Missouri Sports Betting Bills Pre-Filed Ahead of 2022 Legislative… – Casino.Org News

Missouri lawmakers say its long overdue to legalize and regulate sports betting, and they plan to do something about it when the General Assembly convenes in January for its 2022 session.

At least four Republican Missouri legislators say they will introduce legislation to expand gambling in the state to include sports betting. Missouri is home to 13 riverboat casinos.

Sen. Denny Hoskins (R-Caldwell), Rep. Phil Christofanelli (R-St. Charles), Rep. Dan Shaul (R-Jefferson), and Sen. Tony Luetkemeyer (R-Buchanan) have either pre-filed sports gambling bills or say they will introduce such legislation when the legislature convenes on January 5, 2022.

Of the eight states Missouri shares a border with, four have legal sports betting up and running. They are Iowa, Illinois, Tennessee, and Arkansas. Sports betting is also legal in Nebraska, with the first regulated sportsbooks set to open there in the coming weeks.

Sports betting in Missouri has been considered every year since the US Supreme Court struck out the federal ban on the gambling format everywhere but Nevada in May of 2018. But the Republican-controlled General Assembly has failed to agree on the regulatory terms that sportsbooks would be governed by in each legislative session.

The next year must bring a different outcome, say the Republicans who plan to lead the effort next month. Speaking recently with NBC5, Shaul explained that Missourians want to gamble on sports, and the state should allow them to do so in a responsible manner that also benefits the state.

Fiscal projections from nonpartisan legislative services suggest that the Show-Me State could be shown roughly $20 million annually in associated sports betting tax money. The Missouri Constitution mandates that all tax receipts from gambling be allocated towards state public education.

Issues in previous legislative sessions that have been blamed for the sports betting holdup include royalty fees for the professional sports leagues and high tax rates that might render the market unattractive for operators.

Christofanelli, one of the sports betting pre-filters, suggests imposing a reasonable 6.75 percent tax on sports betting gross gaming revenue. Licenses would cost just $50,000 upfront, plus $40,000 a year to cover regulatory costs incurred by the Missouri Gaming Commission.

The licensing fees and tax rate would be among the lowest in the country, and would almost certainly attract the industrys biggest players, such as DraftKings, FanDuel, and BetMGM.

By comparison, in Indiana, a state with a similar population size to Missouri, the state taxes gross sports betting income at 9.5 percent. Licenses additionally cost $100,000 upfront, and are renewed annually at $50,000.

Missouri lawmakers cannot legalize sports betting on their own. Instead, after both assembly chambers sign off on a sports gambling statute, a referendum must go before voters asking for their support, too.

If a simple majority of voters back the sports gambling question, the Missouri Constitution is amended to expand gambling to include the activity. Constitutional referendums can only go before voters during even-numbered years.

The Virginia Lottery approved two additional sportsbooks during the Thanksgiving holiday. Betway (Digital Gaming Corporation VA) and 888 (VHL, VA) were granted temporary sports betting licenses in Virginia last week.

Thirteen operators have now been licensed in Virginia. Of those, 10 have launched their mobile offerings. PointsBet, in partnership with Colonial Downs, was also granted a license in Virginia last week. The launch date for all three operators is yet to be announced.

In its official press release, 888 shared that its partnership with the Authentic Brands Group, which owns Sports Illustrated, will lead to the two sides launching their SI Sportsbook in Virginia as a result of being granted the license. The SI Sportsbook was first unveiled in Colorado in September.

Earlier this week, Sports Handles sister site, CO Bets, broke the news that the Kalispel Tribes Northern Quest Resort & Casino, which is located near Spokane, Wash., planned to open its sportsbook to the public Saturday after a VIP-only event Friday. The book will become just the third to open in Washington state, after the Snoqualmie Casino launched onsite sports wagering Sept. 9 and the Sillaquamish Tribes Angel of the Winds Casino opened its sportsbook this past Wednesday.

With more than a dozen Washington tribes legally cleared to open sportsbooks whenever theyre ready (sports betting is an entirely Native American proposition in the Evergreen State), its anyones guess as to which tribe will be the fourth to take wagers. But the Suquamish Tribes Clearwater Casino Resort, located a short ferry ride away from downtown Seattle, has been airing radio ads for its FanDuel-branded book, indicating that it may be next in line.

