Newly-formulated National Security Policy: Policy to help resolve issues of civil-military balance, says NSA – The News International

ISLAMABAD: The National Security Adviser (NSA) has said that issues related to civil-military balance and working relationship and capacity of institutions to implement the policy are complicated issues and expressed the hope that we will be able to deal with these issues through the newly-formulated National Security Policy (NSP).
During an interview with Geo TV on Friday, the NSA said that we have a bitter history of civil-military ties but we have witnessed a consensus in formulation of the NSP as all the state organs have contributed to the formulation of the policy. He also expressed his firm belief that institutions related to implementation of policy have had capacity issues in the past but we need to work it out.
National Security Adviser, Moeed Yousaf, was talking to Geo News in programme Naya Pakistan after the launch of public version of National Security Policy for the first time.
Anchor of the show Shahzad Iqbal asked the NSA about the difference of newly-formulated policy from the existing unwritten policy being exercised, Unwritten security policy was wish-driven, everyone in the past was pursuing the policy as one desired to do so, Moeed replied. He further added that in the absence of an umbrella document, covering all the aspects of national security, confusion and overlapping of the policy was being seen. Now we have determined a direction for all the organs and institutions formulating the National Security Policy, the NSA emphasized.
Moeed was quite categorical in his view about the scope of national security in changed global perspective and said that physical security of a citizen depends upon the economic security.
When asked how this new NSP would be implemented, he said that the mechanism is quite clear. There is a National Security Division, which apart from formulating the policy, has a mandate and scope to implement it. Probably this is the only policy to be implemented this way, the NSA added. He further said that there is then another prestigious forum named the National Security Committee, headed by the prime minister, with services chiefs being the members along with the senior ministers of cabinet. This committee will review the progress of implementation of the policy on monthly basis.
The NSA also quoted the reasons for keeping a portion of the NSP classified and declared it as the need of the hour. He said the PM wanted to release the full document to public but then in meetings he agreed to keep a few parts confidential. Sensitive and prone-to-misinterpretation points are kept classified, Moeed added.
Moeeds attention was drawn to another aspect that this report, which has put the economic security at the core, is being launched in a time and environment when ministers are portraying the passage of mini-budget as their success, which was tabled and passed on the precondition of IMF for restoration of Extended Facility Fund program. Moeed in reply to this question said that this policy wont impact the affairs of yesterday, today and tomorrow. It has a broader vision and impact and it is devised for the next five years, which could be extended beyond this set period.
Apart from these facial impacts and implications of the policy, detailed content of the launched policy also came under the scope of the discussion during the show. An important part of the policy is Pakistans approach towards India, particularly in prevailing situation. It was reported that this policy might bring a paradigm shift in policy towards India, but the NSA termed such reporting baseless and said that any major policy shift in this regard was dependent upon the atmosphere in India. We will have to wait for India coming back to its senses, the NSA said. He further added that Pakistan has always wanted normalcy in ties with India, but this cant be achieved by Pakistans wish only.
Pakistan, through this document, set a policy goal of not being a part of camp-politics. He was asked if achieving this goal is possible for Pakistan or not, particularly keeping the US-China cold-war in view and Pakistans position in it, the NSA answered that the policy is devised to steer our direction. If any country doesnt respect Pakistans intent and decision in this regard, Pakistans ties with that particular country would be affected. We are clear and shown our clarity that we want to be a bridge, not divide.
Other than issues pertinent to the foreign policy, a part of comprehensive National Security Policy, internal security matters were also discussed in detail during the show. When reminded that we have seen the State dealing with forces internally, who had created a situation of law and order in recent past, the NSA said in this regard use of the force was the last resort for the state and this was decided in principle that no one could be allowed to challenge the writ of the State. Dealing with elements vary case to case, the NSA emphasized. He further added that the State has to segregate between reconcilable and irreconcilable elements before reaching finality. He said that the State, at times, bears the hit of optics and public perception in such cases by assessing minimum damage and maximum good.

