Billy Hood: Briton jailed in Dubai for possessing CBD vape oil has term cut from 25 years to 10 – despite new laws allowing for deportation – Sky News

A British football coach who was jailed for 25 years in Dubai for possessing CBD vape oil has had his sentenced reduced to 10 years on appeal.

It comes after the United Arab Emirates recently said it would bring in new laws meaning foreigners found to be in possession of products containing THC, the main intoxicating chemical in cannabis, can be deported rather than jailed as long as it is their first offence.

Billy Hood, 25, from Kensington, London, was working as a football coach in the UAE when police discovered four small bottles of the CBD oil derived from cannabis, and a vape pen, in his car and arrested him on 31 January.

He was convicted of drug trafficking with intent to supply by a court and has been held ever since.

CBD oil, which is derived from cannabis, is legal in the UK but because it sometimes contains trace elements of THC it is not tolerated under the UAE's strict drug laws.

Mr Hood says the bottles and vape pen were left in his car by a friend he had driven to the airport two weeks prior to his arrest, and that he was forced to sign a confession written in Arabic after being held in appalling conditions for four days.

He says he was refused a translator and told he would not be released from his cell, where he was held with 30 other men and given only bread and water, unless he signed the document.

On Tuesday, his mother, Breda Guckion, said she was feeling "broken" by the latest legal ruling, adding: "It's very confusing. How can this have escalated as far as it has?

"I tried not to get my hopes up for today as I knew something like this might happen, but I now have to face the possibility that I may not see my son before Christmas and I can't tell you how broken I am feeling."

The campaign group Detained in Dubai, which is lobbying for the Briton's release, said: "Abu Dhabi Courts accept Billy Hood did not traffic nor sell the CBD vape oil left in his car by a visiting friend.

"They accept that he 'unintentionally possessed' the CBD but have sentenced him to 10 years in prison, despite new legislation eliminating prison sentences for foreigners found in possession and allowing for deportation."

Radha Stirling, chief executive of Detained in Dubai, said: "The UAE has just claimed they will eliminate prison sentences for foreigners found to be in possession of THC products, opting for deportation instead but this law does not come into effect until January 2022 and may not apply retroactively."

She added: "Dubai police were extremely negligent when they charged Billy Hood with trafficking and selling the mini bottles of CBD vape oil found in his car.

"They turned what would have been a small possession case at worst into a federal case that has seen him locked up for almost a year and facing a life sentence in Abu Dhabi.

"There was no evidence whatsoever of trafficking and none of selling. Dubai's overzealous prosecution has ruined this young man's life and put him and his family through hell.

"Billy was forced to confess to federal crimes with promises of his imminent release. He was given both a carrot and a stick, so some prosecutor could get his dues. It's all too familiar a story."

A clemency request has been submitted by the Foreign Office for Billy's release and a petition set up by the family has attracted almost 160,000 signatures.

"We pray every day for Billy's release," said Billy's brother Alex.

A Foreign Office spokesperson said: "We are giving consular support to a British man who has been imprisoned in the UAE. We are in contact with his family in the UK."

Earlier this year, the UAE government said: "The General Directorate for Drug Control (GDDC) received a tip-off that Mr Billy Hood, possessed quantities of synthetic cannabis oil with the intention of selling.

"Consequently, Mr Hood was apprehended on 2 February 2021 and then charged with drug trafficking, following the search of the vehicle he was driving.

"Mr Hood was found to be in possession of quantities of synthetic cannabis oil, known scientifically as 'MDMB-4en-PINACA'.

"The police search of Mr Hood's vehicle found the cannabis oil, substantial amounts of cash, an electronic hookah, various storage bottles and boxes, and 570 individual cartridges to be used for substance vaping.

"Mr Hood was convicted based on evidence including the items found in his possession, information on his phone, third party statement, and his own confession."

It added that Mr Hood had access to an interpreter at all times, his ruling was made in accordance with UAE law, and that the substance in question has no therapeutic use.

Cannabis oil, or CBD, products have been around in the UK for a few years now. They have proved so popular here that, as a result, the UK has become the worlds largest consumer of CBD products outside of America. Eresoss Marketing Director, Jonathan Milbank explained: Studies have shown that CBD may be an effective natural remedy for insomnia by having a calming effect on the nervous system. But how much do you need to take and when? Is there a best way and are there any other uses for CBD beyond improving your sleep?

The first thing to say is that there isnt a set amount of CBD you need to take before bed.

Factors such as your weight, your age, your lifestyle, and other health conditions you have will all affect how much CBD you should consume, as well as how you ingest the CBD oil.

The reason for this, according to Jonathan is that, each method of dose-delivery has its own effectiveness and efficiencies associated with the bioavailability of the CBD.

