson to place phone bets in neighboring New Jersey.

But critics worried sports phone betting will create a generation of gambling addicts and destroy lives.
This smells trouble for New Yorkers with addiction issues, I just hope people are careful and dont blow through their weekly paychecks, said Jen Sharpe, 31, a Lower East Side residentwho works in marketing.
DraftKings promised to conduct background checks to screen for people making big wagers to make sure they are not betting above their means.
This is great timing. Its a win for the state of New York, said state Sen. Joseph Addabbo Jr. (D-Queens), chairman of the Racing, Gaming and Wagering Committee.
Mobile sports betting will generate additional revenue for the state including for education and it will create jobs.
He also said there will be $6 million in annual funding for gambling addiction programs.
This is good news. Its definitely good timing. We said we wanted mobile sports betting to start before the Super Bowl. Were ahead of schedule, said Assembly Gaming and Wagering Committee Chairman Gary Pretlow (D-Mount Vernon).

More than 80% of the betting handle in New Jersey is generated online. Further, New Jersey has amassed $62.6 million in tax revenue over the last 24 months. Its nice to see a state with such loyal college fans have the option to bet on their teams.
With no in-person casinos, Tennessee bettors should be able to register and deposit online with ease. Eliminating in-person sign-ups and deposits is a huge benefit to operators and bettors, who may be more willing to use multiple sportsbooks because of increased convenience and they would be wise to.
Local bettors can sign up from a local sports bar in Memphis in real-time during a game and another from the comfort of their couch at home in Chattanooga.
The 10% mandatory hold could force operators to pass costs onto the consumer. For example, instead of betting an NFL point spread on the Titans at -110, youll be betting at -120 or worse. This could force would-be legal bettors from the legal market back to offshore sites or unlicensed bookmakers, defeating the point of legal wagering.
Legal operators have not had to adjust their lines so far, but it's something that could be a major handicap to the market going forward.
Bettors can wager on college teams in the state such as the Tennessee Volunteers football team or the Vanderbilt baseball team. In some other states, wagering on college teams in the state is prohibited entirely.
Tennessee wont have live betting on college teams, which is unfortunate. Additionally, the requirement for a Tennessee sportsbook to buy official league data to offer any live betting may limit whats available in the Tennessee sports betting market due to cost and availability.
Tennessees sports betting rules and regulations are tough for both bettors and sportsbooks. The state is mandating books generate at least a 10% hold and cap payouts at 90% of a bettors wager, meaning bettors in Tennessee are required to pay a much steeper cut to operators than what you see in other states legally, and certainly steeper than risky, illegal options.
So what is a hold? Its the percentage of money the sportsbook holds onto after all bets have been settled, or simply gross revenue divided by dollars wagered. Nevada and New Jersey, the two most developed sports betting markets in the country, have been between 5-7%. A 10% hold implies -120 or -125 on each side of a standard bet with two outcomes, as opposed to the -110 you see most places. So a typical NFL bet might look like this:
So instead of wagering $110 to win $100 on an NFL point spread, Tennessee bettors will have to wager $125 to win $100. Thats a notable disadvantage, whether they bet the Titans or favor Arizona. Again: For every $100 you bet, youre going to be paying the sportsbook an extra $10 or $15.
Sportsbooks may get to 10% differently, and choose to bury holds into bet types where its more difficult to calculate the hold with the naked eye. Here are some other downstream effects you might see at a Tennessee online sportsbook.
With all these downsides, why would Tennessee opt for this plan? As a method to secure tax revenue. Evan Davis, managing director at SeventySixCapital Sports Advisory, explains:
"The state imposes a 20% tax on sportsbook operators gross gaming revenues, meaning that if a sportsbook operator doesnt make money on the bets that it takes, neither does the state."
This way, sportsbooks are required to achieve a minimum return on bets.
The revenue generated from Tennessee's gaming revenue tax is to be allocated as follows: 40% for general appropriations by the general assembly; 30% to local colleges; and 30% to each local government for their school system and infrastructure projects. While these allocations have direct community benefits, some disagreement within the Tennessee lottery itself about whether or not a mandatory hold is the right policy move emerged.
Tennessee Lottery President and CEO Rebecca Hargrove said the cap would guarantee taxable revenue for the state, and create an equal playing field for smaller players so that bigger books cant operate at a loss to scoop up market share (which theyve been doing in other legal states).
The Lotterys Sports Betting Director at the time, Jennifer Roberts, wanted no cap so the state can be fully competitive with the illegal market. At the end of June 2020, Jennifer Roberts left Tennesses lottery with less than one year of tenure.
The departure of a highly qualified gambling executive brought on to launch sports betting isnt exactly a vote of confidence in the states plan.

