Joe Biden and the Blessed Sacrament | Napolitano – New Jersey Herald

The dispute over whether Roman Catholics who facilitate abortions should be permitted to receive the Blessed Sacrament appears to be coming to a head as President Joseph R. Biden Jr., a public Roman Catholic and public abettor of abortion, continues to attend Mass regularly and receive.

The Church has condemned abortion as being among the gravest of sins. To Catholics, the baby in the womb is a distinct human being who enjoys the right to live, and the Blessed Sacrament is not a symbol; it is substance. It is the body, blood, soul and divinity of Our Lord and Savior Jesus Christ, and there are necessary preconditions to its reception.

Can a person who facilitates killing a class of innocent human beings worthily receive the Blessed Sacrament? In a word: No. Here is the backstory.

There is no ambiguity in the Church's teaching about abortion. It is the gravest of evils. All humans have the right to live from conception to natural death. It is a core teaching of the Church: "Thou shalt not kill."

Also core among the Church's teachings is that Catholics have a duty to inform their consciences of what the Church teaches, to exercise their informed reason in distinguishing right from wrong and to conform their acts to core Church teachings. A properly formed conscience will conclude that it is always wrong intentionally to kill an innocent human life. I doubt that Biden disagrees with these principles. If he does, he is in the wrong church.

The stumbling block for Biden and other Catholic supporters of abortion is whether or not the baby in the womb is a person. If the baby is a person, then all abortion is homicide. The Fifth Amendment protects the life, liberty and property of all persons, and the 14th Amendment requires the states to do so on an equal basis. Thus, if the baby is a person, the states cannot outlaw and prosecute only postnatal killings; they must outlaw and prosecute prenatal killings as well.

We know the baby in the womb is a person because she or he has human parents and possesses from conception all the genomic material needed to be viable. Through guardians, the baby can inherit, litigate and own property.

The reception of the Blessed Sacrament is limited to Roman Catholics who are not in a state of grave sin. The sin is facilitating abortions, not politically supporting those who favor them. Here is where Biden would have a sound point when he argues that this is a private matter if he were just private citizen Joe, voting for folks who support abortion. Then, his conscience and his beliefs would be mostly a private matter between him and his confessor.

But he is not private citizen Joe. He is the president of the United States who exercises his authority under unjust laws to facilitate and pay for abortions, and that is a grave sin.

What is a grave sin? It is a grievous act of weakness or defiance done with sufficient reflection and full consent of the will. All three aspects of sinfulness gravity, reflection, consent must be present for the sinner to have culpability. There is no dispute but that abortion is a grievous matter. Unless Biden's exercise of his presidential powers is not done with sufficient reflection and full consent of his will, he is likely culpable for the sin of abetting the killing of innocent human life.

On the other hand, if he firmly believes that the baby in a womb is not a person, that somehow abortion does not kill an innocent human life, that Jesus in Mary's womb was not God and that Mary could morally have killed Him, then he should leave the Catholic Church. For if he stays, at the least, he is culpable for having a gravely and substantially malformed conscience one that embraces heresy.

Even the arguments of the preeminent modern Catholic defender of the primacy of conscience, St. John Henry Newman, would not help Biden. Newman was a 19th-century British academic and Anglican priest who converted to Catholicism and rose to the College of Cardinals. At his beatification, Pope Benedict XVI summarized Newman's teaching on conscience as "not a path of self-asserting subjectivity, but, on the contrary, a path of obedience to the truth that was gradually opened up to him."

The key word here is "gradually." This is so because one's conscience Biden's, yours and mine discerns more as one's intellect learns more.

Stated differently, no one knows how Biden discerns right from wrong, and could change his mind, but Biden himself. If his conscience tells him that the baby in the womb is not a person as un-Catholic and irrational as that is his aiding abortion is still gravely sinful, but he may not be culpable.

Now back to Biden's public dispute with the American Catholic hierarchy. It is profoundly the duty of the bishops to safeguard and protect the sacraments. Traditionally, priests trust the recipient of the Blessed Sacrament not to be in a state of grave sin at the time of the reception.

But one who directly and publicly employs the assets of government to kill babies and then receives the Blessed Sacrament nevertheless if uncorrected by the hierarchy will cause grave scandal. As Biden's reception of the Sacrament and his facilitation of abortion are public, his admonition should be public as well.