The dosage you may need to take could vary from 25mg to 1,500mg in strength depending on the factors listed above. More studies though are being carried out to find out if there is a sweet spot.

With regards to when you should take your CBD oil, there is fortunately far more agreement and certainty.

Jonathan said: "CBD should be taken at least an hour before you go to bed so it has time to take effect before you fall asleep".

As a rule, Jonathan recommended "leaving an hour before sleep allows time to seek the efficacy of when the CBD has kicked in".

As with the amount of CBD to consume, the optimum time for you to take it before bed may depend on your lifestyle, height, weight and existing health conditions.

DON'T MISS

The most effective way to take CBD before bed is to inhale it, but not through a vape, but through an inhaler. By inhaling, Jonathan said the CBD will, "enter your bloodstream faster than most other delivery methods".

Other options include using sleep mist; the benefits of this are that not only will you inhale it you will absorb it through your skin throughout the night.

When CBD has been tested on large groups of people they have found that it helps users sleep; one study found that over 60 percent of users found their sleep had improved within the first month of taking CBD.

But there are other uses of CBD, outside of improving how quickly we fall to, or how well we sleep.

Studies have found that CBD oil can help relieve the symptoms of other conditions such as anxiety, stress, pain, epilepsy and Parkinsons disease.

In those with epilepsy it has been found that taking CBD not only reduces their anxiety in the short but also the long term when it is taken in doses ranging from 300mg to 600mg.

In those with Parkinsons disease CBD, in combination with other Parkinsons drugs, has been shown to reduce psychotic symptoms with no adverse impact on the patients cognitive signs and no side effects.

CBD has also been found to reduce nerve and back pain by reducing inflammation and interacting with neurotransmitters.

Scientists have also experimented with combining CBD and THC (a psychoactive compound in Cannabis) in the treatment of arthritis and MS.

Whilst these are small scale investigations and trials, the evidence so far suggests that CBD could be a new frontier in the treatment of both every day and chronic conditions.

Before then, more investigations and studies need to be done, not only to establish the potential of CBD but also its overall effectiveness.

For now, however, it joins the pantheon of products, methods and procedures available to you to have a better nights sleep.

OPINION: I was lucky enough to spend a few days in the South Island last week, ferrying an old car from Timaru to Wellington.

As well as being able to enjoy some of the South Islands God-given macadam in a 40-year-old GT car, it gave me the chance to pop in on some old mates. One of these was Dion, an old family friend who lives in a retirement village outside Christchurch.

Dion led an active life, spending 50 years farming in Canterbury and the high country. Hes a good horseman and even better fisherman, which is what he did for the next 20 years.

From the salmon of the Rakaia to the monster trout of Benmore and whitebait runs in Haast, he outlived two wives and ended up having to move to a retirement village a couple of years ago aged 88 and suffering from spinal pain and arthritis as result of his physical life.

But what he really found tough was losing his independence. He made a poor invalid. This resulted in him suffering panic attacks and hypertension. With the help of some professionals he tried a variety of antipsychotic drugs to level up with. But the side effects were tough and they didnt seem to work.

Earlier this year he suffered a panic attack while being visited by a couple of younger friends. One of them took cannabidoil (CBD) to help her sleep, and offered Dion an eyedropper of the olive-oil like compound.

Doctors are still very cautious about prescribing CBD oil.

While Dion had always enjoyed Speights and the odd bottle of Highland Park, hed never tried cannabis (in any form) in his life. But he thought what the hell and put the dropper full under his tongue.

Within minutes he started to calm down and got his breathing under control. He reckons it was like the scary fog parting and the sunlight coming through.

Dion then set about getting himself a supply of CBD oil. The rest home was circumspect and uniformed. So, he went to his doctor. She was also cautious, having never prescribed any before.

She was in good company. According to the New Zealand Medical Journal, 79 per cent of GPs in New Zealand have concerns about prescribing medical cannabis. And its not surprising.

Doctors have had little solid research on the benefits of CBD oil (or tinctures or creams) and have a legal and ethical obligation to do no harm.

Dion then spoke to the local chemist. He was surprised to find the chemist was happy to supply it, having found an approved supplier soon after the Medicinal Cannabis Scheme came into effect in April last year.

An old hippy neighbour at the rest home told Dion she could hook him up with the local green fairy, but that sounded dodgy. And Dion is not a dodgy man.

He ended up finding a Wellington doctor who was among the 21 per cent of doctors who are happy to provide medicinal cannabis to patients, and specifically felt CBD oil could help Dion and not react negatively with the other medication he was on.

Mike O'Donnell: According to the New Zealand Medical Journal, 79 per cent of GPs in New Zealand have concerns about prescribing medical cannabis.

A Zoom consultation then resulted in the CBD doctor writing to Dions doctor and the rest home supporting an initial 25 millilitre bottle. And finally, Dion got his bottle of dope.