That unbearable pain that makes you feel like you're going into labour every month?
That's dysmenorrhoea (also known as cramps or period pains). It's something many women experience from the moment they start their periods well into adulthood. Taking painkillers does the job but some people prefer a more naturally derived approach, and thats where CBD oil comes in.
CBD (cannabidiol) is derived from cannabis but wont make you high because it doesnt enough THC, which is what gives marijuana its "high" effect.
In South Africa, only CBD products containing less than 0,001% THC concentration are legally allowed to be sold, Dr Alison Richardson, neurologist and spokesperson for Oil Science, a company that specialises in the supply of premium CBD products, told The Mercury.

CBD has anti-inflammatory and pain relief properties, which is why it may help with period pain.
There are no published research studies on using CBD for period pain relief, however, it does have well established, well studied anti inflammatory and pain relieving effect across a wide range of chronic pain conditions, according toDr Dani Gordon, who recommends CBD oil to patients in her private practice.
CBD comes in many forms, including tablets, capsules and oil. The best way to take it is in oil form because its extracted as an oil, according to Professor Norman Nyazema, a pharmacology lecturer at the University of Limpopo who also works in the medicines regulatory area with South African Health Products Regulatory Authority (Sahpra).
The best way to administer it is to put it under your tongue and keep it there for 60 seconds to improve the absorption, he told YOU. But it all depends on what youre trying to treat and manage.
CBD isnt a medicine though its seen as a supplement and doesnt cure any illnesses or diseases.

Sahpra is pretty strict about the claims CBD products can and cant make. Under the guidelines, CBD products may advertise broadly about general health enhancement or promise to relieve minor symptoms such as pain and inflammation, restlessness, sleeplessness and anxiousness that arent related to a disease or disorder.
If any CBD product claims to cure any ailments, its not a legitimate product and you can report the manufacturer to Sahpra.
Although CBD cant cure anything, it can treat medical conditions, Nyazema said. Its a painkiller and an anti-inflammatory and contains some vitamins. It can treat things such as nausea and anxiety.
Dr Gordon recommends full spectrum CBD for inflammatory conditions such as period pain, saying full spectrum cannabinoids, terpenes and essential oils extracted from the plant work together to amplify the healing effects of each individual ingredient. "This is also known as the entourage effect."

Microsoft unveils accelerator for startups that use technology to help the planet – Microsoft

Microsoft is looking for UK startups that are tackling environmental challenges to join its new accelerator programme, which has been launched in partnership with The Met Office and Social Tech Trust.
The AI for Environmental Sustainability Accelerator will help companies that have a product or solution idea that uses artificial intelligence to have a positive impact in one of six areas: Carbon, water, waste, ecosystems, climate equity and green skilling.
The startups that are chosen to join the four-month programme will receive Microsoft Azure cloud credits, advice from experts on AI, technology, commercial development and social impact, workshops, coaching from Microsoft, The Met Office and Social Tech Trust, networking opportunities and funding support to grow their business and help the planet.
There is no cost for startups taking part in the Accelerator; and Microsoft, The Met Office and Social Tech Trust will not take any equity in the businesses. The startups also retain all intellectual property rights. After the cohort ends, all the companies will remain part of the Microsoft for Startups/Global Social Entrepreneurship Programme community for a further eight months to continue their technical and sales enablement development. The alumni will also join Social Tech Trusts portfolio, where they will receive ongoing support from the team and have access to a network of social tech alumni.

Previous environmentally-focused startups that have been helped by Microsoft include ThermaFY, which develops real-time thermal analysis solutions; recycling business Recycleye, which has raised more than 4 million in funding and operates across Europe; and community engagement company Hello Lamp Post, which has grown from an eight-week project in Bristol to a platform deployed in cities on multiple continents.