A retired bishop friend of mine recently put it this way: Do you think it was right for the Catholic hierarchy in Germany to remain silent and permit priests to give the Blessed Sacrament to SS officers whose regime was slaughtering the Jewish people because unjust laws permitted them to do so? The answer is obvious because Catholics who help to kill innocents are Catholic in their own minds only.

Recapping Wednesday’s Cases, and Predicting the Remaining 8 Cases – Reason

On Wednesday, the Court decided four cases. Each decision resolved an important question of constitutional law. First Collins v. Yellen held that the structure of the Federal House Finance Agency was unconstitutional. Second,Mahanoy Area School Districtheld that a school could not punish a student for sending "vulgar" snapchat messages. Third,Cedar Point Nursery v. Hassid held that California violated the Takings Clause of the Fifth Amendment by requiring farmers to admit union organizers. Fourth,Lange v. California held that the hot pursuit doctrine does not categorically apply to a fleeing misdemeanant. I have now edited all four cases for the Barnett/Blackman supplement. (Randy and I have added a chapter on constitutional criminal procedure to the Fourth Edition of our casebook.) Please email me if you'd like a copy.

I plan to write more about each case. Here, I'd like to revisit my dismal predictions. I correctly predicted that Justice Alito would writeCollins. I whiffed on the other three. I had hoped Justice Kagan would write Mahanoy. She would have brought verve to the topic of student free speech. Alas, generations of principals, teachers, and students will have to suffer from Justice Breyer's staid prose. I thought Justice Alito or Kavanaugh would write Cedar Point. Wrong. The Chief kept it for himself. In light of his votes inHorne I and II, Roberts is especially strong on the Takings Clause. If there is a vehicle somewhere to overrule Kelo, now is the shot. Finally, I didn't have strong thoughts onLange. I predicted Sotomayor, but instead we got a Kagan opinion.

We are left with eight cases. The Court will hand down some tomorrow, and probably the rest on Monday, possibly Tuesday.

January Sitting

Only one case is outstanding: Guzman-Chavez. I still don't have a strong prediction here. I'll give this statutory interpretation case to Barrett. She was very active during oral arguments on statutory nuance.

February Sitting

Only one case is outstanding:Brnovich. Because Roberts ended up writingCedar Point, I am going with Alito or Kavanaugh forBrnovich.

March Sitting

Only one case is outstanding: TransUnion. I'll stay with Kagan for this Rule 23 case.

April Sitting

Justice Breyer wrote the majority in Mahanoy. There are five outstanding cases from that sitting: PennEast (Barrett),Minerva (Kagan), AFP/Thomas More v. Bonta (Roberts),Chehalis (Gorsuch), andHollyFrontier (Barrett).

A case like his would normally have required 14 or more bags of fluids to be pumped into him, but now that posed a problem.

Had he been infected with the coronavirus, tiny aerosol droplets could have escaped and infected the staff, so the operating team had adopted new procedures that reduced the effectiveness of the treatment but used fewer liquids.

It was an elaborate workaround, especially considering that the patient had been declared legally dead more than a day earlier.

He had arrived in the operating room of Alcor Life Extension Foundation located in an industrial park near the airport in Scottsdale, Arizona packed in dry ice and ready to be cryopreserved, or stored at deep-freeze temperatures, in the hope that one day, perhaps decades or centuries from now, he could be brought back to life.

As it turns out, the pandemic that has affected billions of lives around the world has also had an impact on the nonliving.

From Moscow to Phoenix and from China to rural Australia, the major players in the business of preserving bodies at extremely low temperatures say the pandemic has brought new stresses to an industry that has long faced scepticism or outright hostility from medical and legal establishments that have dismissed it as quack science or fraud.

In some cases, COVID-19 precautions have limited the parts of the body that can be pumped full of protective chemicals to curb the damage caused by freezing.

Alcor, which has been in business since 1972, adopted new rules in its operating room last year that restricted the application of its medical-grade antifreeze solution to only the patients brain, leaving everything below the neck unprotected.

In the case of the California man, things were even worse because he had died without completing the normal legal and financial arrangements with Alcor, so no standby team had been on hand for his death. By the time he arrived at Alcors facility, too much time had elapsed for the team to be able to successfully circulate the protective chemicals, even to the brain.

That meant that when the patient was eventually sealed into a sleeping bag and stored in a thermoslike aluminium vat filled with liquid nitrogen that cooled it to minus 320 degrees Fahrenheit (minus 196 Celsius), ice crystals formed between the cells of his body, poking countless holes in cell membranes.