The great news is that he reckons its working and with no side effects. The bad news is that this process took the best part of three months.

Thats bad for patients and its bad for a fledgling local industry where 40-odd companies are trying to get off the ground.

So, if you or someone you know reckons CBD oil could help with pain management, mental health or insomnia, whats the best approach? From what Ive been able to find out, there are four basic steps.

First do your research. Find some solid proof that CBD (in some format) has been found to address the symptoms or the cause of the ailment. Likewise, talk to local pharmacies to confirm that they have access to the products.

Local medicinal cannabis company Ora Pharm provides an online portal which is useful to help reach evidence-based decisions around using medicinal cannabis. Theres also a pretty handy app for integrating CBD oil into your broader healthcare.

Second, email your GP with the finding of your research and your wish to trial the medication. Note the fact that for a year now medicinal cannabis in the form of CBD has been able to be prescribed for medical conditions. Make clear that you are not after products containing THC.

Third, book yourself an appointment with that GP to make your case. Probably a double appointment so that the discussion isnt rushed. All going well, they will agree to a small trial so see how it goes.

If your GP is unconvinced that its in your best interests, then find yourself another GP. Currently there is no website that I can find that does this for you, so you will need to do a bit of searching online or chat to the Medicinal Cannabis Council.

Hes no dope head, but dear old Dion reckons the stuff works. And hes not the only one.

Now the system just needs to normalise to ensure patients receive the benefits and the fledgling local industry can go ahead and flourish.

Here’s What Damian Lillard Tweeted About The Las Vegas Raiders On Sunday – Sports Illustrated

All-Star point guard Damian Lillard sent out a tweet about the Las Vegas Raiders on Sunday, and his post can be seen embedded below from his Twitter account.

It's no surprise that Lillard is a Raiders fan, because he is from Oakland, California, where the team used to play.

On Sunday, the Raiders lost to the Washington Football Team 17-15 in Nevada.

Meanwhile, Lillard is currently missing time due to an abdominal injury (see tweet below from the Trail Blazers).

The Trail Blazers are currently 11-13 in their first 24 games of the 2021-22 season, and got blown out by the Boston Celtics on Saturday 145-117 in Oregon.

They will play their next game on Monday night against the Los Angeles Clippers at home.

In the last two seasons, the Trail Blazers have lost in the first round of the playoffs.

Las Vegas Raiders: Winners and losers against Washington Football Team – Silver and Black Pride

For all the talk about how this years Las Vegas Raiders team is different, they sure do look the same.

With yesterdays loss to the Washington Football Team, the Raiders have now lost four out of their last five games and their playoff hopes are dwindling. If they do end up watching the postseason - which seems very likely - it will make the third year in a row the team started the season off hot, only to flame out down the stretch. Granted, this years collapse started with a 5-2 record, and the previous seasons started at 6-4, so I guess 2021 technically is different.

Anyway, enough of that rant and lets move on to Las Vegas winners and losers from Sunday.

With Darren Waller out of the lineup, the Raiders needed someone within the receiving corps - multiple people really - to step up and Hunter Renfrow did exactly that.

Renfrow was targeted 10 times yesterday and caught nine passes for 102 yards, making it the first time hes cracked triple-digit receiving yards in back-to-back games since Weeks 16 and 17 of his rookie season. Of his nine receptions, seven went for first downs, which ranks tied for second among receivers so far this week, to go along with a 109.2 passer rating when targeted and two forced missed tackles. Also, 81.7 PFF receiving grade is currently good enough for sixth-best at the position.

To be honest, we should come to expect this from the three-year pro at this point. Hes become one of the most reliable offensive players on the team and is emerging as one of the best slot receivers in the NFL. PFF has him as the sixth-highest graded slot receiver for the entire year, and hes only 240 yards away from being the organizations first 1,000-yard wide receiver since 2016 when Amari Cooper and Michael Crabtree broke that mark.

In a year thats been filled with inconsistency, the third-down slot machine seems like one of the players - and maybe only player - to show up and produce week in and week out.

Staying with Las Vegas wideouts, well flip the script and talk about underperforming one, Zay Jones.

Jones was targeted six times and only managed to have three catches for 21 yards against the Football Team. Beyond a middling stat line, its the missed opportunities that he left on the field which were the most infuriating.

With about 2:30 remaining in the game, the Raiders had a third and seven from the Football Teams 18, and Carr targeted Jones on a corner route. The pass fell incomplete and Las Vegas settled for a field goal that proved to be the difference between winning and losing.

Carr put the ball in a good spot, towards the back of the endzone and away from the defenders, but Jones started running with his hands out when the ball was in the air instead of showing them late, which slowed him down. Continuing to run your route and flashing hands as late as possible is just wide receiver 101.