However, the tribe has yet to announce a launch date, with a spokesperson telling Sports Handle, Currently, our sportsbook is not yet open, and we are still saying that it is coming soon. I dont have the date quite yet.

While the Green Bay Packers might be the most popular pro sports team in Wisconsin, the first bet placed in the state was on the New Orleans Saints-Dallas Cowboys game, according to the Green Bay Gazette.

That bet was placed Tuesday when the Oneida Nation opened the first legal sportsbook in Wisconsin after renegotiating its compact with the state earlier this year. Under the compact, the Oneidas can offer retail wagering on pro, college, and amateur sports, though there is a ban on betting on local college teams. The compact also allows for wagering on some awards events, like the Grammys or Academy Awards, tribal Vice Chairman Brandon Yellowbird Stevens said during a webinar earlier this year.

The agreement is the first of its kind in Wisconsin, though other tribes expect to follow suit.

Wisconsin became the 10th state this year to begin offering some sort of sports betting, and the sixth in which at least one tribe is now taking wagers. The tribe is currently offering in-person betting at its Oneida Casino near the airport. The book opens at 10 a.m. daily and closes at 11 p.m. during the week and at midnight on the weekends. It will open at 9 a.m. when the Packers have a home game, and bets can be placed at teller windows or via kiosks.

An amendment to the gaming compact between the Sisseton-Wahpeton Oyate and South Dakota that would allow the tribe to offer sports betting at its three casinos in the state has been approved by the Bureau of Indian Affairs.

The Sisseton-Wahpeton Oyate tribe runs the Dakota Sioux Casino in Watertown, Dakota Magic Casino in Hankinson, and Dakota Connection Casino in Sisseton. South Dakota voters legalized retail sports betting for Deadwood on the November 2020 ballot, regulations were finalized in July, and the first bets were taken Sept. 9.

I think this is a great spot to get a plus money move on a good number.

Its forgotten big-man night for us and there is another one on the slate with a low number. Ivica Zubac doesnt get many minutes compared to other centers in the league but he makes the most of his time on the floor. I describe him as a borderline skilled big who can shoot or throw it down whenever he needs to.

Joe Asher was supposed to be a relatively anonymous attorney, making a respectable if unfulfilling living. Joe Brennan Jr.s destiny seemed to be in some sort of marketing job, working as what he calls a media drone. Yolanda Acua planned to focus on being a wife and stay-at-home mother.

And Johnny Avello? Small-time gambler in Poughkeepsie, N.Y., loomed as his fate.

Instead, the foursome was inducted into the Sports Betting Hall of Fame in a gala held at MetLife Stadium on Wednesday night as part of the Meadowlands SBC North America Summit. And on Thursday, the honorees formed a panel session in Secaucus to discuss how it all came to be.

Acua had an uncle who worked at Club Cal Neva in Reno, Nev., and she and her then-husband took his advice on moving there. But her plans to stay home didnt last long.

That first month, the power bill was $300 almost as much as our rent, Acua quipped to the Meadowlands Expo Center audience.

So Acua decided to look into casino jobs, and her uncle recommended the sportsbook at his club.

Acua immediately fell in love with the chance to interact with so many characters and job opportunities followed at the Las Vegas Hilton SuperBook and at The Mirage, as a seemingly temporary job turned into a long and fulfilling career.

By the age of 9, Asher told the audience, he was shooting dice in a butcher room and the Delaware native made his first trip to Atlantic City at age 14.

With a father who was so passionate about gambling, it all seemed like second nature to Asher. But after he flunked out of college before making good on a second chance, he attained a law degree and landed a job with a major firm.

The job was OK, but I didnt really have a passion for it, Asher said.

So Asher rolled the dice and moved to Las Vegas 15 years ago. He believed there was room in town for another independent race and sportsbook operation that could manage those facilities for casinos. Thus, Brandywine Bookmaking named after a now-defunct racetrack in Delaware was born, with longtime Vegas oddsmaker Jimmy Vaccaro coming aboard after he had given Asher some key advice on succeeding in Sin City.

As fate would have it, the famed United Kingdom-based William Hill bookmaking entity had begun looking to make a big splash in the U.S. market right around that time. By 2011, William Hill bought Ashers company for more than $15 million. Asher then served as CEO for William Hills U.S. branch until Caesars acquired the company in 2021 for $4 billion.

