I have lived and worked in this country for half my life. The UK has generally been good to me and for me.
I was born in the United States, an African-American. So for some while, I got a pass that is, I was allowed. It took me a while to understand and know that. My experience of growing up in America was one of grand mal institutional racism: police violence, voter disenfranchisement and a general lack of access to a thriving society.
So at the beginning, in the UK, I had the feeling of a kind of freedom, a place to be. It was, and is, an illusion.
I watched the Oprah Winfrey interview with the Sussexeswith great sadness. Not so much because of them, but for this country. What I had suspected for a long time was pretty clear: Harry wanted to leave not only the Royal familybut the country of his birth.
Since the interview was shown in the United States on Sunday evening, my American relatives have bombarded me with questions, because they had been here and for them the UK is London, London is central Londonand everyone had been so kind, so welcoming.
My late father, Ben, who was stationed here in the Second World War, in the racially segregated US military, found the people here to be kind and warm. He never forgot England. It was a beacon to him.
How could he know what the reality was in regards to ethnic minorities, to black people here? He would have had to live in the UK to know that.
For many Americans many Americans of colour the entry of an American woman of African descent into the Royal family was a way to look to another place. To see what could be possible within a society and culture older than the US.
At the weddingthere was the glorious choir, the African-American preacher and Doria Ragland, an African-American woman in locks, beautiful and proud.

Electric wheelchair gives Musselburgh dad the gift of freedom – East Lothian Courier

A MUSSELBURGH dad-of-three who has multiple sclerosis (MS) is looking forward to having more independence and freedom thanks to the gift of an electric wheelchair.
Robert Moffat, 42, took delivery of the wheelchair from Davie Martin, of Radio Saltire, and said it would enable him to accompany his wife Claire, 44, on walks with the family dogs and make shopping trips easier.
Mr Martin was delighted to make the presentation, saying it was a real pleasure meeting the family at their Ashgrove home.
Mr Moffat and his wife Claire have also set up a Facebook page called East Lothian MS Warriors.
The group is for MS patients throughout the Lothians and Edinburgh, and their friends and families who have been affected by the condition, which can affect the brain and spinal cord, causing a wide range of potential symptoms, including problems with vision, arm or leg movement, sensation or balance.
Mr Martin praised the initiative, saying: The group has been made to support and help each other, and to advise or inform each other of any advances, news or general information on MS.
He said people would be able to share experiences and struggles that MS brings to everyone, adding that hopefully friendships would be built by group members.
Claire said the electric wheelchair would give Robert more independence and freedom to go out and about, and he would continue to use his manual wheelchair around the house.
She explained that she contacted Mr Martin as she knew of his charitable work and thought he might know of people who would benefit from the new Facebook group.
She said he was only too keen to support the group and also offered Robert the gift of an electric wheelchair, agreeing it would be life-changing for them.
Claire said: The wheelchair will be an absolute benefit going out to places we can go to the shops together and enjoy walking our Jack Russell terriers Scarlett and Geordie together.
We decided to set up the Facebook page a few weeks ago after one of my neighbours, who has a relative with MS, asked what was out there for people.
There is Leuchie at North Berwick, which is respite, the MS Society and clinics, but we felt a Facebook group would be a great way to get people talking, raise awareness and get information about services and treatment.
She said that those with MS and carers could feel isolated during the Covid-19 pandemic, with respite facilities closed.
Claire said that the feedback about the Facebook page had been positive, adding: People have said they are so glad its here.
We are trying to reach everyone, and hope to get professionals who work with people with MS on board.
She added that, in future, it might be possible to organise group meetings and she was also keen to encourage fundraising for MS causes, including Leuchie, which Robert enjoys attending to receive physiotherapy.

