Thirty years ago this week, the Kumeyaay Indian Viejas Band opened a $ 4.5 million casino on the Interstate 8 settlement near Alpine.

The next Juukan Gorge? Concerns over proposed excavation around another Indigenous site – ABC News

The fallout over the destruction of Western Australia's Juukan Gorge rock shelters is being felt at another mine in Queensland's remote north-west.

A group of Indigenous elders is trying to stop the proposed excavation around a sacred site known as Magazine Hill, located on the edge of the New Century zinc mineat Lawn Hill, about 250 kilometres north-west of Mount Isa.

"I'm never going to work in the mine, no way in the world, because they're the dirtiest bastards on the earth," said Clarence Walden, one of a number of Waanyi elders fighting to save the site.

"It's really, really dangerous, and that's why the old people didn't want us to take it before they even put a shovel down there.

"It's so sacredthat our life depends upon it."

Unlike the Juukan Gorge controversy, the authorised Indigenous corporation has agreed to mine work adjacent to Magazine Hill, in exchange for compensation and a mine services employment agreement through a joint venture with the Downer Group.

"This is something that will, I guess, bring about economic development and financial independence, [moving] away from not just waiting for handouts," said the chair of Waanyi Native Title Aboriginal Corporation, Alec Doomadgee.

However, Mr Doomadgeesaid, negotiations forthe Waanyi community over the mining proposal had been "very painful" for its members.

"Because what happens is the system when I talk about the system, I mean big business, mining companies, the state government, Im talking about all the powers that be they create confusion and division and ugliness between First Nation people," he said.

The original Century minewas developed in the 1990s.

Mr Walden was chair of the United Gulf Region Aboriginal Corporation at the time and was a strident mine critic during negotiations.

"What Century has put on the tablewouldn't feed my dogs. My dogs wouldn't get a feed out of it," he told a media conference in 1996.

More than 25 years laterlaterhe is still fighting.

"I fought Century from day one and I'm still fighting the bastards, and I'm not going to give up," he told 7.30.

The Century mine did secure a royalty deal with Indigenous communities and went on to become one of the largest zinc producers in the world.

However, relations with Indigenous communities were sometimes troubled, with a nine-day sit-in protest in 2002 over employment opportunities and the management of ceremonial objects found on the mine site.

"Unfortunately, it's a sad fact, from the moment they dug, they destroyed sacred sites on Waanyi country," Mr Doomadgee said.

Over the mine's 16 years of operation, a number of sacred sites were demolished, but Magazine Hill traditionally used as a camp site for recently initiated men was left standing.

The mine ceased operations in 2015 and was sold to New Century Resources two years later.

Its new owners announced plans to re-treat the mine tailings and mine the remaining zinc deposits, including an area known as South Block adjacent to Magazine Hill,which the company argued was unstable.

And this opened a split in the Waanyi community.

Mr Doomadgee who took part in the 2002 sit-in said there was widespread consultation over whether to approve a cultural management plan to excavate around the sacred site.

He said the vast majority of Waanyi decided to accept the proposal at a meeting at the Adel's Grove campground three years ago.

"I think it was about 80 per cent of people voted to go ahead with the contract and [to] go ahead with a cultural area management plan," he said.

However, since then,some elders have questioned the validity of the vote.

"I don't think it has been carried out properly," Waanyi elder Kevin Cairns said.

"You might have a fair number of people on that register but they're not Waanyis.

"The real Waanyi people are the ones actually standing up and fighting them."

Although New Century Resources advised the Waanyi at the time that the hill was unstable, the company has since said it is seeking a second engineering opinion.

"Not interfering with Magazine Hill is New Century Resources' preference," a spokesman told 7.30.

"This option is being thoroughly investigated."

Mr Doomadgee welcomed the news, although he noted the company's previous advice.

"If you've ever seen Magazine Hill, it's actually right on the edge of the pit wall it's on the edge," he said.

"Look, I'm no expert.I'm no scientist.I'm no geologist.But I think, eventually, it probably will fall in."

Despite the prospects of a new mine employment agreement, Waanyi elder Barry Dick questionedthe benefits that 16 years of mining hadbrought to his gulf community of Doomadgee.

"They made a lot of promises.We never saw that promise," he said.

Earlier this year, aSenate inquiry into the destruction of the 46,000-year-old Juukan Gorge caves heard evidence about the Magazine Hill controversy.

The inquiry is investigating whether state and Commonwealth heritage laws are causing harm to traditional owners, and its interim report found the federal government may need to overhaul legislation, describing the destruction of sacred sites as "vandalism".