Brennan (no relation to the author) recalls seeing those weekly white tickets for parlay bets at his Catholic grammar school when he was just six years old.

Two decades ago, he landed a job with a fledgling company called America Online (better known later as AOL). There was a growing sense that whatever business could exist in brick-and-mortar fashion also should be able to take place online. But sports betting, of course, was illegal in almost all forms outside of Nevada thanks to Congress passage of the Professional and Amateur Sports Protection Act of 1992 (PASPA).

By 2008, New Jersey lawmakers particularly state Sen. Ray Lesniak were scrambling to find new revenue streams for Atlantic City casinos that had been torpedoed by the opening of rival casinos in Pennsylvania and New York two years earlier. Brennan joined the crusade, although he and Lesniak failed in federal court due to a lack of standing to protest the federal sports betting law. Then Gov. Chris Christie took office in 2010, and he ultimately supported the push to overturn PASPA and New Jerseys pioneering legalization of online casino gambling in 2013.

The first 25 years of Avellos life came with that Poughkeepsie upbringing and with a liberal arts degree achieved in spite of partying my brains out, he said Thursday.

After an effort to land a job in Atlantic Citys fledgling casino industry after Resorts opened there in 1978, Avello said he decided to drive his 1963 Skylark with no AC to Las Vegas and chase his dreams there. But dealing dice on the casino floor was too boring, Avello said, so he got a ticket-writing job at a sportsbook. After decades in bookmaking, including a 15-year stint at Ballys, Avello said that he considered retirement a few years ago.

Then DraftKings executive Matt Kalish came knocking, and by the third meeting, he had convinced me to come aboard.

So Avello who like Brennan and Asher, became enthralled with gambling well before the legal age to do so is now partnered with a daily fantasy sports giant that didnt even exist a decade ago.

As for suggestions on how to become successful in the gaming industry, Acua said, You need to know customer service. Be a people person.

Said Asher: Do what you want to do not what other people think you should be doing.

Asher, now president of sports betting for IGT, added that after his first year of law school, he applied to every firm in Delaware with at least five attorneys on staff.

I got a big stack of rejection letters, but one of them said to come in for an interview, Asher recalled. I kept all those rejection letters for years and years. Some people expect to get ahead right away, but you have to be ready to put in the miles.

Avello told the audience that he is always in hire mode.

How so? Avello said that many years ago, he found that an employee at a Radio Shack retail store impressed him with great service leading Avello to offer a job right on the spot.

And I have gotten quite a few great people that way, he added.

Brennan said not to overthink whether you do, or dont, already have all the experience you need.

Just go, he said. Find out who the smart people are, and fake it til you make it. And there is one absolute truth: You can change your path in life at any given moment. I look back now and say, Holy smokes what did I do?'

The 2019 inaugural Sports Betting Hall of Fame class featured Christie, Monmouth Park operator Dennis Drazin, and bookmaking legend Art Manteris. Lesniak followed in 2020, along with bookmakers Vic Salerno and Jay Rood and former American Gaming Association executive and current industry consultant Sara Slane.

The Instagram posts jolted me like turbulence. One friend announced her engagement; another posted the top table at her wedding (I didnt even know she was engaged). Surprise and joy turned into something sadder. When had we drifted so far? Living in different cities hadnt helped. Nor Covid British and French studies both found that lockdowns shrunk friendship circles. But, in truth, our worlds lost orbit two years earlier: when my now-engaged friend FaceTimed me clutching a bump instead of a G&T, and the other handed me an envelope and beamed as I pulled out a scan.

As someone childfree, a pregnancy announcement means that person is moving to a place Ill never quite get. Despite all the memories, laughs and common ground before, some things change instantly. My I cant wait to see you! is met with I cant wait for you to meet them! a third person already in our gang of two. Once a child is here, frustrations build. At gatherings, when the story youre telling gets cut off by a dropped spoon, you learn that everything you just uttered will have been forgotten. The chasm is felt both ways. During a weekend away with families, my husband and I messed up when the food we were making wasnt ready until after their kids mealtime. A mother would know what time children eat, one mum scolded.