Technology rebound leads stocks higher in early US trading – FOX40

A surge in big technology stocks was pulling the stock market sharply higher on Tuesday, as a fall in bond yields was helping beaten-down technology companies recover.
The surge comes a day after the Nasdaq closed 10% below its February peak, what is known as a correction on Wall Street.
The S&P 500 was up 1.8% as of 11:50 a.m. Eastern. The technology-heavy Nasdaq was up 3.3%, led by gains in Apple, Amazon, Facebook and Cisco. The Dow Jones Industrial Average, which is weighted less toward tech than the other two indexes, gained 265 points, or 0.8%, to 32,068. The Russell 2000 index of small company stocks was up 2.3%.
Investors were relieved to see that long-term interest rates were falling in the bond market. The yield on the 10-year Treasury note dropped to 1.55% after trading above 1.60% a day earlier. Higher bond yields tend to pull money away from high-priced stocks like technology companies, which have been soaring through the pandemic.
Bank stocks, which had benefited from the rise in bond yields, were moving in the opposite direction as the rest of the market. Bank of America fell 0.5% while Citigroup was flat.
Yields have been climbing with rising expectations for growth and the inflation that could follow. Higher yields put downward pressure on stocks generally, in part because they can steer away dollars that might have gone into the stock market into bonds instead. That makes investors less willing to pay such high prices for stocks, especially those that look the most expensive, such as technology stocks.
Striking the correction level for the Nasdaq is also important for many investors and traders who use technical indicators to decide when to buy or sell stocks. A correction is typically seen as a healthy moment for any market, giving investors a chance to pause and reallocate their investments without the volatility and stress that a bear market typically can bring.
Investors have been betting that$1.9 trillion in coming government stimuluswill help lift the economy out of its coronavirus-induced malaise. There are also investors who are betting that stimulus and an improving economy will result in some inflation down the road.
The U.S. economic aid package, passed narrowly by the Senate on Saturday, provides direct payments of up to $1,400 for most Americans and extends emergency unemployment benefits. Its a victory for President Joe Biden and his Democratic allies, and final congressional approval is expected this week.
Oil prices were also moving modestly lower, continuing a two-day slide. U.S. crude oil fell 0.8% to $64.24 a barrel.

Consultants at the University of Southamptons Wolfson Unit have confirmed the validity of UK-based Windship Technologys patented triple wing rig.
The study, which predicted performance reduction for a 125,000DWT vessel, showed that the companys rigged commercial vessels will achieve fuel savings of around 33%.
According to Windship Technology technical director Simon Rogers, the companys True Zero design could eliminate CO2, NOx, SOx and particulate matter by incorporating large solar arrays, carbon capture, optimised hull shapes and specialised weather routing software.
We speak to Rogers about the studys wider implication and how Windship Technologys triple rig will save fuel and reduce commercial vessel emissions.
Simon Rogers (SR): The findings of the Wolfson Unit at the University of Southampton were the result of modelling a 125,000t ship and running the hydrostatic calculations to look at the performance overall and the integration of the computational fluid dynamics results and combining them with the overall performance profile.
What was discovered is that the results were really substantial and at a ship speed of 12 knots, we had about fuel savings of about 33% in a fully loaded condition. We have about 8% better performance in the unloading conditions.
So [between] 10 and 12 knots, were getting nearly 48% in full loaded condition and over 50% in ballast condition. We are likely to be between 35% to 40% fuel saving on a North Atlantic route taking all seasons into account just with wind.
SR:They were conducted by the Wolfson Unit using its in-house velocity prediction programme. Its a piece of software that combines the water side (Hydro) of the analysis with the air side (Aero) and is a commercially recognised and validated piece of software.

SR:[The results] demonstrate beyond what we have already predicted, [the cost] of the True Zero solution has actually come out much better than we expected.
With [Windship] we think [we could achieve] fuel savings of over 35% to 40%, so it just further answered the validation that True Zero will be a reality very soon.
SR: [Our product] is three vertical wings and what we were able to do with that is to have a big rotating bearing on the deck. The three vertical wings are 48 inches tall they are bigger than a 380 wing so they are really massive and each one of those fixed wings has four trailing edge flaps.
Its basically three aircraft wings with flaps bolted together and rotating on a bearing to set up the angle of attack. And when the direction of the wind changes, we tack like a sailing boat, changing the canvas section of the back of the rig for the new wind direction.
Its a very powerful system and our solution has the highest power density and height rigs of any wind solution in the world.
SR: Wind Technology alone will be responsible for reducing fuel consumption by conservatively 30%.
In this situation, we are looking at probably nearer 35% to 40% fuel saving. And that is only achievable in new ships, where we have the new drive train as well. We are able to optimise the engine for the thrust that is produced by the rig.
The benefits to the environment are considerable, as the combination with the carbon capture and heat recovery system eliminates the SOx, NOx, the particular matter and all of the CO2.
Thats what we are verifying with DNV at the moment, but it will be an absolute revolution for the industry.
SR: We are planning on building two prototypes. The wing themselves are made out of composite material, very similar to the wind turbine industry.
Its well-proven technology and that can be manufactured in the UK. We will build two prototypes, which will be fitted to an existing ship for trials and at the moment we are working with owners to make this possible.
Its a two-year programme and whilst we are doing prototype testing, we will also be building a factory for production.