CBD Oil for Autism: Can It Help? – Healthline

ASD describes a group of neurodevelopmental conditions. There are five subtypes identified in The Diagnostic and Statistical Manual of Mental Disorders, Fifth Edition (DSM-5), a guide published by the American Psychiatric Association.

ASD is diagnosed more often in boys than in girls, and instances of ASD may be increasing. Symptoms usually present early, between 12 and 24 months, but they can also begin to appear earlier or later in life.

The DSM-5 classifies symptoms of ASD into two categories:

A diagnosis of autism happens when a person displays all three symptoms from the first category and at least two from the second.

CBD is one of the many compounds found in the cannabis plant. Its associated with health benefits, such as pain relief, improved sleep, and relief from anxiety disorders and addiction.

There are three types of CBD:

At this time, research is limited about the benefits of CBD for autism.

A 2018 study found that CBD oil may be effective in improving ASD symptoms in children, but the study advised that efficacy and safety should be further evaluated with large-scale clinical trials.

A smaller 2019 study looked at the effects of CBD for the treatment of autism symptoms in people with epilepsy. The study found improvement in all but one of the 15 people undergoing treatment.

Another 2019 study of 188 autistic people concluded that cannabis seems to be well tolerated, safe, and effective for symptom relief.

Finally, a 2020 study reviewed the therapeutic role of CBD in mental health, including as a treatment for ASD. It described CBD and CBD-containing compounds as helpful in alleviating symptoms.

Ongoing trials are currently investigating whether CBD has an impact on behaviors sometimes associated with ASD, including irritability and aggressive behavior, and whether it might reduce severe behavior problems in autistic children.

In general, the effectiveness of CBD may depend on the type. Some research suggests that taking THC and CBD together, along with other compounds in the cannabis plant, is more effective than using either cannabinoid alone. This theory is called the entourage effect.

Remember, a full-spectrum CBD product retains all the components of the plant and up to 0.3 percent THC. Thats not enough to feel high, but it could amplify the benefits of CBD.

While the current research is promising, theres still not enough evidence to conclude that CBD is definitely helpful for ASD.

Keep in mind that CBD is not a cure-all, and that there are currently no Food and Drug Administration (FDA) approved over-the-counter CBD products.

CBD interacts with the bodys endocannabinoid system (ECS). The ECS is active whether you use cannabis or not, and it plays a role in regulating internal processes, like mood, sleep, metabolism, and immune response.

The system has three parts:

While THC can bind to both CB1 and CB2 receptors to stimulate a range of effects, CBD interacts with the ECS differently. Instead of binding to CB1 and CB2 receptors, its thought that CBD may prevent endocannabinoids from being broken down, which means they have a greater effect on the body.

Another theory is that CBD binds to a receptor that hasnt yet been discovered.

The FDA recognizes the potential benefits of CBD, but notes that more research is needed.

The FDA has only approved a single prescription CBD medication (Epidiolex), which is for the treatment of epilepsy. No over-the-counter (OTC) CBD products have been approved.

In an assessment on CBD, the World Health Organization notes that its generally well tolerated and has a good safety profile, with no effects indicative of potential for abuse or dependence.

Still, there are potential side effects. These can include:

CBD can also interact with some medications. To avoid potential issues, its important to speak with your doctor before trying CBD.

This is particularly true if youre considering CBD for your child, as they may react differently to the compound than adults do.

Since the FDA doesnt guarantee that OTC CBD products are safe or effective, consumers must be responsible for shopping wisely.

While more research is needed to verify whether or not CBD is effective for managing symptoms of ASD, early results are promising.

If you work in the cannabis industry or just love a good excuse to toke, you know one weed holiday a year is far too little for an herb that is so important to so many. 1 in 3 Americans live in a state where cannabis is legal now, and cannabis and CBD are being used to aid with symptoms of epilepsy, cancer, autoimmune disorders, and many other conditions around the country. You can even get a college degree in cannabis. So why not celebrate it year-round?

Good news you can.

Though less well-known, there are five other cannabis holidays besides 4/20 that are celebrated around the country. And the best part? Cannabis businesses will often offer product discounts on these days.

Put these on your calendar to optimize later, whether it be for business or, ahem, personal reasons.

April 20th: 4/20

The cannabis-enthusiasts year starts with the most widely recognized stoner holiday of all. The king of stoner holidays, if you will. The day thats so big, Willie Nelson called on President Biden to declare it a national holiday this year.

But besides being the most well-known cannabis holiday, the origins of 4/20 are more mysterious. One widely accepted belief is that 420 was the penal code for cannabis in California at one point, but theres no evidence to support that idea.

