Red list roulette: which countries will stay on the UKs highest risk travel list? – The Independent

The biggest shake-up in the UKs international travel restrictions since May 2021 is imminent.

Along with an easing of the testing regime for fully vaccinated travellers to the UK, it is likely that some countries will be taken off the red list which requires hotel quarantine for all arrivals.

At present, 62 countries are in the highest risk category. The government has said the criteria for inclusion on the red list are: Known variants of concern, known high-risk variants under investigation or as a result of very high in-country or territory prevalence of Covid-19.

Arrivals from red list nations must pay 2,285 (for a solo traveller) for 11 nights in hotel quarantine.

The Independent asked two Covid data analysts, Tim White and Ben McCluskey, to rate out of 10 the chances of each of a dozen popular nations being taken off the red list - 10 being most likely.

Which countries could be removed from the red list and why?

Mr McCluskey said: No other country stands out more than the Maldives for removal from the UKs red list. According to the latest data from NHS Test and Trace, nobody arriving from there since late-May has tested positive on arrival into the UK. Cases have been falling, over 60 per cent of the population is now fully jabbed, and more importantly the latest genomic sequencing data shows no variants of concern.

In addition, a number of nations have lobbied for removal from the red list. Earlier this week David Frost, chief executive of Satsa, representing Southern Africas inbound tourism industry, said: Every week the UK keepsSouthAfricaon its red list it erodes the vital economic and environmental ties between our two countries.

Mr White is keeping an eye on the Balkans where, three weeks ago, Montenegro was moved abruptly to the red list.

Serbia has moved to danger levels, but not at the rate Montenegro went red, said Mr White.

But Serbia has not uploaded genomic sequencing which may count against it.

In the Caribbean, Grenada has got worse and, on previous criteria, would very likely move to red. It could be the first nation to move from green to red in one go.

When will the red list end?

Two other commentators said the red list should be scrapped in its entirety.

Donal Kane, the analyst who tweets as @EvilDoctorK, said: There is really no justification for having a red list at all at this stage.

There should be liberal entry for vaccinated travellers from anywhere, perhaps with some surveillance testing.

Unvaccinated travellers would face tougher restrictions, he said but not hotel quarantine.

Robert Boyle of Gridpoint Consulting, said: The effort and resources expended on the red list public health theatrics would be better directed to improving vaccinations, disease surveillance and testing in countries that may pose a risk.

However, all indications are that there will be some form of red or unsafe for travel list for the foreseeable future.

The transport secretary, Grant Shapps, is expected to reveal the governments latest update to the UKs travel rules in a statement on Friday 17 September.

There are some advantages to playing mostly tank classes at the start of Final Fantasy XIV and the tank mounts are one of them. Every tank class has one exclusive mount.

Its the war lion for the Paladin, the war bear for the Warrior, war panther for Dark Knight, and war tiger for Gunbreaker. Upgrades that add armor to each of them can also be unlocked.

Its a long grind, however, that will test your dedication to being a tank player in FF XIV.

Each tank mount is essentially unlocked in the same way: by completing a certain number of duties. While all three of the first tank classes to be released have the same achievement to earn, the latest tank class, Gunbreaker, is slightly different.

For the Warrior, Paladin, and Dark Knight classes, the achievement to earn is But Somebodys Gotta Do It, which requires you to complete 200 high-level duties as the class associated with the achievement. Here are duties that are considered to be high-level:

The completion of unsynced duties counts toward progression, which means its possible to farm the mount alone in extreme trials from A Real Reborn. Its the fastest way possible of unlocking it, with a completion time of around one minute with gear over level 500. You can also look for a group who want to farm the mount and do it with them, which will speed up the process and make it more enjoyable.

If youre a main tank, however, youll get them without paying attention, provided youre fond of Savage raids or farm other mounts tied to high-level duties with an organized party.

The Gunbreaker gives space for a bit more freedom. Its mount achievement is called Tank you, Gunbreaker II and requires you to complete 200 dungeons over level 61, extreme and unreal trials, the dungeon level 50/60/70 roulette, or leveling roulette while playing the class.

You can check your completion progress at any moment in the Achievement window from the Character tab. Its located in the Battle category.