#Childfree might be a growing Gen Z movement, with over 174 million TikTok views, but at 38 Im an outlier. They say the urge for offspring will come: when you meet the right person, own a house. Yet as I ticked off landmarks without a twinge, I realised that the desire to have children wasnt coming. When mums described the infinity of maternal love, or suggested we try to conceive and let nature decide as if my own choice couldnt be trusted I felt dysfunctional. A gay friend finally offered perspective. I cant explain why Im not attracted to women, other than that Im just not. I expect its the same for you not wanting children, he said, nailing it.

Simple and yet not, in practice. In my twenties, I remember the evening my housemate Julia told me she was moving in with her boyfriend. I was so happy for her and yet devastated. A decade older, Id be lying if I said I hadnt felt disappointment when yet another couple said they had some news particularly if I thought (or hoped) they would swerve children too.

Now in my late thirties, I ask if other women without children feel the same. Youre thrilled for them, but its also, Oh. Because thats it for the friendship as you loved it, confides one. Another feels displaced, particularly around Christmas. For years, you live, socialise and holiday together. Then, overnight, instead of you being their person, they have their own person, and everything falls out of sync routines, priorities, celebrations. Our group of uni friends would always hold a Christmas dinner together in early December. Now its a thing for the kids and we dont even get an invite.

Being childfree is uncharted social territory: even meeting new faces requires more than a free bar and a Secret Santa when youre older and breaking the mould. Last December, my husband Jordi and I moved to Paris. Wed previously lived in Sydney and Barcelona, and made friends easily. But this time I was 37 and Jordi was 40. Similar-aged expats were wrestling toddlers at the Disneyland Christmas Parade. During house party small talk, being a dog mum proved only so relatable to being a human mum: teething issues, yes, breastfeeding, less so. The motherhood questions came again. You dont feel anything? one asked, bemused, as she stared at the family portrait on her phone. It felt as if being childfree had sentenced us to being friend-free, too.

Loneliness made me inventive. I stopped for longer when I met other dog walkers, building a repertoire of faces, then names, then life stories. Instead of using Instagram to track old friends lives which really meant liking visual proof of our differences I pursued my love of interiors, building a network where we chatted design, irrespective of our ovaries. Offline, by surprise, I bonded with mums of teenagers who were also navigating a new life stage now time was their own again.

And when I did feel chemistry with a new mum, I demanded less accepting that a booked-weeks-in-advance dinner, with a booked-weeks-in-advance babysitter, could bring me joy even if we werent each others entire social worlds and hoped for more in time. Researchers in the Netherlands found that new parents friendships are weakest when a child turns three, but women regain contact with friends after their childs fifth birthday. Theres comfort in an academic study validating that drift is, indeed, A Thing and a temporary one.

Meanwhile, Ive made a discovery of my own: any new human in your life takes work, but they dont have to be baby-shaped to be fulfilling.

Early Omicron Reports Say Illness May Be Less Severe – The New York Times

JOHANNESBURG The Covid-19 virus is spreading faster than ever in South Africa, the countrys president said Monday, an indication of how the new Omicron variant is driving the pandemic, but there are early indications that Omicron may cause less serious illness than other forms of the virus.

Researchers at a major hospital complex in Pretoria reported that their patients with the coronavirus are much less sick than those they have treated before, and that other hospitals are seeing the same trends. In fact, they said, most of their infected patients were admitted for other reasons and have no Covid symptoms.

But scientists cautioned against placing too much stock in either the potential good news of less severity, or bad news like early evidence that prior coronavirus infection offers little immunity to Omicron. The variant was discovered just last month, and more study is needed before experts can say much about it with confidence. Beyond that, the true impact of the coronavirus is not always felt immediately, with hospitalizations and deaths often lagging considerably behind initial outbreaks.

Dr. Emily S. Gurley, an epidemiologist at Johns Hopkins Bloomberg School of Public Health, said of the signs that the variant is less severe, It would not be shocking if thats true, but Im not sure we can conclude that yet.

In the absence of more hard information, governments have reacted to Omicron with sharp restrictions on international travel and new vaccination requirements. World leaders who were accused of responding too slowly or weakly earlier in the pandemic are eager to be seen as taking action, though some experts question whether the travel restrictions are an overreaction.