Another theory is that a tradition of smoking weed at 4:20pm every afternoon was adopted by a group of California high school students, and the ritual spread throughout the country until someone had the idea to make the day April 20th, 4/20, a day to celebrate weed. Documents supporting this claim have been published, but their validity remains unclear.

However it came about, the day has taken on a life of its own in the cannabis industry. According to Headset, a Seattle-based cannabis data firm, April 20th has consistently been the biggest day for cannabis sales in the U.S. each year since 2016, when states first began legalizing recreational marijuana.

June 18th: Jack Herers Birthday

A titan of cannabis history, Jack Herer was one of the most passionate and outspoken cannabis activists in the 70s, 80s and early 90s. He founded and served as the director of the organization Help End Marijuana Prohibition, or HEMP, and also authored The Emperor Wears No Clothes, a book on the case for legalization. It was this book that won him the nickname The Emperor of Weed.

In 2016, Leafly suggested recognizing Jack Herers birthday as a day to commemorate all cannabis activists, past and present, who have dedicated their lives to ending the prohibition of marijuana. Today, this makeshift holiday is observed by many cannabis consumers and business owners around the country.

If you want to celebrate Jacks birthday right, try the sativa-dominant hybrid strain named in his honor.

July 10th: Oil and Concentrate Day (A.K.A. National Dab Day)

Dont worry, dabbers theres a weed holiday for you too.

While most cannabis holidays are celebrated in smoking circles, July 10th is reserved for cannabis oil and concentrate enthusiasts. Why this day, you ask? Well, because July 10th is 7/10, and if you flip the number 710 over, it looks like the world oil, obviously.

No one knows exactly how the holiday originated, but legend has it that the rapper TaskRock first brought it up in a chat room where people were discussing their distaste for the traditional 4:20 smoke sesh time, and the idea stuck. Now, you can enjoy discounted cannabis concentrates every 10th of July. And dont forget to take a hit at 7:10pm.

August 8th: National CBD Day

Not to be overlooked, August 8th marks a celebration of the nations favorite non-intoxicating, anti-inflammatory cannabis compound: CBD. National CBD Day was officially recognized as a holiday in 2017 by National Day Calendar, a firm that promotes holidays on social media to help companies market themselves. The idea was pitched by cbdMD, a North Carolina-based CBD manufacturer, who felt it was high time we took a day to raise awareness of the healing properties of CBD, and all it has done for many people facing mental and physical health challenges.

Now, manufacturers are offering discounts and using the hashtag #NationalCBDDay to promote their brands every August, and the concept seems to be gaining traction. In 2019, National Day Calendar estimated about 100 million people were aware of National CBD Day.

October 5th: Commemoration of the Victims of Prohibition

On October 5th, 1937, Samuel R. Caldwell and Moses Baca were arrested at the Lexington Hotel in Denver, Colorado on cannabis-related charges. The arrest occurred three days after the Marijuana Tax Stamp Act was passed in congress. The bill effectively criminalized the distribution and cultivation of cannabis, and Caldwell and Baca are believed to be the first men arrested on cannabis charges in the Untied States. Caldwell, who served out his sentence of four years of hard labor, died just after his release.

In recent years, cannabis-enthusiasts have taken this day to remember these men and the many others who have faced life-altering sentences because of the criminalization of cannabis in the United States.

November 6th: Legalization Day

If the cannabis community had an Independence Day, this would be it. It was on November 6th, 2012, Colorado and Washington became the first two states in the United States to legalize recreational marijuana.

Its a hugely important day to celebrate for obvious reasons, and theres more to celebrate each year. Today, recreational marijuana is legal in 19 states. One toke for each state, anyone?

Worthy of note:

While cannabis holidays are a great time to offer discounts and promote your brand, keep in mind that these arent the only days you can do that. Be sure to capitalize on federal holidays and weekends your customers will be off work and looking for something to do. Labor Day weekend, for instance, brings in some of the most multi-day cannabis sales each year for cannabis business, right behind the week of 4/20, and the holiday season is highly lucrative for the cannabis industry as well.

Also bear in mind that many businesses offer discounts for celebrity stoner birthdays. So if you cant name what day Snoop Dogg graced us with his presence in the world, you might want to fix that.

Ongoing troubles over licensing lead to another arrest in Portugal – HempToday

Prominent hemp entrepreneur and activist Hugo Monteiro was arrested on drug charges in Portugal last week amid a lingering, contentious situation between hemp businesses and the government.

Monteiro, a hemp farmer and producer, and a founding member of the Agricultural Cooperative of Hemp Producers (LUSICANNA) in Portugal, was taken into custody last Thursday, Sept. 9 by the National Republican Guard (GNR) in Serpa, in the district of Beja in the central Portuguese region of Alentejo.He was released during a hearing of the Serpa Judicial Court on Friday.

