Early voting results Tuesday leaned toward not amending the state constitution to expand sports betting to allow wagers involving New Jersey colleges or on events taking place in the state.

As of 10:07 p.m. Tuesday, with 38% of the vote in, 483,146 people had voted no (57%) to the question with 370,817 (43%) having voted yes. That was with 2,381 of 6,348 precincts reporting.

Betting on college sports or athletic events that take place in New Jersey is currently prohibited in the state. It's also prohibited to bet on an event in which a New Jersey college is a participant. If passed, the amendment wouldallow betting on those teams, but through a casino or racetrack.

In the second election question, voters were leaning toward allowing organizations that are permitted to hold raffles to keep the money to support themselves.

As of 10:07 p.m. Tuesday. with 37% of the vote in, 527,591 people had voted yes (64%) to the question with 297,277 (36%) having voted no. That was with 2,325 of 6,348 precincts reporting.

Currently, only veterans and senior citizen groups may use the net proceeds from those games to support their groups. Other groups that are permitted to conduct raffles may use the proceeds from those games only for certain purposes.

Pre-election polls by The William J. Hughes Center at Stockton University showed growing opposition to the sports betting amendment.

New Jersey voters will be asked to decide the fate of two gambling-related proposals in Tuesdays election one about removing restrictions on college sports betting, the other about helping more non-profits benefit from hosting games of chance.

In addition to races for governor, state Legislature, and local offices, voters will be asked a pair of public questions on the ballot, determining whether the state constitution should be amended to:

Neither referendum has gotten much attention in this otherwise big voting year. There havent been major billboards or television ads supporting or opposing either one. And polls show the sports betting question isnt a sure thing.

So heres a closer look at each question as you prepare to head to the polls.

New Jersey legalized sports betting here in 2018 after winning a highly publicized court fight. And so far, its been profitable. The state has surpassed Nevada in sports wagering and last month became the first state to take in more than a $1 billion in sports bets in a single month.

But under current state law, you cant place bets in New Jersey on college sports teams located here or college sports events that take place here. That means no betting on Rutgers football or Seton Hall basketball. You have to drive to Delaware, Pennsylvania, or some other state to do so.

In fact, New Jersey is the only state with legal sports wagering that doesnt allow bets on in-state college sports.

If this referendum passes, that would change. It would allow legislators to change the law to permit New Jerseys casinos and racetracks to allow betting on all college sports.

Lawmakers said the original law excluded in-stage college teams and events to help prevent game-fixing. The fear was collegiate sports would be more susceptible because athletes arent paid.

But sponsors of the referendum say theyre confident in the states oversight.

They also say this will help bring in more money to help a casino industry that has struggled during the coronavirus pandemic.

We just thought it was time, said state Assemblyman Eric Houghtaling, D-Monmouth, a sponsor of the plan. It creates a broader range of people being able to bet on sports.

Still, its unclear whether the referendum has enough support to pass. A Stockton University poll released Thursday found 51% of likely voters in New Jersey oppose the amendment, compared to 37% in favor. A Fairleigh Dickinson University survey released Friday showed 41% are against it, while 39% back it.

There hasnt been much publicity around this ballot question, and a lot of people are going to miss it, or skip it, said Dan Cassino, the polls executive director and a government and politics professor at FDU. Its much closer than it was before, and there are many voters who arent going to make a decision about it until they get into the ballot box.

The full question on the ballot Tuesday is:

Do you approve amending the Constitution to permit wagering through casinos and current or former horse racetracks on all college sport or athletic events?

Currently, wagering is prohibited on college sport or athletic events that take place in New Jersey. Wagering is also prohibited on an event in which a team from a New Jersey college participates.

The other question on the ballot Tuesday isnt as glitzy. But it could affect local gatherings and events across New Jersey.

Currently, the state constitution allows only certain nonprofits, such as military veteran and senior citizen groups, to use the net proceeds from games of chance such as Bingo and raffles to fund their operations. If approved, this question would allow any nonprofit in New Jersey to do so.