The variant has spread rapidly and has been detected in more than 30 countries on six continents so far. Health officials and researchers say that it could be the most contagious form of the virus yet, and that it could soon displace the Delta variant that emerged last year as the predominant form. That has fueled fears that a world eager to emerge from two years of pandemic hardship could be headed into another cycle of illness, lockdown and economic suffering.

In Europe, as in South Africa, there are early indications that Omicron cases may be fairly mild, if easy to contract.

In Britain, the government said Monday that the number of Omicron cases there had climbed to 336, two and a half times as many as on Friday. Denmark reported 261 cases, quadruple the number on Friday, and local media there have reported that a holiday lunch for high school students may have been a superspreader event, with dozens of people catching the new variant.

Britain and Denmark do an unusually large amount of genomic sequencing of virus samples, to tell one variant from another and detect changes, which suggests that many Omicron cases in other countries are simply going undetected.

On Monday, the United States began requiring international travelers arriving in the country to provide proof of a negative coronavirus test taken no more than 24 hours before their flights, a standard that can be hard to meet. Previously, fully vaccinated travelers could show negative test results taken up to 72 hours before departure.

China, a major part of the global travel and tourism economy, announced that to maintain its zero-Covid approach, it would keep international flights at 2.2 percent of pre-Covid levels during the winter. Since August, it has almost entirely stopped issuing new passports, and it requires arriving travelers to quarantine for 14 days and provide extensive paperwork and multiple virus tests.

In South Africa, where scientists say Omicron is already dominant, the pandemic is surging once again. A month ago, South Africa had fewer than 300 new virus cases a day; on Friday and again on Saturday, the figure was more than 16,000. It fell somewhat on Sunday and Monday, but that may be due a reporting lag often seen on weekends.

As the country heads into a fourth wave of Covid-19 infections, we are experiencing a rate of infections that we have not seen since the pandemic started, President Cyril Ramaphosa wrote in an open letter to the country. He added: Nearly a quarter of all Covid-19 tests now come back positive. Compare this to two weeks ago, when the proportion of positive tests was sitting at around 2 percent.

A report released this weekend from doctors at the Steve Biko Academic and Tshwane District Hospital Complex in Pretoria, South Africas administrative capital, offers the strongest support yet for a more hopeful take on Omicron, though its author, Dr. Fareed Abdullah, gave reasons to be wary of drawing conclusions.

Dr. Abdullah, director of the Office of H.I.V./Aids and Tuberculosis Research at the South African Medical Research Council, looked at the 42 patients with coronavirus who were in the hospital last Thursday, and found that 29 of them, 70 percent, were breathing ordinary air. Of the 13 using supplemental oxygen, four had it for reasons unrelated to Covid.

Only one of the 42 was in intensive care, in line with figures released last week by the National Institute of Communicable Diseases, showing that only 106 patients were in intensive care over the prior two weeks, despite the surge in infections.

Most of the patients were admitted for diagnoses unrelated to Covid-19, the report said, and their infection is an incidental finding in these patients and is largely driven by hospital policy requiring testing of all patients. It said that two other large hospitals in Gauteng Province, which includes Pretoria and Johannesburg, had even lower percentages of infected patients needing oxygen.

Dr. Abdullah said in an interview that he had walked into a Covid ward and found a scene unrecognizable from previous phases of the pandemic, when it would have been full of the humming and beeping of oxygen machines.

Out of 17 patients, four were on oxygen, he said. Thats not in a Covid ward for me, thats like a normal ward.

Dr. Gurley, of Johns Hopkins, noted that the severity of disease reflects not just the variant but also who it is infecting. Two years into the pandemic, far more people have some level of immunity to the virus through vaccination, natural infection, or both, and that could translate to milder cases.

We dont know how to read the genetic sequences to say exactly how this variant will play out, she said. Were getting more information now from South Africa, which is a particular population with a particular profile of pre-existing immunity.

Dr. Maria D. van Kerkhove, the World Health Organizations technical lead for Covid, told CBS News on Sunday, that even if it turns out that a lower percentage of Omicron cases are serious, that could be balanced by a larger number of cases, meaning more hospitalizations and deaths.