Max More, the 57-year-old former president of Alcor, said the damage caused by this patients straight freeze could probably still be repaired by future scientists, especially if there was only limited damage to the brain, which is often removed and stored alone in what is known in the trade as a neuro preservation.

I have always been signed up for a neuro myself, More said. I dont really understand why people want to take their broken-down old body with them. In the future itll probably be easier to start from scratch and just regenerate the body anyway.

The important stuff is up here, as far as I am concerned, he said, pointing to his sandy-blond crop of hair in a Zoom call. That is where my personality lives and my memories are all the rest is replaceable.

CRYOPRESERVING IN A PANDEMIC

Supporters of cryonics insist that death is a process of deterioration rather than simply the moment when the heart stops, and that rapid intervention can act as a freeze frame on life, allowing super-chilled preservation to serve as an ambulance to the future.

They usually concede that there is no guarantee that future science will ever be able to repair and reanimate the body, but even a long shot, they argue, is better than the odds of revival zero if the body is turned to dust or ashes. If you are starting out dead, they say, you have nothing to lose.

During the pandemic, a heightened awareness of mortality seems to have led to more interest in signing up for cryopreservation procedures that can cost north of $200,000.

Perhaps the coronavirus made them realize their life is the most important thing they have and made them want to invest in their own future, said Valeriya Udalova, 61, chief executive of KrioRus, which has been operating in Moscow since 2006. Both KrioRus and Alcor said they had received a record number of inquiries in recent months.

Jim Yount, who has been a member of the American Cryonics Society for 49 years, said he has often seen health crises or the death of a loved one bring cryonics to the front of peoples minds.

Something like COVID brings home the fact that they are not immortal, Yount, 78, said during a recent stint working in the organizations office in Silicon Valley.

The American Society of Cryonics has been offering support services since 1969 but stores its 30 cryopreserved members at another organization, the Cryonics Institute, near Detroit.

Alcor, the most expensive and best-known cryonics company in the United States, said the pandemic forced it to cancel public tours of its Scottsdale operation. It has also been harder to reach clients quickly, both because of travel restrictions and limitations on hospital access.

Usually we like to get to the hospital beforehand if we have advance notice that the patient is terminal so we can talk to the staff, get to know the layout and how we are going to get the patient out of there as quickly as possible, said More, who is now a spokesman for Alcor.

The company stocked up on chemicals at the start of the pandemic, he said, but actually we dodged a bullet for our members because fortunately we have had very few deaths.

After averaging one cryopreservation a month in the 18 months before the pandemic, Alcor has dealt with just six since January 2020, perhaps through a combination of luck and clients heeding the companys plea to avoid risky activities during the pandemic.

KrioRus, the only operator with cryostorage facilities in Europe, was busier than ever and performed nine cryopreservations during the pandemic, according to Udalova, with some of the deaths caused indirectly by COVID.

Visa and quarantine rules threatened delays of up to four weeks to reach their bodies, and the company often had to rely on local associates to deal with its clients, who died in South Korea, France, Ukraine and Russia.

Different problems have emerged in Australia, which has had some of the worlds most restrictive COVID border controls.

Southern Cryonics, a startup, was unable to fly in foreign experts to train its staff, forcing it to delay by a year the planned opening of a facility capable of storing 40 bodies.

In China, the newest major player in cryonics, the Yinfeng Life Science Research Institute had to stop public visits to its facility in Jinan, the capital of Shandong province, which has made it difficult to recruit clients.

THE COST OF MAYBE LIVING A BIT LONGER

More than 50 years after the first cryopreservations, there are now about 500 people stored in vats around the world, the great majority of them in the United States.

The Cryonics Institute, for instance, holds 206 bodies, while Alcor has 182 bodies or neuros of people ages 2 to 101. KrioRus has 80, and there are a handful of others held by smaller operations.

The Chinese performed their first cryopreservation in 2017, and Yinfengs storage vats hold only a dozen clients. But Aaron Drake, the clinical director of the company, who moved to China after seven years as head of Alcors medical response team, noted that it took Alcor more than three times as long to reach that number of preserved bodies.

Yinfeng has priced itself at the top of the market alongside Alcor, which charges $200,000 to handle a whole body and $80,000 for a neuro.