Factors that influence the return on investment of legal technology – Lexology

Although there are many ways to calculate the return on investment (ROI), its important to consider whats relevant for the particular technology you intend to acquire. Ben Weinberger, lawyer, technologist, and business advisor says that calculating ROI starts with determining the goal. There are a number of ways to measure ROI, but not all of them may be appropriate or even valid for each technology acquisition. Chief Legal Officers (CLOs) first need to understand what their goals are for a particular product is it meant to reduce the time spent on delivering the same volume of work? Is it needed to expedite a time-sensitive process?
Once youve determined the goal of the proposed technology solution, you want to consider what other factors have an impact on ROI.
Convenience:
Consider how your legal department currently operates, and what tasks your team is responsible for. What routine tasks do you carry out currently? What tasks can legal technology automate? How easy is it for users to get accustomed to the new solution? When you decide to invest in legal technology its important to consider how easy the solution is to implement. While more complex solutions may offer several benefits to the legal department, if its considered too disruptive to your current processes, youll have a hard time gaining user adoption. The same goes for legal technology that is not scalable or requires considerable downtime for configuration each time you scale up. Keep in mind that it might take several months, or even a year, before you notice any considerable changes in convenience as it takes time for users to get accustomed to working with the tool.
Speed:
How long does it take you to get things done now and how long will it take to get the same task done with the technology solution? What tasks will you be able to complete faster?
Efficiency:
Corporate legal departments have been grappling with the more with less challenge in recent years. Technology Modernization Fund on track to receive biggest pay day ever – Federal News Network

You could see the momentum to finally push real funding to the Technology Modernization Fund building all last week.
Three nominees for key positions at the Office of Management and Budget specifically mentioned the need to put serious money behind federal agency cybersecurity and IT modernization efforts. Senate lawmakers did more than casually mention it or offer to submit questions for the record.
A draft of the Senates version of the American Rescue Plan labeled a managers amendment leaked out finally offering some specifics: $1 billion for the TMF, $650 million for cybersecurity and another $350 million for other related IT modernization efforts.
But it wasnt until the Senate Budget Committee released its initial version of the bill did reality set in. Real, impactful funding for the TMF was closer than ever to crossing the finish line.
By March 6, the Senate sealed the deal with a vote of 50-49 passing the American Rescue Plan with the $2 billion for federal technology and cybersecurity efforts.
Having $1 billion dollars in the Technology Modernization Fund is a good first step and will be critical to helping address many of the common challenges still hampering effective IT transformation across the government, such as identity management, secure data sharing, leveraging AI and other emerging technologies to enhance citizen service delivery and expanding critical cybersecurity shared services to combat persistent threats, said Matthew Cornelius, the executive director of the Alliance for Digital Innovation, an industry association, and a former senior technology and cybersecurity advisor at OMB, in an email to Federal News Network. Because these funds are being provided as part of this relief bill and should be used to deal with immediate challenges, it is incumbent upon OMB and the General Services Administration to use the authorities they have under the MGT Act to suspend repayment and quickly make targeted investments to the most high priority projects in one or more agencies.
The TMF and other funding are not a done deal. The House still must pass the Senates version of the American Rescue Plan. That, however, is a strong likelihood given the Houses long-standing support of the TMF.
Once the House passes the legislation and President Joe Biden signs it into law, along with the TMF receiving $1 billion it never received more than $100 million at a time the Cybersecurity and Infrastructure Security Agency in the Department of Homeland Security would receive $650 million to shore up federal networks from cyber vulnerabilities, the U.S. Digital Service would receive $200 million and the Federal Citizen Services Fund would get $150 million.
The Biden administration called for $9 billion for the TMF and another $1 billion for cybersecurity and IT modernization efforts to address the urgent national security issue.
The American Rescue Plan emphasizes the importance of modernizing federal information technology and bolstering governments cybersecurity. These investments in technology infrastructure and tools are an important down payment on helping to deliver modern and secure citizen services and critical networks. The fact that the Senate is supporting $1 billion for the TMF means that OMB must do its part and figure out what their version of transparency looks like and offer 110% of it. This is the Biden administrations big opportunity to reverse decades of neglect and mistrust, lets hope for every agencys sake they dont revert to the actions of the last three administrations when it comes to communicating about the funding.