Dr. Abdullah also looked at all 166 patients with the coronavirus who were admitted to the Biko-Tshwane complex between Nov. 14 and Nov. 29, and found that their average hospital stay was just 2.8 days, and fewer than 7 percent died. Over the previous 18 months, the average stay for such patients was 8.5 days, and 17 percent died. Shorter stays would mean less strain on hospitals.

Eighty percent of the 166 patients were under age 50, and similar figures have been reported throughout Gauteng a sharp contrast to earlier cohorts of hospitalized Covid patients, who were usually older. That could result from South Africa having a relatively high vaccination rate in people over 50 and a low rate in younger people, but one of the great unknowns about Omicron is whether existing vaccines offer strong protection against it.

Part of the caution in interpreting Dr. Abdullahs report is that the numbers in it are small, the findings have not been peer-reviewed, and he does not know how many of the patients had Omicron, as opposed to other variants of the coronavirus though the government reported last week that it already accounted for three-quarters of virus samples in South Africa.

Dr. Abdullah acknowledged those drawbacks, and noted there could be a lag between Omicron first turning up and a rise in serious illness and deaths. But so far, despite the huge increase in cases, Covid deaths have not risen in South Africa.

The United States began requiring international travelers on Monday to provide proof of a negative coronavirus test taken no more than a day before their flights. The move, intended to limit the spread of the Omicron variant, is causing headaches for many passengers.

Previously, fully vaccinated travelers could provide proof of a negative test taken within 72 hours of departure. The new requirement may be difficult for some to satisfy, because it can take more than a day to receive test results.

The new rules have some travelers wondering if they can stick to their planned itineraries. They are one more hurdle to clear for Americans who are living outside the United States and for foreigners hoping to visit for Christmas and New Years. From London to Taipei, travelers have been thinking about the scenarios that could emerge on a trip, like what would happen if a flight is canceled or if the traveler tests positive along the way.

August Dichter, 24, said on Monday that he had already spent two to three hours trying to figure out how to meet the testing requirement for his scheduled flight on Thursday to Philadelphia from London. Mr. Dichter, an American who just completed a yearlong masters degree program in Wales, said he had gotten conflicting messages from the airline, with some guidelines describing the new requirement and others still saying he had a 72-hour window.

Mr. Dichter said he had been looking forward to traveling around Europe during his studies, but that it had not been easy.

Its been a lot of hoops to jump through, and I know that Im going to be able to jump through them all, he said. But they seem to just keep being so tedious, and to add up, and make the arrival of coming home feel just a little further away.

Another American, Candace Thomas, and her partner, James Ridgers, flew to London from Los Angeles last week for a funeral and said that keeping up with the rule changes has been difficult.

Its been very confusing, said Ms. Thomas, 36, as she and Mr. Ridgers, 43, waited in a long line at St. Pancras train station in London on Monday to get tested before their flight on Tuesday.

Im confused right now, actually, Mr. Ridgers said, because the couple did not have an appointment at the St. Pancras testing center and were unsure if they needed one. They found out soon after that they could not get tested as walk-ins, and made an appointment for three hours later.

The start to their trip was complicated, too. They arrived before Britains two-day quarantine requirement came into effect and ended up quarantining unnecessarily for a day because they were unsure whether the requirement applied to them. New rules also required a P.C.R. test, so they spent more than 80 British pounds ($106) each on tests for Day 2 of their trip.

Every morning, it was waking up to tune in to the news to find out if it had changed or if we were going to need to quarantine for longer, or if we were even going to be able to come home, Ms. Thomas said. It was really touch-and-go there for a little while.

More than a dozen countries around the world, including the United States, have gone a step beyond testing requirements and have barred travelers who have recently been in any of eight southern African countries. Health experts have criticized that policy and have urged caution, because so little is known yet about the Omicron variant, which was first detected and sequenced less than two weeks ago in South Africa.

Dr. Rochelle P. Walensky, the director of the Centers for Disease Control and Prevention, tried to add some perspective on Sunday on the ABC News program This Week.

What we dont yet know is how transmissible it will be, how well our vaccines will work, whether it will lead to more severe disease, Dr. Walensky said.

The stricter testing requirement for inbound travelers took effect just as airline travel was experiencing a rebound. The Sunday after Thanksgiving was the busiest travel day at U.S. airports since February 2020, according to the Transportation Security Administration.