Sponsors of the measure say it will help nonprofits that have face financial issues because of COVID-19.

State Assemblyman Gordon Johnson, D-Bergen, a sponsor, said this would help the more than 30,000 people employed at nonprofits in the Garden State.

These hard-working employees perform incredibly important jobs and the pandemic has dramatically impacted these programs ability to function, Johnson said. The net proceeds from game nights will provide much needed support for these organizations.

The full question on the ballot Tuesday is:

Do you approve amending the Constitution to permit all groups that are allowed to conduct bingo or raffles to use the net proceeds from those games to support their groups?

Currently, only veterans and senior citizen groups may use the net proceeds from those games to support their groups. All other groups that are permitted to conduct bingo or raffles may only use the proceeds from those games for certain purposes. They are not permitted to use those proceeds to support their groups. The amendment would allow the other groups that conduct bingo or raffles to use the proceeds to support their groups as well.

Marylands Sports Wagering Application Review Commissionwill meetat 10 am Thursday. On the agenda is the second set of approvals for five retail casino sportsbooks.

Hopefully there will be some clarification on what kind of timeline mobile MD sportsbooks will face before launching. One source told LSR the process is a mess that could delay launch until the 2022 NFL season.

Retail sportsbooks are expected to open this year.

Sports betting in Florida might be held up by lawsuits but the Seminole Indians are still working hard behind the scenes.

The tribe announced five pari-mutuel partners that will market its mobile Hard Rock Sportsbook.

The pari-mutuels will get 60% of the profits from customers they bring onto the app.

Nevada sportsbooks are alive and well despite the US expansion with a record $786.5 million in bets for September.

Colorado sportsbooks, meanwhile, reported $408.3 million in September handle, which was nearly double its handle for September 2020.

That growth in Colorado did not come cheaply, though. While operators reported $22.7 million in sports betting revenue, they deducted nearly $21 million in promotional spending.

Seventeen of the jurisdictions operating sports betting last September have reported with Illinois sportsbooks the only holdout. The majority of states reported handle growth of more than 30%:

The Week In Sports Betting News: Operator Conference Calls On Deck - Legal Sports Report

ST. LOUIS Voters could decide whether to legalize sports betting in Missouri, and several of the states sports teams are behind the push.

According to the Post-Dispatch,Missouri sports teams are trying to put a proposal to legalize sports betting on the ballot.

A Jefferson City lawyer filed nine ballot proposals this week on behalf of the St. Louis Cardinals, St. Louis Blues, St. Louis City SC, and the Kansas City Royals.

Efforts to pass a law allowing sports betting have failed for years in Missouris GOP-led legislature, so the teams are hoping to take the issue directly before voters. Money from taxing sports betting would be split between schools and roads under the proposals. Republican Senator Denny Hoskins has proposed several bills to legalize sports betting, but he warned that legalizing sports betting through the Missouri Constitution will mean lawmakers cant easily address any potential issues with the program once its enacted.

In Missouri, proposals need a certain number of voter signatures to be put on the ballot. Backers have not yet started collecting signatures.

s the latest operator to enter the newly formed Connecticut sports betting market, Sportech opened this week with three venues in sports bars across the state,as announced by the company on Monday.

After unsuccessfully applying for a sports betting license in Connecticut, the technology firm agreed on a 10-year exclusivity deal with the Connecticut Lottery Corporation to offer its sports wagering via the lottery.

Under the terms of the agreement, Sportech Venues Ltd, in conjunction with CLCs sportsbook provider Rush Street Interactive, will deliver sports betting across its retail estate while promoting CLCs online and mobile channel.

After a seven-day soft launch, Sportech can now start with its operations in three flagship sports bars in Stamford, Bradley and New Haven. Seven more venues are expected to be added through the next 15 days.