Alcor has the largest number of people who have committed to paying its fees: 1,385, from 34 countries. (Fees are often funded with life insurance policies.) The Chinese have about 60 customers who have committed, while KrioRus said it has recruited 400 customers from 20 countries.

The Cryonics Institute has a different business model, charging basic fees as low as $28,000, with up to $60,000 more required if the members want transport and rapid standby teams like Alcors.

KrioRus is even cheaper, although it plans to raise its fees when it completes its current move from a corrugated metal warehouse 30 miles northeast of Moscow to a much larger facility being built in Tver, 105 miles northwest of the capital.

Alcors fees are so much higher mostly because the company places $115,000 of its whole body fee in a trust to guarantee future care of its patients, such as topping up the liquid nitrogen. That trust is managed by Morgan Stanley and is now worth more than $15 million.

Drake said he thinks the Chinese are hopeful that they will be able to outpace the American companies, and they have built a program capable of doing that.

The strongest reason for believing China will come to dominate the field is not just its population of 1.4 billion people but its domestic attitude toward cryopreservation. Far from being confined to the scientific fringe, Yinfeng is the only cryonics group that is supported by the government and embraced by mainstream researchers.

Our little business unit is owned by a private biotech firm that has about 8,000 employees and partners with the government on a lot of projects, Drake said. He added that it is well integrated into the hospital systems and cooperates with research institutes and universities.

The cooperation in China is a long way from the situation in Russia, where Evgeny Alexandrov, the chair of a Commission on Pseudoscience started by the official Academy of Sciences, has derided cryonics as an exclusively commercial undertaking that does not have any scientific basis.

In the United States, the Society of Cryobiology, whose members study the effects of low temperatures on living tissues for procedures such as IVF, adopted a bylaw in the 1980s threatening to expel any member who took part in any practice or application of freezing deceased persons in anticipation of their reanimation.

Past president Arthur Rowe wrote that believing cryonics could reanimate somebody who has been frozen is like believing you can turn hamburger back into a cow, while another past president said the work of cadaver freezers edged more toward fraud than either faith or science.

The society has since eased off, and while its formal position is that cryonics is an act of speculation or hope, not science, it no longer bans its members from the practice.

More at Alcor said there is much less hostility from the medical and scientific establishments now than just five years ago, when there was often tension between rapid response teams and hospitals.

It was quite common for us to show up at a hospital, try to explain what were doing and they would say: You want to do what? Not in my hospital you dont! he said.

They wouldnt let us in, so we would have to wait outside and it would slow things down, but that just doesnt happen anymore. Usually the staff have seen one of the documentaries on science channels, and they know something about what we do.

Typically the reaction now is: Oh, this is fascinating, Ive never seen this happen.

Peter Tsolakides, 71, a former marketing executive for Exxon Mobil and a founder of Australian startup Southern Cryonics, said he is grateful that people in the country tend to have an open mind about new things.

I dont think any public resistance will crop up here, and the state department of health has been really positive and helpful, he said.

An important difference between Yinfeng and most other operators is the Chinese firms greater willingness to preserve people who die without having expressed any interest in being put on ice.

This is seen as an important ethical question in the West, given that it could come as quite a shock for somebody to die, perhaps after coming to peace with their fate, only to wake up blinking at the ceiling lights of a laboratory a few decades or centuries later.

We dont like to take third-party cases, More said. If someone phones up and says, Uncle Fred is dying, I want to get him cryopreserved, we need to ask a bunch of questions before we even consider accepting that case.

Is there any evidence that Uncle Fred actually was interested in being cryopreserved? Because if not, we dont want to do it. Are there any family members who are really opposed to it? Because we dont want to have to go into a legal battle.

The litigious bent in the United States makes its cryonics firms especially twitchy. There have been many lawsuits by relatives of the deceased trying to stop the expensive cryonics procedure.

You have relatives who think, Now youre dead, I can overrule your wishes and just take your money, More said. Its amazing how often people try to do that.

The relatives of one client failed to inform Alcor that he had died and instead had him embalmed and buried in Europe. When Alcor found out a year later, it confirmed that his contract said he wanted to be cryopreserved no matter how much time had elapsed, so the company got a court order and had the body returned to Arizona.

Drake said the primacy that Western society places on an individuals choice in such cases is a big difference with Eastern culture.

In China it has to do with what the family members want, just like with medical treatments, he said. Lets say Grandpa gets cancer in China. Many times they wont even tell Grandpa he has cancer, and the other family members will decide what treatments should be done.