Monteiro is among several Portuguese hemp farmers who have criticized the countrys General Directorate of Food and Veterinary Medicine (DGAV) forfailing to providehemp growing authorizations until it was too late to plant hemp for fiber and grain this year.

And he is not the first hemp farmer in Portugal to suffer arrest. Most recently, police in July arrested long-time hemp grower Barry McCullough, who was also raided by officers of the GNR, in the Estremoz municipality of vora, also in the Alentejo region. Agents seized plants, juices, dried and packaged goods, and planting seeds in that raid, along with McCulloughs mobile phone and computer. He was accused of drug trafficking.

In that case, GNR admitted it could not distinguish hemp from marijuana and referred materials seized from McCullough to the Scientific Police Laboratory.

The same seems to be true in the case of Monteiro. Cannareporter.eu reported that an officer who answered the phone in Beja Territorial Command said he was not sure whether the seizure from Monteiro was marijuana or hemp.

In Monteiros case, police confiscated 944 cannabis plants, 30.50kg of cannabis extracts, 58kg of seeds, 24 bottles of cannabis oil, 2,500 meters of watering hose, a tractor, two laptops, a mobile phone and more than 64 liters of fertilizer.

Monteiro,who has been a vocal critic of DGAV, had sent a letter to the agency Aug. 27 expressing frustration over licensing delays, and indicating he intended to plant a hemp crop. Ten days later he was arrested by GNR and told that his farming application to the DGAV had been rejected, according to Cannareporter.eu.

Several farmers in Portugal are known to have put in hemp this year without having specific regulatory approval, presumably as a protest againstDGAV licensing delays and to keep their businesses going.

Licensing is not the only challenge to hemp in Portugal. CannaCasa, the Portuguese hemp association, has repeatedly tried to get clarity on hemp from the DGAV in light ofchangesbrought on by a European Court of Justice case last year which settled key questions about the legality of CBD.

Portuguese hemp stakeholders have also criticized rules in a new law covering medical cannabis and hemp which they say put undue burdens on the industry, and are calling for key changes. The law, which took effect earlier this year, covers licensing for the cultivation, manufacture, wholesale trade, transport, distribution, import and export of cannabis-based substances for medical and industrial uses.

Industry representatives have said the government failed to consider the concerns of hemp stakeholders in establishing a legal framework for hemp despite the industrys many efforts to help shape reasonable rules.

We have hereby cleared up some misunderstanding in relation to our industrial hemp cultivation operation.

We have been producing biologically aromatic and medicinal plants in the Vale do Guadiana Natural Park, in Serpa, since 2015. We were supported in the context of installing young farmers.The first few years were very difficult due to the extreme drought that took place, which led us to increasingly look for resilient crops that would allow for greater added value.We left perennial irrigated crops and opted for perennial rainfed crops, such as Rosmaninho Branco, Rosemary or Perptua das sandy.We have experimented with ancestral crops such as true saffron (Crocus sativus) with great success, as it is a crop suitable for poor soil, which does not need water and has high added value.

Since the beginning, we have adopted techniques for regeneration of poor soils, namely the cultivation in K-Line lines that allow the retention of water in the soil and, in the long term, the increase of the humus layer.We practice Biodynamic Agriculture which has allowed us to recover ancestral farming techniques such as tuning in to the lunar calendar and the position of the main constellations.All these techniques show good results in our productions and especially in the regeneration of our farm.

After the big losses of 2017 and 2018, we were selecting what this land could give us.We decided to invest in the production of essential oils, as we had very positive experiences with our plants in distillation.This decision set our current course.We cannot produce large quantities, as we do not have water, but we can produce plants with a high content of essential oils, as the climate favors it.

It was in this sense that the opportunity for industrial hemp arose.We started in 2018 with the first plantation, completely on an experimental basis.We were the first hemp essential oil producers in the country, which makes us very proud.I should mention that hemp essential oil does not have any amount of cannabinoids, as they are all eliminated by the temperature of the steam.It only has terpenes, like the other oils we make.We currently distill eighteen plants from this region.Hemp is without a doubt our innovation.

As an experimental culture, it was a success, as the adaptation to the region was good.Since then we have been improving the mode of production with all the existing institutional constraints.I must emphasize that we have always complied with, or have tried to comply with, the regulations for the crops in which we invest.Hemp was no different.We made all the procedures to have our operation regularized.

In 2020 the DGAV refused the authorization we requested and in early 2021 we started the authorization request.Since February, we have been answering questions that are requested by you.We have all the necessary requirements and we consider your delay to be very detrimental to our campaign.