Even so, the five-year vet had another opportunity to put the game away on a deep bomb at the end of the game. Complain about the lack of a pass interference penalty all you want, but the ball hit him in the shoulder and should have been caught as his ball tracking continues to be an issue.

Its the little things that hes not executing that are making the difference which is more frustrating since hes been in the league for several years now.

When Henry Ruggs was released, Jones had a perfect opportunity to emerge as a potential top target moving forward for the Silver and Black, however, he has proven to be the exact opposite. In Weeks 1-7, he was targeted seven times for six receptions, 115 yards and one touchdown. Since then, hes had a larger volume of targets with 22 but only has 11 catches for 142 yards and zero touchdowns, not the production the Raiders are looking for or need.

What might have been the biggest surprise of the day for Las Vegas is Brandon Parker played arguably his best game of the season.

He earned an overall grade of 75.5 from PFF and had marks of 73.5 as a run blocker and 75.4 in pass protection. While those numbers may not seem all that impressive, his overall and run-blocking grades are the second-highest hes had this season and thats the highest pass protection grade hes received.

Granted, Parker did give up a sack but that was the only pressure he surrendered and it came on a longer developing pass play where he lost late in the rep. Also, this was just the second game in the last six that he wasnt called for a penalty.

The fourth-year pro still has a lot to prove in these last five contests to stick around next year, but yesterday was certainly a step in the right direction. The real and more difficult test will come next week when he lines up across from Melvin Ingram, Frank Clark and the red-hot Cheifs defense.

When Rich Bisaccia took over as interim head coach, he entered a uniquely favorable position. Most of the time when someone takes over midseason, theyre inheriting a bad team with no shot to make the playoffs and its the new coachs job to just get everyone through the season.

However, Bisaccia took over a squad with a winning record and a roster that was primed for a postseason push, only to fall to .500 and seemingly lose any hopes at making the tournament.

To make matters worse, he was quoted after the game by The Athletics Jimmy Durkin saying: If youre results-oriented all the time, then youre just looking at the scoreboard and spending your life up there.

That statement would be fine if Bisaccia was a traditional interim head coach of a young team that had a losing record, but again, that isnt the case. Its almost like he doesnt realize hes interviewing for the full-time job and winning games is exactly how hed land the gig.

But beyond the man in charge, yesterday was an absolute failure by the coaching staff.

Greg Olsons offense has now scored more than 16 points just once in the last five games, and even Gus Bradley doesnt have much of a leg to stand on after the defense failed to keep Washington off the scoreboard on their two-minute drive.

At the end of the day, its pretty telling that the Raiders consistently and significantly play better on short weeks than longer ones, as they had 10 days to prepare for the Football Team. With more time to game plan, coaching plays a bigger factor in the game and the Silver and Black dont seem to have the upper hand in that department, regardless of the opponent.

Its been a quiet first season for Divine Deablo. Heading into yesterdays game, he had only recorded 27 defensive snaps and four total tackles on the year. However, an injury to Cory Littleton catapulted the rookie into more playing time on Sunday and he was able to take advantage of the extra reps.

Deablo took 38 snaps on defense against Washington and was Las Vegas' second-leading tackler with 11 in total, one tackle behind Denzel Perryman for the team lead.

Against the run is where the Virginia Tech product shined the most. He earned a 72.4 grade in that department, tied for 11th among Week 13 linebackers, and registered two run stops at a 12.5 percent rate, ranking tied for 14th and 12th at the position, respectively. Thats especially impressive considering he was coming off the bench cold.

Now, Deablo did struggle in coverage a bit. He allowed four of four targets to be completed for 51 yards and a passer rating of 118.8 while earning a 51.7 coverage grade, so theres still some room for growth. However, one of those four completions did result in another defensive stop, meaning it wasnt like he was completely lost in coverage.

Also, shoutout to Malcolm Koonce who played in his first regular-season game and got his first NFL sack. If theres one silver lining from yesterdays game, its that the Raiders got some significant contributions from their younger players.

Heading into the game, I was very worried about how John Simpon would hold up against the likes of Jonathan Allen and Daron Payne, and it turns out my fear was warranted.

Simpson gave up four pressures, which is tied for the most hes surrendered in a single game and is tied for the fifth-most among guards this week, and he earned a 94.0 pass-blocking efficiency rating, the sixth-lowest at the position. To make matters worse, of the four pressures, one was a sack and the other was a QB hit so its safe to say he didnt do his job to protect Carr.

Even as a run blocker, the 2020 fourth-round pick struggled to hold his own. He earned a 40.2 run-blocking grade from PFF, which is his lowest mark since Week 2 and the third-worst among guards for the week.

The Raiders will likely be in the interior offensive linemen market this offseason and Simpson is running the risk of having his spot taken if he continues to play like this.