They might then say, Lets have Grandpa cryopreserved, and it has to be a unanimous agreement of the whole family but not including the individual who actually goes through it.

Udalova said the Russian system is somewhere in the middle. Somebody who dies without leaving written proof of their intentions can still be cryopreserved if two witnesses testify that is what the deceased wanted.

That may help explain an intriguing difference in the gender balance of people who have been preserved.

Men outnumber women by almost 3-to-1 among Alcors clients, and the imbalance is even greater among people registered with the Australian startup. But there is an almost even gender balance among KrioRus 80 patients.

That is because of a cultural situation here in Russia, Udalova said from her office in northern Moscow.

Our clients are mostly men, but they often cryopreserve their mothers first, because Russian men are brought up only by their mothers.

When those male clients eventually join their mothers in the firms metal vats, the gender balance will most likely tip toward more men, she said.

The Chinese, like the Russian men who want to embark on any new life with their mothers by their side, are also baffled by the tendency of American men to plan a solo journey into the future.

In the States you get some family members signing up together, but you get a lot more individuals signing themselves up, and the Chinese dont really get that, Drake said.

I think in almost all the cases in China so far, youve had a family member signing up their loved one who is near death.

If waking up alone in the future does not appeal, there is a growing trend in the United States of people paying tens or even hundreds of thousands of dollars to cryopreserve their pets, with the cost based largely on the animals size.

If you want us to do your horse it is going to be different from your cats brain, More said. We seem to be having more pets than humans at the moment, and thats fine with dogs but its kind of tricky for cats and anything smaller because of their tiny blood vessels.

If you want to store a whole big dog, thats going to cost about as much as a human because of its size. My wife and I had our dog Oscar cryopreserved. He was a large goldendoodle, but we basically just had his brain stored to make it more affordable because Im in neuro anyway.

In Russia, KrioRus preserved cats and dogs have been joined by five hamsters, two rabbits and a chinchilla.

LIFE AFTER THE DEEP FREEZE

To smooth the jolt of trying to resume life in the future, most cryonics firms offer to store keepsakes, memory books and digital discs to help a revived patient rebuild memories or simply cope with nostalgia. Alcor uses a salt mine in Kansas for storage and is also working on options for putting money into a personal trust to finance a future life.

A final edge the Chinese cryonicists enjoy is a more accommodating cultural environment. Western religions tend to be more focused on the concepts of heaven and hell, and the body and brains being merely the repositories of an eternal soul rather than machines that can be switched off and on.

More, for one, has little patience with religious critics of cryonics.

Where in the Bible or the Quran, or the Bhagavad Gita does it say, Thou shalt not do cryonics? It doesnt. In fact in the Bible there are some people living for centuries.

Remember, he added, we are not talking about letting people live forever, just maybe a few hundred years more, and thats nothing compared to eternity.

When Christians complain that they would not like to be dragged back from heaven by having their body revived, More reminds them that they may be travelling from the other direction.

Are you sure youre not going downstairs? he asks. And if so, dont you want an escape clause? Cryonics might give you a chance to come back and do some good works so you will have a better chance of getting to heaven.

Udalova in Moscow said that some of her clients cover their bases by opting for both cryonics and a church funeral.

Russian priests always agree to do the religious service, she said. You just have dry ice in the coffin in the church.

Univ. of Washington and Sana researchers use gene editing to prep stem cells for heart repair – GeekWire

Human stem cell scientists have long dreamed of repairing damaged hearts, but have been stymied by researchshowing that the cells yield irregular heartbeats in laboratory animals. A new genetic engineering approach overcomes this barrier, according to a report at the annual meeting of the International Society for Stem Cell Research by scientists at the University of Washington and Sana Biotechnology, a Seattle-based company.

A heart attack typically kills about one billion cells, said Charles Murry, director of the Institute for Stem Cell and Regenerative Medicine at the UW, who presented the data Monday. Such massive cell death can lead to downstream effects such as heart failure, an often-debilitating condition that affects about 6.2 million people in the U.S. Using stem cells to repair the damage after a heart attack has long been a goal in his lab.

One major challenge in the field is that implanting cells into the hearts of laboratory animals can nudge the whole heart into beating rapidly, a condition called engraftment arrhythmia, said Murry, who is also a senior vice president and head of cardiometabolic cell therapy at Sana, which went public earlier this year.