ST. CLAIRSVILLE The COVID-19 pandemic has left a lasting impact on the courts, with hearings as likely to be held via a screen as they are in person.
Going into 2022, many local courts have found there are advantages to using technology instead of in-person hearings, and that may continue beyond the pandemic.
Belmont County Prosecutor Kevin Flanagan said the need to continue conducting business as the pandemic raged led to adapting to new technology, but his offices upgrades have served the staff well.
Prior to any idea that the pandemic would wreak the havoc that it did, this office put in place in late 2018 a system where we could receive and catalog all of the criminal reports that were sent to us electronically, Flanagan said. By doing that, when the pandemic hit, we were in an incredible position to not only have some of our administrative staff members work from home, but they did so without missing a beat at all, because everything was given to us from law enforcement electronically. We were able to then generate criminal charges to get to the courts via the electronic system that we had in place.
If we were still operating under the old way it would have been very difficult to be able to serve the needs of law enforcement without having a computer-based filing system in place, he said.
Flanagan said using online meeting platforms and other technology, the sheriffs office no longer needs to transport an inmate from the county jail for every hearing. Instead, an inmate is led to a video room on the jail property to appear on camera.
It really did open our eyes to what is available when it comes to having, for instance, testimony to the court system via Zoom or some kind of video testimony. Though we had done that in the past, we didnt do it with any regularity, and so we saw through 2020 and 2021 this expansion of the use of video technology, and it actually is quite economical, Flanagan said.
Obviously for our trials and we have had many of them in 2021 the individual would have to be brought to trial. But for other, less important hearings, we have relied heavily on Zoom technology and video technology.
Belmont County Common Pleas Judge Frank Fregiato said the tools at hand have proven valuable.
The Zoom calls, appearances and things of that nature shall continue irrelevant and having nothing to do with COVID. Theyve turned out to be quite beneficial, and we are continuing with them for both the prison system and the jail system, he said.
Belmont County Common Pleas Judge John Vavra also said moving forward he will continue to hear as many cases electronically as possible, particularly in speaking to defendants at the jail and prison.
Weve been dealing with COVID for almost two years now, and weve certainly had to adjust many things, Belmont County Western Division Judge Eric Costine said. Its been a real learning experience trying to figure out how we would wade our way through that, getting through the shutdown and getting back to business as usual. Yes, we are still doing things differently. We do not have inmates transported to the court very frequently, at least not in my court. It seems to be working well and obviously saves the county on transportation expense.
Costine added that frequent transportation of inmates to hearings may not resume.
I dont anticipate were going to move backwards at any point and have to redo the way were doing things, he said. Well probably never get back to the old way. Thats my anticipation. Why do you go back to a system where a new system is working and actually saving money?
Costine added that even if some are not familiar with technology, staff members at the courts are able to help adopt and adapt to new tools.
The legal field is slow to change, he said. It seems most people in the legal field want to do things the same old way, over and over again, and were not necessarily receptive to change. But this has demonstrated definitely that we can do change, and that change isnt necessarily a bad thing.
There are things weve had to improvise with Zoom, Belmont County Eastern Division Judge David Trouten said. We do use that still, and it does come in handy for certain things, although for contested matters I think well have to have in-person for that, because its critical to actually be face-to-face in those situations. You have to be able to judge someones body language and that sort of thing, so I think with that regard its definitely better to be in person. Doing Zoom does slow things down. I prefer in-person, but well use the Zoom whenever we can because of COVID.
Belmont County Northern Division Judge Chris Berhalter said adaptations will continue into 2022 as long as the COVID-19 pandemic persists.
That keeps those inmates safe and not exposed. However once this pandemic ends, I believe that practice will be curtailed greatly. That they will be brought to the courtroom so they can be there right next to their attorney, Berhalter said, adding Zoom and other adaptations may still be used for pretrial hearings. That cuts down significantly on litigation expenses for attorneys having to travel to the courtroom. Weve also expanded the use of Zoom when weve had to conduct proceedings with individuals who are already sentenced and incarcerated in other facilities.
Where were at with the pandemic, I think well continue to see extensive use of Zoom proceedings, he said.