In an official press release, Sportech CEO Andrew Lindley said: The demand for sports betting has been around for many years now and following a successful soft launch we are delighted to be offering it to our customers. This is a significant step forward for our Connecticut business and further strengthens our relationship with the States gaming arm, CLC; and with Rush Street Interactive who are CLCs sportsbook provider.

Customer interest in sports betting continues to grow significantly in the US and we look forward to being a part of the story and to working with our partners and welcoming a new set of customers to our venues, he added.

The Connecticut Lottery Corporation, Rush Street Interactive and Sportech announced Monday October 25 the official launch of in-person sports betting at the first of 15 PlaySugarHouse retail sportsbooks in Connecticut. Players have been able to place bets at Sports Haven in New Haven since.

Rush Street Interactive and the Connecticut Lotteryhad already started their operations in the state back on October 13, whenPlaySugarHouse had its soft launch of online sports wagering through its app.For a week, PlaySugarHouseprovided its service to a limited 750-account audience across Connecticut, having its full launch on October 19 after a successful performance during that trial week.

New Jersey voters will be asked tomorrow if they wish to amend the states laws on sports betting to allow odds on athletic events involving Garden State colleges and universities. Recent polling suggests that the odds are long that the gaming ballot referendum will pass.

Public Question 1 is referred to as the Sports Betting on State College Athletics Amendment. The referendum seeks to allow state lawmakers to pass legislation that would permit oddsmakers to offer lines on New Jersey college sports, as well as collegiate events taking place in the state regardless of whether a state-based school is participating.

Under New Jerseys present law on sports betting, licensed oddsmakers can only offer lines on college sports that are not taking place inside the state, nor involving state-based schools.

New Jerseyans tomorrow will also decide whether Gov. Phil Murphy (D) receives a second term. Hes nearly a sure thing, as the latest odds on PredictIt give him a 94 percent chance.

Stockton University and Fairleigh Dickinson University are both of the opinions that Question 1 will fail.

Stockton revealed on October 28 that its latest polling shows a slim majority (51 percent) of voters opposing the constitutional amendment. Only 37 percent said they plan to answer yes to Public Question 1.

Stocktons October poll concluded that Question 1 opposition is only increasing. The university reported in September that 45 percent of likely voters would answer no to allowing state lawmakers to amend New Jerseys sports gambling regulations.

Fairleigh Dickinson, however, relays a different story. In July, a poll conducted by the university found just 25 percent of likely voters supporting Question 1. But last week, that polling number increased to 39 percent.

Despite the uptick of support in potentially allowing oddsmakers to offer bets on New Jersey college sports, Fairleigh Dickinson predicts Question 1 to fail. The October poll relayed that 41 percent of likely voters answered that college betting involving state schools should continue to be banned. Eighteen percent said they werent sure or planned not to weigh in on the issue.

There hasnt been much publicity around this ballot question, and a lot of people are going to miss it or skip it, explained Dan Cassino, a professor of Government and Politics at Fairleigh Dickinson University and the Executive Director of the poll.

The widespread expansion of legal sports betting across the US can be credited largely to New Jersey, which led to the effort to repeal the federal ban on such gambling. The Supreme Court in May of 2018 ultimately sided with the state in its legal contention that the Professional and Amateur Sports Protection Act violated the US Constitution.

The majority of the 30 states, plus DC, that have passed sports betting laws allow oddsmakers to take action on college events involving state schools.

There hasnt been any coordinated opposition in New Jersey to Question 1, nor has the referendum received much media attention. That has led to Cassino pondering whether adequate support might be realized on November 2.

Its much closer than it was before, and there are many voters who arent going to make a decision about it until they get into the ballot box, Cassino concluded.

While Connecticut, New Hampshire, and Rhode Island all offer legal mobile sports betting, New England peer Massachusetts wont have it in 2021.