This engraftment arrhythmia, where the heart races too quickly, has been one of the major hurdles weve been trying to overcome en route to clinical trials, said Murry in a press release.

In their study, Murry and his colleagues quelled engraftment arrhythmia using a genetic engineering strategy in cells implanted into pig hearts. Their next step is to see if the cells can repair heart damage in macaques if those studies work, the researchers will initiate clinical trials in people, he said.

To quell the arrhythmia, Murry and his colleagues turned to CRISPR, the Nobel Prize-winning technique to knock out genes. They knocked out three genes in stem cells encoding different ion channels, molecules embedded in the cell membrane that mediate impulses that propagate heart beats. They also added DNA for another ion channel, KCNJ2, which mediates the movement of potassium across the membrane, Its a chill out channel, Murry told GeekWire, It tells the heart cell not to be so excitable.

The engineered stem cells, derived from human embryonic stem cells, were coaxed in a petri dish to produce heart muscle cells, which were then implanted into pigs via open heart surgery or a catheter. The result was an even heartbeat the genetically altered cells did not cause engraftment arrhythmia.

The researchers landed on this strategy after years of effort, assessing which channels were present in the cells during arrhythmia, and knocking out multiple types of channels until they hit the right combination.

In their next set of experiments in macaques, We want to make sure these cells are still effective, said Murry, They look good beating in culture, so I think they are going to be OK. Moving forward, the researchers will also use induced human pluripotent stem cells, obtainable from adults and more amenable longer-term for clinical use.

In another recent study, published in Cell Systems, scientists at the Allen Institute for Cell Science took a close look at cardiac muscle cells derived from stem cells. They found that they could classify the state of the cells, such as how mature they were, by assessing both cell structure and which genes were turned on.

This paints a broader picture of our cells. If someone wants to really understand and characterize a cells state, we found that having both of these types of information can be complementary, said Kaytlyn Gerbin, a scientist at the Allen Institute for Cell Science in a statement. The findings provide a fine-tooth analysis of cell state, which may guide future experiments on cardiac muscle and other cell types.

Murrys research was conducted primarily at the UW, with financial support from Sana. In addition to its cardiac program, Sana has cell and gene therapy programs in diabetes, blood disorders, immunotherapy and other areas.

UC San Diego Scientists Develop the First CRISPR/Cas9-based Gene Drive in Plants – UC San Diego Health

Arabidopsis plants were used to develop the first CRISPR-Cas9-based gene drive in plants.

With a goal of breeding resilient crops that are better able to withstand drought and disease, University of California San Diego scientists have developed the first CRISPR-Cas9-based gene drive in plants.

While gene drive technology has been developed in insects to help stop the spread of vector-borne diseases such as malaria, researchers in Professor Yunde Zhaos lab, along with colleagues at the Salk Institute for Biological Studies, demonstrated the successful design of a CRISPR-Cas9-based gene drive that cuts and copies genetic elements in Arabidopsis plants.

Breaking from the traditional inheritance rules that dictate that offspring acquire genetic materials equally from each parent (Mendelian genetics), the new research uses CRISPR-Cas9 editing to transmit specific, targeted traits from a single parent in subsequent generations. Such genetic engineering could be used in agriculture to help plants defend against diseases to grow more productive crops. The technology also could help fortify plants against the impacts of climate change such as increased drought conditions in a warming world.

The research, led by postdoctoral scholar Tao Zhang and graduate student Michael Mudgett in Zhaos lab, is published in the journal Nature Communications.

This work defies the genetic constraints of sexual reproduction that an offspring inherits 50% of their genetic materials from each parent, said Zhao, a member of the Division of Biological Sciences Section of Cell and Developmental Biology. This work enables inheritance of both copies of the desired genes from only a single parent.The findings can greatly reduce the generations needed for plant breeding.

The study is the latest development by researchers in the Tata Institute for Genetics and Society (TIGS) at UC San Diego, which was built upon the foundation of a new technology called active genetics with potential to influence population inheritance in a variety of applications.

Developing superior crops through traditional genetic inheritance can be expensive and time consuming as genes are passed through multiple generations. Using the new active genetics technology based on CRISPR-Cas9, such genetic bias can be achieved much more quickly, the researchers say.