MIAMI (CBSMiami) The Super Bowl is just days away and while the Rams and Bengals are hard at work preparing, so are many football fans, as record numbers are expected to place legal bets on the big game.
A record 31.4 million Americans are expected to have money on the line worth more than 7.6 billion dollars.

The majority of bets will be legal now that sports wagering is open for business in 30 states and Washington, DC. Companies like Draft King and FanDuel make it simple for fans to open accounts and place bets right on their phones.
Bill Miller from the American Gaming Association says legal sports gambling protects fans and the integrity of the games.
What we are really seeing the growth is among bettors who used to bet through illegal options and are now migrating to the legal marketplace, explained Miller.
Most wagers are online, but fans in some places can also make bets in casino style locations where they can watch multiple games at a time.
But experts say betting online has advantages.
If you do your sports betting via digital, it is easier to track what you spend. It is easier for you as a consumer to better understand you are sticking to your budget, said Miller.
So, who are fans betting to win?
Research at the American Gaming Association shows 55 percent of wagers are going to the Rams and 45 percent to the Bengals.

One of the best ways to turn smaller bets into larger winnings is to bet on parlays, but be warned, theyre much less likely to hit than a straight bet.

But what exactly is a parlay? And how do they work?
A parlay is when a bettor ties together multiple wagers on one bet in order to increase the potential payout. However, all parts of the parlay, sometimes referred to as legs, must hit for the bet to payout. If even one leg of the parlay loses, the entire parlay loses.
Lets look at a hypothetical example.
Say you place a $100 bet on a three-team NBA parlay consisting of the Nets (-125), Knicks (+250) and Lakers (-175).
If all three teams win, this $100 parlay would payout $890 in winnings. However, if even one of the three teams loses, the bettor wins nothing.
Many sports betting sites also offer same-game parlays, which allow bettors to wager on multiple things to happen within one game. Often times these types of parlays include player prop bets, in addition to choosing the winner of the game.
Heres another hypothetical example.
If youre confident that not only will the Knicks win, but RJ Barrett will have a big night, you can bet the Knicks to win (+250), Barrett to score 20+ points (-170) and Barrett to record 6+ rebounds (-110).
A $100 wager on that parlay would payout $961 if the Knicks win the game and Barrett records at least 20 points and 6 rebounds. If even one of those three things dont hit, the better wins nothing.
The more legs you add to your parlay, the higher the payout will be.

But just remember, the bigger the parlay, the less likely it is to hit.
So while it can be tempting to put together 10-leg parlays with massive payouts, dont expect to hit on them all that often.
Note: Online/mobile sports betting is now legal in New York state, but wagers on in-state college teams, such as St. Johns and Wagner College, are still prohibited for both home and road games even if played in another state.

Even with Ohio Gov. Mike DeWine signing a bill to legalize sports gambling in the state, a lot remains unknown about what it will look like. After all, wagering doesn't even have to be available to citizens until 2023.
But whenever Ohioans can start placing bets on games, we now know they will be able to do so at one of Cleveland's most high-profile locations.
The Cavaliers on Tuesday announced an agreement to make Fubo Sportsbook "Official Mobile Sports Betting Partner of the team." Under the terms of the deal, a 3,000-square-foot gambling lounge will be coming to Rocket Mortgage FieldHouse, where fans will be able to watch and wager on games from around the NBA.
Cavs CEO Len Komoroski released the following statement:
"This is an exciting evolution of our continued partnership with Fubo Gaming. The Fubo Sportsbook mobile wagering platform provides leading technology, connectivity and entertainment that aligns perfectly with our commitment to innovation and engagement across every aspect of the fan experience. We look forward to the continued collaboration with Fubo as we work to establish a best-in-class sports betting marketplace to offer our fans in Cleveland and throughout the state of Ohio."
The Ohio General Assembly overwhelmingly passed House Bill 29 in December before DeWine signed it into law, marking the end of a long and at times messy process to finally bring legal sports gambling to the Buckeye State. While concerns have remained regarding just who will be able to take bets and make the most money, casinos and sports entities have already been preparing for the still-to-be-determined launch date.
Based in Chicago, Fubo Gaming launched its sportsbook app in 2021 and it is now live in Iowa and Arizona. The platform allows users to not only place bets, but go interactive with a livestreaming experience.
Fubo Gaming President Scott Butera said:
"The opportunity to enter the Ohio sports betting market with the Cavaliers as our partner is a major step forward for Fubo. Ohio has a passionate fan base who will enjoy Fubos uniquely integrated streaming and wagering sports betting experience. Neither Fubo nor the Cavaliers gave any indication as to when the app will officially launch in Ohio. Regardless, it almost certainly won't be available by Feb. 20, when Rocket Mortgage FieldHouse is set to host the NBA All-Star Game.