The upgrades offer armor for the mounts, which can suit your tastes better. The armored version of the war bear, in particular, is stunning. Theyre unlocked by earning the achievements But Somebodys Gotta Do It for each tank class and Tank you, Gunbreaker III for the latter. They require the same things as the previous achievements but with 500 completions this time.

The head of Sandy Bay First Nation's child welfare agency has been fired after financial irregularities were discovered, the Southern Chiefs' Organization alleged Wednesday.

Richard De La Ronde, who served as executive director ofSandy Bay Child and Family Servicesfor several years, has been terminated, the organization that represents southern Manitoba First Nations said.

Forensic auditors are looking into RADKA, a company owned by De La Ronde that has been receiving prepaid rent from the Children's Special Allowance fund to build CFS offices that are not complete. The child welfare agency's headquarters in Sandy Bay First Nation, about 130 kilometres northwest of Winnipeg, burned down in 2019.

Sandy Bay Ojibway First Nation Chief Trevor Prince said in an interview thatDe La Rondemaderentprepayments to his company forthe building, which isabout half built, until 2040an amount totalling roughly $3.3 million.

De La Ronde also owns the Winnipeg andPortage La Prairie offices ofSandy BayCFS and receives rent from the child welfare agency for those properties, Prince said.

The Southern First Nations Network of Care, which oversees First Nations child welfare agencies, tookover administration of Sandy BayChild and Family Servicesin June, after it noticed financial issues.An audit is being done byGrant Thornton LLP, the Southern Chiefs' Organization said in an email on Wednesday.

The child and family services agency is running a deficit and work is being done to correct that. Part of that work includes stopping payments on two personal credit cards belonging to De La Ronde and his wife, the emailsaid.

Auditors provided a preliminary report to the Southern First Nations Network of Care in August, with an interim report to be delivered in the coming weeks, the email said.

At this point, Prince alleges millions of dollars have been taken from the CFS agency, which has about 100 children in its care, although he doesn't yet know exactly how much.

"That's basically like stealing from the kids," said the chief, who was elected in October.

"We're going to do what we can to get whatever funds we can back to where it's supposed to be."

CBC News has not been able to reach De La Ronde for comment.

He's listed as having a home in West St. Paul, Man., which has thesame address as RADKA, his company. CBC News visited De La Ronde's home, but he didn't answer the door.

The Manitoba First Nations Police Service says it's been notified of the allegations and is investigating. No charges have been laid as of Wednesday.

On Tuesday, the SouthernFirst Nations Network of Care gave a public update on the audit that outlined just a few of the alleged irregularities, said Randal Roulette, a Sandy Bay Ojibway First Nation councillor.

"It's kind of unsettling," he said about what they've found so far.

"We're right in the thick of it, right in the middle of the investigation. Thank goodness to the Southern Network of Care coming to provide support for us. We're going to be working very closely with them to make sure we take back control of our agency."

The First Nation is also doing its ownreview of the child welfare agency, Roulette said. The fileswill be handed over to police, he said.

Roulette is worried about the children who are in care.

"Obviously if there's no money to be providing certain services for the children, the services are going to suffer," he said.

"It's going to put the agency in a situation where they're going tobe in debt for a very long time."

AN MP has added his full support to a group aiming to change football for the better.

The former Liberal Democrat leader Tim Farron, the MP for Westmorland and Lonsdale, has given his full support to Fair Game in a bid to reboot football.

Fair Game is a group of 29 value-driven football clubs supported by 40 world-renowned experts hoping to change our national game for the better. Last week Fair Game outlined its final proposals in the 48-page document Putting Pride Back In The Shirt.

Mr Farron said: The structures of our national game are broken. Owners are allowed to play Russian roulette with the history and traditions of their clubs. Financial sustainability seems to be an almost alien concept and the connect with local communities is waning.

The well-run clubs, such as Carlisle, are having to run to stand still in a system that does not reward good behaviour.

That needs to change. Fair Games Sustainability Index does that.

That would be transformational not just for football, but for all of our communities up and down the country and I hope it finds cross-party support and is part of Tracey Crouchs final report."