I am delighted that this gene drive success, now achieved by scientists affiliated with TIGS in plants, extends the generality of this work previously demonstrated at UC San Diego, to be applicable in insects and mammals, said TIGS Global Director Suresh Subramani. This advance will revolutionize plant and crop breeding and help address the global food security problem.

USDAs Proposal to Take Back Regulatory Oversight of GM Animals from FDA Remains Viable Despite Change in Administration – JD Supra

On December 14, 2020, the US Food and Drug Administration (FDA) approved GalSafe pigs, which are genetically modified (GM) for use in food production and medical products. At the time, the agency noted in its Consumer Q&A that intentional genomic alterations (IGAs) in animals would be regulated by FDA to ensure that it is safe for the animal, safe for anyone that consumes food from the animal, and that it is effective, i.e., it does what the developer claims it will do. The agency also explained that IGAs would be subject to premarket oversight whether they are intended to be used for food or to produce pharmaceuticals or other useful products (emphasis added), with the US Department of Agriculture (USDA) being responsible for the labeling of food from GM animals.

However, on yet another show of intra-agency conflict during the Trump administration, just several weeks later the USDA moved to wrest the oversight of GM animals intended for food production from FDA by issuing an Advanced Notice of Proposed Rulemaking (ANPRM), titled Regulation of the Movement of Animals Modified or Developed by Genetic Engineering. Under the ANPRM, the USDA would be responsible for:

Notably, FDA would continue to regulate GM seafood. This proposed regulatory framework is intended to operate under a Memorandum of Understanding (MOU) between the USDA and the US Department of Health and Human Services (HHS).

The MOU was signed by the two agencies on January 13, 2021, just mere days before the change in administration. The MOU transfers the oversight of GM animals intended for agricultural purposes (i.e., human food, fiber, and labor) from FDA to the USDA under authorities granted to the USDA by the Animal Health Protection Act, the Federal Meat Inspection Act, and the Poultry Products Inspection Act. Under the MOU, FDA will continue to have authority over IGAs intended for any purpose other than agricultural use, including biopharma, xenotransplantation, and gene therapies. Importantly, if a specific GM animal species is intended for human food supply, FDA must consult with the USDA on the food safety review to promote consistent food safety reviews and monitoring for all amenable species intended for human food as part of USDA's new program.

Considering the strong interest in the proposed change in agency oversight by both industry and consumers alikeas well as the Biden-Harris administrations likely desire to gauge the support and opposition for the plan before making a decisionUSDA reopened the comment period for the ANPRM in early March, which was extended to May 7, 2021. Despite strong support from industry, however, animal welfare, public health, and environmental advocates have signed letters urging both Tom Vilsack, Agriculture Secretary, and Xavier Becerra, HHS Secretary, to allow FDA to retain its oversight over GM animals intended for food production, claiming the MOU weakens FDAs authority to protect public health.

In the meantime, FDA continues to regulate GM animals for both agricultural and medical purposes. Whether USDAs effort to retain jurisdiction over GM meat intended for the food supply will be successful is unclear. However, it seems there would be some amount of duplication in determining whether a genetic modification to an animal is safe for purposes of producing food, drugs, new cells, or tissue structures for use in humans. Presumably the agencies will share their relevant scientific expertise in assessing the use of this novel technology and its possible effects on humans. Because state agencies are also heavily involved in the regulation of livestock, it is likely that states will have a view on which federal agency they believe is more capable to set appropriate standards and police activity. It remains unclear when a decision on the ANPRM will be issued and whether the Biden-Harris administration will support the proposed rule.

Dr Sanju A. Sanjaya received a PhD in 2003 from the University of Mysore, Mysore, India, on tree improvement and biotechnology. That same year, he joined the Agricultural Biotechnology Research Center at Academia Sinica, in Taipei, Taiwan as a postdoctoral fellow working on the genetic engineering of orchids and tomatoes, for biotic and abiotic stress tolerance. He has worked at the Great Lakes Bioenergy Research Center at Michigan State University as a Senior Research Associate on a project focused on increasing energy density in vegetative tissues. His credentials include three patent applications, 20 papers in refereed journals, six published book chapters and eight published reviews.

Dr Sanjayas lab leads an active research program to design photosynthetic organisms with enhanced bioenergy and industrial compounds for higher production, profitability and sustainability. Dr Sanjayas research group uses bioinformatics, biochemical, molecular, cell biology and genetic engineering approaches to understand the primary metabolism mechanisms in plants and microalgae. Dr Sanjayas lab also aims to advance the use of photosynthetic organisms to address water quality issues and phytoremediation.