Massachusetts is one of just nine states with a year-round state legislative session, and while over a dozen sports betting related bills are floating around Beacon Hill, coming to a consensus has proven to be an issue.The state, home to DraftKings, has politicians pushing for legal sports betting, but theres still a bit of a holdup, according to a recent report from MassLive.com.

This has absolutely been a top-tier issue, Sen. Eric Lesser, co-chair of the Joint Committee on Economic Development and Emerging Technologies, said in a recent virtual meeting. Its been something many of us have been working on, on almost a daily basis. And there are very active conversations going on.

Even with frequent dialogue, theres disagreement between members of the committee about whether or not to allow bettors to wager on collegiate sports. Lessers proposed legislation excludes college sports betting entirely, while other bills only prohibit wagering on in-state schools . The issue has been one of the key roadblocks to passing legislation for the last several years.

Why dont we get started where theres a consensus? Lesser said.

Rep. Jared Parisella, Lessers co-chair, shared concern about the idea of leaving out collegiate sports betting. Parisella fears that consumers will travel across state lines to place wagers if they arent able to bet on collegiate teams.

Besides losing money to New Hampshire or Connecticut, the latter of which launched statewide mobile wagering last week, stakeholders have long contended that banning any kind of wagering leaves the door open for the black market to thrive.

GeoComply, which provides geofencing across the U.S. and tracks where bets are being placed from, recently found a cluster of mobile wagers being placed from a Connecticut shopping center just off I-91 near the Connecticut-Massachusetts border.

Mobile sports betting isnt yet legal in Maine or Vermont.

In addition to consumers traveling across state lines to wager, Parisella worried about potential revenue losses should Massachusetts only allow gambling on professional sports. MassLive reported that annual tax revenue estimates for legal sports betting in Massachusetts could hover around $60 million. A 2020 estimate from research firm Eilers & Krejcik Gaming suggests a potential 25% loss of revenue if the state doesnt allow consumers to legally bet on college sports.

I personally think its time to do something, Lesser said. The goal is to get it right.

UEFA has made its first-ever deal with a sports betting data company that focuses on commercial data.

European soccers governing body has partnered with a sports gambling data company called Sportradar to provide information that will support UEFAs endeavors from the business side of sports betting.

UEFA had previously partnered with Sportradar, but the deal was predicated on the companys fraud detection system that combats match fixing not data that will help UEFA generate more revenue from the sports gambling space.

This is the administrative bodys first deal that focuses exclusively on how they can maximize their commercial earnings in sports betting.

European soccer generates an annual betting handle of over $600 billion. Compare that to the roughly $12 billion the NFL generates each year from sports gambling.

UEFAs foray into the sports betting space undoubtedly coincides with the recent expansion of the U.S. market, where each state has been free to legalize sports gambling since the Supreme Court struck down a federal ban in 2018.

The steps that UEFA have taken and the reasons behind them making the decision to commercialize in this space now is undoubtedly influenced by developments in the U.S., David Lampitt, the managing director of sports partnerships at Sportradar, told The Action Network.

U.S. viewership of the UEFA Champions League, UEFA European Championships, Premier League and other soccer competitions has steadily increased for years.

Sportradar will provide UEFA data regarding how the sports gambling market operates and how UEFAs content is valued in the market.

Sportradar has official partnerships with the NBA, NHL, MLB, NASCAR and FIFA to provide similar services.

The partnership will encompass over 1,500 matches through the 2023-24 season, including the 2024 Euros and each of the annual European club competitions.

In a corresponding move, UEFA and Sportradar have also extended their deal that provides anti-match fixing systems, a partnership that has been ongoing for the past 12 years.

We are very happy to enter into this partnership with Sportradar, who are a global leader in delivering sports data. It follows a long-standing partnership with the company as our official integrity partner, Guy-Laurent Epstein, UEFAs Marketing Director, said in a statement.

The combination of the two partnerships allows UEFA to engage more openly with the sports betting sector, giving greater access to market intelligence and support from both a sports integrity and a commercial perspective.