The West Virginia State University Energy and Environmental Science Institute (WVSUEESI) mission is to conduct basic and applied interdisciplinary research in energy and the environment to generate technology and knowledge.

Our goal is to partner with public and private sectors, so we can work together to address pertinent energy and environmental issues for West Virginia, says WVSUEESI Director, Dr Sanjaya. Those issues include researching the feasibility and sustainability of alternative energy sources for the Mountain State as government regulation and environmental concerns continue to cast resources such as natural gas and coal in the national spotlight.

Those new energy sources include renewable resources from plant-based biomass. Scientists at WVSU conduct ongoing projects focusing on feedstock improvement, biofuels and bioproducts; genomics; bioremediation, environment and sustainability. One project involves increasing the production of plant oils in the biomass of bioenergy crops that can be used to produce biodiesel and replanted onto formerly mined areas to determine how well crops will grow on reclaimed land.

One of the goals of the WVSUEESI is to generate technologies and provide hands-on research opportunities to students and science-based outreach opportunities for K-12 youth; Research and Teaching Graduate Assistantships in the MS Biotechnology Program; the Research Rookies Program in energy-related research; Agricultural and Environmental Science Careers for Non-Traditional Students (AESCONTS) throughout the region in the hope of generating the tomorrows scientists.

Ive always wanted to progress professionally and academically and to enrich my previous experience working with energy and environmental science, Dr Sanjaya explains. One of my biggest interests in being at WVSU is the opportunity to work in a team, with hard-working and smart students and scientific community.

Dr Sanjaya hopes the research will ultimately attract industry and academic partners to the region, enhancing economic development and workforce opportunities.

In addition to his ambitious research, Dr Sanjaya is a true leader in the classroom at WVSU who enjoys interacting with and motivating his students. As we enter an era where global food production is likely to double as the human population increases, sharing prime agricultural lands and resources for food and energy production becomes an even greater challenge. A breakthrough technology that enables the cultivation of an energy crop on a vast area of marginal lands can address these issues. Dr Sanjaya uses a gene-editing technique called CRISPR that gives him the ability to alter genes in plants, enabling them to grow on mountainous terrain, in soil with low nutrients, and even under drought conditions. This research is considered cutting edge, but has already proven viable in other parts of the world.

Dr Sanjaya then turns the discussion towards current research when it comes to improving the nutritional and energy content of crops. Dr Sanjaya considers why this is necessary for society today and how this incorporates gene technology.

Currently, the majority of the oils used in biodiesel production come from the seeds of plants, Dr Sanjaya comments. Biodiesel is a form of diesel fuel derived from plants or animals. By increasing the energy provided by plants, the land required to grow both biodiesel and food crops could be significantly reduced, he adds.

Plants accumulate oils within the tissue of the seeds to help with the energy-intensive process of germination and growth of new seedlings. By harnessing the mechanism used by the plant to send and store these oils within the seeds, Dr Sanjaya and his team aim to create new breeds of plants that accumulate higher amounts of oils within the rest of the plants vegetative tissue the leaves, stems and roots.

To increase the amount of oils stored in the vegetative tissue of plants, Dr Sanjaya and his colleagues have taken a two-pronged approach. Plants can only capture a finite amount of carbon in any period, so increasing the amount of oils created and stored necessarily requires a reduction in the amount of starch being produced.

First, the researchers used advanced molecular techniques to manipulate the genes involved in producing and accumulating oils called triglycerides using the model plant Arabidopsis thaliana. This flowering plant species is related to mustard, cabbage and radishes and is ideal for testing and refining genetic techniques because of its small size and short generation times.

By increasing the activity of a gene controlling seed oil production, Dr Sanjayas team created a version of the plant that tends to store these oils within the vegetative tissue.

Following this, the team focused on a gene involved in starch production. They found that when this gene was edited to exhibit decreased activity, more carbon was left available to be routed into the production of oils. The resulting plant that possesses both edited genes divides more of the carbon captured during photosynthesis into oils than into starch.

Our long-term goal is to develop energy-dense bioenergy crops that can grow on vast areas of reclaimed coal mine lands of West Virginia and the Appalachian coal basin, Dr Sanjaya comments.

Ultimately, he says, this work could bring sustainable agriculture and sustainable energy-related industry to the State.
